19/81 DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

Roedd copïau o’r cyfrifon wedi cael ei danfon ar gyfer y flwyddyn a ddaeth i ben ar 31 Mawrth 2020.  Roedd y rhain wedi’u harchwilio gan Mr D. G. Morris.  Cynigiwyd gan y Cyng. C. Moses, ac eiliwyd gan y Cyng. A. Davies y dylid derbyn bod y datganiad o gyfrifon yn gywir.  

Copies of the accounts had been forwarded to Cllrs  for the year ended 31st March 2020.  These had been audited by Mr D.G.Morris.  Following a discussion regarding the accounts, it was proposed by Cllr. E. Morgan and seconded by Cllr. B. Jones that the statement of accounts be accepted as correct.  

19/82 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol y dylai pob cofnod barhau heb unrhyw ddiwygiad.  

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  

19/83 DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. C. Moses ac eiliwyd gan y Cyng. A. Davies y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. C. Moses and seconded by Cllr. A. Davies that it be approved by the council.

19/84 MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Cllr. B. Jones confirmed that all flowers etc had now been planted in the green, Broad Oak.  It was decided that the raised beds would not fit in with the area and these were therefore returned to Keep Wales Tidy.  There are a good selection of gardening tools which will be used for the flower maintenance. Bird feeders will be placed later in the season.  Cllr. Jones was thanked for her input in this project.  

19/85 MAINC / BENCH – BROAD OAK

The Amberol Bench had been delivered and this was put into position by Cllr. C. Moses, who was thanked for his work.  

19/86 FOOD BANKS

The distribution of food to people being affected by the Covid 19 pandemic was once again discussed.  The collection point would be Llangathen Hall.  Cllr. Cefin Campbell would provide a template for a leaflet to enable these to be distributed.  The Dryslwyn Community Shop would be asked to promote the event on their website and Facebook page.

It was proposed by Cllr. M. Wynne and seconded by Cllr. A. Davies that the minutes of the meeting held on Tuesday, 9th June 2020 be accepted as a correct record of proceedings.

19/69  MATERION YN CODI /  MATTERS ARISING

Cof/Min 19/58 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

SWTRA (South Wales Trunk Road Agency) are carrying out a review of all trunk roads in Wales with the view of dealing with black spots.  A consultation is also in place and Adam Price, Plaid Cymru will respond to this.  Plaid Cymru have requested that they are made aware of any highway problems and asked Cllr. Cefin Campbell for assistance in this matter to which he has replied.

During a discussion, it was noted that the temporary 40miles/hour speed restrictions in operation between Broad Oak and Dryslwyn Square was having the effect on motorist accelerating even more when exiting the speed limit.

It was also suggested that speed counters would give a true reading of the traffic speed as opposed to police presence.

Cof/Min 19/61   HYSBYDIADAU ARCHWILIO / AUDIT NOTICE 2019/2020

The clerk has informed Wales Audit regarding the delay on completing the 2019/2020 annual accounts.  They have revised the completion date to 31st August 2020.  The internal auditor, Mr D Morris is due to return on 3rd August 2020.

The clerk advised that it would be necessary to hold a meeting in August in order to approve the accounts.

Cof/Min 19/62 MAINC / BENCH – BROAD OAK

The insurance company Aviva have agreed to pay the claim for the damaged bench (less excess).  The clerk to arrange with Amberol for a pro-forma invoice and subsequently order the bench.  Cllr. C. Moses agreed to accept delivery of the bench.

Cllr. B. Jones gave an update on the Places for Nature, Butterfly Garden.  She has received numerous deliveries which included plants, raised planter, tools, posts, shovels, compost, top soil, bird feeders and seeds.  Cllr. Jones will be meeting with Dan Snaith, Keep Wales Tidy who will help with the project.  Due to Covid-19 restrictions, it is limited as to who can assist with this project.  Cllr. Jones was thanked for her input.

Carmarthenshire County Council were now in a position to supply “No Cold Calling” stickers (bilingual).  It was decided that some would be available at the Dryslwyn Community Shop, some would be delivered to Cllrs. B. Jones, A. Davies and the clerk.  The clerk to arrange for posters to be displayed in local Notice boards informing the public that the stickers are available.

19/70    DIFFIBRILIWR / DEFIBRILLATOR   

Cadarnhawyd bod y ddau ddiffibriliwr (yn Nerwen-fawr a Siop Dryslwyn) yn gweithio’n iawn. 

It was confirmed that the two Defibrillators (Broad Oak and Dryslwyn Shop) were in working order.  

19/71  LLWYBR DYFFRYN TYWI / TYWI VALLEY PATH

Mae yngynghoriad yn cael ei gynnal o 9 Gorffennaf hyd at 20 Awst 2020 ac mae’n rhan o Ganllawiau Arfarnu Trafnidiaeth Cymru sy’n ofynnol gan Lywodraeth Cymru. 

A consultation exercise is running from July 9th to August 20th 2020 and is being carried out as part of a Welsh Transport Appraisal Guidance study which is required by Welsh Government.  Cllr. Campbell gave an insight on the progress and urged all to complete the online survey.

19/72 HMRC

The clerk had been experiencing problems inputting end of year information under the Basic Payment Tools programme.  Help had been obtained from a local accountant.

19/73  WEBSITE

Following a  request from the web manager regarding the web maintenance contract, it was agreed to increase the annual fee to £275.00.  The clerk to advise the web manager.

19/76 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell gave a report on the situation during the Covid-19 pandemic.  He praised council staff for the hard work and pressure they were experiencing , many were working from their homes.  Four field hospitals had been built, one, Carmarthen Leisure Centre was in use.  It had been requested by Hywel Dda that these hospitals be kept open in case there is to be a second spike of this virus.  The county was now experiencing a loss of income and an increase in costs.

Councillors were very much involved in the operation of Food Banks and delivering food parcels to children which will continue over the summer.

There is a Testing & Tracing centre in Nantyci.

Meetings have been “virtual” but may resume to normality in the Autumn although it was thought that some meetings may continue to be “virtual” – a change for the future.

Cllr. Campbell together with local residents were very much involved in the Food Banks system and suggested that there be a collection box within the Llangathen parish.  It was agreed that arrangements would be made for this to take place week beginning 3rd September 2020 and Cllr. A. Davies would speak to Dryslwyn Community Shop to seek their cooperation as a collection point.

Cllr. Campbell praised the work, support and cooperation that staff and volunteers of Dryslwyn Community Shop demonstrated over this difficult time, supporting the needs of the local community.  The clerk was asked to forward a letter of gratitude to the shop.

19/77 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Reports of speeding past Court Henry School had been received.  Cllr. Cefin Campbell and Cllr. Mansel Charles were dealing with the situation and hopeful that some measures to reduce speed would be forthcoming.

2.  It was reported that a field near Glandwr, Llangathen, appears to be occupied. There is a caravan with awning and machinery and it appears that people may be living there.  The clerk to report the  Planning Enforcement Officer, CCC.

3.  The Broad Oak junction, Llangathen to Llandeilo is being obstructed by overgrown branches. Also the Broad Oak to Llangathen highway is experiencing similar problems.  The clerk to report to CCC.

4.  Trunk road, A40 near Dryslwyn square, dip in road, clerk to report.

The clerk confirmed that the report had been forward to the above.  The report stating that no payments had been made to members for the year 2019/2020.  The clerk to arrange for this to be displayed on the web site.

19/61 HYSBYDIADAU ARCHWILIO / AUDIT NOTICE 2019/2020

Preparations for the accounts year end 31/3/20 have been prepared by the clerk.  As the internal auditor is abroad on lockdown, completion of the accounts had not been possible.  In line with procedures, the clerk is to inform Wales Audit Office and place a notice on the website www.llangathen.org.uk  

19/62 MAINC / BENCH – BROAD OAK

The clerk has received a quotation for a bench in order to replace the damaged one.  An application for a claim could now be put forward to Aviva.

19/63  MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Following an application to Keep Wales Tidy, Local Places for Nature, a grant has been secured for the creation of Butterfly Garden.  It was expected that the planting medium would be delivered during early July and Cllr. Beryl Jones agreed to accept the delivery.

Financial year ended 31 March 2020

1. Date of announcement 28th August 2020

2. Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc. relating to them for 20 working days on reasonable notice.  For the year ended 31 March 2020, these documents will be available on reasonable notice on application to: Mrs M Rees, Crachty Isaf, Capel Isaac, Llandeilo, Carms. SA19 7UH

between the hours of 10am and 11am on Monday, Wednesday, Thursday and Friday commencing on 14th September 2020 and ending on  9th October 2020

3. From 10th October 2020 until the audit has been completed, Local Government Electors and their representatives also have:

∙ the right to question the Auditor General about the accounts.  The Auditor General can be contacted via Grant Thornton UK LLP, 3 Callaghan Square, Cardiff, CF10 5BT and

∙ the right to attend before the Auditor General and make objections to the accounts or any item in them.  Written notice of an objection must first be given to the Auditor General via Grant Thornton UK LLP, 3 Callaghan Square, Cardiff, CF10 5BT.

 A copy of the written notice must also be given to the council.

4. The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit Practice.

It was proposed by Cllr. A. Davies and seconded by Cllr. M. Wynne that the minutes of the meeting held on Tuesday, 19th November 2019 be accepted as a correct record of proceedings.

Roedd Mr John Williams o “Gan Bwyll” yn bresennol a dywedodd ei fod wedi argymell i Lywodraeth Cymru (LlC) y dylai’r gilfan yn Nerwen-fawr gael ei defnyddio fel safle bws yn unig. Roedd y Cynghorydd Campbell wedi gwneud cais tebyg ac, yn ôl ymateb CSC, roedd y cynnig wedi’i gynnwys yn system flaenoriaethu LlC. Nododd Mr Williams eto fod LlC yn y broses o gynnal ymchwiliad i 600 o ffyrdd a fyddai’n cymryd tair blynedd i’w gwblhau. 

Yn ddiweddar, roedd cyfyngiadau cyflymder o 40mya wedi cael eu gosod (dros dro) rhwng croesffordd Derwen-fawr a chroesffordd Sgwâr Dryslwyn. Nid oedd yn eglur pam y gwnaed hyn. 

Awgrymwyd y dylid gwneud ymholiadau i LlC ynghylch y rhesymau dros y cyfyngiadau cyflymder hyn a gofyn am iddynt gael eu hehangu i gynnwys y ddwy groesffordd gan mai dyma lle roedd y pryderon ynghylch diogelwch. 

Teimlwyd ei bod yn briodol rhoi gwybod hefyd y gallai hyd at bum bws ysgol/coleg fod yn defnyddio’r gilfan yn ystod y tymor, gyda’r plant/bobl ifanc yn gorfod croesi’r ffordd lle nad oedd cyfyngiadau cyflymder ar y pryd. Byddai’r clerc yn trefnu hyn.

Awgrymodd Mr Williams hefyd y dylai’r Cyngor ysgrifennu at y prif gwmnïau cyfleustodau yn gofyn am i’w gweithwyr beidio â pharcio yn y gilfan wrth iddynt wneud gwaith atgyweirio yn y cyffiniau. Byddai’r clerc yn ysgrifennu atynt ac yn cynnwys CSC. 

Mr John Williams from “Go Safe” was in attendance and advised that he had recommended to Welsh Government (WG) that the lay-by in Broad Oak be classed as a Bus Stop only.  Cllr. Campbell had also made this request and a reply from CCC stipulated that the proposal was within WG prioritisation system.  Mr Williams again pointed out that WG were in the process of carrying out a 600 road enquiry that would take 3 years to complete.  

Recently, 40mph speed restrictions had been imposed (temporarily) between the Broad Oak crossroads and the Dryslwyn Square crossroads.  It was unclear why this had been done.

It was suggested that enquires were made to WG asking the reasons for these speed restrictions and to request that they be extended to include the two crossroads as this was where the safety concerns were.  

It was felt appropriate to advise also that there could be up to 5 school/college buses using the lay-by during term time with children/young people having to cross the road where currently there were no speed restrictions. The clerk to arrange.

Mr Williams also suggested that the council write to the main utility companies requesting that their employees do not park in the lay-by whilst carrying out repairs within the vicinity.  The clerk to write and include CCC.

It had been noted that the speed counters had now been removed and that a report would be forthcoming.  Cllr. C. Campbell agreed to follow up the matter.

Roedd baw cwn yn broblem o hyd yn yr ardaloedd hyn. Cafwyd trafodaeth ynghylch lleoliad arwyddion a biniau. Byddai’r clerc yn cysylltu â CSC ac yn holi a fyddai’r biniau yn cael eu gwagio yn rheolaidd. 

The problem of dog fouling in these areas remained.  A discussion took place regarding the positioning of signs and bins.  The clerk to enquire with CCC and to ascertain that any bins would be emptied on a regular basis.

Trafodwyd eto fater y coed bach yn tyfu y tu allan i dir y castell. Hefyd, mewn man lle mae rhan o wal y castell yn isel, roedd coeden wedi tyfu dros y wal a thros y briffordd. Byddai’r clerc yn rhoi gwybod i Gyngor Sir Caerfyrddin a Cadw. 

The matter regarding small trees growing outside the castle grounds was again discussed.  Also, a section where the castle wall is quite low has now resulted in a tree growing over and onto the highway.  The clerk to report to CCC and Cadw.

Yn dilyn trafodaeth ynghylch yr uchod, cytunodd y Cynghorwyr ar y camau gweithredu canlynol er mwyn mynd i’r afael â’r ddyletswydd. 

Gosod blychau nythu/gwestai trychfilod er mwyn cynnig llecynnau diogel i adar/pryfed.

Plannu llwyni/blodau sy’n denu pryfed peillio.

Newid y trefniadau torri gwair trwy leihau’r amlder/mannau i’w torri er mwyn annog blodau gwyllt a phlanhigion eraill sy’n denu pryfed peillio, gan hefyd roi cysgod i ymlusgiaid a mamaliaid bach.  

Cael pecyn casglu sbwriel ac annog eraill i’w ddefnyddio. Trefnu diwrnodau casglu sbwriel yn y gymuned.

Rhoi sylw i ystyriaethau bioamrywiaeth wrth gyflwyno sylwadau ar geisiadau cynllunio.

Byddai’r adroddiad yn cael ei gyhoeddi ar wefan y gymuned. Byddai’r clerc yn trefnu hyn. 

Following a discussion regarding the above, Councillors agreed on the following actions in order to address the duty.

Install nesting boxes/bug hotel to provide safe places for birds/insects.

Plant pollinator friendly flowers/shrubs.

Change mowing regimes by reducing the frequency/area of cuts to encourage wildflowers

and other pollinator friendly plants, also providing cover for small mammals and reptiles. 

To obtain litter picking kit and encourage use.  Arrange litter picking days within the community.

Take into account biodiversity considerations when commenting on planning applications.

The report to be published on the community website.  Clerk to arrange.

19/53 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cynghorydd Cefin Campbell yr wybodaeth ddiweddaraf am gyllideb eleni. Dywedodd fod LlC wedi cyhoeddi y byddai cyllideb eleni yn cynyddu 4.4%, sy’n cyfateb i £11 miliwn, a hynny yn dilyn 10 mlynedd o doriadau ac arbedion o £9 miliwn. Byddai cyfran o hyn yn cael ei defnyddio ar gyfer cyflogau, pensiynau a dileu swyddi athrawon, yn ogystal ag ar gyfer y ddyled o £3 miliwn mewn ysgolion. 

Byddai ardollau’r dreth gyngor yn cael eu trafod ym mis Mawrth. 

County Cllr. Cefin Campbell gave an update on this years budget.  He advised that after 10 years of cutbacks and £9 million savings having been made, WG have announced that this year there will be a 4.4% raise in the budget equating to £11 million.  A proportion of this will be taken up by teachers salaries, pensions and redundancies together with the £3 million debt in schools.

The council tax levy  will be discussed in March.

19/54 GOFYNIAD PRAESEPT /  PRECEPT REQUIREMENT 2020 / 2021

Gofynnwyd am ofyniad praesept 2020/2021 gan Gyngor Sir Gâr. 

Roedd manylion taliadau “Goleuo’r Droetffordd” ar gyfer y flwyddyn ariannol ar gael gan CSC. Roedd ad-daliad blynyddol y benthyciad (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 dros gyfnod o wyth mlynedd. 

Manylion am Derfyn Gwariant Adran 137 ar gyfer 2020/21 – sef £8.32 yr etholwr. Roedd 437 o etholwyr yn y plwyf.  

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2020/21 oedd 266.32.

Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 20/1/20.

Gofynnwyd i’r clerc adael yr ystafell ar yr adeg hon ac, ar ôl iddi ddychwelyd, rhoddodd y Cadeirydd wybod iddi y byddai ei chyflog blynyddol yn cynyddu i £1650.00

Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried. Cytunwyd na ddylai’r praesept gynyddu, ac y dylid defnyddio cronfeydd wrth gefn a oedd eisoes ar gael, pe byddai angen.

Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2020-21 yn £7,200.

Llofnodwyd y ffurflen yn briodol gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2020 / 2021 was requested by Carmarthenshire County Council. 

Details of “Footway Lighting” charges for the financial year were made available by CCC £1964.30 (£1636.92 + £327.38 VAT).  The annual loan repayment (community LED lighting project) equates to £538.63 over a eight year period.

Details of Section 137 Expenditure Limit for 2020/21 – this being £8.32 per elector. There being 437 electors within the parish.  

The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2020/21 being 266.32

Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 20/1/20.

It was at this point the clerk was asked to leave the room and on her return the chair advised that her annual salary would increase to £1650.

All areas of expenditure were explored and costs considered. It was agreed that the precept should not increase and to use reserves already available should it be necessary.

It was resolved that the precept requirement for 2020/21 be £7,200.  

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC

19/55 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Mynegwyd pryder ynghylch yr holl sbwriel a oedd yn cael ei daflu yn ardal Derwen-fawr/ Llangathen. Byddai’r clerc yn ysgrifennu at goleg Gelli Aur yn gofyn i’r myfyrwyr gydweithredu yn hyn o beth. 

Concern was expressed regarding the amount of litter being strewn in the Llangathen/Broad Oak area.  The clerk to write to Gelli Aur College asking for the cooperation of the students regarding this matter.

2. Gormod o ddwr yn cronni yng nghyffiniau Felindre. Byddai’r clerc yn ysgrifennu at CSC. 

 Excessive water gathering in the Felindre vicinity.  The clerk to write to CCC.

3.  Cwlfert wedi’i flocio yng Nghwmharad/Sarnagol, Dryslwyn

4. Perthi heb eu tocio digon a mwd ar y ffordd yn ardal Llangathen

DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen  yn cael ei gynnal ddydd Mawrth 17eg o Fawrth 2020 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m.

Certification and approval of annual accounts for 2019-20

Regulation 15(1) of the Accounts and Audit (Wales) Regulations 2014 (as amended) requires that Responsible Financial Officer of Llangathen Community Council sign and date the statement of accounts, and certify that it properly presents Llangathen Community Council]’s receipts and payments for the year. The Regulations required that this be completed by 30 June 2020.

The Responsible Financial Officer has not signed and certified the accounts for the year ended 31 March 2020. Due to the COVID-19 outbreak, the Responsible Financial Officer has been unable to prepare the accounts. The statement of accounts will be prepared and the Responsible Financial Officer will sign and certify the statement of accounts when the immediate pressures of the COVID-19 outbreak have subsided.
