Cofnodion cyfarfod Cyngor Cymuned Llangathen a gynhaliwyd ddydd Mawrth , 17 Gorffennaf 2018 yn yr Ystafell Ddarllen, Cwrt-henri.

Minutes of the meeting of Llangathen Community Council held on Tuesday, 17th July 2018 at The Reading Room, Court Henry.

Presennol / Present: Cyng. Cllrs  A. Davies (cadeirydd/acting chair)  M. Williams,  M. Wynne, E. Morgan, E.Rees, B.Jones, L.Hughes a C. Moses.  Hefyd yn presennol / In attendance  Mrs M.Rees (clerc / clerk) a/and Cynghorydd Sir / County Councillor C. Campbell.

Croesawodd y Cadeirydd bawb a oedd yn bresennol, a llongyfarchodd y Cyng. Cled Moses ar ei bresenoldeb yn yr Arddwest ym Mhalas Buckingham. Roedd y gwahoddiad a gafodd, ac yntau’n Gadeirydd ymadawol, yn ganlyniad i’w gyfraniad i blwyf Llangathen.

The chair welcomed all present and at this point congratulated Cllr. Cled Moses on having attended The Garden Party at Buckingham Palace.  His invitation to attend as out going chair was as a result of his contribution to the parish of Llangathen.

18/11 DATGANIADAU O FUDDIANT / DECLARATIONS OF INTEREST

18/12  ADRODDIAD GAN SWYDDOG CYMORTH CYMUNEDOL YR HEDDLU/ REPORT BY PCSO

Roedd Swyddog Cymorth Cymunedol yr Heddlu (SCCH), Roger Anthony, yn bresennol yn y cyfarfod, a rhoddodd adroddiad ar faterion o fewn y gymuned.

PCSO (Police Community Support Officer) Roger Anthony attended the meeting and reported on matters within the community.

Rhoddodd y Swyddog Cymorth Cymunedol yr Heddlu Anthony wybod i bawb a oedd yn bresennol fod tair damwain wedi bod ar yr A40, a bod un o’r damweiniau wedi cynnwys tri char.

Yn dilyn nifer o achosion o ddwyn beiciau cwad yn ddiweddar, roedd dau unigolyn wedi cael eu harestio, a phump o’r beiciau wedi cael eu dychwelyd i’w perchenogion.

Roedd yr Wyl Jazz ddiweddar yn Llandeilo wedi mynd yn dda.

PCSO Anthony informed all present that there had been three accidents on the A40 with one involving three cars.

Following the recent spate of Quad bike thefts, two persons have been arrested and five bikes have been returned to their owners.

The recent Jazz Festival held in Llandeilo went well.

18/13 COFNODION / MINUTES

Cynigiwyd gan Cyng. B. Jones ac eiliwyd gan Cyng. M. Wynne fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 15 Mai 2018 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. B. Jones  and seconded by Cllr. M. Wynne that the minutes of the meeting held on Tuesday, 15th May 2018 be accepted as a correct record of proceedings.

18/14  MATERION YN CODI /  MATTERS ARISING

Cof/Min 17/64 (1) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN

Rhoddodd y Cyng. C. Campbell wybod i’r aelodau fod John McEvoy o Gyngor Sir Caerfyrddin wedi cadarnhau na fydd Asiantaeth Cefnffyrdd De Cymru (SWTRA) yn gostwng y terfyn cyflymder yn y lleoliad hwn. Roedd yna anghydfod parhaus yn bodoli ynghylch pwy a oedd yn gyfrifol am y croeslinellau a’r llinellau cyffordd ar y groesffordd. Y gobaith oedd y byddai hyn yn cael ei setlo’n fuan. Roedd llythyr wedi dod i law’r Cyng. A. Davies gan breswylydd lleol a oedd wedi byw ar ochr yr A40, ger Sgwâr Dryslwyn, ar hyd ei hoes. Roedd y llythyr yn nodi iddi sylwi bod cyflymder y traffig wedi cynyddu’n sylweddol. Roedd John McEvoy wedi cadarnhau y byddai cyflymder y traffig y tu allan i Siop Dryslwyn yn cael ei recordio, ac y byddai gwaith yn cael ei wneud ynghylch y lleiniau gwelededd ar Gyffordd y Capel. Roedd astudiaeth wedi dod i law’r Cyng. Campbell, a gynhaliwyd gan breswylydd lleol, ynghylch y problemau ar yr A40 yng nghyffordd Derwen-fawr.

Cllr. C. Campbell advised members that John McEvoy of CCC has confirmed that SWTRA (South Wales Trunk Road Agency) will not be reducing the speed limit at this location.  There is an ongoing dispute as to who is responsible for the hatch markings and junction lines at the crossroads. It is hoped that this will be settled soon. Cllr. A. Davies had received a letter from a local resident who has lived on the side of the A40 near Dryslwyn Square all her life.  The letter stated that she had observed that the traffic speed had substantially increased.

John McEvoy had confirmed that the recording of the speed of traffic outside Dryslwyn Shop was to be carried out and also the splay at the Chapel Junction.

Cllr. Campbell was in receipt of a study carried out by a local resident regarding the issues on the A40 at the Broad Oak junction.

Cof/Min 17/64 (2) DIFFIBRILIWR / DEFIBRILLATOR

Er mawr siom, ychydig iawn a oedd wedi mynd i’r hyfforddiant a drefnwyd ar gyfer 6 Gorffennaf 2018 ac, o ganlyniad, ni chafodd yr hyfforddiant ei gynnal. Gofynnwyd i’r clerc drefnu sesiwn arall ar gyfer mis Medi. Roedd y diffibriliwr wedi cael ei osod ar y grîn yn Nerwen-fawr. Diolchwyd i’r Cyng. C. Moses am hyn. Gofynnwyd i’r clerc roi gwybod i’r awdurdodau angenrheidiol fod hyn wedi cael ei gyflawni. Roedd problemau yn bodoli o hyd o ran gosod y diffibriliwr yn Siop Dryslwyn. Byddai’r Cyng. A. Davies a’r Cyng. C. Moses yn ymchwilio i’r mater hwn.

Disappointingly, the training session arranged for 6th July 2018 was very poorly attended and as a result the training evening was abandoned.  The clerk was asked to arrange another session for September. The Defibrillator has been erected  on the green in Broad Oak. Cllr. C. Moses was thanked for this. The clerk was requested to inform the necessary authorities that this had been done.  There remained some problems with the installation of the Defibrillator at the Dryslwyn Shop. Cllr. A. Davies and Cllr. C. Moses were to look in to this matter.

Roedd safle’r fainc yn y lleoliad hwn bellach wedi’i gytuno, a byddai’r Cynghorwyr yn trefnu i’w gosod yn fuan. I’w adolygu yn y cyfarfod nesaf.

The site of the bench at this location had now been agreed upon and Cllrs. will be arranging the positioning of same soon.  To review at the next meeting.

Cof./Min 17/64 (6) GYFFORDD GER CAPEL CROSS INN / SIOP DRYSLWYN / JUNCTION NEAR CROSS IN CHAPEL / DRYSLWYN SHOP.

Roedd y Cyng. C. Campbell wedi trafod y mater hwn â John McEvoy yn ystod y cyfarfod ar Sgwâr Dryslwyn. Gweler 18/14 (1)

Cllr. C. Campbell discussed this matter with John McEvoy during the Dryslwyn Square meeting.  See 18/14 (1).

Cof/Min 17/64 (8) CARAFAN / CARAVAN, HAFOD LON, CAPEL ISAAC

Roedd Ceri Davies, Cyngor Sir Caerfyrddin, wedi cadarnhau bod preswylydd y garafán yn y lleoliad uchod wedi cyflwyno cais cyn cynllunio ar gyfer datblygiad Un Blaned.

Ceri Davies, CCC, has confirmed that the occupier of the caravan at the above location has submitted a pre-planning application request for a One Planet development.

Roedd y Cyng. E. Morgan wedi rhoi gwybod i’r Adran Dai yng Nghyngor Sir Caerfyrddin am hyn. Cytunodd y Cyng. C. Campbell i fynd ar drywydd y mater.

Cllr. E. Morgan had reported the matter to Housing Department, CCC.  Cllr. C. Campbell agreed to follow up.

18/18 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cyng. Cefin Campbell y byddai canlyniadau’r ymgynghoriad Cymunedau a Materion Gwledig ar gael ym mis Medi, ac y byddai Cynghorau Cymuned yn cael gwahoddiad i ddod i Ganolfan Haliwell, Caerfyrddin.

Byddai Taith Prydain yn cychwyn ym Mhen-bre, Sir Gaerfyrddin, ac yn mynd i mewn i dref Caerfyrddin.

Pwysleisiodd y Cyng. Campbell bwysigrwydd y Cynllun Datblygu Lleol a’r penderfyniadau a oedd i’w gwneud ynghylch lleoliad tai, ynghyd ag ymchwilio i dir addas ar gyfer adeiladu. Argymhellodd fod yr aelodau’n edrych ar y plwyf a’i addasrwydd ar gyfer cynlluniau o’r fath.

Roedd yn bleser mawr gan y Cyng. Campbell sôn am achlysur dyfarnu Rhyddid Sir Gaerfyrddin i D.T. Davies, Dryslwyn. Roedd yn anrhydedd i’r Cyng. Campbell fod wedi bod yn gysylltiedig ag enwebu gwobr o’r fath, ynghyd â bod yn rhan o’r seremoni a gynhaliwyd yn Siambr Neuadd y Sir, Caerfyrddin. Nodwyd bod cyn-aelodau ac aelodau presennol o Gyngor Cymuned Llangathen yn bresennol yn y seremoni, yn ogystal â’r clerc a ffrindiau o’r gymuned. Ar y pwynt hwn, diolchodd y Cyng. Ann Davies yn bersonol i’r Cyng. Campbell am ei holl ymdrechion a’i eiriau caredig ar ran ei thad.

Cllr. Cefin Campbell advised that the results of the Communities and Rural Affairs consultation will be made available in September when invites will go out to  Community Councils to attend the Haliwell Centre, Carmarthen.

The Tour of Britain will commence in Pembrey, Carmarthenshire and the route will enter Carmarthen Town.

Cllr. Campbell advised the importance of The Local Development Plan and the decisions to be made regarding the location of housing and investigating suitable land for building. He recommended that members looked at the parish and its suitability for such plans.

It was with great pleasure that Cllr. Campbell spoke of The Freedom of Carmarthenshire being awarded to D.T.Davies, Dryslwyn.  He regarded it an honour to have been involved with the nomination of such an award and to have been part of the ceremony held in The Chamber at County Hall, Carmarthen. It was noted that past and present members of Llangathen Community Council attended this ceremony as did the clerk and friends from the community.  At this point, Cllr. Ann Davies personally thanked Cllr. Campbell for all his efforts and kind words made on behalf of her father.

18/19 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Gofynnwyd i’r clerc gysylltu â SWTRA unwaith eto ynghylch y goleuadau ar yr A40 yn Sgwâr Dryslwyn.

The clerk was asked to contact SWTRA once again regarding the lighting on the A40 at the Dryslwyn Square location.

DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ddydd Llun 24 Medi 2018 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m.

It was resolved that the next meeting of Llangathen Community Council would be held on Monday 24th September 2018 at the Reading Room, Court Henry at 7.30pm.

Roedd Swyddog Cymorth Cymunedol yr Heddlu (SCCH), Donavon Kerr, yn bresennol yn y cyfarfod, a rhoddodd adroddiad ar faterion o fewn y gymuned.

Roedd trefniadau wedi cael eu gwneud ar gyfer cerbyd/gwn gwylio cyflymder yn y gymuned. Byddai hwn yn cofrestru cyflymder modurwyr ac yn amlygu presenoldeb yr heddlu.

Nododd PCSO Kerr fod y rheiny a oedd yn bresennol yn byw mewn cymuned hyfryd. Diolchwyd iddo am fod yn rhan o’r cyfarfod.

Arrangements had been made for the presence of a speed watch/gun within the community.  This was to register the speed of motorist and to show a police presence.

A report on the recent spate of farm quad bikes within the area was discussed.

PCSO Kerr complimented all present on living in such a lovely community.  He was thanked for attending the meeting.

Dywedwyd bod Cyngor Sir Caerfyrddin wedi penodi Rheolwr Priffyrdd newydd, sef Richard Waters. Roedd y Cynghorydd Sir Cefin Campbell wedi bod yn trafod y posibilrwydd o adfer y marciau coch ar hyd yr ardal hon o’r A40, a byddai’n cwrdd â Mr Waters yn fuan i drafod hyn. I’w adolygu yn y cyfarfod nesaf.

It was reported that CCC had appointed a new Highways Manager, Richard Waters.  County Cllr. Cefin Campbell had been discussing the possibility of reinstating the red hatch markings along this area of the A40 and he was soon to meet Mr Waters regarding this.  To review at the next meeting.

B Jones nad oedd modd mabwysiadu’r ciosg BT yn Nerwen-fawr, felly penderfynwyd y byddai’r ail ddiffibriliwr yn cael ei leoli o dan yr hysbysfwrdd. Byddai hyfforddiant pellach yn cael ei drefnu yn Neuadd Llangathen, a byddai’r Cyng. Jones yn cynghori’r clerc ynghylch dyddiadau, er mwyn hysbysebu’r digwyddiad hwnnw. Penderfynwyd hefyd y dylid gosod sticeri/hysbysiadau ar y diffibrilwyr, yn nodi manylion ynghylch ei berchenogaeth, ynghyd â manylion cyswllt mewn argyfwng.

The training session on 19th April 2018 with Wales Ambulance Service had been well attended.  The defibrillator was due to be installed at the Dryslwyn Community Shop very soon.  Cllr. B. Jones reported that it was not possible to adopt the BT kiosk in Broad Oak therefore it was decided that the second defibrillator would be sited beneath the notice board.  Further training, in Llangathen Hall is to be arranged, Cllr. Jones would advise the clerk on dates in order to advertise this event. It was also resolved that stickers/notices should be placed on the defibrillators, advising the public on their ownership and who to contact if need be.

The clerk had contacted The Pensions Regulator for advise on this matter.  She was advised to print off a standard letter and as all the criteria had not been met, it was not necessary to become a member of a scheme.  Both the chair and clerk signed the letter which would be kept on file.

17/68 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Roedd Bwrdd Iechyd Hywel Dda yn awyddus i gael barn Cynghorau Sir a Chymuned ynghylch y cynnig i adleoli’r cyfleusterau Damweiniau ac Achosion Brys. Roedd cynnig ar gyfer ysbyty newydd, a fyddai’n cynnwys Uned Damweiniau ac Achosion Brys, yn ardal Hendy-gwyn ar Daf, wedi cael ei gyflwyno. Awgrymodd y Cyng. Campbell y dylai aelodau’r cyngor fynegi eu barn.

Yn dilyn cyfarfod y Cyng. Campbell ag Ed Hunt o BT, canfuwyd bod 85% o Sir Gaerfyrddin yn manteisio ar gysylltiad Band Eang Cyflym Iawn ar y pryd. Roedd Llywodraeth Cymru yn darparu cyllid i ymdrin â’r “mannau di-gyswllt”, a byddai’r gwaith mewn perthynas â hynny yn cael ei roi ar dendr. Fodd bynnag, roedd BT wedi dweud y gallai ymdrin â 95% o’r dasg honno ymhen 2-3 blynedd.

Byddai canlyniadau’r ymgynghoriad ynghylch Cymunedau a Materion Gwledig ar gael ym mis Medi, pan fyddai gwahoddiadau yn cael eu hanfon i Gynghorau Cymuned i fod yn bresennol yng Nghanolfan yr Halliwell, Caerfyrddin.

Dywedodd y Cyng. Campbell wrth yr aelodau ei fod wedi enwebu’r Cyng. Mansel Charles yn Gadeirydd ar Gyngor Sir Caerfyrddin.

Roedd y llwybr beicio a gychwynnai yn Abergwili yn mynd rhagddo’n dda, a hynny er gwaethaf ambell rwystr, a fyddai, yn anffodus, yn oedi’r gwaith o’i gwblhau.

Hywel Dda Health Board are eager to gain the opinions of County and Community Councils regarding the proposed re-location of Accident and Emergency facilities.  A proposal for a new hospital, incorporating A&E in the Whitland area has been put forward. Cllr. Campbell suggested that members of the council put forward their own opinions.

Following Cllr. Campbell’s meeting with Ed Hunt of BT it was established that 85% of Carmarthenshire was currently receiving Super Fast Broadband.  Funds were being made available by Welsh Government to deal with the “not spots” and the work for this was to be put out on tender. BT, however, have said that they could deal with 95% of this task in 2 – 3 years.

The results of the Communities and Rural Affairs consultation will be made available in September when invites will go out to  Community Councils to attend the Haliwell Centre, Carmarthen.

Cllr. Campbell informed members that he had nominated Cllr. Mansel Charles as chair to Carmarthenshire County Council.

The cycle track commencing in Abergwili was progressing despite a few hold ups which would unfortunately delay its completion.

 

17/69 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Roedd trigolion lleol wedi ysgrifennu ynghylch y bolardiau concrit ar faes y pentref yn Nerwen-fawr. Roeddent wedi cael eu difrodi, ac yn creu perygl, yn ogystal ag edrych yn anniben. Cytunodd y Cyng. Campbell i godi’r mater gyda Chyngor Sir Caerfyrddin.

Local residents had written concerning the concrete bollards on the green in Broad Oak.  They were damaged and posed a hazard as well as being unsightly. Cllr. Campbell agreed to take the matter up with CCC.

2.  Dosbarthwyd llyfrynnau Cod Ymddygiad i’r Cynghorwyr. Byddai noson hyfforddi ar y Cod Ymddygiad yn cael ei chynnal ar 14/6/18. Byddai’r clerc yn gofyn i’r Cynghorwyr A Davies, B Jones ac E Rees gynnal yr hyfforddiant hwnnw.

Code of Conduct brochures were handed out to Councillors.  There will be a training evening on the Code of Conduct – 14/6/18.  The clerk to book in Cllrs. A. Davies, B. Jones and E. Rees.

3.  Byddai’r clerc yn trefnu i gardiau llongyfarch gael eu hanfon ymlaen at y Cynghorydd Sir Mansel Charles ar gael ei benodi’n Gadeirydd newydd Cyngor Sir Caerfyrddin, ac i Mr a Mrs Bryan Jones, Cottage Inn, Pentrefelin, ar gael eu henwebu’n dafarn orau Cymru, a’r drydedd orau yn y Deyrnas Unedig.

The clerk to arrange for congratulatory cards to be forwarded to County Councillor Mansel Charles on his new position as chair to CCC and also to Mr and Mrs Bryan Jones, Cottage Inn, Pentrefelin on being nominated the best Public House in Wales and third in the UK.

Copies of the accounts were circulated and discussed for the year ended 31st March 2017.  These had been audited by Mr D.G.Morris.  It was proposed by Cllr. M. Williams and seconded by Cllr. L. Hughes that the statement of accounts be accepted as correct.

It was resolved that there be no amendments to the Risk Assessment and that the policy continued.

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. M. Williams ac eiliwyd gan y Cyng. M. Wynne y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. M. Williams and seconded by Cllr. M. Wynne that it be approved by the council.

17/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

It was resolved that the services of the internal auditor Mr D Morris be continued.  However, it was deemed courteous to write to Mr Morris to ensure he was happy to continue.

17/08 PENODI CADEIRYDD / APPOINTMENT OF CHAIRMAN

It was proposed by Cllr. M. Williams and seconded by Cllr. E. Morgan that Cllr. C. Moses takes up the position as chair for the coming 2017 / 2018 year.  Cllr. Moses duly accepted this position and at this point thanked Cllr. Wynne for his diligent work over the previous year. The clerk was also thanked for her work.

It was proposed by Cllr. M. Williams and seconded by Cllr. L. Hughes that Cllr. A. Davies be appointed as Vice Chairman.  Cllr. A. Davies accepted the post and thanked members.

Moses y dylai’r pwyllgor barhau â’i aelodaeth o Un Llais Cymru ac mai’r Cadeirydd a’r Is-gadeirydd ddylai fod y cynghorwyr enwebedig i’w cynrychioli yng nghyfarfodydd chwarterol y pwyllgor ardal. It was proposed by Cllr. L. Hughes and seconded by Cllr. C. Moses to continue affiliation to Un Llais Cymru and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc.

Nid oedd rhagor o wybodaeth wedi dod i law ers i John Mr McEvoy, Cyngor Sir Caerfyrddin, gytuno i drefnu arolwg traffig yn y lleoliad hwn. Cynigiodd Cyng. Cefin Campbell fynd ar drywydd y mater gyda Mr McEvoy.

No further information was available following Mr John McEvoy, CCC agreeing to arrange a traffic survey at this location. Cllr. Cefin Campbell offered to follow up the matter with Mr McEvoy.

Roedd hyfforddiant gyda Gwasanaeth Ambiwlans Cymru wedi cael ei drefnu ar gyfer 7pm nos Iau, 18 Ebrill 2018, yn yr Ystafelloedd Darllen, Cwrt Henri. Roedd hysbysiad wedi cael ei roi yn “Y Lloffwr”, a byddai’r Clerc yn trefnu i bosteri gael eu dosbarthu o amgylch y gymuned. Trosglwyddwyd y ddau ddiffibriliwr a’r cabinetau i’r Cyng. C. Moses, a fyddai’n cysylltu â Siop Dryslwyn i drefnu i’w lleoli yno. Oherwydd y broblem o ran pennu’r meini prawf ar gyfer “Mabwysiadu Ciosg” yn Nerwen-fawr, gwirfoddolodd y Cyng. B. Jones ymchwilio i’r mater.

Arrangements had been made for training with the Wales Ambulance Service for 7pm on Thursday evening, 19th April 2018 at the Reading Rooms, Cwrt Henri.  A notice has been placed in “Y Lloffwr” and the clerk to arrange for posters to be distributed around the community.  The two defibrillators and cabinets were handed over to Cllr. C. Moses who would arrange with Dryslwyn Shop for the positioning at this location.  Due to the problem in establishing the criteria for “Adopt a Kiosk” in Broad Oak, Cllr. B. Jones volunteered to look into the matter.

Following a site meeting at the Milton Square area, Dryslwyn, to establish the positioning of the new bench, it was deemed necessary to meet again to be certain of the safest place to put the bench.  To review at the next meeting.

The sign for Banc-y-Dderwen had been received and following a discussion with Cllr. Campbell, Cllr. E. Morgan had agreed to arrange for the sign to be located in an appropriate place on the village green.

Byddai’r mynediad yn peri risg i ddefnyddwyr y ffordd. Y Clerc i gynghori Adran Gynllunio Cyngor Sir Caerfyrddin.

Cllrs. expressed concerns regarding the access onto the A40, a busy trunk road with no speed restrictions.

Access would pose a risk to road users.  Clerk to advise Planning Department CCC.

17/57 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd Cyng. Cefin Campbell y byddai cyfradd y dreth gyngor yn cynyddu 4.45% (yn seiliedig ar eiddo Band D). Roedd hynny’n unol â’r cynnydd mewn siroedd eraill, ac yn debyg iddo.

Roedd angen gwneud gwerth £10 miliwn o arbedion ar wariant.

Roedd cyllid wedi’i ddarparu ar gyfer cynllun newydd, sef “Trefi Marchnad”. Byddai hyn yn helpu i hyrwyddo’r trefni hyn o Lanymddyfri i Hendy-gwyn ar Daf.

Roedd adroddiad ar gyfer Cymru gyfan ynghylch ffioedd parcio wedi canfod nad oeddent yn gwneud unrhyw wahaniaeth arwyddocaol i nifer y bobl a oedd yn ymweld â threfi. Roedd y refeniw a godwyd trwy’r ffioedd hyn – £3 miliwn – wedi cael ei ddefnyddio i sybsideiddio bysiau, priffyrdd, ac ati.

Byddai Cyng. Campbell yn cyfarfod ag Ed Hunt, Rheolwr BT Cymru, er mwyn trafod y problemau o ran band eang.

Cllr. Cefin Campbell reported that Council Tax rate would increase by 4.45% (based on a Band D property).  This being inline and similar to other counties.

There is a need to make savings on spending of £10 million.

Funds have been made  available for a new scheme “Market Towns”.  This will provide assistance in order to promote these towns from Llandovery down to Whitland.

An all Wales report regarding parking fees has resulted in that they make no significant difference to people attending towns.  The revenue raised from these fees – £3 million – has been used to subsidise buses, highways etc.

Cllr. Campbell will be meeting with Ed Hunt, Manager BT Wales in order to discuss the Broadband issues.

A list of organisations requesting financial assistance was issued to members.  After discussion, it was resolved to donate funds to the following:

17/59 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.Roedd mater wedi’i ddwyn i sylw’r Cynghorwyr yn ymwneud â grwpiau o bobl ifanc yn cwrdd yn Nerwen-fawr ar feiciau modur ac mewn ceir, ac yn gwneud llawer o swn yn y pentref. Gofynnwyd i’r clerc adrodd i’r Swyddog Cymorth Cymunedol yr Heddlu lleol.

It had been brought to the attention of Councillors that groups of young people were meeting in Broad Oak, on motor bikes and in cars and were making a lot of noise within the village.  The clerk was asked to report to the local PCSO.

2. Roedd y maes yn Nerwen-fach yn cael ei faeddu gan faw cwn. Y Clerc i adrodd i Gyngor Sir Caerfyrddin.

The green in Broad Oak was becoming soiled due to dog fouling. The clerk to report to CCC.

3.  Cafwyd gwybod nad oedd rhai o’r goleuadau stryd ar hyd yr A40 ger Sgwâr Dryslwyn a Chaeaunewydd yn gweithio. Hefyd y goleuadau ar yr arwyddion “Give Way”. Y Clerc i adrodd i Asiantaeth Cefnffyrdd De Cymru.

Some street lights along the A40 near Dryslwyn Square and Caeaunewydd have been reported as not working. Also the lights on the Give Way signs.  The clerk to report to South Wales Trunk Road Agency.

4. Dywedwyd bod mwd/tail ar y ffordd rhwng Derwen-fawr ac Aberglasne. Hefyd, yn ymyl Cherry Cross lle’r oedd plastig hefyd wedi cael ei adael. Hefyd, roedd angen graean ger Aberglasne a Llangathen. Y Clerc i adrodd i Gyngor Sir Caerfyrddin.

It was reported that mud/manure was on the road between Broad Oak and Aberglasney.  Also near Cherry Cross where there was also plastic being dumped. Also grit needed near Aberglasney and and Llangathen.  The clerk to report to CCC.

5. Gofynnwyd i’r Clerc atgoffa’r Swyddog Cymorth Cymunedol yr Heddlu lleol i fynychu cyfarfodydd.

The clerk was asked to remind the local PCSO to attend meetings.

17/40 CYFETHOL CYNGHORYDD NEWYDD / NEW COUNCILLOR BY CO-OPTION

Mynegodd Mrs Eiryl Rees, a oedd wedi bod yn bresennol yn y cyfarfod blaenorol, fod ganddi ddiddordeb mewn bod yn Gynghorydd Cymuned ar gyfer Ward Deheuol Cyngor Cymuned Llangathen. Cafodd hyn ei gynnig gan y Cyng. M. Williams, a’i eilio gan y Cyng. A. Davies, a chytunwyd yn unfrydol gan bawb a oedd y bresennol fod Mrs Rees wedi cael ei derbyn ar y cyngor. Derbyniodd Mrs Rees ei phenodiad yn briodol. Y clerc i ddweud wrth Wasanaethau Etholiadol Cyngor Sir Gâr fod y swydd wag wedi cael ei llenwi.

Mrs Eiryl Rees, who had attended the previous meeting, expressed her interest in becoming a Community Councillor for the South Ward of the Llangathen Community Council. It was proposed by Cllr. M. Williams and seconded by Cllr. A. Davies and unanimously agreed by all present that Mrs Rees be accepted onto the council. Mrs Rees duly accepted her appointment. The clerk to advise Electoral Services, CCC that the vacancy had been filled.

Cynigiwyd gan Cyng. B. Jones ac eiliwyd gan Cyng. E. Morgan fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 21 Tachwedd 2017 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. B. Jones  and seconded by Cllr. E. Morgan that the minutes of the meeting held on Tuesday, 21st November 2017 be accepted as a correct record of proceedings.

Roedd y Cynghorwyr A. Davies ac L. Hughes wedi bod i gyfarfod safle â Mr John McEvoy ar 15 Ionawr 2018.

Roedd Mr McEvoy wedi cytuno i drefnu bod arolwg o’r traffig yn cael ei gynnal.

Cllrs. A. Davies and L. Hughes had attended a site meeting with Mr John McEvoy on 15th January 2018.

Mr McEvoy had agreed to arrange for a traffic survey to take place.

Ers y cyfarfod diwethaf, roedd dau ddiffibriliwr a dau gabinet na ellir eu cloi wedi cael eu harchebu ac wedi dod i law, ac roedd y cyngor wedi talu amdanynt. Cytunodd y Cynghorwyr C. Moses ac E. Morgan i osod un diffibriliwr mewn man y tu allan i’r Siop Gymunedol yn Nryslwyn. Roedd yna broblemau o ran “Mabwysiadu Ciosg” yn Nerwen-fawr, felly byddai yna oedi o ran y gwaith o osod y diffibriliwr yn y lleoliad hwn. Y clerc i drefnu i’r Ystafell Ddarllen gael ei harchebu ar gyfer hyfforddiant ddiwedd mis Mawrth/ddechrau mis Ebrill. Hefyd, byddai angen hysbysebu’r digwyddiad yn y gymuned.

Two Defibrillators and two unlockable cabinets had been ordered, received and paid for since the last meeting.  Cllrs. C. Moses and E. Morgan agreed to install one defibrillator at a location outside Dryslwyn Community Shop, Dryslwyn.  Problems were being experience with the “Adopt a Kiosk” in Broad Oak therefore the positioning of the Defibrillator for this location was to be delayed.  The clerk to arrange for the Reading Room to be booked for training at the end of March/beginning of April. Also, the advertising of the event within the community.

Procedures were in hand for the demolition of the above.

Roedd un fainc wedi cael ei lleoli a’i diogelu yn Sgwâr Derwen-fawr gan y Cyng. Moses. Diolchwyd iddo am ei amser a’i waith wrth gyflawni’r dasg hon. Nid oedd penderfyniad wedi cael ei wneud eto o ran lle i leoli’r ail fainc. Cytunwyd y dylai barhau yn ardal Sgwâr Milton, ond byddai’r Cynghorwyr Moses, Morgan and Rees yn trafod ac yn penderfynu ar ei hunion leoliad yn dilyn ymweliad â’r safle.

One bench had been sited and secured at Broad Oak Square by Cllr. Moses.  He was thanked for his time and work in carrying out the task. It was yet to be decided where the second bench was to be located.   It was agreed that it should remain in the Milton Square area but its exact location would be discussed and decided upon by Cllrs. Moses, Morgan and Rees following a site visit.

Cynhaliwyd trafodaethau am gyflymder y traffig a’r gwelededd. Byddai Mr McEvoy yn trefnu i geblau cyflymder gael eu cyflwyno – un ar y naill ochr a’r llall i’r siop – a fyddai’n cofnodi cyflymder a nifer y cerbydau sy’n mynd heibio. Trafodwyd ymlediad y ffordd o ardal Derwen-fawr, ynghyd â’r gost o’i wella.

Cllrs. L. Hughes and A. Davies had met with Mr John McEvoy, CCC regarding safety concerns outside Dryslwyn Community Shop.  Discussions regarding the speed of traffic and visibility took place. Mr McEvoy is to arrange for speed cables to be introduced – one each side of the shop – which will record the speed and number of vehicles passing. The splay in the road from the Broad Oak vicinity was discussed as was the cost of improvement.

17/47 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cyng. Cefin Campbell fod disgwyl y byddai arbedion o £12 miliwn yn y gyllideb flynyddol o ganlyniad i feini prawf fformiwla Llywodraeth Cymru. Byddai’n rhaid i gyfrifiadau o ran y gyllideb ddangos lle y byddai’r arbedion yn cael eu gwneud. Gallai’r Dreth Gyngor godi 4.3%. Byddai prif gyfarfod y gyllideb yn cael ei gynnal ym mis Mawrth 2018.

Roedd Cyngor Sir Gâr yn ymchwilio i’r posibilrwydd o sefydlu cwmni tai newydd, sef “Arms Length Housing Company”, a fyddai’n cynnig grantiau i adeiladu tai, dychwelyd tai i’r farchnad rentu, ac adfywio tai gwag. Byddai hyn yn cynorthwyo pobl ifanc i fynd ar yr ysgol dai, ac yn cynnig tai i’r digartref ac i bersonél y lluoedd arfog sydd wedi’u hanafu.

Roedd prosiect CWM Environmental ar fin dod i ben, a byddai Cyngor Sir Gâr yn ymchwilio i’r posibilrwydd o sefydlu cwmni tebyg.

Dywedodd y Cyng. Cefin Campbell am gyfarfod yr oedd yn ei gadeirio yn Ngelli Aur ar 1 Chwefror, a fyddai’n ymdrin â materion yn ymwneud â dyfodol y gymuned cefn gwlad. Byddai Adam Price AC, Simon Thomas AC, a Jonathan Edwards AS yn bresennol. Aeth ati hefyd i annog pawb i lenwi’r arolwg Materion Gwledig

 

Cllr. Cefin Campbell reported that due to Welsh Government formula criteria, it is now anticipated that savings to the annual budget looks likely to amount to £12 million.  Budget calculations must indicate where savings are to be made. Council Tax could rise by 4.3%. The main budget meeting will take place in March 2018.

CCC are looking into setting up a new housing company “Arms Length Housing Company” offering grants to build houses, bring houses back into the rental market and to regenerate empty homes.  This will assist younger people in getting on to the housing ladder, offer housing to the homeless and injured armed forces personnel.

The Cwm Environmental project is about to expire and CCC will look into setting up a similar company.

Cllr. Campbell advised of a meeting he was chairing being held in Gelli Aur on 1st February covering matters regarding the future of the rural community.  In attendance would be Adam Price AM, Simon Thomas and Jonathon Edwards MP.  He also encouraged all to complete the Rural Affairs survey.

Campbell would now forward another request and insist that a reply would be forthcoming.

17/34 POLISI’R CYFRYNGAU CYMDEITHASOL / SOCIAL MEDIA POLICY

Cafodd copi o’r Polisi Cyfryngau Cymdeithasol ei ddosbarthu, ei archwilio a’i drafod ymysg yr holl aelodau a oedd yn bresennol. Cytunwyd yn unfrydol i fabwysiadu’r polisi dan sylw. Llofnodwyd hwn yn briodol gan y cadeirydd a’r clerc, ac awgrymwyd y dylai’r polisi gael ei gyflwyno gerbron y Cyfarfod Cyffredinol Blynyddol i’w adnewyddu.

A copy of the Social Media Policy was circulated, inspected and discussed by all members present.  It was unanimously agreed to adopt the said policy.  This was duly signed by the chair and clerk and it was suggested that the policy put forward at the AGM for renewal.

17/35 DIWYGIO ARWYDDION CYFRIF BANC / AMENDMENT TO BANK ACCOUNT SIGNATURIES

Cwblhawyd ffurflenni bancio er mwyn tynnu rhai llofnodwyr ymaith ac ychwanegu rhai eraill. Byddai’r clerc yn trosglwyddo’r rhain i gangen leol banc Lloyds.

Bank forms were completed in order to remove some signatories and to add others.  The clerk would deliver these to the local branch of Lloyds Bank.

17/36 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cyng. Cefin Campbell y byddai angen gwneud toriadau ariannol gwerth 0.5% a fyddai’n cyfateb i £4/5 miliwn o arbedion y flwyddyn. Roedd cyfarfodydd y gyllideb yn parhau, ac roedd disgwyl i gyfarfod nesaf y gyllideb gael ei gynnal ym mis Mawrth.

Yn rhinwedd ei rôl fel Aelod o’r Bwrdd Gweithredol ar gyfer Cymunedau a Materion Gwledig, dywedodd y Cyng. Cefin Campbell ei fod yn casglu barn a safbwyntiau’r gymuned am yr hyn sy’n bwysig yn ardal wledig Sir Gaerfyrddin. Byddai ganddo holiaduron ar y mater hwn wrth iddo ymweld â’r Ffair Aeaf yn Llanelwedd, Powys.

Cllr. Cefin Campbell advised that financial cuts amounting to 0.5% would need to be made which equates to savings of £4/5 million a year.  Budget meetings are on going with the main budget meeting due to take place in March.

In his role as Executive Board Member for Communities and Rural Affairs, Cllr. Campbell advised that he was seeking views and opinions of what the community felt was important in rural Carmarthenshire.  He will be attending the Winter Fair, in Builth, Powys, with questionnaires on the matter.

17/37 UNRHYW FATER ARALL / ANY OTHER BUSINESS

 

1.Mynegwyd pryderon am garafán wedi’i pharcio mewn cae ger Hafod, Capel Isaac.  Byddai’r clerc yn rhoi gwybod i Ceri Davies, yr Adran Gynllunio, Cyngor Sir Caerfyrddin.

 Concerns had been expressed regarding a caravan being parked in a field near Hafod, Capel Isaac.  The clerk to report to Ceri Davies, Planning, CCC.

2.   Cafodd neges e-bost ei hanfon ymlaen at y Cyng. M Wynne oddi wrth Rhys ap Delwyn Phillips yn ymwneud â’r sied ieir arfaethedig ym Mhentrefelin. Darllenwyd y neges hon yn ystod y cyfarfod.

An e-mail had been forwarded to Cllr. M Wynne from Rhys ap Delwyn Phillips regarding the proposed chicken shed, Pentrefelin.  This was read out during the meeting.

3. Mynegwyd pryderon ynghylch carafán mewn cae, a hynny mewn lleoliad sy’n cael ei adnabod fel Cae Lloi, Dryslwyn. Nodwyd na fu unrhyw anifeiliaid yn y cae ers tua blwyddyn. Byddai’r clerc yn rhoi gwybod am hyn i Ceri Davies, yr Adran Gynllunio, Cyngor Sir Caerfyrddin.

Concerns were put across regarding a caravan in the field at the location known as Cae Lloi, Dryslwyn.  It had been noted that there had been no animals in the field for approximately one year.  The clerk to report to Ceri Davies, Planning Department, CCC.

4. Cofnodwyd nad oedd golau’r stryd ger Caeaunewydd, Dryslwyn yn gweithio.  Byddai’r clerc yn cynghori Cyngor Sir Caerfyrddin am hyn.

The street light near Caeaunewydd, Dryslwyn was reported as not working.  The clerk to advise CCC.

5.  It had been noted that a hardcore track/road had been developed near / between the properties known as Rhyd yr Afon and Coed y Ceirw, Broad Oak.  The clerk to advise Planning Department, CCC.

It was proposed by Cllr. M. Wynne  and seconded by Cllr. L. Hughes that the minutes of the meeting held on Tuesday, 18th July 2017 be accepted as a correct record of proceedings.

17/23 CYFETHOL CYNGHORYDD NEWYDD / NEW COUNCILLOR BY CO-OPTION

Yn dilyn y penderfyniad a wnaed yn y cyfarfod diwethaf i dderbyn Mrs B Jones ar y Cyngor Cymuned, roedd hi bellach yn derbyn ei rôl newydd trwy lofnodi’r Datganiad Derbyn Swydd.  Fe’i llofnodwyd hefyd gan y Clerc, fel Swyddog Priodol y Cyngor.  Croesawyd y Cyng. B.Jones yn gynnes gan bob un a oedd yn bresennol.  Rhoddwyd copi iddi o’r canllaw cyflym i’r Cod Ymddygiad.

Following the decision made at the last meeting to accept Mrs B Jones onto the Community Council, she now accepted her new role by signing the Declaration of Acceptance of Office.  This was also signed by the clerk as Proper Officer to the Council.  Cllr. Jones was warmly welcomed by all present.  She was given a copy of the quick guide to the Code of Conduct.

17/24 MATERION YN CODI /  MATTERS ARISING

Dywedodd y Cyng. Campbell nad oedd wedi cael adroddiad gan Mr John McEvoy, CSG, ynghylch y ffyrdd sy’n arwain at yr A40 ar Sgwâr Dryslwyn.  Cytunodd i fynd ar drywydd y mater.    Cynhaliwyd trafodaeth, a theimlwyd bod trigolion lleol yn fwy ymwybodol o ddifrifoldeb cyflymder traffig yn y lleoliad hwn. Roedd swn breciau yn sgrechian a chyrn ceir yn ddigon o brawf fod angen gwneud rhywbeth i ostegu’r traffig.  Roedd arwyddion cyfyngiadau cyflymder sy’n fflachio yn opsiwn arall a ystyriwyd gan yr Aelodau.

Cllr. C. Campbell advised that he had not received a report from Mr John McEvoy, CCC regarding the approaches to the A40 at the Dryslwyn Square location.  He agreed to follow up the matter.  A discussion took place and it was felt that local residents were more aware of the seriousness of the traffic speed at this location, brakes screeching and car horns sounding were proof enough that something needs to be done to calm traffic.  Flashing speed lights were another option considered by members.

Yn dilyn hysbysiad oddi wrth y Loteri Genedlaethol, gallwn bellach fwrw ymlaen â phrynu dau diffibriliwr a chabinetau.  Cyn gwneud hynny, mae angen i’r Aelodau gadarnhau wrth y Clerc ai cabinet wedi’i wresogi, neu heb ei wresogi, fyddai’r opsiwn gorau, ac a ddylid eu cloi neu beidio. Unwaith y byddai’r penderfyniadau hyn wedi’u gwneud, gellid archebu’r eitemau.

Following notification from the National Lottery it is now in order to proceed with the purchase of two Defibrillators and Cabinets.  Before proceeding, members are to confirm to the clerk whether a heated or unheated cabinet would be the best option and whether they should be locked or unlocked.  Once these decisions were made, then the items may be ordered.

Dywedodd y Clerc fod Adran Gynllunio CSG wedi cadarnhau bod cais dros dro wedi ei wneud i ddymchwel yr adeilad uchod.  TA 78500. Y Clerc i wneud ymholiadau â Mr Ceri Davies, Adran Gynllunio CSG, er mwyn darganfod a fydd cais cynllunio llawn yn cael ei wneud cyn hir.

The clerk advised that the CCC Planning Department confirmed that there was a temporary application for the demolition of the above building.  TA 78500. The clerk to enquire with Mr Ceri Davies, CCC, Planning Department to establish if a full planning application will be made shortly.

Dywedodd y Clerc fod y cwmni yswiriant wedi anfon siec wrth setlo’r hawliad.  Roedd y siec, am £476.40, wedi ei dalu i mewn i gyfrif banc Lloyds Cyngor Cymuned Llangathen.  Penderfynwyd archebu dwy fainc, un i ddod yn lle’r fainc a ddifrodwyd, a’r llall i ddod yn lle mainc yn Nerwen Fawr.  Y Clerc i drefnu eu prynu, a rhoddwyd caniatâd iddo anfon siec i’r cwmni unwaith y byddai’r union swm wedi ei gadarnhau.  Awgrymwyd hefyd y dylid cysylltu â’r Cyng. C. Moses er mwyn cadarnhau a ellid danfon y meinciau at ei gartref.

The clerk advised that the insurance company had forwarded a cheque in settlement of the claim.  The cheque for the sum of £476.40 had been credited to the Llangathen Community Council Lloyds Bank account.  It was resolved that two benches be ordered, one being a replacement for the damaged bench and the other to replace a bench sited in Broad Oak.  The clerk to arrange for the purchase and was given permission to forward a cheque to the company once the exact figure had been quoted.  It was also suggested that Cllr. Moses be contacted to establish if delivery could be made to his home.

Cllr. C. Campbell had endeavoured to make enquires regarding the registration of the land surrounding The Water Pump, Felindre.  The official copy of register of title indicated that the land was sold in 2009.  The view was taken that no further action could be made.

Roedd Datganiad Blynyddol ardystiedig Cyngor Cymuned Llangathen, ar gyfer y flwyddyn a ddaeth i ben ar 31 Mawrth 2017, wedi’i anfon ymlaen gan Grant Thornton UK LLP.  Amgaewyd Hysbysiad o Gasgliad yr Archwiliad hefyd.  Roedd rhai materion nad oeddent yn effeithio ar y farn archwilio a thrafodwyd y rhain gyda’r Cynghorwyr.  Caiff yr wybodaeth ei chadw ar ffeil, a’i dwyn i sylw’r archwilydd mewnol er mwyn ei diwygio yn Natganiad Blynyddol y flwyddyn nesaf.

The certified Annual Return for Llangathen Community Council for the year ended 31st March 2017 had been received from Grant Thornton UK LLP.  A Notice of Conclusion of Audit was also enclosed.  There were some matters that did not affect the audit opinion and these were discussed with the Councillors.  The information will be held on file and brought to the attention of the internal auditor for amendment in next years Annual Return.

17/26 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Yn aelod o’r Pwyllgor Cymunedau a Materion Gwledig, dywedodd y Cyng. Campbell ei fod wedi bod yn mynychu cyfarfodydd ac yn edrych ar rai meysydd sy’n cael eu hystyried yn annelwig yn Sir Gaerfyrddin, e.e., Y mannau gwan ar gyfer derbyn band eang a’r modd y mae hyn yn effeithio ar fusnesau gwledig.

Hefyd, ef yw cadeirydd panel sy’n ystyried tlodi o fewn y Sir ac sy’n gweithio ar ffyrdd o helpu teuluoedd mewn sefyllfaoedd o’r fath i ddod o’r sefyllfaoedd hynny.  Mae wedi ei gadarnhau bod 32% o aelwydydd bellach yn byw o dan y lefel tlodi ac mae 58% o’r aelwydydd hyn mewn ardaloedd gwledig. Bydd ef yn cyfarfod eto ag Eluned Morgan AC ynghylch y mater hwn ac yn ceisio am gyllid i helpu i fynd i’r afael â’r mater difrifol iawn hwn.

Mae’r Cyng. Campbell hefyd yn edrych ar yr effeithiau y gallai BREXIT ei chael ar y gymuned amaethyddol, gan y cydnabuwyd bod 90% o fwyd/cynnyrch yn mynd i’r UE.

Mae hefyd yn cymryd rhan yn, ac yn gweithio ar, y “Cynllun 10 Tref”, sef prosiect sy’n gweithio â threfi ar sut i gyflawni gwelliannau.

Mae Prif Weithredwr CSG, Mark James ac Emlyn Dole, Arweinydd y Cyngor, wedi ymweld â’r llwybr beicio sydd ar waith o Abergwili i Landeilo. Maent wedi cael argraff dda iawn o’r datblygiad ac maent dan yr argraff y bydd hwn yn ased  i’w drysori yn Sir Gaerfyrddin.  Mae’r cynllun pum mlynedd hwn bellach yn gynllun dwy flynedd.

Mae’r Cyng. Peter Hughes-Griffiths yn Llysgennad ac yn gyswllt rhwng Cyngor Sir Caerfyrddin a’r Cynghorau Tref a Chymuned yn Sir Gaerfyrddin, a bydd yn cysylltu â Chynghorwyr a Chlercod er mwyn gweithio gyda’i gilydd er budd trigolion Sir Gaerfyrddin.

As a member of the Communities and Rural Affairs committee, Cllr. C. Campbell advised that he had been attending meetings and looking into some grey areas within Carmarthenshire, eg. Broad Band not spots and how this is affecting rural businesses.

Also, he chairs a panel looking into poverty within the county and working on how to get families out this situation.  It has been established that 32% of households now live below the poverty level and 58% of theses households are in rural areas. He will again be meeting with Eluned Morgan  AM regarding this matter and will be trying for funding to help address this very serious matter.

Cllr. Campbell is also looking into the effects that BREXIT may have on the farming community as it has been recognised that 90% of food/produce goes to the EU.

He is also involved and working on the “10 Town Plan” which is a project working with towns on how to achieve improvements.

Chief Executive of CCC Mark James and Emlyn Dole, Leader of the Council have visited the cycle path in progress from Abergwili to Llandeilo and are very impressed with the development and have the impression that this will be an outstanding asset/treasure for Carmarthenshire.  The five year plan is now a two year plan.

Cllr. Peter Hughes-Griffiths is an Ambassador and link between Carmarthenshire County Council and Town and Community Councils in Carmarthenshire and will be contacting Councillors and Clerks in order to work together for the benefit of the residents of Carmarthenshire.

 

17/27 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Trafodwyd gwelededd wrth y gyffordd ger Capel Cross Inn/Siop Dryslwyn, Dryslwyn.  Gofynnwyd i’r Clerc ysgrifennu at un o’r trigolion lleol i ofyn a ellir torri llwyni’r Llawrwydden yn ôl er mwyn gwella’r sefyllfa.

2. Oherwydd bod Siop Gymunedol Dryslwyn mor boblogaidd, mae’r traffig wedi cynyddu erbyn hyn, ac roedd pryder ynghylch cyflymder rhai modurwyr. Awgrymwyd i’r Clerc gysylltu â Mr McEvoy, CSG i gael awgrymiadau ynghylch mesurau gostegu traffig.

3. Cadarnhawyd nad oedd y lloches fws ar Sgwâr Dryslwyn yn cael ei defnyddio mwyach, gan fod llwybrau bysiau yn mynd i mewn i Gwrt Henri erbyn hyn. Fodd bynnag, y farn oedd y gall llwybrau newid rywbryd yn y dyfodol, ac y gellid defnyddio’r lloches fws eto. Dim camau gweithredu pellach.

 

1. The visibility at the junction near Cross Inn Chapel / Dryslwyn Shop, Dryslwyn was discussed.  The clerk was requested to write to a local resident to ask if the Laurel Shrub may be cut back in order to improve the situation.

2.  Due to the popularity of the Dryslwyn Community Shop, traffic has now increased and there was concern regarding the speed of some motorists.  It was suggested that the clerk contact Mr McEvoy of CCC for suggestions regarding traffic calming measures.

3.  It was established that the bus shelter at Dryslwyn Square was no longer in use as the bus routes now entered Court Henry.  However, it was thought that routes may change sometime in the future and the bus shelter could be brought back into use. No further action.

Roedd llythyr cais ar gyfer y swydd wag ar Ward y Gogledd wedi dod i law gan Mrs Beryl Jones, Derwenfawr. Roedd y llythyr wedi cael ei anfon at bob Cynghorydd cyfredol. Cytunwyd yn unfrydol i dderbyn Mrs Jones ar y Cyngor. Bydd Mrs Jones yn cael gwahoddiad i gyfarfod nesaf Cyngor Cymuned Llangathen.

Roedd un swydd wag o hyd yn y plwyf yn Ward y De. Byddai’r clerc yn trefnu posteri er mwyn ail hysbysebu’r swydd, ac yn gwneud trefniadau i roi’r wybodaeth hon ar y wefan.

A letter of application for the vacancy onto the North Ward had been received by Mrs Beryl Jones, Broad Oak.  The letter had been forwarded to all existing Councillors.  It was unanimously agreed that Mrs Jones by accepted onto the council.  Mrs Jones will be invited to the next meeting of the Llangathen Community Council.

There remains one vacancy in the South Ward of the parish.  The clerk to arrange for posters to re-advertise and also make arrangements for the website to be updated with this information.

Cyflwynwyd pryderon ynghylch diogelwch i Mr McEvoy. Dywedodd nad ei gyfrifoldeb ef oedd yr A40/y gefnffordd, ond cyfrifoldeb Llywodraeth Cymru (LlC)/Asiant Cefnffyrdd De Cymru.

Dywedodd fod amseroedd teithio yn fater pwysig i Lywodraeth Cymru.

Nododd yr aelodau eu pryderon ynghylch cyflymder, goddiweddyd, y croeslinellau, a’r rhan o’r ffordd nad oedd modd ei gweld oherwydd y pant yn y ffordd o ochr Caerfyrddin.

Gwelwyd enghraifft o oddiweddyd yn ystod y cyfarfod.

Trafodwyd y llain welededd ar ffyrdd dynesu’r groesffordd o gyfeiriadau Cwrt Henri a Chastell Dryslwyn, ac er y teimlwyd i ddechrau y byddai’n syniad lleihau’r llain welededd, ar ôl gweld lori fawr iawn yn gyrru ymlaen i’r A40, teimlwyd y byddai lleihau’r llain welededd yn golygu y byddai’n rhaid i gerbydau mawr lenwi’r gefnffordd gyfan er mwyn troi’r gornel.

Eglurodd Mr McEvoy fod Llywodraeth Cymru weithiau’n cymryd cyfrifoldeb dros gyfran o’r ffyrdd dynesu, ac y byddai’n ymchwilio ac yn cynghori yn unol â hynny.

Er bod Mr McEvoy yn deall y pryderon ac yn cydymdeimlo, ailbwysleisiodd ei bod yn anodd iawn cael unrhyw fath o ddeialog â Llywodraeth Cymru ynglyn â materion o’r natur hon.

Dywedodd y Cyng. C Campbell fod Mr McEvoy wedi bod i ffwrdd o’r gwaith oherwydd salwch, ond ers iddo ddychwelyd roedd wedi rhoi gwybod y byddai’n ymchwilio i’r hyn a drafodwyd yn y cyfarfod safle, ac yn rhannu unrhyw wybodaeth pan fyddai ar gael.

 

Details of the site meeting at Dryslwyn Square, Thursday 8th June 2017

Present: John McEvoy, CCC., County Cllr. Cefin Campbell, Cllr. Mark Williams, Cllr. Linda Hughes and Mairwen Rees (clerk).

Concerns regarding safety issued were put to Mr McEvoy.  He advised that the A40/trunk road was not his responsibility but that of Welsh Government(WG)/SWTRA.

He advised that as far as WG were concerned journey times were important issues.

Members detailed their concerns regarding speed, overtaking, hatch markings and blind spot due to dip in road at the approach from the Carmarthen side.

Overtaking was witnessed during the meeting.

The splay on the approach roads to the crossroads from the Court Henry and Dryslwyn Castle directions were discussed and whilst it was deemed an idea to reduce the splay, upon witnessing a very large lorry enter the A40 it was felt that reducing the splay would result in large vehicles having to take up the whole of the trunk road in order to make the turn.

Mr McEvoy explained that WG sometimes took responsibility on a proportion of the approach roads and he would investigate and advise accordingly.

Whilst Mr McEvoy was very understanding and sympathised with the concerns, he reiterated that is was very difficult to have any sort of dialogue with WG regarding matters of this nature.

Cllr. C. Campbell advised that Mr McEvoy had been away from work due to illness but since his return he had advised that he would be investigating what was discussed at the site meeting and would pass on any information when it was available.

It had been established that the occupancy of Lan Farm was now uncertain and therefore councillors agreed that to pursue the matter further would be difficult and therefore it was decided to disband the matter.

It had been confirmed by the National Lottery that a conditional grant offer was being made for the sum of £2,380 for the project “Llangathen Defibrillators”.

It was stressed that the project must not begin until the  declaration was signed and returned.  Once the offer is received, Cllr. Moses and the clerk would deal with the documentation.

17/18 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cyng. Campbell ei fod yn aelod o’r Bwrdd Gweithredol a’i fod yn gyfrifol am Gymunedau a Materion Gwledig. Byddai’n ymchwilio i ffyrdd o fyw yn Sir Gaerfyrddin wledig, ac yn gweithio gyda sefydliadau, er enghraifft Undeb Cenedlaethol yr Amaethwyr (NFU), FUW, LANTRA, CFfI, Cyfoeth Naturiol Cymru.

Byddai’n cyfarfod ag Eluned Morgan AC ac yn trafod ei hadroddiad ar Gymru Wledig. Roedd Mynd i’r Afael â Thlodi yn fater arall y byddai’n rhoi sylw iddo.

O fis Medi, byddai tri fan llyfrgell newydd yn ymweld â chymunedau. Byddai gan y faniau hyn fynediad i’r anabl, iPads, catalogau, cymorth i’r rheiny y mae arnynt ei angen, a chanopi gyda lle i eistedd.

Dywedodd y Cyng. Campbell hefyd y dyfarnwyd y teitl Is-gadeirydd Cyngor Sir Caerfyrddin i’r Cyng. Mansel Charles.

Er diddordeb, dywedodd y Cyng. Campbell fod hawl i siarad Cymraeg yn ystod cyfarfodydd ac nad oedd yn angenrheidiol cynnig gwasanaeth cyfieithu ffurfiol cyhyd â bod rhywun yn bresennol yn y cyfarfod a oedd yn barod i gyfieithu i unigolyn nad yw’n deall Cymraeg.

 

Cllr. Campbell advised that he is a member of The Executive Board and is responsible for Communities and Rural Affairs.  He will be looking into ways of living in rural Carmarthenshire and working with organisations such as NFU, FUW, LANTRA, YFC, NRW.

He will be meeting with Eluned Morgan AM and discussing her report on Rural Wales.  Tackling Poverty is another issue he will be looking into.

As from September, there will be three new Library vans visiting communities.  These vans will have disabled access, I-pads, catalogues, assistance to those that need it and a canopy with seating facilities.

Cllr. Campbell also advised that Cllr. Mansel Charles had been awarded the title of Vice Chairman to Carmarthenshire County Council.

As a point of interest, Cllr. Campbell advised that during meetings it is a right to talk Welsh and that it is not necessary to offer a formal translation service but to ensure that someone present at the meeting is prepared to translate to a non speaking person.

Roedd parseli’n cael eu hanfon i’r cyfeiriadau anghywir, ac roedd gwasanaethau brys wedi mynd i’r lleoliad anghywir ar fwy nag un achlysur. Byddai’r Cyng. Campbell a’r Clerc yn ymchwilio i’r mater ac yn ceisio trefnu cyfarfod safle â CSC i unioni’r mater.

1.  It has been reported that the sign “Bancydderwen” Broad Oak is sited inappropriately,  and is frequently obscured due to parking.  Also the numbering of Bancydderwen and Bryn Dewi is causing ongoing confusion.  Deliveries are going to the wrong addresses and emergency services have gone to the wrong location on more that one occasion.  Cllr. Campbell and the clerk to look into the matter and attempt to arrange a site meeting with CCC to rectify the matter.

2.  Request that junctions/corners be trashed in order to aid visibility.

3.  Broad Oak bench.  To look into re-placing. Request prices.

4.  Dip in road outside Mazda Garage, Dryslwyn.  Cllr. Campbell and the clerk to make enquiries.

Copies of the accounts were circulated and discussed for the year ended 31st March 2016.  These had been audited by Mr D.G.Morris.  It was proposed by Cllr. H. James and seconded by Cllr. S. Collins that the statement of accounts be accepted as correct.

A copy of the Risk Assessment was circulated for inspection by members.  No amendments were made. It was proposed by Cllr. H. James and seconded by Cllr. S. Collins that the policy be continued.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. H. James and seconded by Cllr. E. Morgan that it be approved by the council.

16/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Cynigiwyd gan Cyng. E. Morgan ac eiliwyd gan Cyng. M. Wynne yw penodi Mr David Morris yn archwilydd mewnol ar gyfer y flwyddyn 2016/2017.

It was proposed by Cllr. E. Morgan and seconded my Cllr. M. Wynne that Mr D. Morris be appointed as the internal auditor for the year 2016/2017.

16/08 PENODI CADEIRYDD / APPOINTMENT OF CHAIRMAN

Roedd y Cyng. M. Wynne wedi bod yn Is-gadeirydd ar gyfer y flwyddyn 2015 – 2016.  Cynigiwyd gan y Cyng. H. James ac eiliwyd gan y Cyng. E Morgan y dylai ef ymgymryd â swydd y Cadeirydd am y flwyddyn 2016 – 2017 i ddod.  Derbyniodd y Cyng. Wynne swydd y Cadeirydd a diolchodd y Cyng. James iddo am ei bresenoldeb a’i effeithlonrwydd dros y flwyddyn flaenorol.  Diolchwyd i’r clerc hefyd am ei gwaith dros y flwyddyn flaenorol.

Cllr. M. Wynne had held the position of vice Chairman for the year 2015 – 2016.  It was proposed by Cllr. H. James and seconded by Cllr. E. Morgan that he now take up the post of Chairman for the coming 2016 – 2017 year.  Cllr. Wynne accepted the position of chair and thanked Cllr. James for his attendance and efficiency over the previous year.  The clerk was also thanked for her work over the previous year.

16/09 PENODI IS-CADEIRYDD / APPOINTMENT OF VICE CHAIR

It was proposed by Cllr. E. Morgan and seconded by Cllr. H. James that Cllr. S. Collins be appointed as Vice Chairman.  Cllr. S. Collins accepted the post and thanked members.

16/50  ADRODDIAD GAN SWYDDOG CYMORTH CYMUNEDOL YR HEDDLU/ REPORT BY PCSO

  • Roedd Swyddog Cymorth Cymunedol yr Heddlu (PCSO), Roger Anthony, yn bresennol yn y cyfarfod, a rhoddodd adroddiad ar faterion o fewn y gymuned.
  • PCSO (Police Community Support Officer) Roger Anthony attended the meeting and reported on matters within the community.
  • There had been incidents whereby livestock – cattle, sheep and horses –  had escaped onto the A40 mostly between Dryslwyn Square and the Cottage Inn, Pentrefelin.  One, non serious accident had been reported as a result of this.
  • Thefts of gates in the near vicinity had been reported.
  • A gentleman walking to Dryslwyn Castle had fallen and broken his leg.
  • Over the preceding year, one accident had been officially reported at the Dryslwyn Square section of the A40.
  • A speed van has been sited on a number of occasions at Dryslwyn Square.
  • The spate of sheep stealing in the area has appeared to have quietened down.

Since the last meeting, replies from Richard Morgan, Ken Skates and Colin Jones of Welsh Government had been received.  It was confirmed that signing to warn of cattle crossing would be carried out together with the replacing of some defective road studs.  No other improvement works are planned at Dryslwyn Square at the present time.  Richard Morgan apologised for any confusion that previous replies may have caused.  No reply had been received from John McEvoy regarding a site meeting.  County Cllr. Cefin Campbell would follow up the matter.

The Notice Board had been delivered to Cllr. C. Moses.  Arrangements were in hand for this to be positioned in the village.

A discussion concluded that two Defibrillators within the parish would be of benefit.  The possibility of applying for a grant from Awards4All or the British Heart Foundation could be considered.  Cllr. S. Collins agreed to talk to a member of the Dryslwyn Community Shop as they had offered to site one defibrillator there.

A letter had been received from JCR Planning Ltd regarding the planning application numbered above for a Free Range Poultry Unit, Land at Glanmyddyfi, Pentrefelin.

Also, a plan showing the proposed layout of the junction entering/exiting the A40.

County Cllr. Cefin Campbell would be meeting the planning officers regarding this application and asked for the views of Community Councillors on the matter. Whilst it was stated that the existing junction was unsuitable for the vehicles which would frequent the highway of the proposed development, the amendments did not go far enough in ensuring safety measures.  It was felt that more land should be made available to ensure a better splay and to enable vehicles to pass alongside each other freely once they turned in off the A40.

Cllr. Campbell to convey these opinions to the planning officers.

16/57 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Plaid-led Carmarthenshire County Council has played a key part in ensuring one of the biggest investments ever in Wales – the Swansea Bay City Deal, which covers almost all of south-west Wales. £1.3 billion will be invested over 15 years. Of that, £241m comes from Welsh and UK governments, £360m from other public sector funding and £673m from the private sector. It will deliver up to 10,000 new jobs for the region.
There are three specific projects for Carmarthenshire:
• £200m for the Wellness Village and Life Science Village at Delta Lakes, Llanelli aims to create 1,850 high quality jobs and boost the economy by £467 million. Led by the council in partnership between Hywel Dda and  Abertawe Bro Morgannwg Health Boards and Swansea University, it will include laboratory and clinic space and an incubation facility for business start-up, research and development; a new state-of-the-art sports and leisure centre, a wellbeing centre, a wellness hotel and an assisted living village all interlinked and set within a ‘green’ eco-park.
• £24m for Yr Egin involves the construction of a creative and digital hub and the development of a creative industry sector cluster at Carmarthen. It will create around 200 jobs and help the local economy, along with
boosting the Welsh language when S4C moves its HQ to the building.
• £30m for a skills and talent initiative to educate and train specific sector skills to meet the demand of the City Deal themes of Digital, Life Science and Wellbeing, Energy and Smart Manufacturing.
Region-wide projects include:
• £55m for expansion of broadband and 4G – and possible 5G.
* £23m for small businesses to take advantage of digital manufacturing.

Cllr. Campbell confirmed that he will be standing as a County Councillor candidate at the forthcoming election on 4th May 2017.

A concert had been arranged in the Llangathen Hall where funds of over £500 had been raised for the Air Ambulance Wales.

16/59 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Numerous complaints had been received regarding mud on road from Broad Oak to Aberglasney.  Also, overgrown hedge rows were making driving conditions hazardous.  Cllr. E. Morgan to follow up the matter.

2.  Some members raised the issue regarding an old water pump in Felindre.  It was felt that this should be preserved as an historic item for the community.  Cllr. L. Hughes would look into the matter and report back at the next meeting.

3.  Cllr. M. Wynne would be contacting Un Llais Cymru regarding the clerks pension provision.  And members re-iterated the importance of the clerk keeping a note of the hours she works.
