Cof/Min 19/47 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Cllr. Cefin Campbell had forwarded the consultation document prepared by Atkins regarding the A40 road safety from Carmarthen to Llandeilo.  It was agreed that the Community Council would comment on this.  The clerk to contact Cllr. Campbell for advice.

It was confirmed that the trees growing outside the castle wall had been cut back.

19/60 BANEL ANNIBYNNOL CYMRU AR GYDNABYDDIAETH ARIANNOL / INDEPENDENT REMUNERATION PANEL FOR WALES.

The clerk confirmed that the report had been forward to the above.  The report stating that no payments had been made to members for the year 2019/2020.  The clerk to arrange for this to be displayed on the web site.

19/61 HYSBYDIADAU ARCHWILIO / AUDIT NOTICE 2019/2020

Preparations for the accounts year end 31/3/20 have been prepared by the clerk.  As the internal auditor is abroad on lockdown, completion of the accounts had not been possible.  In line with procedures, the clerk is to inform Wales Audit Office and place a notice on the website www.llangathen.org.uk  

19/62 MAINC / BENCH – BROAD OAK

The clerk has received a quotation for a bench in order to replace the damaged one.  An application for a claim could now be put forward to Aviva.

19/63  MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Following an application to Keep Wales Tidy, Local Places for Nature, a grant has been secured for the creation of Butterfly Garden.  It was expected that the planting medium would be delivered during early July and Cllr. Beryl Jones agreed to accept the delivery.

Roedd Mr John Williams o “Gan Bwyll” yn bresennol a dywedodd ei fod wedi argymell i Lywodraeth Cymru (LlC) y dylai’r gilfan yn Nerwen-fawr gael ei defnyddio fel safle bws yn unig. Roedd y Cynghorydd Campbell wedi gwneud cais tebyg ac, yn ôl ymateb CSC, roedd y cynnig wedi’i gynnwys yn system flaenoriaethu LlC. Nododd Mr Williams eto fod LlC yn y broses o gynnal ymchwiliad i 600 o ffyrdd a fyddai’n cymryd tair blynedd i’w gwblhau. 

Yn ddiweddar, roedd cyfyngiadau cyflymder o 40mya wedi cael eu gosod (dros dro) rhwng croesffordd Derwen-fawr a chroesffordd Sgwâr Dryslwyn. Nid oedd yn eglur pam y gwnaed hyn. 

Awgrymwyd y dylid gwneud ymholiadau i LlC ynghylch y rhesymau dros y cyfyngiadau cyflymder hyn a gofyn am iddynt gael eu hehangu i gynnwys y ddwy groesffordd gan mai dyma lle roedd y pryderon ynghylch diogelwch. 

Teimlwyd ei bod yn briodol rhoi gwybod hefyd y gallai hyd at bum bws ysgol/coleg fod yn defnyddio’r gilfan yn ystod y tymor, gyda’r plant/bobl ifanc yn gorfod croesi’r ffordd lle nad oedd cyfyngiadau cyflymder ar y pryd. Byddai’r clerc yn trefnu hyn.

Awgrymodd Mr Williams hefyd y dylai’r Cyngor ysgrifennu at y prif gwmnïau cyfleustodau yn gofyn am i’w gweithwyr beidio â pharcio yn y gilfan wrth iddynt wneud gwaith atgyweirio yn y cyffiniau. Byddai’r clerc yn ysgrifennu atynt ac yn cynnwys CSC. 

Mr John Williams from “Go Safe” was in attendance and advised that he had recommended to Welsh Government (WG) that the lay-by in Broad Oak be classed as a Bus Stop only.  Cllr. Campbell had also made this request and a reply from CCC stipulated that the proposal was within WG prioritisation system.  Mr Williams again pointed out that WG were in the process of carrying out a 600 road enquiry that would take 3 years to complete.  

Recently, 40mph speed restrictions had been imposed (temporarily) between the Broad Oak crossroads and the Dryslwyn Square crossroads.  It was unclear why this had been done.

It was suggested that enquires were made to WG asking the reasons for these speed restrictions and to request that they be extended to include the two crossroads as this was where the safety concerns were.  

It was felt appropriate to advise also that there could be up to 5 school/college buses using the lay-by during term time with children/young people having to cross the road where currently there were no speed restrictions. The clerk to arrange.

Mr Williams also suggested that the council write to the main utility companies requesting that their employees do not park in the lay-by whilst carrying out repairs within the vicinity.  The clerk to write and include CCC.

It had been noted that the speed counters had now been removed and that a report would be forthcoming.  Cllr. C. Campbell agreed to follow up the matter.

Roedd baw cwn yn broblem o hyd yn yr ardaloedd hyn. Cafwyd trafodaeth ynghylch lleoliad arwyddion a biniau. Byddai’r clerc yn cysylltu â CSC ac yn holi a fyddai’r biniau yn cael eu gwagio yn rheolaidd. 

The problem of dog fouling in these areas remained.  A discussion took place regarding the positioning of signs and bins.  The clerk to enquire with CCC and to ascertain that any bins would be emptied on a regular basis.

Trafodwyd eto fater y coed bach yn tyfu y tu allan i dir y castell. Hefyd, mewn man lle mae rhan o wal y castell yn isel, roedd coeden wedi tyfu dros y wal a thros y briffordd. Byddai’r clerc yn rhoi gwybod i Gyngor Sir Caerfyrddin a Cadw. 

The matter regarding small trees growing outside the castle grounds was again discussed.  Also, a section where the castle wall is quite low has now resulted in a tree growing over and onto the highway.  The clerk to report to CCC and Cadw.

Yn dilyn trafodaeth ynghylch yr uchod, cytunodd y Cynghorwyr ar y camau gweithredu canlynol er mwyn mynd i’r afael â’r ddyletswydd. 

Gosod blychau nythu/gwestai trychfilod er mwyn cynnig llecynnau diogel i adar/pryfed.

Plannu llwyni/blodau sy’n denu pryfed peillio.

Newid y trefniadau torri gwair trwy leihau’r amlder/mannau i’w torri er mwyn annog blodau gwyllt a phlanhigion eraill sy’n denu pryfed peillio, gan hefyd roi cysgod i ymlusgiaid a mamaliaid bach.  

Cael pecyn casglu sbwriel ac annog eraill i’w ddefnyddio. Trefnu diwrnodau casglu sbwriel yn y gymuned.

Rhoi sylw i ystyriaethau bioamrywiaeth wrth gyflwyno sylwadau ar geisiadau cynllunio.

Byddai’r adroddiad yn cael ei gyhoeddi ar wefan y gymuned. Byddai’r clerc yn trefnu hyn. 

Following a discussion regarding the above, Councillors agreed on the following actions in order to address the duty.

Install nesting boxes/bug hotel to provide safe places for birds/insects.

Plant pollinator friendly flowers/shrubs.

Change mowing regimes by reducing the frequency/area of cuts to encourage wildflowers

and other pollinator friendly plants, also providing cover for small mammals and reptiles. 

To obtain litter picking kit and encourage use.  Arrange litter picking days within the community.

Take into account biodiversity considerations when commenting on planning applications.

The report to be published on the community website.  Clerk to arrange.

19/53 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cynghorydd Cefin Campbell yr wybodaeth ddiweddaraf am gyllideb eleni. Dywedodd fod LlC wedi cyhoeddi y byddai cyllideb eleni yn cynyddu 4.4%, sy’n cyfateb i £11 miliwn, a hynny yn dilyn 10 mlynedd o doriadau ac arbedion o £9 miliwn. Byddai cyfran o hyn yn cael ei defnyddio ar gyfer cyflogau, pensiynau a dileu swyddi athrawon, yn ogystal ag ar gyfer y ddyled o £3 miliwn mewn ysgolion. 

Byddai ardollau’r dreth gyngor yn cael eu trafod ym mis Mawrth. 

County Cllr. Cefin Campbell gave an update on this years budget.  He advised that after 10 years of cutbacks and £9 million savings having been made, WG have announced that this year there will be a 4.4% raise in the budget equating to £11 million.  A proportion of this will be taken up by teachers salaries, pensions and redundancies together with the £3 million debt in schools.

The council tax levy  will be discussed in March.

19/54 GOFYNIAD PRAESEPT /  PRECEPT REQUIREMENT 2020 / 2021

Gofynnwyd am ofyniad praesept 2020/2021 gan Gyngor Sir Gâr. 

Roedd manylion taliadau “Goleuo’r Droetffordd” ar gyfer y flwyddyn ariannol ar gael gan CSC. Roedd ad-daliad blynyddol y benthyciad (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 dros gyfnod o wyth mlynedd. 

Manylion am Derfyn Gwariant Adran 137 ar gyfer 2020/21 – sef £8.32 yr etholwr. Roedd 437 o etholwyr yn y plwyf.  

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2020/21 oedd 266.32.

Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 20/1/20.

Gofynnwyd i’r clerc adael yr ystafell ar yr adeg hon ac, ar ôl iddi ddychwelyd, rhoddodd y Cadeirydd wybod iddi y byddai ei chyflog blynyddol yn cynyddu i £1650.00

Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried. Cytunwyd na ddylai’r praesept gynyddu, ac y dylid defnyddio cronfeydd wrth gefn a oedd eisoes ar gael, pe byddai angen.

Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2020-21 yn £7,200.

Llofnodwyd y ffurflen yn briodol gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2020 / 2021 was requested by Carmarthenshire County Council. 

Details of “Footway Lighting” charges for the financial year were made available by CCC £1964.30 (£1636.92 + £327.38 VAT).  The annual loan repayment (community LED lighting project) equates to £538.63 over a eight year period.

Details of Section 137 Expenditure Limit for 2020/21 – this being £8.32 per elector. There being 437 electors within the parish.  

The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2020/21 being 266.32

Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 20/1/20.

It was at this point the clerk was asked to leave the room and on her return the chair advised that her annual salary would increase to £1650.

All areas of expenditure were explored and costs considered. It was agreed that the precept should not increase and to use reserves already available should it be necessary.

It was resolved that the precept requirement for 2020/21 be £7,200.  

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC

Roedd Swyddog Cymorth Cymunedol yr Heddlu, Louise Lewis, a’r Swyddog Troseddau Gwledig, Martin Dickenson, yn bresennol yn y cyfarfod.

Cafwyd adroddiad ganddynt am faterion yn ymwneud â throsedd yn yr ardal.

Roedd yna ymdrechion wedi bod i ddwyn ceir/faniau yn ardal Derwen-fawr.

Roedd damwain traffig ar y ffordd wedi bod ger croesffordd Derwen-fawr; ni fu unrhyw anafiadau.

O ran y nifer o achosion o ladrata beiciau cwad a oedd wedi bod, roedd y swyddogion yn falch o ddweud bod unigolyn wedi cael ei arestio.

Roedd nifer o gatiau/clwydi wedi cael eu dwyn o ardaloedd Dryslwyn/Capel Isaac/Cwm-du.

Adroddwyd bod cwn wedi bod yn poeni/lladd defaid yn ardal Dryslwyn.

Roedd cyfyngiad cyflymder o 40 mya wedi cael ei gyflwyno i ffordd yr A40 rhwng Derwen-fawr a Sgwâr Dryslwyn o ganlyniad i faterion geotechnegol.

PCSO Louise Lewis and Rural Crime Officer Martin Dickenson attended the meeting.

They gave a report on crime matters in the area.

There had been attempts to steal cars/vans in the Broad Oak area.

There had been a traffic accident near the Broad Oak crossroads, no injuries sustained.

With regard to the numerous quad thefts that have taken place they were pleased to report that an arrest had been made.

A number of gates/hurdles had been stolen from the Dryslwyn/Capel Isaac/Cwmdu areas.

It had been reported that dogs had been worrying / killing sheep in the Dryslwyn area.

A 40mph speed restriction had been imposed on the A40 Broad Oak to Dryslwyn Square due to geotechnical issues.

Gofynnwyd hefyd i’r clerc wirio gyda Mr Williams beth oedd ymateb BT i’w awgrym i beidio â pharcio yng nghilfan Derwen-fawr.

The clerk was requested to contact Mr John Williams, “Go Safe” to ascertain if a response had been received from SWTRA regarding the recommendations he had put forward in relation to road safety.

Also, to check with Mr Williams what BT’s response was to his suggestion of not parking in the Broad Oak lay-by.

It was confirmed that CCC had positioned the speed counters outside Dryslwyn Community Shop in order to monitor the speed of traffic.

Roedd Cyngor Sir Caerfyrddin wedi rhoi gwybod ei fod yn aros am ddyluniad diwygiedig i’w gymeradwyo. Ar ôl ei gymeradwyo, byddai’r gwaith yn cael ei wneud yn rhan o’r Prosiect Gwaith Amgylcheddol.

CCC advised that they are waiting for an amended design for approval.  Once approved, the work will be carried out as part of the Environmental Works Project.

Adroddwyd bod y mater wedi gwella. Fodd bynnag, roedd y Cynghorydd C. Campbell wedi trafod y mater â Swyddog Iechyd yr Amgylchedd Cyngor Sir Caerfyrddin a fyddai’n gwirio ac yn monitro’r sefyllfa.

It was reported that the issue had improved.  However, Cllr. C. Campbell had discussed the matter with the CCC Environmental Health Officer who will check and monitor the situation.

The suggestion of free “Do Not Knock” door stickers was investigated by Cllr. Campbell and a reply would be sent to the clerk in due course.

Nodwyd y byddai’r Cynllun Datblygu Lleol newydd yn cynnwys ystyriaeth sensitif i adeiladu tai mewn ardaloedd gwledig.

Ychwanegwyd bod Sir Gaerfyrddin yn colli hyd at 1,000 o bobl ifanc y flwyddyn oherwydd anghenion cyflogaeth a thai.

Byddai’r trafodaethau ynghylch y gyllideb yn cychwyn.

Cllr. Cefin Campbell reported that the Communities and Rural Affairs report had been launched

The new LDP will incorporate sensitive building of houses in rural areas.

Carmarthenshire are losing up to 1,000 young people a year due to employment and housing needs.

Discussions regarding the budget are to commence.

The cycle path from Ffairfach has not yet commenced.

1.  Diolchwyd i’r Cynghorydd E. Morgan am adrodd ar y broblem a oedd yn ymwneud â thwll archwilio ar y briffordd ger Derwen-fawr.

Cllr. E. Morgan was thanked for reporting the manhole problem on the highway at Broad Oak.

2.  Nodwyd bod llawer o sbwriel a choed bach wedi ymgasglu ger y wal o amgylch Castell Dryslwyn. Nodwyd y byddai’r Cynghorydd E. Morgan yn ymchwilio i hynny.

It had been noted that there was much trash and small trees  near the wall surrounding Dryslwyn Castle, Dryslwyn. Cllr. E. Morgan would investigate.

3.  Trafodwyd y gyffordd ger bwthyn y Santes Fair, Dryslwyn. I’w adolygu.

The junction at St. Mary’s Cottage, Dryslwyn was discussed.  To be reviewed.

The bench near Milton Square was now in position.  Cllr. C. Moses was thanked for his time and effort in carrying out this task.

Roedd y clerc wedi anfon negeseuon e-bost at swyddogion Cyngor Sir Caerfyrddin ynghylch gosod peiriannau cyfrif cyflymder i fonitro sefyllfa’r traffig. Gan nad oedd ymateb wedi dod i law, byddai’r clerc a’r Cyng. C. Campbell yn mynd ar drywydd hyn.

The clerk had sent e-mails to CCC officers regarding the installation of speed counters in order to monitor the traffic situation.  As no reply had been received, the clerk and Cllr. C. Campbell to follow up.

It was confirmed that the area had been measured in readiness for the work.  Cllr. Cefin Campbell advised he would follow up the matter.

Agorwyd y cyfarfod i drafod materion yn ymwneud â diogelwch ar y ffordd ar yr A40, yn enwedig wrth gyffordd Derwen-fawr.

Cyflwynodd Mr Rob Lashley adroddiad ar y sefyllfa bresennol.

Roedd Mr John Williams o “Go Safe” yn bresennol, a dywedodd ei fod wedi cynnal arolwg o’r safle/arolwg cyflymder ar 15 Medi 2019. Cadarnhaodd hefyd fod Llywodraeth Cymru (LlC) yn cynnal adolygiad cyflymder ar holl ffyrdd Cymru.

Cafwyd trafodaeth ddefnyddiol a amlygodd y trafferthion yn y cyffiniau.

Cadarnhaodd Mr Williams y byddai’n cynnig yr argymhellion canlynol i LlC:

Nodwyd bod BT yn parcio yn y gilfan ger Derwen-fawr, ac awgrymwyd y dylid anfon llythyr at BT yn gofyn am iddynt beidio â pharcio yno gan fod hyn yn cyfyngu’n fawr ar welededd modurwyr wrth gyffordd Capel Isaac.

Nodwyd hefyd fod y Cyngor Cymuned wedi bod yn ceisio gwella materion traffig ger Sgwâr Dryslwyn ers dros 20 mlynedd, a hynny heb unrhyw ganlyniad.

Ailgynullwyd y cyfarfod.

The meeting was opened in order to discuss matters regarding road safety on the A40, in particular, the Broad Oak junction.

Mr Rob Lashley gave a report on where the situation was at present.

Mr John Williams from “Go Safe” was in attendance and advised that he had carried out a site/speed survey on 15th September 2019. He also confirmed that the Welsh Government (WG) were carrying out a speed review on all roads in Wales.

An informative discussion took place which highlighted the troubles in the vicinity.

Mr Williams confirmed that he would be putting forward the following recommendations to WG:

 

Signs need to be updated (warning)

Speed indicators need to be installed (advising motorists of their speed)

Recommend a reduction in speed

40mph would be a reasonable speed at the Broad Oak section of the A40

The lay-by – restricted parking or to be closed off

Hedges to be cut down regularly

Speed enforcement to be applied as soon as possible

 

It was noted that BT  parked in the lay-by at Broad Oak and it was suggested that a letter be sent to them requesting that they do not park there as this caused major visibility restrictions on motorist at the Capel Isaac junction.

It was also noted that the Community Council had been trying to improve traffic matters at the Dryslwyn Square location for over 20years with no results.

The meeting was reconvened.

Roedd Archwilydd Cyffredinol Cymru wedi cyhoeddi adroddiad archwilio diamod ar gyfer Cyngor Cymuned Llangathen.

Roedd rhai materion wedi cael eu nodi nad oeddent yn effeithio ar y farn archwilio. Byddai’r materion hyn yn cael eu trosglwyddo i’r archwilydd mewnol.

Some matters were identified which did not affect the audit opinion.  These matters would be passed on to the internal auditor.

All members had now completed the opt out payment forms.  The clerk to arrange for a nil annual return to be forwarded to the Independent Remuneration Panel for Wales and to display the return on the website.

Copies of this up dated document had been forwarded to all Councillors.  After a discussion, it was unanimously agreed to adopt the policy.

19/33 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Nododd y Cyng. Cefin Campbell fod y llwybr beicio o ben Caerfyrddin yn cael ei oedi o ganlyniad i broblemau yn ymwneud â phrynu tir fferm. Y bwriad oedd dechrau ar y gwaith yn Ffair-fach.

Pan ofynnwyd iddo ynghylch y ffordd osgoi wrth Heol y Gât, Gorslas, cadarnhaodd fod yr oedi, unwaith eto, yn ganlyniad i broblemau wrth brynu tir. At hynny, byddai’n rhaid cynnwys twneli er mwyn darparu ar gyfer bywyd gwyllt.

Cllr. Cefin Campbell noted that the Cycle Path from the Carmarthen end was being delayed due to the problems encountered in purchasing farm land.  It was the intention to commence work at Ffairfach.

When asked about the by-pass at Gate Road, Gorslas, he confirmed that again, the delays were due to problems in purchasing land . Also, tunnels would need to be encompassed in order to provide for wildlife.

It was noted that the street light near Caeaunewydd, Dryslwyn, remains out of order.  The clerk to report again to SWTRA.

2.Nodwyd y byddai noson gwis yn cael ei chynnal yn Temple Bar, Carmel, i godi arian ar gyfer Eisteddfod yr Urdd, Llanymddyfri, 2021. Byddai llawer o ddigwyddiadau codi arian yn cael eu cynnal wedi hyn.

 It was noted that there is to be a quiz evening in Temple Bar, Carmel in order to raise funds to the Urdd Eisteddfod, Llandovery, 2021.  Numerous funds raising events will be forthcoming.

Yn dilyn cyfarfod safle yn Nerwen-fawr a Sgwâr Dryslwyn, gyda chynrychiolydd o Lywodraeth Cymru, y Cyng. Cefin Campbell a Chynghorwyr Cymunedol, prif ganlyniadau’r cyfarfodydd oedd:

Nid oes digon o ddamweiniau bach, difrifol neu angheuol wedi digwydd yn ystod y tair blynedd ddiwethaf i warantu ymchwiliad penodol (byddai hyn fel rheol yn cynnwys mynd i’r ysbyty) – roedd hyn yn wir o ran Derwen-fawr a Dryslwyn (3 yr un)

Cyfrifoldeb Cyngor Sir Caerfyrddin oedd y marciau gwyn a oedd bron â diflannu ar y gyffordd

Byddai’r clerc yn cyfathrebu â CSC ynglyn â’r marciau ar y ffordd.

It was reported that Mr Rob Lashley had delivered a report to the Welsh Government.  There had been 27 replies from the community offering information regarding accidents/near misses.

The clerk had been handed a copy of the report for safe keeping.

Following a site meeting at Broad Oak and Dryslwyn Square, with a representative from Welsh Government, Cllr. Cefin Campbell and Community Councillors, the main outcomes of the meetings were:

Not enough slight, serious or fatal accidents have occurred during the last three years to warrant a specific investigation (this would normally involve hospitalisation) – this was true of Broad Oak and Dryslwyn (3 each)
A review of all trunk road arteries across Wales is currently being carried out – the report will be available in the new year. All correspondence about accidents and ‘near misses’ will be considered in the review.

Until the review has been completed they cannot recommend putting up ‘Slow’ signs, double white lines, camera signs or reducing the speed limit.

It was advised to contact “Go Safe” for advise.
SWTRA would consider actions to prevent vehicles from parking in the lay-by at Broad Oak

Hedge trimming was the responsibility of the farmer with compliance the responsibility of Carmarthenshire County Council

The faded white markings on the junction was the responsibility of Carmarthenshire County Council.

The clerk to communicate with CCC regarding the road markings.

Diolchodd yr aelodau o’r cyhoedd i’r Cyngor Cymuned am y cyfle i drafod materion yn ymwneud â diogelwch ar y ffyrdd, yn benodol ardal Derwen-fawr ar yr A40. Roedd y drafodaeth yn dilyn ymlaen o’r cyfarfod blaenorol ym mis Mawrth. Cadarnhaodd Mr Lashley ei fod bellach wedi cael Adroddiad Traffig. Trafodwyd rhannau o’r adroddiad hwn, ynghyd â’r syniad o anfon llythyr at y trigolion lleol yn gofyn am iddynt gofnodi unrhyw ddamweiniau/ddamweiniau a oedd bron â digwydd a welwyd ganddynt. Diolchodd Mr Brian James i Mr Lashley am ei waith caled. Dywedwyd bod Mr Lashley wedi talu £300 am yr adroddiad ysgrifenedig.

Trafodwyd y gost yr aeth Mr Lashley iddi ar gyfer argraffu’r Adroddiad Traffig, a chytunwyd yn unfrydol y dylid gwneud cyfraniad o £150 tuag at hyn. Byddai’r clerc yn trefnu i siec gael ei anfon at Mr Lashley, ynghyd â llythyrau o ddiolch i’r ddau a fu’n bresennol yn y cyfarfod.

The meeting was opened for a discussion between Councillors and members of the public.

Members of the public thanked the Community Council for the opportunity to discuss road safety matters, in particular the Broad Oak area of the A40.  The discussion followed on from the previous meeting in March. Mr Lashley confirmed that he had now received the Traffic Report. Parts of this report were discussed together with the idea of sending letters to local residents requesting that they recorded any accidents / near misses they may have witnessed.  Mr Brian James thanked Mr Lashley for his hard work. It was reported that Mr Lashley had paid £300 for the written report.

Both Mr Lashley and Mr James were thanked by the Councillors.

The council meeting reconvened and the discussions regarding this matter continued.  It was resolved that bilingual letters would be printed and circulated to the residents of the Broad Oak area.  Cllr. B. Jones volunteered to hand deliver the letters in order to minimise costs. The costs incurred by Mr Lashley for the printing of the Traffic Report was discussed and it was unanimously agreed that o contribution of £150 be made towards this.  The clerk to arrange for a cheque to be forward to Mr Lashley together with letters of thanks to both attendees of the meeting.

The clerk had reported this matter to the Environmental Department, CCC.  She was advised that the enforcement officer would patrol the area. The clerk to discuss with the officer the possibility of signs.

18/69 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cynghorydd Sir Cefin Campbell wrth yr aelodau y byddai Wendy Walters yn ymgymryd â rôl Prif Weithredwr Cyngor Sir Caerfyrddin ar 10/6/19.

Bydd Eisteddfod yr Urdd yn cael ei chynnal yn Llanymddyfri yn 2021. Roedd cyfarfod wedi’i drefnu ar gyfer 22/5/19 am 7pm yng Ngharmel gyda’r bwriad o sefydlu pwyllgor apêl.

County Councillor Cefin Campbell advised members that Wendy Walters would be taking up the role as Chief Executive of Carmarthenshire County Council on 10/6/19.

The Urdd Eisteddfod will be held in Llandovery in 2021.  A meeting has been arranged for the 22/5/19 at 7pm in Carmel with the view of setting up an appeals committee.

Copies of the accounts were circulated and discussed for the year ended 31st March 2018.  These had been audited by Mr D.G.Morris.  It was proposed by Cllr. M. Williams and seconded by Cllr. A. Davies that the statement of accounts be accepted as correct.

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments and duly adopted.  The chair duly signed the schedule.

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. E. Morgan ac eiliwyd gan y Cyng. M. Wynne y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. E. Morgan and seconded by Cllr. M. Wynne that it be approved by the council.

18/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris. Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n fodlon parhau â’r gwaith.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

18/08 PENODI CADEIRYDD / APPOINTMENT OF CHAIRMAN

Cynigiodd y Cyng. M Williams y dylai’r Cyng. A Davies ymgymryd â rôl y Cadeirydd ar gyfer y flwyddyn 2018-2019, ac eiliwyd y cynnig hwnnw gan y Cyng. E Morgan. Derbyniodd y Cyng. Davies y swydd yn briodol, ac er nad oedd y Cyng. Moses, y Cadeirydd ymadawol, yn bresennol yn y cyfarfod, diolchodd iddo am ei waith cydwybodol yn ystod y flwyddyn flaenorol. Llongyfarchwyd y Cyng. Moses hefyd am gael ei ddewis i fynd i De Parti ym Mhalas Buckingham, a thrwy hynny, gynrychioli Cyngor Cymuned Llangathen. Diolchwyd hefyd i’r clerc am ei gwaith.

It was proposed by Cllr. M. Williams and seconded by Cllr. E. Morgan that Cllr. A. Davies takes up the role as chair for the coming 2018 / 2019 year.  Cllr. Davies duly accepted this position and although Cllr. Moses was not present at the meeting, she thanked him, as outgoing chair, for his conscientious  work over the previous year. Cllr. Moses was also congratulated for being selected to attend the Tea Part at Buckingham Palace and thereby representing Llangathen Community Council.  The clerk was also thanked for her work.

Cadarnhaodd y Cynghorydd C. Campbell unwaith eto ei fod wedi ceisio cysylltu â Mr Hywel Davies, Asiantaeth Cefnffyrdd De Cymru (SWTRA) ar sawl achlysur i drefnu cyfarfod safle. Nid oedd Mr Davies yn dychwelyd ei alwadau. Nodwyd y byddai’r Cynghorydd Campbell yn ystyried mynd â’r mater ymhellach.

Cllr. C. Campbell again confirmed that he had on many occasions tried to contact Mr Hywel Davies, SWTRA in order to arrange a site meeting.  Mr Davies was not returning calls. Cllr. Campbell will consider taking the matter further.

Agorwyd y cyfarfod i drafodaeth rhwng y Cynghorwyr ac aelodau o’r cyhoedd.

Diolchodd yr aelodau o’r cyhoedd i’r Cyngor Cymuned am y cyfle i drafod materion yn ymwneud â diogelwch y ffyrdd, yn benodol ardal Derwen-fawr ar yr A40.

Cyflwynwyd cofnod o nifer y damweiniau traffig ar y ffordd rhwng 2013 a 2017. Trafodwyd syniadau am ffyrdd o oresgyn y problemau, ac roedd y rhain yn cynnwys defnyddio gwn cyflymdra i gofnodi cyflymder y traffig, tynnu lluniau o’r cyfnodau prysur i gadarnhau bod y gwelededd yn cael ei rwystro pan fydd y gilfan gerllaw yn orlawn, ysgrifennu at breswylwyr lleol i ofyn am eu cymorth wrth gofnodi damweiniau, gan gynnwys damweiniau a fu bron iawn â digwydd. Awgrymwyd y dylai’r wybodaeth hon gyfrannu at ran o adroddiad a fyddai’n cael ei gyflwyno i Lywodraeth Cymru/SWTRA.

Mynegwyd pryder am y broses o dynnu lluniau, a allai gynnwys plant yn mynd ar fws ysgol/yn dod oddi arno.

Felly, penderfynwyd gofyn am gyngor cyn mynd ar drywydd y mater.

Ailgynullwyd y cyfarfod.

The meeting was opened for a discussion between Councillors and members of the public.

Members of the public thanked the Community Council for the opportunity to discuss road safety matters, in particular the Broad Oak area of the A40.

A record of road traffic accidents 2013 – 2017 was produced. Ideas of ways to overcome the problems were discussed and these included recording the speed of traffic with a speed gun, taking photographs of busy times in order to confirm that vision becomes blocked when the near by lay-by becomes congested, writing to local residents asking for their support in recording accidents, including near misses.  It was suggested that this information would then form part of a report which would be presented to Welsh Government / SWTRA.

Some concern was expressed regarding the taking of photographs, which may include children getting on/off school bus.

It was therefore decided to seek advice before taking the matter further.

The meeting was reconvened.

18/59 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cadarnhaodd y Cyng. Cefin Campbell fod angen gwneud gwerth £9.3 miliwn o arbedion ar sail y gyllideb.

Fodd bynnag, am y tro cyntaf mewn pum mlynedd, nodwyd y byddai yna gronfeydd ychwanegol ar gael ar gyfer y canlynol:

£2.6 miliwn – ysgolion

£3.3 miliwn – gofal cymdeithasol

£5.5 miliwn dros dair blynedd i wella ffyrdd

Bydd yna 5-7% o gynnydd mewn wyth raddfa gyflog er mwyn cynyddu tâl y gweithwyr cyngor sydd ar gyflogau is.

Bydd yna gronfa gyfalaf gwerth £260 miliwn ar gael dros y pum mlynedd nesaf ar gyfer ysgolion, adeiladau a llesiant.

Roedd y targed i adeiladu 1,000 o dai fforddiadwy yn parhau.

Byddai yna gynnydd o 4.3% yn y dreth gyngor.

Byddai’n rhaid i’r sawl a fyddai’n cymryd lle Prif Weithredwr Cyngor Sir Caerfyrddin fod yn siaradwr Cymraeg.

Cadarnhaodd y Cyng. Campbell y byddai Pennaeth Ysgol Cwrt Henri yn ymddeol adeg y Pasg. Ni fyddai’r ysgol yn cau, a nodwyd y byddai Pennaeth yn cael ei benodi i wasanaethu Ysgol Cwrt Henri, Ysgol Ffair-fach ac Ysgol Talyllychau.

 

County Cllr. Cefin Campbell advised that it was necessary to make savings of £9.3 million from the budget.

However, for the first time in 5 years additional funds were being made available to the following:

£2.6million – schools

£3.3million – social care

£5.5million over 3 years to better roads

There will be 5 – 7% increase to 8 pay scales to increase the lower paid council workers.

A £260million capital fund over the next 5 years would be available to schools, buildings and wellness.

There remains a target to build 1,000 affordable homes

There is to be an increase of 4.3% on council tax.

The replacement Chief Executive of CCC must be Welsh speaking.

Cllr. Campbell confirmed that the headmaster of Court Henri school would be retiring at Easter.  The school would not be closing, a headmaster to cover Court Henry, Ffairfach and Talley is to be appointed.

18/61 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Mynegwyd pryderon am faw cwn yng nghyffiniau Felindre a Chastell Dryslwyn.

Y clerc i gysylltu ag Iechyd yr Amgylchedd, ynghyd ag ymchwilio i brisiau biniau.

Concerns have been expressed regarding dog fouling in the vicinity of Felindre and Dryslwyn Castle.  The clerk to contact Environmental Health and also to look at prices of bins.

2. Nodwyd bod yna sail gadarn wedi cael ei pharatoi yn ardal Derwen-fawr rhwng Lan Ddu a Choed y Ceirw, a hynny gyda’r bwriad, o bosibl, o godi adeilad. Y clerc i gysylltu ag Adran Gynllunio Cyngor Sir Caerfyrddin i holi a ofynnwyd am ganiatâd cynllunio.

It has been noted that a hard core base has been prepared, possibly with the intention of a building to be constructed,  in the Broad Oak area, between Lan ddu and Coed y Ceirw. The clerk to enquire with CCC Planning Department to establish if planning permission has been sought.

3. Yr A40 ger Sgwâr Dryslwyn. Nodwyd bod yna bant yn y briffordd oherwydd gwaith cynnal a chadw gan BT, yn ôl pob tebyg. Roedd yna ymchwiliadau ar waith mewn perthynas â hyn.

A40 near Drylswyn Square.  It has been noted that there is a dip in the highway probably due to BT maintenance.  Investigations are in hand regarding this.

4.  It was reported that during heavy rain, ponding was causing disruptions in Felindre.  It was confirmed that the matter was in hand.

5.  There is a blocked culvert between Sarnagol and Cwmharad, Dryslwyn.  The matter is being reported.

Roedd y Cyng. C. Campbell wedi cysylltu ag Asiantaeth Cefnffyrdd De Cymru sawl gwaith er mwyn trefnu cyfarfod safle gyda Hywel Davies. Yn anffodus, nid oedd hyn wedi dwyn ffrwyth, ond byddai’r Cyng. Campbell yn mynd ar drywydd y mater ac yn rhoi gwybod i’r aelodau yn unol â hynny.

Dywedwyd hefyd fod damwain wedi digwydd ar yr A40 yn ardal Derwen-fawr, a bod yr heddlu wedi cael eu galw i’r ddamwain.

Cllr. C. Campbell had contacted South Wales Trunk Road Agency (SWTRA) on countless occasions in order to arrange a site meeting with Hywel Davies.  Unfortunately, this had not come to fruition but Cllr. Campbell will pursue the matter and advise members accordingly.

It was also reported that an accident had occurred at the Broad Oak section of the A40, there was police involvement at this accident.

O ganlyniad i gamddealltwriaeth, nid oedd yna flwch graean newydd ar ochr Llangathen o Sgwâr Derwen-fawr. Ni argymhelli y dylid adleoli blwch graean a oedd yn bodoli eisoes. Byddai’r Cyng. E. Morgan yn ymchwilio i fater y blychau graean yn yr ardal hon.

Due to a misunderstanding, there is no new grit box at the Llangathen side of Broad Oak Square.  The re-locating of an existing grit box is not recommended.  Cllr. E. Morgan will look into the issues of grit boxes in this area.

 18/47 MODEL REOLAU SEFYDLOG 2018 (Cymru) / MODEL STANDING ORDERS 2018 (Wales)

Roedd y Clerc wedi cyflwyno’r Rheolau Sefydlog Enghreifftiol a lenwyd yn briodol o blaid Cyngor Cymuned Llangathen. Cytunwyd yn unfrydol i fabwysiadu’r Rheolau Sefydlog hyn. Llofnododd y Cadeirydd y dogfennau yn briodol, a byddai’r clerc yn eu cadw ar ffeil er gwybodaeth.

The clerk had presented The Model Standing Orders having been duly completed in favour of Llangathen Community Council.  It was unanimously agreed to adopt these Standing Orders.  The chair duly signed the documents and the clerk to keep on file for reference.

Dywedodd y Cyng. Cefin Campbell wrth yr aelodau ei fod yn gyfnod anodd o fewn y sir ar y pryd. Gyda llai o arian yn dod o San Steffan i Gymru, roedd yn rhaid gwneud rhagor o arbedion a dod i benderfyniadau anodd iawn. Roedd angen gwneud arbedion gwerth £9 miliwn yn y flwyddyn i ddod, a hynny yn dilyn y £50 miliwn a arbedwyd eisoes yn ystod y blynyddoedd blaenorol.

Byddai Prif Weithredwr Cyngor Sir Gâr, Mark James, yn ymddeol.

Roedd yn bosibl y byddai rhagor o waith yn dechrau ar Lwybr Beicio Sir Gâr, a hynny o Ffair-fach, Llandeilo.

Cllr. Cefin Campbell informed members that it was, at present, a difficult time within the county.  With less money coming from Westminster to Wales, more savings were having to be made and some very difficult decisions agreed upon.   £9 million savings need to be made during this coming year following £50 million already having been saved over the previous four years. 

CCC Chief Executive, Mark James will be retiring.

It is possible that further work on the Carmarthenshire Cycle Path may begin from Ffairfach, Llandeilo.

Gofynnwyd am ofyniad praesept 2019/2020 gan Gyngor Sir Gâr.

Nid oedd manylion costau “Goleuadau Troetffyrdd” ar gael, ond ar gyfer y flwyddyn flaenorol, y gost oedd £1752.16 (£1460.14 + £292.03 TAW).

Manylion am Derfyn Gwariant Adran 137 ar gyfer 2019/20 – sef £8.12 yr etholwr. Roedd 419 o etholwyr yn y plwyf.

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2019/20 oedd 263.82.

Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 15/1/19.

Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried. O ganlyniad i ansicrwydd Brexit, cytunwyd na ddylai’r praesept gynyddu, ac y dylid defnyddio cronfeydd wrth gefn a oedd eisoes ar gael, pe byddai angen.

Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2019-20 yn £7,200.

Llofnodwyd y ffurflen yn briodol gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2019 / 2020 was requested by Carmarthenshire County Council.

Details of Footway Lighting charges for the financial year were unavailable but for the previous year were £1752.16 (£1460.14 + £292.03 VAT). 

Details of Section 137 Expenditure Limit for 2017/18 – this being £8.12 per elector. There being 419 electors within the parish. 

The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2019/20 being 263.82

Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 15/1/19.

All areas of expenditure were explored and costs considered. Due to the uncertainty of BREXIT it was agreed that the precept should not increase and to use reserves already available should it be necessary.

It was resolved that the precept requirement for 2019/20 be £7,200. 

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC.

 18/50 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Tynnwyd sylw’r aelodau at y ffaith bod Mr Dylan Morgan, Derwen-fawr, wedi bod yn llwyddiannus iawn wrth gynrychioli Cymru mewn cystadlaethau nofio yn ddiweddar. Penderfynwyd anfon llythyr at Mr Morgan yn ei longyfarch.

It had been brought to the attention of members that Mr Dylan Morgan, Broad Oak had very successfully represented Wales in recent swimming competitions. It was decided to forward a congratulatory letter to Mr Morgan.

2. Roedd Gwobrau Cymeriad Chwaraeon y Flwyddyn Sir Gâr yn cael eu cynnal ym mis Tachwedd bob blwyddyn, ac awgrymwyd y dylai’r aelodau chwilio am enwebiadau ymhlith ymgeiswyr addas ar gyfer y gwobrau hyn. Gwnaed nodyn atgoffa i drafod hyn eto yn y cyfarfod ym mis Medi.

 In November of each year, The Carmarthenshire Sports Personality of the Year Awards were held and it was suggested that members sought nominations of suitable candidates’ for these awards. A reminder to be discussed in the September meeting.

Croesawodd y Cadeirydd bawb a oedd yn bresennol, a chydymdeimlodd â’r Cyng. E. Morgan yn dilyn marwolaeth ei fam yn ddiweddar.
The chair welcomed all present and sympathised with Cllr. E. Morgan following the recent loss of his mother, Mrs Glenys Morgan.

Cllr. Cefin Campbell confirmed that he would soon be meeting with Hywel Davies, South Wales Trunk Road Agency regarding markings at this area of the A40. He would let the clerk know the date and time of the meeting so that other Councillors may attend also.

Roedd y Diffibriliwr yn Siop Gymunedol Dryslwyn, Dryslwyn wedi’i osod yn llawn ac yn weithredol bellach.
Byddai Tomos Hughes o Achub Calon Y Dyffryn yn hysbysu’r awdurdodau am leoliadau’r Diffibrilwyr. Byddai cwrs hyfforddi arall yn cael ei gynnal ddydd Llun 12 Tachwedd 2018, yn Neuadd Ddirwestol Llangathen. Roedd y Grant Loteri bellach wedi’i gwblhau.
The Defibrillator sited at Dryslwyn Community Shop, Dryslwyn, was now fully installed and operational.
Tomos Hughes of Achub Calon Y Dyffryn would be notifying the authorities of the locations of the Defibrillators. A further training course has been arranged for Monday, 12th November 2018 at Llangathen Temperance Hall. The Lottery Grant is now complete.

Roedd neges e-bost wedi dod i law gan y Cyng. Mansel Charles o Asiantaeth Cefnffyrdd De Cymru yn cadarnhau bod yna broblem ynghylch y lampau goleuadau ar y briffordd. Cadarnhawyd bod y broblem hon wedi cael ei datrys oddi ar hynny.
An e-mail received by Cllr. Mansel Charles from South Wales Trunk Road Agency confirming the problem regarding the highway lighting lamps. It was confirmed that the problem has since been resolved.

18/28 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cynghorydd Cefin Campbell adroddiad ar lwyddiant y Tour of Britain ddiweddaraf, a ddechreuodd ym Mhen-bre a mynd trwy Sir Gaerfyrddin. Amcangyfrifwyd bod y digwyddiad wedi dod ag £880,000 i economi’r sir o ganlyniad i bobl yn ymweld ac yn aros mewn gwestai/llety gwely a brecwast, ac yn mynd i fwytai/caffis, ac ati.
Cymeradwyodd y Cyng. Campbell Ffederasiwn Clybiau Ffermwyr Ifanc Sir Gaerfyrddin ar eu Celf Tir ardderchog a oedd wedi’i leoli ger Gelli-aur. Roedd y beic, gyda thractorau yn cynrychioli’r olwynion, wedi bod yn destun siarad yn y sir, yng Nghymru a thu hwnt.
Dywedodd y Cyng. Campbell nad oedd yna unrhyw newidiadau arfaethedig ar gyfer Llanfihangel Aberbythych o dan yr Adolygiad o Drefniadau Etholiadol Sir Gaerfyrddin.
Cadarnhaodd y Cyng. Campbell fod llawer o bobl yn bresennol yng nghyfarfod Cymunedau a Materion Gwledig yng Nghanolfan Haliwell, Caerfyrddin, a bod syniadau da, cadarnhaol wedi cael eu cynnig.
Councillor Cefin Campbell reported on the success of the recent Tour of Britain that commenced in Pembrey and passed through Carmarthenshire. It is estimated that the event brought £880,000 to the County’s economy by people visiting and staying at hotels/guest houses/ bed and breakfast and visiting restaurants/cafés etc.
He commended the Carmarthenshire Federation of Young Farmers Clubs on their excellent Land Art which was located near Golden Grove. The feature of a bike with tractors representing the wheels had been a talking point in the County, Wales and beyond.
Cllr. Campbell advised that there were no proposed changes for Llanfihangel Aberbythych under the Review of the Electoral Arrangements of the County of Carmarthenshire .
Cllr. Campbell confirmed that the meeting of the Communities and Rural Affairs at the Haliwell Centre, Carmarthen was well attended with some positive, good ideas being put forward.

18/29 ANNUAL AUDIT

Roedd Archwilydd Cyffredinol Cymru wedi cyhoeddi adroddiad archwilio amodol ar gyfer Cyngor Cymuned Talyllychau. Roedd rhai materion wedi cael eu nodi nad oeddent yn effeithio ar farn yr archwiliad, ond byddai’n ofynnol mynd i’r afael â nhw. Byddai’r clerc yn trafod y materion hyn â’r archwilydd mewnol.
The Auditor General for Wales issued Llangathen Community Council a qualified audit report. Some matters were identified which did not affect the audit opinion but should be addressed. The clerk to discuss these matters with the internal auditor.

UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Roedd cais wedi dod i law i ail-leoli blwch graean yn Llangathen. Roedd ymholiad wedi dod i law ynghylch arwyddion dros dro, ynghyd â chais am arwyddion twristiaid brown. Byddai’r clerc yn ateb y rhain. A request was made to re-locate a grit box in Llangathen. A query regarding temporary signs and a request for brown tourist signs. The clerk to reply.
2. Dywedwyd bod angen rhoi wyneb newydd i’r ffordd yn Felindre oherwydd y problemau a gododd yn sgil y pyllau dwr a fu yno. Cadarnhaodd y Cyng. E. Morgan fod cais wedi cael ei gyflwyno i Gyngor Sir Caerfyrddin.
It was reported that following the ponding problems in Felindre, the surface was now in need of re-surfacing. Cllr. E. Morgan confirmed that a request had been submitted to CCC.
3. Roedd gwrychoedd a oedd wedi tyfu’n wyllt ger Grongar, Derwen-fawr yn achosi problemau. Byddai’r Cyng. E. Morgan yn ymchwilio i’r mater.
Overgrown hedgerows near Grongar, Broad Oak are proving to be a problem. Cllr. E. Morgan will look into the matter.
4. Roedd cais wedi dod i law’r clerc ynghylch BT Openreach a ffeibr optig yn ardal Capel Isaac. Byddai’r cytundeb terfynol i barhau â’r prosiect hwn yn nwylo Llywodraeth Cymru, a chadarnhaodd y Cyng. Campbell nad oedd y llywodraeth wedi cytuno i hyn eto.
The clerk had received a query regarding BT Openreach and fibre optic in the Capel Isaac area. Cllr. Campbell confirmed that it had not yet been agreed by Welsh Government who would have the final contract to continue this project.
