It was proposed by Cllr. A. Davies and seconded by Cllr. L. Hughes that the minutes of the meeting held on Tuesday, 18th May 2021 be accepted as a correct record of proceedings.

21/15  MATERION YN CODI /  MATTERS ARISING

Cof/Min 20/53 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Roedd ateb wedi dod i law gan Lywodraeth Cymru mewn perthynas â phryderon ynghylch llinellau gwyn wedi pylu ar gefnffordd yr A40. Roedd yn cadarnhau bod gwaith cynnal a chadw ac ailosod arwyneb wedi’i gynllunio ar gyfer y rhan honno o gefnffordd yr A40, a bod y gwaith yn amodol ar flaenoriaethu a’r cyllid a fyddai ar gael. Roedd gwaith hefyd wedi’i raglennu i unioni’r dirywiad lleol ac adnewyddu’r llinellau gwyn. Byddai’r gwaith yn cael ei wneud cyn gynted â phosibl, yn ddibynnol ar argaeledd contractwyr.

A reply had been received from Welsh Government regarding the concerns of faded white lines on the A40 trunk road.  They confirm that the section of the A40 trunk road is planned for resurfacing maintenance and is subject to prioritisation and available funding.  It is also programmed to rectify the localised deterioration and refresh the white lining.  Work to be carried out as soon as possible and is dependant upon contactor availability.

Roedd cynrychiolydd o CBRE (Cyfleustodau) wedi cysylltu â’r clerc ynghylch Adeilad Cyfnewid BT, Dryslwyn. Dywedodd fod y rheiliau ar ffin y ffens i gael eu hatgyweirio. Cadarnhawyd yn y cyfarfod bod hyn wedi cael ei wneud. At hynny, dywedodd y gwr bonheddig ei fod wedi gwneud amcangyfrif o’r gwaith gofynnol – paentio, ail-blastro rhai mannau – ac y byddai’n anfon hwn ymlaen at BT i’w gymeradwyo. Ar ôl cael ei gymeradwyo, byddai’r gwaith yn cael ei wneud.

A representative of CBRE (Utilities) had contacted the clerk regarding the BT Exchange Building, Dryslwyn.  He advised that the railings on the fence boundary were to be repaired.  It was confirmed in the meeting that this had been done.  Also, the gentleman advised that he had calculated an estimate of the works required – painting, re-plaster areas – and would be forwarding this to BT for approval.  Once approval was granted, then the work would be completed.

Cof/Min 20/53 (7) SBWRIEL / LITTER

Roedd neges gan Swyddog Amgylchedd Lleol CSC yn cadarnhau bod y mater dan reolaeth. Roedd y gwasanaethau glanhau mewn cysylltiad â’u contractwr enwebedig a, phan fyddent yn gallu gwneud y gwaith, yna byddai angen rhoi trefniadau ar waith gyda’r adran rheoli traffig i sicrhau systemau gwaith diogel. Roedd archeb am arwyddion Dim Sbwriel wedi ei gyflwyno, a byddai’r arwyddion yn cael eu gosod yn yr ardal wedi iddynt gyrraedd.

A message from CCC Local Environment Officer confirmed that the matter was in hand.  Cleansing services were in contact with their nominated contractor and when they were able to carry out the work than arrangements would need to put in place with traffic management to ensure safe systems of work.  An order for No Littering signs have been placed and will be erected in the area once received.

 Cof/Min 20/53 (10)  FELINDRE, STREET LIGHTING

Mynegwyd pryder ynghylch y golau stryd unigol yn Felindre. Roedd y golau’n cael ei ddiffodd am tua 2am. Gofynnwyd i’r clerc gysylltu â CSC i ofyn am iddo gael ei adael ynghynn yn ystod y nos/yn gynnar yn y bore.

Concern was expressed with regard to the single street light in Felindre.  The light was being turned off at around 2am.  The clerk was asked to contact CCC to request that this be left on during the night/early morning.

Roedd y swydd wag wedi cael ei hysbysebu yn unol â chyfarwyddiadau CSC. Hyd hynny, nid oedd yr un ymateb swyddogol wedi dod i law, ond roedd un unigolyn wedi dangos diddordeb yn y swydd.

The vacancy had been advertised as per instructions from CCC.  To date there has been no official response but one person is showing an interest in the vacancy.

1.  Cafwyd trafodaeth ynghylch trafnidiaeth gyhoeddus a’r llwybrau ar gyfer bysiau gwasanaeth.

Credwyd nad oedd bysiau’n aros wrth gysgodfan Sgwâr Dryslwyn mwyach; fodd bynnag, nodwyd bod pobl yn dal i aros yno. Gofynnwyd i’r clerc gysylltu â CSC ynglyn â’r llwybr bysiau swyddogol. Trafodwyd hefyd y posibilrwydd o osod arhosfan/cysgodfan fysiau ger Swyddfa Bost Dryslwyn.

A discussion took place regarding the public transport and the routes for service buses.

It was believed that buses no longer stopped at the Dryslwyn Square shelter although it has been noted that people do wait at this location.  The clerk was asked to contact CCC regarding the official bus route.  It was also discussed the possibility of a bus stop/shelter near Dryslwyn Post Office.

It was resolved that the date for the next meeting of Llangathen Community Council will be held on 21st September 2021. Location will be subject to COVID guidelines.

It was proposed by Cllr. C. Moses  and seconded by Cllr. E. Rees that the minutes of the Annual Meeting held on 17th November 2020 be accepted as a correct record of the proceedings.

21/04  DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

Roedd copïau o’r cyfrifon wedi cael ei danfon ar gyfer y flwyddyn a ddaeth i ben ar 31 Mawrth 2021.  Roedd y rhain wedi’u harchwilio gan Mr D. G. Morris. Yn dilyn trafodaeth am y cyfrifon, cynigiodd y  Cyng. E. Morgan, ac eiliwyd gan y Cyng. C. Moses y dylid derbyn bod y datganiad o gyfrifon yn gywir.  

Copies of the accounts had been forwarded to Cllrs  for the year ended 31st March 2021.  These had been audited by Mr D.G.Morris.  Following a discussion regarding the accounts, it was proposed by Cllr. E. Morgan and seconded by Cllr. C. Moses that the statement of accounts be accepted as correct.  

21/05 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol y dylai pob cofnod barhau heb unrhyw ddiwygiad.  

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  

21/06 DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. E. Morgan ac eiliwyd gan y Cyng. M. Wynne y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. E. Rees and seconded by Cllr. B. Jones that it be approved by the council.

21/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris. Gan fod Mr Morris wedi cytuno’n ffurfiol i’r rôl hon ym mis Tachwedd 2020 (o ganlyniad i COVID-19), penderfynwyd mai’r peth gorau fyddai gofyn i Mr Morris gytuno’n swyddogol i’r rôl unwaith eto er mwyn i’r cyngor fod ‘nôl ar y llwybr cywir ar gyfer cael cytundebau blynyddol.  Y clerc i ysgrifennu at Mr Morris.

It was resolved that the services of the internal auditor Mr D Morris be continued.  As Mr Morris had formally agreed to this role in November 2020 (due to COVID 19) it was deemed best to ask Mr Morris again for his official agreement to the role so that the council would be back on track to receiving annual agreements. The clerk to write to Mr Morris.

As advice was needed on some of these items, it was unanimously agreed that the following Councillors make arrangements to obtain the appropriate information and agree with the clerk:

At this point the clerk was thanked for her work and in return the clerk offered her appreciation to the support every Councillor offered her.

It was proposed by Cllr. M. Williams and seconded by Cllr. E. Morgan that Cllr. B. Jones be re-elected as chairperson  for the coming 2021 / 2022 year.  Cllr. B. Jones duly accepted this position.  At this point Cllr. Jones was sincerely thanked for her role as chair which had already been extended due to COVID 19.

It was proposed by Cllr. A. Davies and seconded by Cllr. L. Hughes to continue affiliation to Un Llais Cymru and SLCC (Society for Local Council Clerks) and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc.

Er tristwch mawr, yr oedd ymddiswyddiad Mike Wynne wedi dod i law’r cyngor. Bu Mike yn aelod gwerthfawr o Gyngor Cymuned Llangathen er mis Gorffennaf 2013.

Gofynnwyd i’r clerc anfon llythyr o werthfawrogiad ato. At hynny, y clerc i gysylltu â Chyngor Sir Caerfyrddin ynghylch y weithdrefn ar gyfer penodi Cynghorydd newydd. 

It was with sadness that the council had received the resignation of Mike Wynne.  Mike had been a valued member of Llangathen Community Council since July 2013.

The clerk was requested to forward a letter of appreciation.  Also, the clerk to contact CCC regarding the procedure for a Councillor replacement.

Cynhaliwyd trafodaeth ynghylch cefnffordd yr A40 yn ardal Sgwâr Dryslwyn. Roedd wyneb newydd wedi cael ei osod ar ddarn ohoni. Roedd y marciau gwyn ar y naill ochr a’r llall i’r darn dan sylw wedi pylu ac roedd angen eu hailbeintio. Y clerc i gysylltu ag Asiantaeth Cefnffyrdd De Cymru ynglyn â hyn. 

Dywedodd y Cyng. E. Morgan fod wyneb newydd ar fin cae ei osod ar y ffordd a arweiniai o Sgwâr Dryslwyn i Gwrt Henri. 

A discussion took place regarding the A40 trunk road,  in the Dryslwyn Square vicinity.  A section had been resurfaced. This left the white markings either side of the resurfaced section faded and in need of re-painting. The clerk to contact South Wales Trunk Road Agency regarding this.

Cllr. E. Morgan advised that the road leading from Dryslwyn Square to Court Henry as due to be re-surfaced soon.

CCC had confirmed that signs would be placed at the Dryslwyn Square to Dryslwyn Castle location and that a cleansing operation would take place. As no action had taken place the clerk was asked to follow up the matter.

Roedd ymateb wedi dod gan CADW yn nodi mai cyfrifoldeb Cyngor Sir Caerfyrddin oedd y maes parcio wrth droed Castell Dryslwyn. Gan fod y cyfyngiadau symud yn cael eu llacio, penderfynwyd na fyddai angen cymryd unrhyw gamau pellach. 

A reply had been received from CADW in which they stated that the car park at the foot of Dryslwyn Castle was the responsibility of CCC.  As lockdown restrictions were being eased, it was deemed that no further action was required.

Cadarnhaodd y Cyng. Campbell ei fwriad i barhau’n Gynghorydd Sir tan y mis Mai canlynol, pan fyddai etholiad arall yn cael ei gynnal. Roedd wedi rhoi’r gorau i’w rôl o fod yn Aelod o’r Bwrdd Gweithredol ar gyfer Cymunedau a Materion Gwledig. Byddai’r Cyng. Ann Davies, Llanarthne yn ymgymryd â’r swydd hon.

Gadawodd y Cynghorydd Campbell y cyfarfod am 8.15pm

Cllr. Cefin Campbell confirmed that following the recent elections, he had been successful in securing a seat and was now a member of the Senedd.  At this point all members and the clerk were delighted to congratulate him on his accomplishment .   

Cllr. Campbell confirmed that it was his intention to continue as County Councillor until next May when further elections would be taking place.  He has renounced his role as Executive Board Member for Communities and Rural Affairs. Cllr. Ann Davies, Llanarthney will now take up this position.

Cllr. Campbell left the meeting at 8.15pm

It was suggested that there should be sufficient room on the verge for a culvert in this area.  It was deemed best to review when the CCC machine was in the area.

It was reported that the CCC ditch cleaner had been to this location and that the gutters had been opened.  This area was on the CCC list for maintenance.

Roedd adroddiad wedi dod i law am ddraen ar y ffordd o Sgwâr Milton i Felindre a oedd wedi’i blocio’n llwyr. Byddai’r Cyng. E. Morgan yn gwneud ymholiadau yn ddi-oed i drefnu iddi gael ei chlirio.

A totally blocked drain had previously been reported on the Milton Square to Felindre road. Cllr. E. Morgan will make immediate enquiries to arrange for this to be cleared.

Roedd y mater ynghylch pyllau dwr ar y ffordd yn un parhaus o hyd. Roedd y mater ynghylch tyllau ym mhob ffordd a oedd yn arwain i Felindre ar y rhestr cynnal a chadw, fel yr oedd y lori ysgubo’r ffordd.

The matter regarding water ponding on the road remained an ongoing matter.  The issue regarding potholes on all roads leading to Felindre was on the maintenance list, as was the sweeper.

20/47 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Nid oedd y Cyng. C. Campbell wedi gallu dod i’r cyfarfod; fodd bynnag, roedd wedi rhoi gwybod i’r aelodau fod CSC wedi llwyddo i ostwng y Dreth Gyngor ymhellach, i 3.95%, a oedd ymhlith yr isaf yng Nghymru.           

Cllr. C. Campbell was unable to attend the meeting but he had however informed members that CCC had succeeded to further reduce the Council Tax to 3.95% which is amongst the lowest in Wales.

20/48 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  The Old Forge, Broad OakOherwydd pant yn y ffordd, adroddwyd bod gormodedd o ddwr yn llifo i mewn i ddreif yr eiddo yn ystod glaw trwm. Cytunodd y Cyng. E. Morgan i archwilio.

It was reported that due to a dip in the road, during heavy rain excessive water ran into the properties drive way.  Cllr. E. Morgan agreed to inspect.

2.  Trafodwyd amodau gwaith y clerc a chytunwyd i drafod ymhellach yn y cyfarfod nesaf. Y clerc i anfon y ddogfennaeth berthnasol at bob Cynghorydd – swydd-ddisgrifiad, enghraifft o gontract cyflogaeth, ac ati. Gofynnwyd i’r clerc hefyd wneud nodyn o’i horiau gwaith.

The clerks working conditions were discussed and it was agreed to discuss further at the next meeting.  The clerk to forward relevant documentation to all Councillors – job description, example of contract of employment etc.  Also, it was requested that the clerk makes a note of her working hours.

3.  Cafwyd trafodaeth ynghylch y goleuadau stryd yng nghyffiniau Felindre.

A discussion took place regarding the street lighting in the Felindre vicinity.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

Oherwydd pandemig COVID-19, a’r oedi o ran cynnal cyfarfodydd, cytunwyd yn unfrydol i ailethol y cadeirydd. Gofynnwyd i’r Cyng. B. Jones a fyddai hi’n barod i barhau yn rôl y cadeirydd tan fis Mai 2021. Cytunodd y Cyng. Jones a diolchodd bawb iddi.

Due to the COVID 19 pandemic, and a delay in holding meetings, it was unanimously agreed to re-elect the chair. Cllr. B. Jones was asked if she would be prepared to continue with the role as chair until May 2021.  Cllr. Jones agreed and she was thanked by all.

Unwaith eto, oherwydd pandemig COVID-19, cytunwyd yn unfrydol i ailethol yr Is-gadeirydd, y Cyng. M. Wynne. Gan nad oedd y Cyng. Wynne ar gael i gymryd rhan yn y cyfarfod, gofynnwyd i’r clerc anfon neges at y Cyng. Wynne.

Again, due to the COVID 19 pandemic, is was unanimously agreed to re-elect the Vice Chair, Cllr. M. Wynne.  As Cllr. Wynne was not available to take part in the meeting, the clerk was asked to message Cllr. Wynne.

It was proposed by Cllr. B. Jones and seconded by Cllr. A. Davies to continue affiliation to Un Llais Cymru and SLCC (Society for Local Council Clerks) and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc.

Trafodwyd pryder ynghylch cwlfertau wedi’u blocio a dwr ar y ffordd.  Yr adborth oedd y byddai tasgau i liniaru’r problemau hyn yn cael eu cyflawni pan fyddai’r arian a’r adnoddau ar gael.  Fodd bynnag, rhan o’r broblem oedd y ffaith bod gormod o ddwr yn rhedeg oddi ar dir amaethyddol.

Concern regarding blocked culverts and water on the road was discussed.  The feed back was that tasks to alleviate these problems will be carried out when funds and resources are available.  However, part of the problem was due to excessive water running off agricultural land.

It is anticipated that a grit box will be sited at this location soon.  Again, problems regarding water run off from agricultural land had been causing an issue in this area, with water flowing into the local Community Shop.

Roedd y cynghorwyr yn dal i gael cwynion ynghylch cyflwr y ffordd gan fod yna lawer o fwd a graean yn bresennol. Unwaith eto, barnwyd mai ffosydd wedi’u blocio a llawer o ddwr yn rhedeg oddi ar dir amaethyddol oedd y broblem, ynghyd â’r ffaith bod peiriannau amaethyddol yn fawr iawn o’u cymharu â maint y ffyrdd. Byddai Cyngor Sir Caerfyrddin yn archwilio’r ardal.

Councillors were continuing to receive complaints regarding the condition and state of the road.  There being much mud and grit present.  Again, blocked ditches and much water run off from agricultural land was deemed to be the issue along with agricultural machinery being very large in comparison with the size of the roads.  CCC will inspect the area.

A totally blocked drain was reported on the Milton Square to Felindre road. Cllr. E. Morgan would arrange for this to be cleared.

Er y dywedwyd bod y dwr yn llifo ychydig yn well nag yr oedd o’r blaen, nodwyd bod angen rhagor o waith cyn cael datrysiad llawn. Roedd tyllau yn y ffordd yn dal i fod yn broblem yn y pentref, ac roedd y ffyrdd sy’n arwain at y pentref mewn cyflwr gwael iawn. Y farn oedd bod angen ailosod yr arwynebau’n llwyr. Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin.

Whilst is was reported that water was flowing slightly better than previously reported, it was noted that the matter of a complete solution remained in hand.  Potholes continue to be a problem within the village and the roads approaching the village are in a very poor state of repair. It was considered that complete resurfacing was needed. The clerk to report to CCC .

20/36 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell made his report to members, emphasising his concern in over 10 years of cutbacks within the county, equating to a £120 million shortfall.   This had a devastating effect on the funding of essential resources. A note on the council tax increase which would normally have been 3.89% has been reduced to a 3.48% increase.

Nearly 10 months of COVID 19 resulted in £30 million costs to CCC – £10 million in lost revenue and £20 million in costs.

1.  Mynegwyd pryder ynghylch y sbwriel a oedd yn cael ei daflu o’r A40 rhwng Sgwâr Dryslwyn a Chastell Dryslwyn.  Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin a Cadwch Gymru’n Daclus.

Concern was expressed regarding the litter that was being strewn from the A40 at Dryslwyn Square to Dryslwyn Castle.  The clerk to report to CCC and Keep Wales Tidy.

2.   Gofynnwyd am ysgubwr ar gyfer ardal Cwmharad a Felindre.  Byddai’r Clerc yn trosglwyddo’r neges.

A sweeper was requested for the Cwmharad and Felindre area.  The clerk to report.

3. .  Yn dilyn damwain ar dir Castell Dryslwyn, lle roedd angen ambiwlans a chymorth ffermwr lleol, codwyd cwestiwn ynghylch a oedd angen i’r maes parcio a’r castell fod yn agored yn ystod pandemig COVID-19.  Gofynnwyd i’r clerc gysylltu â Cadw ynglyn â’u pryderon.

 Following an accident on the grounds of Dryslwyn Castle, whereby an ambulance was needed and the assistance of a local farmer.  A question was raised as to whether there was a need for the car park and castle to be open during the COVID 19 pandemic.  The clerk was asked to contact Cadw with the concerns.

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  The chair duly signed the schedule.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

It was proposed by Cllr. A. Davies and seconded by Cllr. M. Wynne that Cllr. B. Jones takes up the role as chair for the coming 2019 / 2020 year.  Cllr. Jones duly accepted this position.  She thanked Cllr. Ann Davies for her work and commitment as chair for the previous year.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. C. Moses and seconded by Cllr. A. Davies that it be approved by the council.

19/84 MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Cllr. B. Jones confirmed that all flowers etc had now been planted in the green, Broad Oak.  It was decided that the raised beds would not fit in with the area and these were therefore returned to Keep Wales Tidy.  There are a good selection of gardening tools which will be used for the flower maintenance. Bird feeders will be placed later in the season.  Cllr. Jones was thanked for her input in this project.  

19/85 MAINC / BENCH – BROAD OAK

The Amberol Bench had been delivered and this was put into position by Cllr. C. Moses, who was thanked for his work.  

19/86 FOOD BANKS

The distribution of food to people being affected by the Covid 19 pandemic was once again discussed.  The collection point would be Llangathen Hall.  Cllr. Cefin Campbell would provide a template for a leaflet to enable these to be distributed.  The Dryslwyn Community Shop would be asked to promote the event on their website and Facebook page.

19/69  MATERION YN CODI /  MATTERS ARISING

Cof/Min 19/58 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

SWTRA (South Wales Trunk Road Agency) are carrying out a review of all trunk roads in Wales with the view of dealing with black spots.  A consultation is also in place and Adam Price, Plaid Cymru will respond to this.  Plaid Cymru have requested that they are made aware of any highway problems and asked Cllr. Cefin Campbell for assistance in this matter to which he has replied.

During a discussion, it was noted that the temporary 40miles/hour speed restrictions in operation between Broad Oak and Dryslwyn Square was having the effect on motorist accelerating even more when exiting the speed limit.

It was also suggested that speed counters would give a true reading of the traffic speed as opposed to police presence.

The clerk has informed Wales Audit regarding the delay on completing the 2019/2020 annual accounts.  They have revised the completion date to 31st August 2020.  The internal auditor, Mr D Morris is due to return on 3rd August 2020.

The clerk advised that it would be necessary to hold a meeting in August in order to approve the accounts.

The insurance company Aviva have agreed to pay the claim for the damaged bench (less excess).  The clerk to arrange with Amberol for a pro-forma invoice and subsequently order the bench.  Cllr. C. Moses agreed to accept delivery of the bench.

Cllr. B. Jones gave an update on the Places for Nature, Butterfly Garden.  She has received numerous deliveries which included plants, raised planter, tools, posts, shovels, compost, top soil, bird feeders and seeds.  Cllr. Jones will be meeting with Dan Snaith, Keep Wales Tidy who will help with the project.  Due to Covid-19 restrictions, it is limited as to who can assist with this project.  Cllr. Jones was thanked for her input.

Carmarthenshire County Council were now in a position to supply “No Cold Calling” stickers (bilingual).  It was decided that some would be available at the Dryslwyn Community Shop, some would be delivered to Cllrs. B. Jones, A. Davies and the clerk.  The clerk to arrange for posters to be displayed in local Notice boards informing the public that the stickers are available.

19/70    DIFFIBRILIWR / DEFIBRILLATOR   

Cadarnhawyd bod y ddau ddiffibriliwr (yn Nerwen-fawr a Siop Dryslwyn) yn gweithio’n iawn. 

It was confirmed that the two Defibrillators (Broad Oak and Dryslwyn Shop) were in working order.  

19/71  LLWYBR DYFFRYN TYWI / TYWI VALLEY PATH

Mae yngynghoriad yn cael ei gynnal o 9 Gorffennaf hyd at 20 Awst 2020 ac mae’n rhan o Ganllawiau Arfarnu Trafnidiaeth Cymru sy’n ofynnol gan Lywodraeth Cymru. 

A consultation exercise is running from July 9th to August 20th 2020 and is being carried out as part of a Welsh Transport Appraisal Guidance study which is required by Welsh Government.  Cllr. Campbell gave an insight on the progress and urged all to complete the online survey.

19/72 HMRC

The clerk had been experiencing problems inputting end of year information under the Basic Payment Tools programme.  Help had been obtained from a local accountant.

19/73  WEBSITE

Following a  request from the web manager regarding the web maintenance contract, it was agreed to increase the annual fee to £275.00.  The clerk to advise the web manager.

19/76 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell gave a report on the situation during the Covid-19 pandemic.  He praised council staff for the hard work and pressure they were experiencing , many were working from their homes.  Four field hospitals had been built, one, Carmarthen Leisure Centre was in use.  It had been requested by Hywel Dda that these hospitals be kept open in case there is to be a second spike of this virus.  The county was now experiencing a loss of income and an increase in costs.

Councillors were very much involved in the operation of Food Banks and delivering food parcels to children which will continue over the summer.

There is a Testing & Tracing centre in Nantyci.

Meetings have been “virtual” but may resume to normality in the Autumn although it was thought that some meetings may continue to be “virtual” – a change for the future.

Cllr. Campbell together with local residents were very much involved in the Food Banks system and suggested that there be a collection box within the Llangathen parish.  It was agreed that arrangements would be made for this to take place week beginning 3rd September 2020 and Cllr. A. Davies would speak to Dryslwyn Community Shop to seek their cooperation as a collection point.

Cllr. Campbell praised the work, support and cooperation that staff and volunteers of Dryslwyn Community Shop demonstrated over this difficult time, supporting the needs of the local community.  The clerk was asked to forward a letter of gratitude to the shop.

19/77 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Reports of speeding past Court Henry School had been received.  Cllr. Cefin Campbell and Cllr. Mansel Charles were dealing with the situation and hopeful that some measures to reduce speed would be forthcoming.

2.  It was reported that a field near Glandwr, Llangathen, appears to be occupied. There is a caravan with awning and machinery and it appears that people may be living there.  The clerk to report the  Planning Enforcement Officer, CCC.

3.  The Broad Oak junction, Llangathen to Llandeilo is being obstructed by overgrown branches. Also the Broad Oak to Llangathen highway is experiencing similar problems.  The clerk to report to CCC.

4.  Trunk road, A40 near Dryslwyn square, dip in road, clerk to report.
