Cynigiwyd gan Cyng. M. Wynne ac eiliwyd gan Cyng. M. Williams  fod cofnodion y cyfarfod a gynhaliwyd nos Fawrth 19 Ionawr 2021 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. M. Wynne and seconded by Cllr. M. Williams that the minutes of the meeting held on Tuesday, 19th January 2021 be accepted as a correct record of proceedings.

Cof/Min 20/28 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Roedd gwybodaeth wedi dod i law fod y croeslinellau gwyn ar gyffyrdd Cwrt Henry/yr A40 wedi pylu. Dywedodd y Cyng. E Morgan y byddai’n archwilio’r mater ac yn rhoi gwybod i CSC pe byddai angen.

It has been reported that the white hatching markers at the Court Henry / A40 junctions have become faded.  Cllr. E Morgan advised that he would inspect same and report to CCC if need be.

Nodwyd nad oedd unrhyw waith pellach wedi’i wneud yn y cyffiniau.

Gwiriadau i’w cynnal yn ystod misoedd yr haf.

It had been noted that no further works had been carried out in this vicinity.

Checks to be carried out during the summer months.

Cof/Min 20/28 (3) ROAD CWMHARAD I/TO SARNAGOL

Awgrymwyd y dylai fod digon o le yn y fan hon i roi cwlfert yn y llain ymyl ffordd. Barnwyd ei bod yn well adolygu hyn pan fyddai peiriant CSC yn yr ardal.

It was suggested that there should be sufficient room on the verge for a culvert in this area.  It was deemed best to review when the CCC machine was in the area.

Teimlwyd mai yng nghyfarfod mis Medi/fis Tachwedd y dylid trafod y mater ynghylch cael blwch graean yn y lleoliad hwn ac mewn lleoliadau eraill yn y plwyf.

It was felt that the matter of a grit box at this location and other locations within the parish be discussed at the September / November meetings.

Adroddwyd bod y gwaith wedi’i wneud.

It was reported that the work has been carried out.

Cof/Min 20/28 (7) ROAD FROM BROAD OAK TO CAPEL CROSS INN

Adroddwyd bod glanhawr ffosydd CSC wedi bod i’r lleoliad hwn ac wedi agor y cwteri. Roedd yr ardal hon ar restr cynnal a chadw CSC.

It was reported that the CCC ditch cleaner had been to this location and that the gutters had been opened.  This area was on the CCC list for maintenance.

Cof/Min 20/28 (6) FELINDRE – BLOCKED DRAIN

Roedd adroddiad wedi dod i law am ddraen ar y ffordd o Sgwâr Milton i Felindre a oedd wedi’i blocio’n llwyr. Byddai’r Cyng. E. Morgan yn gwneud ymholiadau yn ddi-oed i drefnu iddi gael ei chlirio.

A totally blocked drain had previously been reported on the Milton Square to Felindre road. Cllr. E. Morgan will make immediate enquiries to arrange for this to be cleared.

Roedd y mater ynghylch pyllau dwr ar y ffordd yn un parhaus o hyd. Roedd y mater ynghylch tyllau ym mhob ffordd a oedd yn arwain i Felindre ar y rhestr cynnal a chadw, fel yr oedd y lori ysgubo’r ffordd.

The matter regarding water ponding on the road remained an ongoing matter.  The issue regarding potholes on all roads leading to Felindre was on the maintenance list, as was the sweeper.

Roedd CSC wedi cadarnhau y byddai arwyddion yn cael eu gosod yn lleoliad Sgwâr Dryslwyn i Gastell Dryslwyn, ac y byddai gwaith glanhau yn mynd rhagddo. Y clerc i fynd ar drywydd hyn.

CCC had confirmed that signs would be placed at the Dryslwyn Square to Dryslwyn Castle location and that a cleansing operation would take place. The clerk to follow up.

The clerk to arrange for the cheques to be forwarded to the relevant organisations.

Oherwydd cyfyngiadau COVID-19 a’r ffaith bod cyfarfodydd yn cael eu cynnal yn rhithwir, penderfynwyd y byddai’r clerc yn llofnodi sieciau fel y bo’n briodol. Byddai hyn yn lleihau’r angen i ymweld â dau Gynghorydd iddynt lofnodi sieciau.

Due to COVID restrictions and meetings being held virtually, it was resolved that the clerk would sign cheques as appropriate.  This would reduce the need to visit two Councillors for cheque signing.

20/47 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Nid oedd y Cyng. C. Campbell wedi gallu dod i’r cyfarfod; fodd bynnag, roedd wedi rhoi gwybod i’r aelodau fod CSC wedi llwyddo i ostwng y Dreth Gyngor ymhellach, i 3.95%, a oedd ymhlith yr isaf yng Nghymru.           

Cllr. C. Campbell was unable to attend the meeting but he had however informed members that CCC had succeeded to further reduce the Council Tax to 3.95% which is amongst the lowest in Wales.

20/48 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  The Old Forge, Broad OakOherwydd pant yn y ffordd, adroddwyd bod gormodedd o ddwr yn llifo i mewn i ddreif yr eiddo yn ystod glaw trwm. Cytunodd y Cyng. E. Morgan i archwilio.

It was reported that due to a dip in the road, during heavy rain excessive water ran into the properties drive way.  Cllr. E. Morgan agreed to inspect.

2.  Trafodwyd amodau gwaith y clerc a chytunwyd i drafod ymhellach yn y cyfarfod nesaf. Y clerc i anfon y ddogfennaeth berthnasol at bob Cynghorydd – swydd-ddisgrifiad, enghraifft o gontract cyflogaeth, ac ati. Gofynnwyd i’r clerc hefyd wneud nodyn o’i horiau gwaith.

The clerks working conditions were discussed and it was agreed to discuss further at the next meeting.  The clerk to forward relevant documentation to all Councillors – job description, example of contract of employment etc.  Also, it was requested that the clerk makes a note of her working hours.

3.  Cafwyd trafodaeth ynghylch y goleuadau stryd yng nghyffiniau Felindre.

A discussion took place regarding the street lighting in the Felindre vicinity.

 DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ar 18 Mai 2021. Byddai’r lleoliad yn dibynnu ar y canllawiau ynghylch COVID.

It was resolved that the date for the next meeting of Llangathen Community Council will be held on 18th May 2021. Location will be subject to COVID guidelines.

20/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris. Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n fodlon parhau â’r gwaith.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

20/08 PENODI CADEIRYDD / APPOINTMENT OF CHAIRMAN

Oherwydd pandemig COVID-19, a’r oedi o ran cynnal cyfarfodydd, cytunwyd yn unfrydol i ailethol y cadeirydd. Gofynnwyd i’r Cyng. B. Jones a fyddai hi’n barod i barhau yn rôl y cadeirydd tan fis Mai 2021. Cytunodd y Cyng. Jones a diolchodd bawb iddi.

Due to the COVID 19 pandemic, and a delay in holding meetings, it was unanimously agreed to re-elect the chair. Cllr. B. Jones was asked if she would be prepared to continue with the role as chair until May 2021.  Cllr. Jones agreed and she was thanked by all.

It was proposed by Cllr. B. Jones and seconded by Cllr. A. Trafodwyd pryder ynghylch cwlfertau wedi’u blocio a dwr ar y ffordd.  Yr adborth oedd y byddai tasgau i liniaru’r problemau hyn yn cael eu cyflawni pan fyddai’r arian a’r adnoddau ar gael.  Fodd bynnag, rhan o’r broblem oedd y ffaith bod gormod o ddwr yn rhedeg oddi ar dir amaethyddol.

Concern regarding blocked culverts and water on the road was discussed.  The feed back was that tasks to alleviate these problems will be carried out when funds and resources are available.  However, part of the problem was due to excessive water running off agricultural land.

Rhagwelwyd y byddai blwch graean yn cael ei leoli yn y lleoliad hwn cyn hir.  Unwaith eto, roedd problemau o ran dwr ffo o dir amaethyddol wedi bod yn achosi problem yn yr ardal hon, wrth i ddwr lifo i’r Siop Gymunedol leol.

It is anticipated that a grit box will be sited at this location soon.  Again, problems regarding water run off from agricultural land had been causing an issue in this area, with water flowing into the local Community Shop.

A reply from Carmarthenshire County Council confirmed that the damage to the post and rails were the responsibility of the land owner.

Roedd y cynghorwyr yn dal i gael cwynion ynghylch cyflwr y ffordd gan fod yna lawer o fwd a graean yn bresennol. Unwaith eto, barnwyd mai ffosydd wedi’u blocio a llawer o ddwr yn rhedeg oddi ar dir amaethyddol oedd y broblem, ynghyd â’r ffaith bod peiriannau amaethyddol yn fawr iawn o’u cymharu â maint y ffyrdd. Byddai Cyngor Sir Caerfyrddin yn archwilio’r ardal.

Councillors were continuing to receive complaints regarding the condition and state of the road.  There being much mud and grit present.  Again, blocked ditches and much water run off from agricultural land was deemed to be the issue along with agricultural machinery being very large in comparison with the size of the roads.  CCC will inspect the area.

A totally blocked drain was reported on the Milton Square to Felindre road. Cllr. E. Morgan would arrange for this to be cleared.

Er y dywedwyd bod y dwr yn llifo ychydig yn well nag yr oedd o’r blaen, nodwyd bod angen rhagor o waith cyn cael datrysiad llawn. Roedd tyllau yn y ffordd yn dal i fod yn broblem yn y pentref, ac roedd y ffyrdd sy’n arwain at y pentref mewn cyflwr gwael iawn. Y farn oedd bod angen ailosod yr arwynebau’n llwyr. Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin.

Whilst is was reported that water was flowing slightly better than previously reported, it was noted that the matter of a complete solution remained in hand.  Potholes continue to be a problem within the village and the roads approaching the village are in a very poor state of repair. It was considered that complete resurfacing was needed. The clerk to report to CCC .

20/36 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell made his report to members, emphasising his concern in over 10 years of cutbacks within the county, equating to a £120 million shortfall.   This had a devastating effect on the funding of essential resources. A note on the council tax increase which would normally have been 3.89% has been reduced to a 3.48% increase.

Nearly 10 months of COVID 19 resulted in £30 million costs to CCC – £10 million in lost revenue and £20 million in costs.

1.  Mynegwyd pryder ynghylch y sbwriel a oedd yn cael ei daflu o’r A40 rhwng Sgwâr Dryslwyn a Chastell Dryslwyn.  Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin a Cadwch Gymru’n Daclus.

Concern was expressed regarding the litter that was being strewn from the A40 at Dryslwyn Square to Dryslwyn Castle.  The clerk to report to CCC and Keep Wales Tidy.

2.   Gofynnwyd am ysgubwr ar gyfer ardal Cwmharad a Felindre.  Byddai’r Clerc yn trosglwyddo’r neges.

A sweeper was requested for the Cwmharad and Felindre area.  The clerk to report.

3. .  Yn dilyn damwain ar dir Castell Dryslwyn, lle roedd angen ambiwlans a chymorth ffermwr lleol, codwyd cwestiwn ynghylch a oedd angen i’r maes parcio a’r castell fod yn agored yn ystod pandemig COVID-19.  Gofynnwyd i’r clerc gysylltu â Cadw ynglyn â’u pryderon.

 Following an accident on the grounds of Dryslwyn Castle, whereby an ambulance was needed and the assistance of a local farmer.  A question was raised as to whether there was a need for the car park and castle to be open during the COVID 19 pandemic.  The clerk was asked to contact Cadw with the concerns.

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  The chair duly signed the schedule.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. B. Jones and seconded by Cllr. E. Rees that it be approved by the council.

19/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris. Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n fodlon parhau â’r gwaith.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

Copies of the accounts had been forwarded to Cllrs  for the year ended 31st March 2020.  These had been audited by Mr D.G.Morris.  Following a discussion regarding the accounts, it was proposed by Cllr. E. Morgan and seconded by Cllr. B. Jones that the statement of accounts be accepted as correct.

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. C. Moses ac eiliwyd gan y Cyng. A. Davies y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. C. Moses and seconded by Cllr. A. Davies that it be approved by the council.

19/84 MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Cllr. B. Jones confirmed that all flowers etc had now been planted in the green, Broad Oak.  It was decided that the raised beds would not fit in with the area and these were therefore returned to Keep Wales Tidy.  There are a good selection of gardening tools which will be used for the flower maintenance. Bird feeders will be placed later in the season.  Cllr. Jones was thanked for her input in this project.  

19/85 MAINC / BENCH – BROAD OAK

The Amberol Bench had been delivered and this was put into position by Cllr. C. Moses, who was thanked for his work.  

19/86 FOOD BANKS

The distribution of food to people being affected by the Covid 19 pandemic was once again discussed.  The collection point would be Llangathen Hall.  Cllr. Cefin Campbell would provide a template for a leaflet to enable these to be distributed.  The Dryslwyn Community Shop would be asked to promote the event on their website and Facebook page.

19/69  MATERION YN CODI /  MATTERS ARISING

Cof/Min 19/58 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

SWTRA (South Wales Trunk Road Agency) are carrying out a review of all trunk roads in Wales with the view of dealing with black spots.  A consultation is also in place and Adam Price, Plaid Cymru will respond to this.  Plaid Cymru have requested that they are made aware of any highway problems and asked Cllr. Cefin Campbell for assistance in this matter to which he has replied.

During a discussion, it was noted that the temporary 40miles/hour speed restrictions in operation between Broad Oak and Dryslwyn Square was having the effect on motorist accelerating even more when exiting the speed limit.

It was also suggested that speed counters would give a true reading of the traffic speed as opposed to police presence.

The clerk has informed Wales Audit regarding the delay on completing the 2019/2020 annual accounts.  They have revised the completion date to 31st August 2020.  The internal auditor, Mr D Morris is due to return on 3rd August 2020.

The clerk advised that it would be necessary to hold a meeting in August in order to approve the accounts.

The insurance company Aviva have agreed to pay the claim for the damaged bench (less excess).  The clerk to arrange with Amberol for a pro-forma invoice and subsequently order the bench.  Cllr. C. Moses agreed to accept delivery of the bench.

Cllr. B. Jones gave an update on the Places for Nature, Butterfly Garden.  She has received numerous deliveries which included plants, raised planter, tools, posts, shovels, compost, top soil, bird feeders and seeds.  Cllr. Jones will be meeting with Dan Snaith, Keep Wales Tidy who will help with the project.  Due to Covid-19 restrictions, it is limited as to who can assist with this project.  Cllr. Jones was thanked for her input.

Carmarthenshire County Council were now in a position to supply “No Cold Calling” stickers (bilingual).  It was decided that some would be available at the Dryslwyn Community Shop, some would be delivered to Cllrs. B. Jones, A. Davies and the clerk.  The clerk to arrange for posters to be displayed in local Notice boards informing the public that the stickers are available.

19/70    DIFFIBRILIWR / DEFIBRILLATOR

It was confirmed that the two Defibrillators (Broad Oak and Dryslwyn Shop) were in working order.  

19/71  LLWYBR DYFFRYN TYWI / TYWI VALLEY PATH

Mae yngynghoriad yn cael ei gynnal o 9 Gorffennaf hyd at 20 Awst 2020 ac mae’n rhan o Ganllawiau Arfarnu Trafnidiaeth Cymru sy’n ofynnol gan Lywodraeth Cymru. 

A consultation exercise is running from July 9th to August 20th 2020 and is being carried out as part of a Welsh Transport Appraisal Guidance study which is required by Welsh Government.  Cllr. Campbell gave an insight on the progress and urged all to complete the online survey.

The clerk had been experiencing problems inputting end of year information under the Basic Payment Tools programme.  Help had been obtained from a local accountant.

19/73  WEBSITE

Following a  request from the web manager regarding the web maintenance contract, it was agreed to increase the annual fee to £275.00.  The clerk to advise the web manager.

19/76 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell gave a report on the situation during the Covid-19 pandemic.  He praised council staff for the hard work and pressure they were experiencing , many were working from their homes.  Four field hospitals had been built, one, Carmarthen Leisure Centre was in use.  It had been requested by Hywel Dda that these hospitals be kept open in case there is to be a second spike of this virus.  The county was now experiencing a loss of income and an increase in costs.

Councillors were very much involved in the operation of Food Banks and delivering food parcels to children which will continue over the summer.

There is a Testing & Tracing centre in Nantyci.

Meetings have been “virtual” but may resume to normality in the Autumn although it was thought that some meetings may continue to be “virtual” – a change for the future.

Cllr. Campbell together with local residents were very much involved in the Food Banks system and suggested that there be a collection box within the Llangathen parish.  It was agreed that arrangements would be made for this to take place week beginning 3rd September 2020 and Cllr. A. Davies would speak to Dryslwyn Community Shop to seek their cooperation as a collection point.

Cllr. Campbell praised the work, support and cooperation that staff and volunteers of Dryslwyn Community Shop demonstrated over this difficult time, supporting the needs of the local community.  The clerk was asked to forward a letter of gratitude to the shop.

19/77 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Reports of speeding past Court Henry School had been received.  Cllr. Cefin Campbell and Cllr. Mansel Charles were dealing with the situation and hopeful that some measures to reduce speed would be forthcoming.

2.  It was reported that a field near Glandwr, Llangathen, appears to be occupied. There is a caravan with awning and machinery and it appears that people may be living there.  The clerk to report the  Planning Enforcement Officer, CCC.

3.  The Broad Oak junction, Llangathen to Llandeilo is being obstructed by overgrown branches. Also the Broad Oak to Llangathen highway is experiencing similar problems.  The clerk to report to CCC.

4.  Trunk road, A40 near Dryslwyn square, dip in road, clerk to report.

Preparations for the accounts year end 31/3/20 have been prepared by the clerk.  As the internal auditor is abroad on lockdown, completion of the accounts had not been possible.  In line with procedures, the clerk is to inform Wales Audit Office and place a notice on the website www.llangathen.org.uk

Yn ddiweddar, roedd cyfyngiadau cyflymder o 40mya wedi cael eu gosod (dros dro) rhwng croesffordd Derwen-fawr a chroesffordd Sgwâr Dryslwyn. Nid oedd yn eglur pam y gwnaed hyn. 

Awgrymwyd y dylid gwneud ymholiadau i LlC ynghylch y rhesymau dros y cyfyngiadau cyflymder hyn a gofyn am iddynt gael eu hehangu i gynnwys y ddwy groesffordd gan mai dyma lle roedd y pryderon ynghylch diogelwch. 

Teimlwyd ei bod yn briodol rhoi gwybod hefyd y gallai hyd at bum bws ysgol/coleg fod yn defnyddio’r gilfan yn ystod y tymor, gyda’r plant/bobl ifanc yn gorfod croesi’r ffordd lle nad oedd cyfyngiadau cyflymder ar y pryd. Byddai’r clerc yn trefnu hyn.

Awgrymodd Mr Williams hefyd y dylai’r Cyngor ysgrifennu at y prif gwmnïau cyfleustodau yn gofyn am i’w gweithwyr beidio â pharcio yn y gilfan wrth iddynt wneud gwaith atgyweirio yn y cyffiniau. Byddai’r clerc yn ysgrifennu atynt ac yn cynnwys CSC. 

Mr John Williams from “Go Safe” was in attendance and advised that he had recommended to Welsh Government (WG) that the lay-by in Broad Oak be classed as a Bus Stop only.  Cllr. Campbell had also made this request and a reply from CCC stipulated that the proposal was within WG prioritisation system.  Mr Williams again pointed out that WG were in the process of carrying out a 600 road enquiry that would take 3 years to complete.  

Recently, 40mph speed restrictions had been imposed (temporarily) between the Broad Oak crossroads and the Dryslwyn Square crossroads.  It was unclear why this had been done.

It was suggested that enquires were made to WG asking the reasons for these speed restrictions and to request that they be extended to include the two crossroads as this was where the safety concerns were.  

It was felt appropriate to advise also that there could be up to 5 school/college buses using the lay-by during term time with children/young people having to cross the road where currently there were no speed restrictions. The clerk to arrange.

Mr Williams also suggested that the council write to the main utility companies requesting that their employees do not park in the lay-by whilst carrying out repairs within the vicinity.  The clerk to write and include CCC.

The problem of dog fouling in these areas remained.  A discussion took place regarding the positioning of signs and bins.  The clerk to enquire with CCC and to ascertain that any bins would be emptied on a regular basis.

The matter regarding small trees growing outside the castle grounds was again discussed.  Also, a section where the castle wall is quite low has now resulted in a tree growing over and onto the highway.  The clerk to report to CCC and Cadw.

Following a discussion regarding the above, Councillors agreed on the following actions in order to address the duty.

Install nesting boxes/bug hotel to provide safe places for birds/insects.

Plant pollinator friendly flowers/shrubs.

Change mowing regimes by reducing the frequency/area of cuts to encourage wildflowers

and other pollinator friendly plants, also providing cover for small mammals and reptiles. 

To obtain litter picking kit and encourage use.  Arrange litter picking days within the community.

Take into account biodiversity considerations when commenting on planning applications.

The report to be published on the community website.  Clerk to arrange.

19/53 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cynghorydd Cefin Campbell yr wybodaeth ddiweddaraf am gyllideb eleni. Dywedodd fod LlC wedi cyhoeddi y byddai cyllideb eleni yn cynyddu 4.4%, sy’n cyfateb i £11 miliwn, a hynny yn dilyn 10 mlynedd o doriadau ac arbedion o £9 miliwn. Byddai cyfran o hyn yn cael ei defnyddio ar gyfer cyflogau, pensiynau a dileu swyddi athrawon, yn ogystal ag ar gyfer y ddyled o £3 miliwn mewn ysgolion. 

Byddai ardollau’r dreth gyngor yn cael eu trafod ym mis Mawrth. 

County Cllr. Cefin Campbell gave an update on this years budget.  He advised that after 10 years of cutbacks and £9 million savings having been made, WG have announced that this year there will be a 4.4% raise in the budget equating to £11 million.  A proportion of this will be taken up by teachers salaries, pensions and redundancies together with the £3 million debt in schools.

The council tax levy  will be discussed in March.

Roedd manylion taliadau “Goleuo’r Droetffordd” ar gyfer y flwyddyn ariannol ar gael gan CSC. Roedd ad-daliad blynyddol y benthyciad (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 dros gyfnod o wyth mlynedd. 

Manylion am Derfyn Gwariant Adran 137 ar gyfer 2020/21 – sef £8.32 yr etholwr. Roedd 437 o etholwyr yn y plwyf.  

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2020/21 oedd 266.32.

Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 20/1/20.

Gofynnwyd i’r clerc adael yr ystafell ar yr adeg hon ac, ar ôl iddi ddychwelyd, rhoddodd y Cadeirydd wybod iddi y byddai ei chyflog blynyddol yn cynyddu i £1650.00

Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried. Cytunwyd na ddylai’r praesept gynyddu, ac y dylid defnyddio cronfeydd wrth gefn a oedd eisoes ar gael, pe byddai angen.

Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2020-21 yn £7,200.

Llofnodwyd y ffurflen yn briodol gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2020 / 2021 was requested by Carmarthenshire County Council. 

Details of “Footway Lighting” charges for the financial year were made available by CCC £1964.30 (£1636.92 + £327.38 VAT).  The annual loan repayment (community LED lighting project) equates to £538.63 over a eight year period.

Details of Section 137 Expenditure Limit for 2020/21 – this being £8.32 per elector. There being 437 electors within the parish.  

The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2020/21 being 266.32

Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 20/1/20.

It was at this point the clerk was asked to leave the room and on her return the chair advised that her annual salary would increase to £1650.

All areas of expenditure were explored and costs considered. It was agreed that the precept should not increase and to use reserves already available should it be necessary.

It was resolved that the precept requirement for 2020/21 be £7,200.  

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC

1. Mynegwyd pryder ynghylch yr holl sbwriel a oedd yn cael ei daflu yn ardal Derwen-fawr/ Llangathen. Byddai’r clerc yn ysgrifennu at goleg Gelli Aur yn gofyn i’r myfyrwyr gydweithredu yn hyn o beth. 

Concern was expressed regarding the amount of litter being strewn in the Llangathen/Broad Oak area.  The clerk to write to Gelli Aur College asking for the cooperation of the students regarding this matter.

Roedd cyfyngiad cyflymder o 40 mya wedi cael ei gyflwyno i ffordd yr A40 rhwng Derwen-fawr a Sgwâr Dryslwyn o ganlyniad i faterion geotechnegol.

PCSO Louise Lewis and Rural Crime Officer Martin Dickenson attended the meeting.

They gave a report on crime matters in the area.

There had been attempts to steal cars/vans in the Broad Oak area.

There had been a traffic accident near the Broad Oak crossroads, no injuries sustained.

With regard to the numerous quad thefts that have taken place they were pleased to report that an arrest had been made.

A number of gates/hurdles had been stolen from the Dryslwyn/Capel Isaac/Cwmdu areas.

It had been reported that dogs had been worrying / killing sheep in the Dryslwyn area.

A 40mph speed restriction had been imposed on the A40 Broad Oak to Dryslwyn Square due to geotechnical issues.

Roedd Cyngor Sir Caerfyrddin wedi rhoi gwybod ei fod yn aros am ddyluniad diwygiedig i’w gymeradwyo. Ar ôl ei gymeradwyo, byddai’r gwaith yn cael ei wneud yn rhan o’r Prosiect Gwaith Amgylcheddol.

CCC advised that they are waiting for an amended design for approval.  Once approved, the work will be carried out as part of the Environmental Works Project.

Adroddwyd bod y mater wedi gwella. Fodd bynnag, roedd y Cynghorydd C. Campbell wedi trafod y mater â Swyddog Iechyd yr Amgylchedd Cyngor Sir Caerfyrddin a fyddai’n gwirio ac yn monitro’r sefyllfa.

It was reported that the issue had improved.  However, Cllr. C. Campbell had discussed the matter with the CCC Environmental Health Officer who will check and monitor the situation.

The suggestion of free “Do Not Knock” door stickers was investigated by Cllr. Campbell and a reply would be sent to the clerk in due course.

Dywedodd y Cynghorydd Cefin Campbell fod yr adroddiad ar Gymunedau a Materion Gwledig wedi cael ei lansio.

Nodwyd y byddai’r Cynllun Datblygu Lleol newydd yn cynnwys ystyriaeth sensitif i adeiladu tai mewn ardaloedd gwledig.

Ychwanegwyd bod Sir Gaerfyrddin yn colli hyd at 1,000 o bobl ifanc y flwyddyn oherwydd anghenion cyflogaeth a thai.

Byddai’r trafodaethau ynghylch y gyllideb yn cychwyn.

Nid oedd y llwybr beicio o Ffair-fach wedi dechrau hyd hynny.

Cllr. Cefin Campbell reported that the Communities and Rural Affairs report had been launched

The new LDP will incorporate sensitive building of houses in rural areas.

Carmarthenshire are losing up to 1,000 young people a year due to employment and housing needs.

Discussions regarding the budget are to commence.

The cycle path from Ffairfach has not yet commenced.

1.  Diolchwyd i’r Cynghorydd E. Morgan am adrodd ar y broblem a oedd yn ymwneud â thwll archwilio ar y briffordd ger Derwen-fawr.

Cllr. E. Morgan was thanked for reporting the manhole problem on the highway at Broad Oak.

2.  Nodwyd bod llawer o sbwriel a choed bach wedi ymgasglu ger y wal o amgylch Castell Dryslwyn. Nodwyd y byddai’r Cynghorydd E. Morgan yn ymchwilio i hynny.

It had been noted that there was much trash and small trees  near the wall surrounding Dryslwyn Castle, Dryslwyn. Cllr. E. Morgan would investigate.

3.  Trafodwyd y gyffordd ger bwthyn y Santes Fair, Dryslwyn. I’w adolygu.

The junction at St. Mary’s Cottage, Dryslwyn was discussed.  To be reviewed.

Roedd y clerc wedi anfon negeseuon e-bost at swyddogion Cyngor Sir Caerfyrddin ynghylch gosod peiriannau cyfrif cyflymder i fonitro sefyllfa’r traffig. Gan nad oedd ymateb wedi dod i law, byddai’r clerc a’r Cyng. C. Campbell yn mynd ar drywydd hyn.

The clerk had sent e-mails to CCC officers regarding the installation of speed counters in order to monitor the traffic situation.  As no reply had been received, the clerk and Cllr. C. Campbell to follow up.

Agorwyd y cyfarfod i drafod materion yn ymwneud â diogelwch ar y ffordd ar yr A40, yn enwedig wrth gyffordd Derwen-fawr.

Cyflwynodd Mr Rob Lashley adroddiad ar y sefyllfa bresennol.

Roedd Mr John Williams o “Go Safe” yn bresennol, a dywedodd ei fod wedi cynnal arolwg o’r safle/arolwg cyflymder ar 15 Medi 2019. Cadarnhaodd hefyd fod Llywodraeth Cymru (LlC) yn cynnal adolygiad cyflymder ar holl ffyrdd Cymru.

Cafwyd trafodaeth ddefnyddiol a amlygodd y trafferthion yn y cyffiniau.

Cadarnhaodd Mr Williams y byddai’n cynnig yr argymhellion canlynol i LlC:

Nodwyd bod BT yn parcio yn y gilfan ger Derwen-fawr, ac awgrymwyd y dylid anfon llythyr at BT yn gofyn am iddynt beidio â pharcio yno gan fod hyn yn cyfyngu’n fawr ar welededd modurwyr wrth gyffordd Capel Isaac.

Nodwyd hefyd fod y Cyngor Cymuned wedi bod yn ceisio gwella materion traffig ger Sgwâr Dryslwyn ers dros 20 mlynedd, a hynny heb unrhyw ganlyniad.

Ailgynullwyd y cyfarfod.

The meeting was opened in order to discuss matters regarding road safety on the A40, in particular, the Broad Oak junction.

Mr Rob Lashley gave a report on where the situation was at present.

Mr John Williams from “Go Safe” was in attendance and advised that he had carried out a site/speed survey on 15th September 2019. He also confirmed that the Welsh Government (WG) were carrying out a speed review on all roads in Wales.

An informative discussion took place which highlighted the troubles in the vicinity.

Mr Williams confirmed that he would be putting forward the following recommendations to WG:

 

Signs need to be updated (warning)

Speed indicators need to be installed (advising motorists of their speed)

Recommend a reduction in speed

40mph would be a reasonable speed at the Broad Oak section of the A40

The lay-by – restricted parking or to be closed off

Hedges to be cut down regularly

Speed enforcement to be applied as soon as possible

 

It was noted that BT  parked in the lay-by at Broad Oak and it was suggested that a letter be sent to them requesting that they do not park there as this caused major visibility restrictions on motorist at the Capel Isaac junction.

It was also noted that the Community Council had been trying to improve traffic matters at the Dryslwyn Square location for over 20years with no results.

The meeting was reconvened.

19/29 TYSTYSGRIF ARCHWILIO ARCHWILYDD CYFFREDINOL CYMRU/ THE AUDITOR GENERAL FOR WALES’ AUDIT CERTIFICATE

Roedd Archwilydd Cyffredinol Cymru wedi cyhoeddi adroddiad archwilio diamod ar gyfer Cyngor Cymuned Llangathen.

Roedd rhai materion wedi cael eu nodi nad oeddent yn effeithio ar y farn archwilio. Byddai’r materion hyn yn cael eu trosglwyddo i’r archwilydd mewnol.

Roedd hysbysiad o Gasgliad yr Archwiliad yn cael ei arddangos yn yr hysbysfwrdd cymunedol ac ar y wefan.

The Auditor General for Wales issued Llangathen Community Council an unqualified audit report.

Some matters were identified which did not affect the audit opinion.  These matters would be passed on to the internal auditor.

Notice of Conclusion of Audit is being displayed in the community notice board and web site.

19/31 TALIADAU I AELODAU CYNGHORAU CYMUNED (tynnu allan) PAYMENTS TO MEMBERS OF COMMUNITY COUNCIL (opt out)

Roedd yr holl aelodau bellach wedi llenwi’r ffurflenni optio allan ar gyfer taliadau. Y clerc i drefnu i ddatganiad blynyddol o ddim gael ei drosglwyddo i Banel Annibynnol Cymru ar Gydnabyddiaeth Ariannol, ac i arddangos y datganiad ar y wefan.

All members had now completed the opt out payment forms.  The clerk to arrange for a nil annual return to be forwarded to the Independent Remuneration Panel for Wales and to display the return on the website.

19/32 RHEOLIADAU ARIANNOL (CYMRU) 2019 / FINANCIAL REGULATIONS (WALES) 2019

Roedd copïau o’r ddogfen ddiweddaraf hon wedi cael eu hanfon at bob Cynghorydd. Yn dilyn y drafodaeth, cytunwyd yn unfrydol i fabwysiadu’r polisi.

Copies of this up dated document had been forwarded to all Councillors.  After a discussion, it was unanimously agreed to adopt the policy.

19/33 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Nododd y Cyng. Cefin Campbell fod y llwybr beicio o ben Caerfyrddin yn cael ei oedi o ganlyniad i broblemau yn ymwneud â phrynu tir fferm. Y bwriad oedd dechrau ar y gwaith yn Ffair-fach.

Pan ofynnwyd iddo ynghylch y ffordd osgoi wrth Heol y Gât, Gorslas, cadarnhaodd fod yr oedi, unwaith eto, yn ganlyniad i broblemau wrth brynu tir. At hynny, byddai’n rhaid cynnwys twneli er mwyn darparu ar gyfer bywyd gwyllt.

Cllr. Cefin Campbell noted that the Cycle Path from the Carmarthen end was being delayed due to the problems encountered in purchasing farm land.  It was the intention to commence work at Ffairfach.

When asked about the by-pass at Gate Road, Gorslas, he confirmed that again, the delays were due to problems in purchasing land . Also, tunnels would need to be encompassed in order to provide for wildlife.

19/34 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Nodwyd nad oedd golau’r stryd ger Caeaunewydd, Dryslwyn, yn gweithio o hyd. Y clerc i roi gwybod i SWTRA am hyn.

It was noted that the street light near Caeaunewydd, Dryslwyn, remains out of order.  The clerk to report again to SWTRA.

2.Nodwyd y byddai noson gwis yn cael ei chynnal yn Temple Bar, Carmel, i godi arian ar gyfer Eisteddfod yr Urdd, Llanymddyfri, 2021. Byddai llawer o ddigwyddiadau codi arian yn cael eu cynnal wedi hyn.

 It was noted that there is to be a quiz evening in Temple Bar, Carmel in order to raise funds to the Urdd Eisteddfod, Llandovery, 2021.  Numerous funds raising events will be forthcoming.
