15/41 COFNODION / MINUTES

Cynigiwyd gan Cyng. G. Davies ac eiliwyd gan Cyng. E. Morgan fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 19 Ionawr 2016 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. G. Davies and seconded by Cllr. E. Morgan that the minutes of the meeting held on Tuesday, 19th January 2016 be accepted as a correct record of proceedings.

15/42 MATERION YN CODI /  MATTERS ARISING

Cof. / Min 15/31 (2) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN

Roedd y clerc wedi cael ymateb gan Edwina Hart AC. Mae’n cynghori, yn dilyn yr Adolygiad o Ddiogelwch Cefnffyrdd a gyflawnwyd yr haf diwethaf, fod y gwelliannau ar gyfer y lleoliad hwn yn cynnwys cynnig i wella’r arwyddion a’r marciau ffordd.

Mae’n mynd ymlaen i gynghori bod data ynghylch anafiadau personol yn dilyn gwrthdrawiadau’n cael eu casglu gan yr holl heddluoedd yng Nghymru, ac yn cael eu cyflwyno i’w hadran yn rheolaidd.

Cafodd y lleoliad ei adolygu yn 2013 fel rhan o astudiaeth ddiogelwch ehangach, ac felly, roedd y swyddogion yn ymwybodol o’r problemau yn y lleoliad hwn.

The clerk had received a reply from Edwina Hart AM.  She advises that following the update to the Trunk Road Safety Review undertaken last summer, improvements at this location include a proposal to improve the signage and road markings.

She goes on to advise that personal injury collision data is collated by all police forces in Wales and submitted to her department regularly.

The location was reviewed in 2013 as part of a wider safety study and therefore officials were aware of the issues at this location.

Cof. / Min 15/31 (3) DATBLYGIADAU AMAETHYDDOL, LAN FARM, DERWEN-FAWR

/ AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

Gan nad oedd unrhyw wybodaeth wedi dod i law gan Rosie Carmichael, Cyngor Sir Caerfyrddin, gofynnwyd i’r clerc gysylltu â hi am ddiweddariad ynghylch y sefyllfa.

As no information has been received from Rosie Carmichael, CCC., the clerk was asked to contact her for an update on the situation.

Cof. / Min 15/31 (4) ARWYNEB Y FFORDD, SIOP GYMUNEDOL DRYSLWYN / ROAD SURFACE,DRYSLWYN COMMUNITY SHOP

Dywedodd y Cyng. Morgan ei fod yn aros am ymateb gan BT. Gwirfoddolodd i fynd ar drywydd y mater.

Cllr. Morgan advised that he was awaiting a reply from BT. He volunteered to follow up the matter.

Cof. / Min 15/31 (6) BUDDIANT AELODAU / MEMBERS INTEREST

Roedd y clerc wedi trafod y mater ynghylch Buddiant Aelodau ag Un Llais Cymru. Bydd angen i aelod lenwi a llofnodi ffurflen Datganiad o Fuddiant Aelodau pan fydd mater y mae ganddo fuddiant ynddo yn codi.  Yna bydd angen arddangos y ffurflen hon ar wefan Llangathen a’i ffeilio’n ddiogel. Unwaith yn unig y mae angen llofnodi’r ffurflen ond, byddai’n arfer da nodi’r mater yn y cofnodion bob tro y mae’n codi mewn cyfarfod.

The clerk had discussed the matter regarding Members Interest with One Voice Wales.  A Declaration of Members Interest form will need to be completed and signed by a member when a matter in which they have an interest in occurs.  This form will then need to be displayed on the Llangathen website and filed for safe keeping.  The form need only be signed once but for the matter to be noted in the minutes each time the subject occurs in a meeting would be good practise.

Cof. / Min 15/31 (7)  HYSBYSFWRDD, DERWEN-FAWR a LLOCHES BYSIAU, DRYSLWYN / NOTICE BOARD, BROAD OAK and BUS SHELTER, DRYSLWYN

I’w hadolygu yn y cyfarfod nesaf.

15/47 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cynghorydd Sir Cefin Campbell y byddai’r Dreth Gyngor yn 3.85%.

Roedd pryder wedi’i mynegi bod 1000 o bobl ifanc yn gadael y sir bob blwyddyn, yn bennaf gan nad ydynt yn gallu fforddio prynu eu tai eu hunain. Bellach, mae’n fwriad gan y Cyngor i adeiladu/darparu 1000 o dai fforddiadwy dros y pum mlynedd nesaf – 200 y flwyddyn. Byddai hyn yn cael ei gyflawni trwy adeiladu tai newydd fforddiadwy, adnewyddu tai gwag, prynu tai o’r sector preifat, yn enwedig yn yr ardaloedd hynny lle mae’r angen mwyaf. Darparu rhagor o dai cyngor a chynnig system morgais sy’n cael ei rannu.

O ran y cynnig Hawl i Brynu, sydd ar waith ar hyn o bryd, y gobaith yw y byddai mwy o dai yn cael eu cadw at ddibenion rhent.

Yn dilyn gostyngiad o 1% yng nghyllideb Llywodraeth Cymru, mae wedi dod i’r amlwg y bydd cyllideb yr ysgolion yn aros yn niwtral dros y flwyddyn nesaf.

County Councillor Cefin Campbell advised that the Council Tax increase would be 3.85%.

Concern had been expressed that 1000 young people leave the county each year largely due to not being able to afford the purchase of their own home.  It is now the Councils intention to build/provide 1000 affordable homes over the next five years – 200/year.  This would be concluded by building new affordable homes, bringing empty houses back into use, buying homes from the private sector, especially in areas where most needed.  Supplying more council houses and offering the system of shared mortgage.

With regard to the Right to Buy offer currently in force it is hoped that more houses would be kept for rent purposes.

Following the Welsh Government budget reduction of 1%, it has emerged that the schools budget would be cash neutral over the next year.

15/48  CYMORTH/RHODDION ARIANNOL / FINANCIAL ASSISTANCE / DONATIONS

Rhoddwyd rhestr o sefydliadau a oedd yn gofyn am gymorth ariannol i’r aelodau. Yn dilyn trafodaeth, penderfynwyd rhoi arian i’r canlynol:

A list of organisations requesting financial assistance was issued to members.  After discussion, it was resolved to donate funds to the following:

  • Neuadd Llangathen Village Hall £500.00
  • Menter Bro Dinefwr  £80.00
  • Cylch Meithrin/Ti a Fi (Cwrt Henri) £500.00
  • CFfI Sir Gâr/Carmarthenshire YFC £100.00
  • Ambiwlans Awyr Cymru/Wales Air Ambulance £100.00
  • Y Lloffwr £200.00
  • Ysgol Cwrt Henri £100.00
  • Radio Glangwili £200.00

Y clerc i drefnu i’r sieciau gael eu hanfon i’r sefydliadau perthnasol.

The clerk to arrange for the cheques to be forwarded to the relevant organisations.

15/49 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Nodwyd bod llawer o sbwriel yn cael ei daflu ar ymyl y ffordd gan  Sgwar Dryslwyn i Sgwar Miltwn a hefyd o Sgwar Dryslwyn i pentref Cwrt Henri. Y clerc i adrodd.

It was noted that much litter was being strewn on the verges from Dryslwyn Square to Milton Square and also from Dryslwyn Square to Court Henry village.  The clerk to report.

2.  Tynnwyd sylw’r cyngor at y ffaith bod tipio anghyfreithlon wedi digwydd yn y coetir gerllaw . Y clerc i adrodd.

It was brought to the councils attention that fly tipping had occurred in the woodland area near Berllan Dywyll, Llangathen. The clerk to report.

3.  Roedd y clerc wedi cael galwad ffôn gan un o drigolion Broad Oak yn holi ynghylch Gorchmynion Gwarchod Coed yn y pentref. Roedd y clerc wedi rhoi’r wybodaeth berthnasol.

The clerk had received a telephone call from a Broad Oak resident enquiring about Tree Preservation Orders (TPO) in the village.  The clerk had supplied the required information.

 DATE OF NEXT MEETING

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen ynghyd â Cyfarfod Cyffredinol Blynyddol yn cael ei gynnal ddydd Mawrth 17 Mai 2016 yn yr Ystafell Ddarllen, Cwrt-henri am

15/31 MATERION YN CODI /  MATTERS ARISING

Cof. / Min 15/22 (1)

Y BLOC STABLAU YN Y CAE GER RHYDYRAFON/GLANDDU, DERWEN-FAWR / STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

Nodwyd bod y lloches cae yn y lleoliad uchod bellach wedi’i symud.

It was noted that the field shelter that was sited at the above location has now been removed.

Cof. / Min 15/22 (2) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN

Roedd y clerc wedi cael neges e-bost gan y Cynghorydd Cysylltiadau Cwsmeriaid yng Nghanolfan Gwasanaethau Cyhoeddus Heddlu Dyfed-Powys. Roedd yr ohebiaeth yn mynegi pryder y gallai’r mater hwn, o bosibl, fod wedi cael ei gamgyfleu. Roedd y cynghorwyr wedi cael braw nad oedd gwybodaeth bwysig yn cael ei throsglwyddo i Edwina Hart, gan olygu, felly, nad oedd darlun eglur, cyflawn o’r sefyllfa yn cael ei roi. Oherwydd methiant amlasiantaethol i adrodd ac i drosglwyddo gwybodaeth hollbwysig i’r awdurdodau perthnasol, roedd yn ymddangos y gallai oedi yn y gwaith o weithredu mesurau diogelwch fod wedi achosi mwy o ddamweiniau yn y lleoliad, gyda rhai ohonynt, o bosibl, wedi arwain at farwolaethau.

Gofynnwyd i’r clerc gysylltu ag Edwina Hart eto, gan drosglwyddo’r neges e-bost gan y Ganolfan Gwasanaethau Cyhoeddus, a oedd yn mynegi dryswch ynglyn â pha adroddiad y gallai’r gweinidog fod yn cyfeirio ato. Gofynnwyd i’r clerc hefyd fynegi pryder nad oedd gwybodaeth bwysig, o bosibl, wedi cael ei throsglwyddo, ac i ofyn i gynllun gweithredu addas a manylion cyswllt gael eu rhannu fel y gellid sicrhau bod yr holl wybodaeth yn cael ei choladu i alluogi penderfyniadau pwysig i gael eu gwneud.

The clerk had received an e-mail from the Customer Relations Advisor, Public Service Bureau, Dyfed Powys Police. The correspondence expresses concern that there may have been miscommunication on this matter.  Councillors were alarmed that important information was not being forwarded to Edwina Hart and therefore a clear, full picture of the situation was not being portrayed.    It appears that due to a multi agency failure in reporting and passing on crucial information to the relevant authorities, a delay in the carrying out of safety measures may have caused further accidents at this location, some possibly  resulting in fatalities.

The clerk was asked to contact Edwina Hart again, passing on the e-mail from the Public Service Bureau, in which it states confusion as to what report the minister may be referring to.  Also, to express concern that important information may not have been passed on and request that a suitable action plan and contact details be shared so that it is ensured that all information is collated to enable important decisions to be made.

Cof. / Min 15/22 (3) DATBLYGIADAU AMAETHYDDOL, LAN FARM, DERWEN-FAWR / AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

Nid oedd unrhyw wybodaeth wedi dod i law gan Rosie Carmichael, CSC.

I’w adolygu yn y cyfarfod nesaf.

No information has been received from Rosie Carmichael, CCC.

To review at the next meeting.

Cof. / Min 15/22 (4) ARWYNEB Y FFORDD, SIOP GYMUNEDOL DRYSLWYN /ROAD SURFACE,DRYSLWYN COMMUNITY SHOP

Roedd Cyng. E. Morgan wedi archwilio’r safle. Roedd yn ymddangos mai gwaith BT yn cloddio’r arwyneb wrth osod ceblau band llydan oedd wedi achosi’r pant. Roedd yn bosibl bod y gwarantiad dwy flynedd y mae BT yn ei gynnig bellach wedi dod i ben.  Fodd bynnag, roedd Cyng. Morgan wedi rhoi gwybod am y mater. I’w adolygu yn y cyfarfod nesaf.

Cllr. E. Morgan had inspected the site.  It appears that the depression in the road surface is due to BT having excavated the surface whilst laying Broadband lines.  It is possible that the two year warranty that BT offer may now have expired.  However, Cllr. Morgan has reported this matter.  To review at the next meeting.

Cof. / Min 15/27 (1) CYFETHOL CYNGHORWYR / CO-OPTION OF COUNCILLORS

Wedi gwirio’r cofnodion, roedd y Cynghorwyr canlynol wedi’u cyfethol ar y Cyngor:

Having checked records, the following Councillors have been co-opted onto the Council:

Cyng. / Cllrs. H. James, Cllr. M. Wynne, C. Moses and Cllr. S. Collins.

Byddai’r clerc yn trefnu bod yr wybodaeth hon yn cael ei harddangos ar y wefan.

The clerk will arrange for this information to be displayed on the website.

Cof. / Min 15/27 (2) BUDDIANT AELODAU / MEMBERS INTEREST

Roedd y ddogfennaeth berthnasol mewn perthynas â’r uchod wedi cael ei hanfon ymlaen at y clerc trwy Un Llais Cymru. Fodd bynnag, roedd bellach wedi dod i’r amlwg nad oedd hyn yn ofyniad ar gyfer Cynghorau Cymuned. Byddai’r clerc yn cysylltu ag Un Llais Cymru i gael eglurder.

The relevant documentation regarding the above had been forwarded to the clerk via One Voice Wales.  However, it had now come to light that it was not a requirement for Community Councils.  The clerk would contact OVW and seek clarity.

Cof. / Min 15/27 (4 and 5)  HYSBYSFWRDD, DERWEN-FAWR a LLOCHES BYSIAU, DRYSLWYN / NOTICE BOARD, BROAD OAK and BUS SHELTER, DRYSLWYN

I’w hadolygu yn y cyfarfod nesaf.

To review at the next meeting.

15/32 POLICY IAITH CYMRAEG / WELSH LANGUAGE POLICY

Roedd y clerc wedi cael costau ynglyn â chyfieithu’r cofnodion. Roedd y rhain yn seiliedig ar £40/1000 o eiriau – 0.04c/gair. Penderfynwyd bwrw ati i ddarparu’r cofnodion yn ddwyieithog. Cynigiwyd gan y Cyng. M. Wynne ac eiliwyd gan y Cyng. H. James fod polisi’r Gymraeg yn cael ei ddiwygio yn unol â hynny.

Arwyddwyd y polisi, fel sy’n briodol, gan y Cyng. H. James i gadarnhau hyn. Gofynnwyd i’r clerc roi gwybod i Gomisiynydd y Gymraeg am y penderfyniad.

The clerk had received costings regarding the translation of the minutes.  These were based on £40 / 1000 words – 0.04p/ word.  It was decided to proceed with producing the minutes bilingually.  It was proposed by Cllr. M. Wynne and seconded my Cllr. H. James that the Welsh Language policy be amended accordingly.

Cllr. H. James, duly signed the policy to confirm this.  The clerk was requested to advise the Welsh Language Commissioner of the decision.

Eitem 8, gan Paul Williams, Califfornia. Roedd neges e-bost ddymunol wedi dod i law gan Paul Williams, yn gofyn am gymorth i ymchwilio i’w linach. Gofynnwyd i’r clerc ateb neges Mr Williams, gan roi iddo gyfeiriadau gwefannau Cymdeithas Hanes Teuluoedd Dyfed a Gwasanaeth Archifau Sir Gaerfyrddin, ac i ddweud hefyd y byddai ei ddogfen yn cael ei throsglwyddo i Mr D. T. Davies o Ddryslwyn, yn y gobaith y gallai fod ganddo wybodaeth. Os byddai Mr Williams yn cymeradwyo hynny, byddai’r wybodaeth yn cael ei hychwanegu at wefan y Gymuned fel y gallai’r rhai sydd â diddordeb helpu.

15/36 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cynghorydd Sir, Cefin Campbell, adroddiad ar y toriadau i’r gyllideb, a oedd yn cael eu cyfrifo ar y pryd. Yr oeddid wedi rhag-weld y byddai cyllideb Llywodraeth Cymru yn cael ei thorri 4%, ond daeth i’r amlwg y byddai’r toriad yn 1%.  Fodd bynnag, wrth gyfrifo toriadau dros gyfnod o 3 blynedd, rhagwelid y byddai hyn yn cael ei ddilyn gan doriad o 4 – 5% i’r gyllideb.

Cyflwynodd y Cyng. Campbell wybodaeth am yr asedau yn Sir Gaerfyrddin yr oeddid yn ystyried eu trosglwyddo ar y pryd. Nid oedd hyn yn rhywbeth a fyddai’n effeithio ar blwyf Llangathen, ac yn wir, ar y pryd, roedd tua hanner y parciau/caeau chwarae yn Sir Gaerfyrddin yn cael eu rhedeg gan bwyllgorau neu glybiau.

Roedd yn bosibl y byddai siroedd yn cyfuno, ac y byddid yn gweld yr hen Ddyfed yn dychwelyd.

O ran y gronfa wrth gefn o £70 miliwn yn Sir Gaerfyrddin, roedd awgrym wedi’i wneud y byddai buddsoddiad cyfalaf o £20 miliwn yn gallu creu swyddi. Fodd bynnag, roedd hyn yn cael ei drafod.

Roedd y Morlyn Llanw yn Abertawe yn cael ei archwilio. Byddai cymeradwyo’r prosiect hwn yn sicrhau cyfleoedd gwaith byrdymor a hirdymor.

County Councillor Cefin Campbell reported on the budget reductions that were currently being calculated.  It was anticipated that the Welsh Government budget would be reduced by 4% but it has emerged that the reduction will be by 1%.  However, when calculating cuts over a 3 year period, then a 4 – 5% anticipated budget cut would be followed.

Cllr. Campbell advised on the asset transfers that were now being considered in Carmarthenshire.  This is not something that effects Llangathen parish and indeed approximately half of the parks/playing fields in Carmarthenshire are currently being run by committees or clubs.

It is possible that counties will merge and we will see the return of Dyfed

With regard to the £70 million reserve in Carmarthenshire, is has been suggested that a capital investment of £20 million  could create jobs.  However, this is being debated.

The Tidal Lagoon in Swansea is being examined.  The approval of this project would provide short term and long term job opportunities.

15/37 GOFYNIAD PRAESEPT /  PRECEPT REQUIREMENT 2016 / 2017

Gofynnwyd am ofyniad praesept 2016/2017 gan Gyngor Sir Gâr.

Roedd manylion am gostau “Goleuadau Troetffyrdd” ar gyfer y flwyddyn ariannol wedi dod i law, sef £1668.98 (£1390.82 + £278.16 TAW), a hefyd fanylion am Derfyn Gwariant Adran 137 ar gyfer 2016/17 – sef £7.42 yr etholwr. Roedd 407 o etholwyr yn y plwyf.

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor) (Cymru) 1995: y ffigur ar gyfer 2016/17 oedd 256.31

Trafodwyd a rhoddwyd ystyriaeth i’r gwariant a amcangyfrifir ar gyfer y flwyddyn ariannol nesaf.

Penderfynwyd na ddylid cynyddu’r gofyniad praesept ar gyfer 2016/17 ac y byddai’n aros ar £7,000.

Yn unol â hynny, arwyddwyd y ffurflen gan y clerc, fel y Swyddog Ariannol Cyfrifol, a’r Cadeirydd. Byddai’r ffurflen yn cael ei hanfon ymlaen i Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2016 / 2017 was requested by Carmarthenshire County Council.

Details of “Footway Lighting” charges for the financial year had been received, £1668.98 (£1390.82 + £278.16 VAT)  and also details of Section 137 Expenditure Limit for 2016/17 – this being £7.42 per elector. There being 407 electors within the parish.

The Local Authorities (Calculation of Council Tax Base ( (Wales) Regulations 1995, the figure for 2016/17 being 256.31

Estimated expenditure for the coming financial year was discussed and considered.

It was resolved that the precept requirement for 2016/17 should not be increased and will remain at £7,000.

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC.

15/38 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Trafodwyd gwefan y gymuned, ac ystyriwyd y byddai o fudd i’r gymuned petai’n cael ei datblygu ymhellach. Byddai digwyddiadau, lluniau ac ati yn cael eu cynnwys arni, a gobeithid y byddai aelodau’r gymuned yn helpu i ddarparu deunydd.

1.  The Community website was discussed and it was considered to be in the interest of the community to develop this further.  Events, photographs etc to be included and it is hoped that members of the community would assist in providing material.

DYDDIAD Y CYFARFOD NESAF / DATE OF NEXT MEETING

14/70 MATTERS ARISING

Min 14/50 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

A planning application E / 31647 had been received for a timber field shelter for agricultural purposes.

Min 14/50 (2) DRYSLWYN SQUARE, DRYSLWYN

Correspondence had been received in February from Edwina Hart, Welsh Government, regarding safety issues on the A40 trunk road, near Dryslwyn Square.  Most Councillors had accessed the link http://www.traffic-wales.com/Trunkroadsafetyreview.aspx and examined the results of the road safety review.  However, the clerk was requested to write again to Ms Hart and appeal to the following:

Due to fading, existing hatch markings be re-painted red

Speed to be monitored at the Dryslwyn Square junction in unmarked cars to prevent motorists warning other motorists so that a true record of speed be recorded.

It has been noted that Emergency Services using this stretch of road now use the siren as it is felt that they perceive this area of the A40 to be dangerous and requiring other road users to be aware of their presence.

Min 14/50 (3) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

Since the last meeting, the bridge had been damaged and this had subsequently been reported to CCC.  Also, Cllr. E. Morgan had met with John McEvoy of CCC at the bridge site and the damage was inspected and recorded.  It was observed that there are already “Road Narrow” signs on the approach to the bridge but Mr McEvoy agreed to arrange for additional linings over the bridge from SLOW markings and additional SLOW markings.  This work has since been completed.

Min 14/60 ( 5) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

A lengthy e-mail had been received from Kevin Jones, Planning Enforcement / Monitoring Officer, CCC., regarding breaches of planning control and consideration given to enforcement action.  Members had been concerned regarding the different actions and decisions  taken on breaches of planning control.  Mr Jones explained that local planning authorities have discretion to take enforcement action, when they regard it as expedient to do so having regard to the development plan and any other material considerations.  The clerk was asked to reply to Mr Jones’ e-mail and thank him for his explanation.  However, it was noted that there was no evidence of the replacement of hedgerows which were planned to be completed by February 2015.  The clerk was also asked to explain to Mr Jones that it is the responsibility of Community Councillors to act on any  local information that is brought to their attention and to report any issues to CCC.

Min 14/60 (7) ROAD CONDITIONS NEAR SUNNY BANK, LLANGATHEN

Cllrs. G. Davies and C. Moses met with Ms Ann Thomas, CCC., regarding the suggestion of providing warning signs “Unsuitable for Large Vehicles”.  Ms Thomas indicated that it might be necessary to provide a number of signs at a cost of £600 – £900 each.  Following consultation with some local residents, their opinion was that they were unaware of large lorries frequenting the small country road in question.  It was therefore felt that the report made of a large vehicle causing hedge bank damage was a one off and did not justify the cost of the signs which would need to be met by the Community Council.

14/54 CONCERNS AND COMPLAINTS POLICY

The clerk had consulted One Voice Wales regarding the Concerns and Complaints Policy.  The policy required personalising to Llangathen Community Council, this had now been completed and was therefore presented to council for approval.  It was proposed by Cllr. H. James and seconded by Cllr. M. Williams that the policy be formally adopted.  It was also suggested that the policy along with Concern/Complaint form be available on the community website for the general public to down load if need be.  The clerk to arrange.

14/55  COUNTY COUNCILLORS REPORT

County Cllr. Cefin Cambell advised the following:

Cllr. Campbell had met with Mr T. Davies regarding the Chicken Shed application and it would appear that the Trunk Road Agency were not comfortable with the access / exit route onto the A40.  It seems that they regard the road splay as insufficient.

The chief executive of Carmarthenshire County Council, Mark James, has made a redundancy request.

Cllr. Campbell reported that there would be difficult times as the county was looking to make financial cuts of £43 million over the next three years.

The educational budget – although having been approved – was having to be reduced.

A damning  report by the WLJA made some concerning findings within the County Council:

Lack of openness / transparency during important decision making

Too few people making decisions behind closed doors

Undemocratic approach to decision making

It had been decided to form a cross party group in order to move on.

14/56  ANY OTHER BUSINESS

1.  Cllr. Hughes, although not at the meeting, had telephoned the clerk asking to put forward a request for the purchase and planting of daffodil plants within the parish.  It was unanimously agreed that this should go ahead.

2.  Cllr. C. Moses and Cllr. M. Wynne were thanked for attending and taking part in the recent Remembrance Service at Llangathen Church.

3.  A discussion took part regarding the Brechfa East Wind Farm.  Underground cables were regarded as a better option than overhead cables and Cllr. Campbell confirmed that it was CCC intention to campaign for this option.

DATE OF NEXT MEETING

It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday,                               20th January 2015 at the Reading Room, Court Henry at 7.30pm.
