Minutes of the meeting of Llangathen Community Council held on Tuesday, 19th May 2015 at The Reading Room, Court Henry.
Present: Cllrs. C. Moses (chair), E.Morgan, M. Wynne, S. Collins and H. James.
In attendance were County C. Campbell and Mrs M.Rees (clerk).
14/76 APOLOGIES
Apologies for absence were received from Cllrs. M. Williams, G. Davies and L. Hughes.
14/77 DECLARATIONS OF INTEREST
There were no declarations of interest.
14/78 MINUTES
It was proposed by Cllr. M. Wynne and seconded by Cllr. S. Collins that the minutes of the meeting held on Tuesday, 17th March 2015 be accepted as a correct record of proceedings.
14/79 MATTERS ARISING
Min 14/70 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK
Correspondence had been received from Llyr Evans Planning Ltd, in response to the council’s letter to CCC Planning Department. This was duly noted by members. It had also been noted that the CCC website indicated that planning application E / 31647 had been refused.
Min 14/70 (2) A40 DRYSLWYN SQUARE, DRYSLWYN
A letter had been received from Edwina Hart, Welsh Government, stating that road safety work will be carried out at the above location, including signing improvements to encourage appropriate speeds. Re-painting hatch markings will be undertaken if funding should become available.
Min 14/70 (4) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK
Following correspondence received from Mr Kevin Jones and Rosie Carmichael of CCC, the clerk was requested to reply to both noting members concerns regarding the lack of remedial work following the enforcement orders that were issued to the owner of Lan Farm in 2013 and 2014. The clerk to request clarification as to whether the removal of hedgerows would normally require planning permission and to seek confirmation that the enforcement orders will be complied with.

2. WG – The Rural Challenge – Rural Development Survey – Members discussed and completed the survey. The clerk to return to CCC and place the poster regarding a workshop at the National Botanic Gardens on 8/6/15 locally.

14/74 COUNTY COUNCILLORS REPORT
County Cllr. Cefin Cambell advised the following:
Cllr. Campbell reported that for the first time in the history of Plaid Cymru, they would be leading the Council having entered into a coalition agreement with members of the Independent party and each party having 5 seats on the cabinet. Plaid Cymru would lead.
When asked about the annual budget, Cllr. Campbell confirmed that this had already been set for the coming year.
14/75 ANY OTHER BUSINESS
Cllr. C. Moses advised members that the committee of the Llangathen Hall were in the process of applying for grants from The Big Lottery and Cwm Environmental. Funding was required for windows, plumbing, kitchen, toilets and to decorate.

It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday, 21st July 2015 at the Reading Room, Court Henry at 7.30pm.
