LLANGATHEN COMMUNITY COUNCIL

ANNUAL REPORT 2021 2022

The Community Council is made up of 8 Councillors: Beryl Jones (chair), Emyr Morgan, Ann Davies, Cled Moses Mike Wynne/Anjuli Davies – North Ward, Eiryl Rees (vice-chair), Linda Hughes, Mark Williams – South Ward.  It was with saness that the council accepted the resignation of Cllr. Mike Wynne after many years service within the parish.  Cllr. Anjuli Davies was co-opted onto the council in September 2021 and welcomed by all.  Mrs Mairwen Rees is our clerk council@llangathen.org

County Councillor Cefin Campbell regularly attends meetings, in May 2021, Cllr Campbell was successful is securing a seat in the Senedd but he continued to attend the council meetings.

Meetings are held on the third Tuesday in January, March, May, July, September and November.

Due to COVID 19, all meetings have been held remotely on Zoom.  This has not been ideal as the internet connection in the Llangathen area is intermittent, on occasions some Councillors have been unable to connect, some have lost internet connection during a meeting and on occasions some of us have “frozen”.  However, we have made the best of a bad situation.  When restrictions allow, face to face meetings will resume and these will probably be held in the Reading Room, Court Henry and possibly with telephone access for those not wishing to attend in person.

Our precept for 2021/2022 was £7,200

We get invoiced annually for the Footway Lighting within the parish, £994.92

Also, lanterns were changed to LED and for this an eight year loan was taken out with Carmarthenshire County Council – an annual invoice of £688.06  commencing 2021/2022

D G Morris accountant is the internal auditor.

An annual clerk appraisal is carried out and the clerks working conditions and contract has been finalised.

Local maintenance comprises of grass cutting on the village green in Broad Oak, and Cllrs and local residents look after the flower boxes.

There is a website www.llangathen.org.uk  and the management of this site has been transferred to We Dig Media.

The annual external audit has been unfortunately hindered, this is partly due to COVID and to Wales Audit taking over the role and having a backlog of audits to deal with. Wales Audit are now dealing with the 2019 2020 accounts.

The Community Council are members of One Voice Wales and Society of Local Council Clerks, who provide a wealth of information and advise as well as providing training opportunities related to the Councillor role.

The council keeps up to date with an array of policies.

Communication between Councillors and Clerk is via e-mail, telephone and post.

Communication between the community and Community Council is via Notice Boards, Website, face to face communication including via clubs and organisations.

Litter and Dog Fouling has been an issue in some areas of the parish, this has been reported and is ongoing.  Signs have been provided and sited in some areas.

The A40 trunk road remains a concern and steps are ongoing to better conditions.  The A40 at Drylwyn Square has been resurfaced.

Some work has been done to remedy the unkempt appearance of the BT Exchange building, but much more needs to be done.

Road conditions including pot holes and blocked drains continue to be reported to Carmarthenshire County Council with some success but it is an ongoing matter.

Street Lighting issues are reported promptly.

A suggestion to incorporate a bus stop into the plans of SiopNEWydd, Dryslwyn has been submitted to the committee.

Planning Applications within the parish are monitored and comments forwarded to Carmarthenshire County Council.

Mae’r Cynghorydd Sir Cefin Campbell yn mynychu cyfarfodydd yn rheolaidd, ym mis Mai 2021, llwyddodd y Cynghorydd Campbell i sicrhau sedd yn y Senedd ond parhaodd i fynychu cyfarfodydd y cyngor.

Cynhelir cyfarfodydd ar y trydydd dydd Mawrth yn Ionawr, Mawrth, Mai, Gorffennaf, Medi a Thachwedd.

Oherwydd COVID 19, mae pob cyfarfod wedi’i gynnal o bell ar Zoom.

Nid yw hyn wedi bod yn ddelfrydol gan fod y cysylltiad rhyngrwyd yn ardal Llangathen yn ysbeidiol, ar adegau mae rhai Cynghorwyr wedi methu cysylltu, rhai wedi colli cysylltiad rhyngrwyd yn ystod cyfarfod ac ar adegau mae rhai ohonom wedi “rhewi”. Fodd bynnag, rydym wedi gwneud y gorau o sefyllfa wael. Pan fydd cyfyngiadau’n caniatáu, bydd cyfarfodydd wyneb yn wyneb yn ailddechrau ac mae’n debyg y bydd y rhain yn cael eu cynnal yn yr Ystafell Ddarllen, Cwrt Henri ac o bosibl gyda mynediad ffôn i’r rhai nad ydynt yn dymuno bod yn bresennol yn bersonol.

Mae rhywfaint o waith wedi’i wneud i wella ymddangosiad blêr adeilad Cyfnewidfa BT, ond mae angen gwneud llawer mwy.

Mae cyflwr ffyrdd gan gynnwys tyllau a draeniau wedi’u blocio yn parhau i gael eu hadrodd i Gyngor Sir Caerfyrddin gyda pheth llwyddiant ond mae’n fater parhaus.

It was proposed by Cllr. Ann Davies and seconded by Cllr. B. Jones that the minutes of the meeting held on Tuesday, 16th November 2021 be accepted as a correct record of proceedings.

21/44 MATERION YN CODI / MATTERS ARISING

Cof/Min 21/35 (1) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN / BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Cafwyd gohebiaeth oddi wrth Lywodraeth Cymru (LlC). Roedd yn rhoi gwybod bod terfynau cyflymder ar y rhwydwaith cefnffyrdd yn cael eu hadolygu yn unol â chanllawiau Pennu Terfynau Cyflymder Lleol yng Nghymru. Felly o ran cerbydau yn mynd dros y terfyn cyflymder, roedd hwn yn fater gorfodi i’r heddlu. Dylid cyfeirio unrhyw bryderon at GanBwyll. Bu’r cynghorwyr ers blynyddoedd lawer yn ymgyrchu dros ddefnyddio mesurau mwy diogel ar Sgwâr Dryslwyn ac yn Nerwen Fawr, ac roedd yn rhwystredig ei bod yn ymddangos bod eu sylwadau ar brydiau yn cael eu hanwybyddu. Cynigiodd y Cyng. Cefin Campbell ysgrifennu at LlC.
Correspondence had been received from Welsh Government (WG). They advised that speed limits on the trunk road network is reviewed in line with Setting Local Speed Limits in Wales guidance. With regard to vehicles exceeding the speed limit, then this was an enforcement matter for the police. Any concerns should be addressed to GoSafe. Councillors had for many, many years campaigned for safer measures to be employed at the Dryslwyn Square and Broad Oak locations and it was frustrating that on occasions their observations appeared to be disregarded. Cllr. Cefin Campbell offered to write to WG.

Cof/Min 21/35 (2) ADEILAD CYFNEWIDFA BT/ BT EXCHANGE BUILDING, DRYSLWYN

Nid oedd unrhyw waith wedi’i wneud i Adeilad Cyfnewid BT ond Roedd yn ymddangos bod rhywfaint o waith ar y cafnau wedi’i gwblhau.
No work has been carried out to the BT Exchange Building except it would seem that some work to the troughings has been completed. I’w adolygu yn y cyfarfod nesaf /To review at the next meeting.

Cof/Min 21/35 (5) SBWRIEL / LITTER

Gofynnwyd i’r clerc ofyn i Swyddog yr Amgylchedd, CSC, amnewid yr arwyddion Dim Baw Cwn a Dim Sbwriel gan fod rhai yn pilio i ffwrdd. Hefyd, gofyn am arwyddion Dim Sbwriel ar y ffordd rhwng Sgwâr Dryslwyn a Chastell Dryslwyn a rhwng Sgwâr Dryslwyn a Chwrt Henri. Roedd y clerc wedi cael rhai posteri Dim Baw Cwn a byddai’r rhain yn cael eu gosod ar Safle Bysiau Sgwâr Dryslwyn ac ar yr Hysbysfwrdd, Derwen Fawr.
The clerk was asked to request Environmental Officer, CCC, to replace the No Dog Fouling and No Litter signs as some were peeling away. Also, to request No Litter signs on the road from Dryslwyn Square to Dryslwyn Castle and Dryslwyn Square to Court Henry. The clerk had been forwarded some No Dog Fouling posters and these will be placed in the Dryslwyn Square Bus Stop and Notice Board, Broad Oak.

Cof/Min 21/35 (6) FELINDRE, GOLEUADAU STRYD / STREET LIGHTING

Roedd y clerc wedi siarad â Pheiriannydd Goleuadau Cyhoeddus CSC a gadarnhaodd fod y golau stryd dan sylw yn pylu ac yn gweithio’n gywir. Cynigiodd leihau watedd y bwlb er mwyn lleihau disgleirdeb y golau. Byddai’r clerc yn ysgrifennu at CSC i gadarnhau y byddai hyn yn dderbyniol.
The clerk had spoken to CCC Public Lighting Engineer who confirmed that the street light in question was indeed dimming and working correctly. He offered to modify the bulb wattage to a lower power in order to reduce the brightness of the light. The clerk to write to CCC to confirm that this would be agreeable.

Cof/Min 21/35 (8) LLWYBR BYSIAU YSGOL / SCHOOL BUS ROUTES DERWEN FAWR / BROAD OAK

Ni chafwyd ateb hyd yma ar ôl i ohebiaeth ar y mater hwn gael ei hanfon at CSC. Cynigiodd y Cyng. Cefin Campbell ysgrifennu ar ran y Cyngor Cymuned.
Following correspondence on this matter having been forwarded to CCC, no reply to date had been received. Cllr. Cefin Campbell offered to write on the Community Councils behalf.

Cof/Min 21/35 (9) PONT DRYSLWYN /DRYSLWYN BRIDGE

Roedd cyflwr Pont Dryslwyn wedi’i gofnodi a’r mater wedi’i anfon i’r adran berthnasol yn CSC. Byddai’r clerc yn mynd ar drywydd hyn gan na chafwyd ymateb.
The condition of Dryslwyn Bridge had been reported and forwarded to the relevant section in CCC. The clerk to follow up as no response had been received.

21/45 GOHEBIAETH / CORRESPONDENCE

21/48 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cyng. Cefin Campbell fod CSC wedi cyrraedd setliad ariannol, sef cynnydd o 9.2% yn y gyllideb flynyddol. Byddai’n rhoi gwybod yn y cyfarfod nesaf am y cynlluniau ar gyfer ei ddefnyddio.
Roedd Llwybr Beiciau Caerfyrddin i Ffairfach wedi cael cyllid o Gronfa Codi’r Gwastad, ac er bod y llwybr o Ffairfach i Ddryslwyn yn glir i gyd, roedd rhai problemau yn ardal Nantgaredig a Felin-wen.
Cllr. Cefin Campbell advised that CCC had reached a financial settlement of a 9.2% increase in the annual budget. He will advise on the plans on how this would be utilised in the next meeting.
The Carmarthen to Ffairfach Cycle Path has received funds from the “Levelling up Fund” and whereas the route from Ffairfach to Dryslwyn is all clear there are some issues in the Nantgaredig, Whitemill area.

21/49 DIFFIBRILIWR / DEFIBRILLATOR

Roedd y clerc wedi cofrestru’r ddau Ddiffibriliwr presennol ar The Circuit, roedd rhai manylion eraill i’w hychwanegu a byddai hyn yn cael ei wneud cyn gynted ag y byddai’r wybodaeth ar gael.
Nid oedd y clerc wedi gallu dod o hyd i grantiau ar gyfer dau Ddiffibriliwr newydd ond darparodd ddau ddyfynbris. Roedd y Cyng. B Jones hefyd wedi gwneud rhai ymholiadau a byddai penderfyniad yn cael ei wneud ynghylch y posibilrwydd o brynu pan fyddai’r manylion ar gael. Byddai’r clerc yn gwirio’r sefyllfa o ran yswiriant y Diffibrilwyr presennol, a’r posibilrwydd o ychwanegu dau newydd.
The clerk had registered the two existing Defibrillators on The Circuit, there are some additional details to be added and this would be done as soon as the information was available.
The clerk had been unable to source grants for two new Defibrillators but provided two quotations. Cllr B Jones had also made some enquiries and a decision regarding the possibility of making a purchase would be make when the details were available. The clerk to check the insurance situation on the existing Defibrillators and the possibility of two new ones.

21/50 GOFYNIAD PRAESEPT / PRECEPT REQUIREMENT 2022 / 2023

Gofynnwyd am ofyniad praesept 2022/2023 gan Gyngor Sir Gâr.
Nid oedd manylion costau’r “Goleuadau Troedffordd” ar gyfer y flwyddyn ariannol uchod ar gael gan CSC, ond dywedwyd wrth y clerc y byddai’r costau’n debyg i’r flwyddyn flaenorol.
Roedd ad-daliad blynyddol y benthyciad (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 dros gyfnod o wyth mlynedd, hyd yma, nid oedd anfoneb wedi dod i law gan CSC, ond eto, dywedwyd wrth y clerc y dylai fod ar gael yn fuan.
Manylion am Derfyn Gwariant Adran 137 ar gyfer 2022/23 – sef £8.82 yr etholwr. Roedd tuag at 437 o etholwyr yn y plwyf.
Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2022/23 oedd 263.96 – a godir ar gyfer eiddo Band D
Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 18/1/22.
Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried.
Cytunwyd bod angen cynnydd bach yn y praesept.
Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2022-23 yn £8,000.
Byddai unrhyw brosiectau cymunedol nad oedd wedi’u cyfrif yn y praesept yn cael eu cynnwys yn y cronfeydd wrth gefn a oedd eisoes ar gael.
Trefnwyd i’r ffurflen gael ei llofnodi gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.
The precept requirement for 2022 / 2023 was requested by Carmarthenshire County Council.
Details of “Footway Lighting” charges for the above financial year unavailable from CCC but the clerk was advised that the charges would be similar to that of the previous year. The annual loan repayment (community LED lighting project) equates to £538.63 over a eight year period, but to date, no invoice has been received from CCC but again, the clerk was advised that it was anticipated that this would be available shortly.
Details of Section 137 Expenditure Limit for 2022/2023 – this being £8.82 per elector. There being approximately 437 electors within the parish.
The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2022/2023 being 263.96 – levied for a Band D property.
Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 18/1/22.
All areas of expenditure were explored and costs considered. It was agreed that a small increase in the precept was needed.
It was resolved that the precept requirement for 2022/2023 be £8,000.
Any community projects not accounted for in the precept would be covered by the reserves already available.
Arrangements were made for the form to be signed by the clerk, as the Responsible Financial Officer and Chair and to be forwarded to Resources Department, CCC

21/51 GWEFAN / WEBSITE

Gan fod y rheolwr gwe cyfredol wedi rhoi gwybod na fyddai’n gallu parhau i reoli’r wefan mwyach, roedd ymdrechion wedi’u gwneud i chwilio am reolwr gwe arall. Cysylltwyd â chwmni lleol profiadol a chytunwyd i dderbyn y cynnig. Byddai’r clerc yn cysylltu â WedigMedia cyn gynted â phosibl er mwyn diweddaru’r wefan. Datganodd y Cyng. A. F. Davies fuddiant ac ni chymerodd ran mewn unrhyw drafodaethau ar y mater hwn.
As the current web manager advised that he would no longer be in a position to continue to manage the website, efforts had been made to seek an alternative web manager. An experienced local company had been approached and it was agreed to take up the offer. The clerk to liaise with WedigMedia as soon as possible in order to get the website up to date. Cllr. A. F. Davies declared an interest and did not participate in any discussions regarding this matter.

Flats 7 – 10, Broad Oak. It had been noted that plant material / ivy was creeping up between the tarmac and wall outside these properties. The clerk to report.
2. Trafodwyd Jiwbilî Platinwm y Frenhines a chyflwynwyd rhai syniadau. I’w hadolygu yn y cyfarfod nesaf.
Discussions regarding the Queen’s Platinum Jubilee were discussed and some ideas put forward. To review at the next meeting.
3. Dywedwyd bod llawer o ddwr yn rhedeg i lawr y ffordd heibio’r Bryn, Llangathen.
It was reported that excessive water runs down the road passed Y Bryn, Llangathen.
4. Yn dilyn y cyfarfod, cynhaliodd y cadeirydd a’r is-gadeirydd werthusiad blynyddol y clerc.
Following the meeting, the chair and vice chair conducted the annual clerk appraisal.

It was reported that the situation was much improved.  Also, it was noted that numerous “No dog fouling/Dim baw cwn” signs were now evident within the area.  However, it was noticed that some of the signs were peeling off.  The clerk to thank  the Environment Department, CCC and draw their attention to the peeling signs.

Nodwyd bod y goleuadau stryd yn Felindre yn cael eu pylu tua 11 o’r gloch ar hyn o bryd a’u diffodd yn llwyr oddeutu 1.45am. Gofynnwyd i’r clerc ysgrifennu at CSC a gofyn bod y goleuadau stryd yn parhau i gael eu pylu am 11 o’r gloch a’u gadael ymlaen trwy’r nos.

It was noted that the street light in Felindre was currently dimmed at around 11pm and switched off completely as approximately 1.45am. The clerk was asked to write to CCC and request that the street light continue to be dimmed at 11am and left on all night.

Ar ôl llawer o drafod ynghylch y llwybrau bysiau a’r arosfannau presennol, a’u haddasrwydd, cytunwyd i adael y mater am y tro.  Fodd bynnag, ystyriwyd ei bod yn syniad da ysgrifennu at bwyllgor Siop Gymunedol Dryslwyn ac awgrymu’r posibilrwydd o ymgorffori arhosfan bysiau yn y cynlluniau a oedd bellach yn cael eu hystyried o dan y prosiect SiopNEWydd.

After much discussion regarding the existing bus routes and stops and their suitability, it was agreed to leave the matter for the time being.  However, it was deemed a good idea to write to the committee of Dryslwyn Community Shop and suggest the possibility of incorporating a bus stop into the plans that were now being  considered under the SiopNEWydd project.

Roedd Mrs Anjuli Davies yn sylwedydd yn y cyfarfod ond ar y pwynt hwn gadawodd y cyfarfod.  Darllenwyd ei llythyr yn mynegi diddordeb mewn dod yn Gynghorydd i bawb a oedd yn bresennol.  Cafwyd pleidlais a chytunodd yr holl Gynghorwyr i Gyfethol Mrs Davies ar Gyngor Cymuned Llangathen.  Byddai’r clerc yn rhoi gwybod i CSC ac yn diweddaru gwefan y cyngor.  Byddai Llythyr Derbyn i’w lofnodi ynghyd â dogfennau priodol eraill yn cael eu darparu i Mrs Davies.

Mrs Anjuli Davies was an observer at the meeting but at this point she withdrew from the meeting.  Her letter of interest in becoming a Councillor was read out to all present.  A vote took place and all Councillors were in agreement to Co-opt Mrs Davies onto Llangathen Community Council.  The clerk to advise CCC and update the councils web site.  A Letter of Acceptance for signing together with other appropriate documents to be made available to Mrs Davies.

21/31 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.Mynegwyd llawer o bryder ynghylch llwybr y bysiau ysgol yng nghyffiniau Derwen-fawr.  Oherwydd bod y llwybr bysiau wedi’i newid, roedd bellach yn angenrheidiol i ddisgyblion groesi cefnffordd yr A40, yn y bore a’r prynhawn, er mwyn mynd ar y bws ysgol.  Roedd disgyblion o’r ysgolion canlynol yn defnyddio’r gwasanaeth bws yn Nerwen-fawr –Teilo Sant, Ysgol Gynradd Llandeilo, Bro Myrddin, Bro Dinefwr, Coleg Llanymddyfri.  Roedd diogelwch y plant hyn yn peri pryder mawr.  Nodwyd bod croesfan wedi’i chreu ym Mhontargothi.

 Much concern was expressed regarding the school bus route in the Broad Oak vicinity.  Due to the bus route having been altered, it is now necessary for pupils to cross the A40 trunk road, both morning and afternoon, in order to access the school bus.  Pupils from the following schools use the bus service at Broad Oak – Teilo Sant, Llandeilo CP, Bro Myrddin, Bro Dinefwr, Llandovery College.  The safety of these children is of great concern.  It has been noted that a crossing has been put in place in Pontargothi.

2.  Pont Dryslwyn.  Nodwyd bod y rheiliau dros bont Dryslwyn yn edrych yn ddi-raen.  Roedd yn ymddangos eu bod yn rhydlyd a bod y paent yn plicio i ffwrdd.  Byddai’r clerc yn ysgrifennu at CSC. 

Dryslwyn Bridge.  It had been noted that the railings over the Dryslwyn bridge are looking shabby.  They appear to be rusty with paint peeling away.  The clerk to write to CCC.

3Blychau Graean.  Byddai ceisiadau am flychau graean yn cael eu cyflwyno i CSC ar gyfer y lleoliadau canlynol.
