Minutes of the Llangathen Community Council meeting held on Thursday, 27^th November 2025 in The Vestry, Cross In Chapel, Dryslwyn.

Due to unforeseen circumstances, the meeting was re-scheduled and re-located.

Cynigiwyd gan Cyng. A. Davies ac eiliwyd gan Cyng. E. Rees fod cofnodion y cyfarfod a gynhaliwyd nos Fawrth 16 Medi 2025 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. A. Davies and seconded by Cllr. E. Rees that the minutes of the meeting held on Tuesday, 16^th  September  2025 be accepted as a correct record of proceedings.

25/46  MATERION YN CODI / MATTERS ARISING

Cof/Min 25/37  (1) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN / BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Yn dilyn glaw trwm, cafwyd adroddiadau bod cerrig/sialau wedi cael eu hysgubo i’r A40 yn Nerwen-fawr. Byddai’r clerc yn rhoi gwybod i Asiantaeth Cefnffyrdd De Cymru am hyn.

Following heavy rain, there have been reports of stones/shale having been washed onto the A40 at Broad Oak.  The clerk to report to SWTRA.

25/37 (2) BANCYDDERWEN, BROAD OAK

Nid yw’r cais am ganllaw newydd wedi cael ei ateb. The request for a new handrail remains outstanding.

25/37 (4) MILTON/FELINDRE/CWMHARAD JUNCTION

Cadarnhaodd Cyngor Sir Gâr fod gwaith wedi cael ei wneud i glirio gwrychoedd yn y lleoliad hwn, a bod modd cael mynediad i’r holl hydrantau. CCC confirmed that shrub clearance has taken place at this location and that all Hydrants are accessable.

 25/37 (5) Y DDYLETSWYDD BIOAMRYWIAETH A CHYDNERTHEDD / THE BIODIVERSITY AND RESILIENCE OF ECOSYSTEMS DUTY.

Mae adroddiad wedi cael ei baratoi, a chytunwyd arno gan bawb. Byddai’r clerc yn trefnu ymweliad safle gyda Rachel Carter, Rheolwr Rhaglenni a Swyddog Bioamrywiaeth De Cymru, i drafod ariannu.The Section 6 Duty of the Environment Act (2016).  A report has been prepared and agreed by all.  The clerk to arrange a site visit with Rachel Carter, Programme Manager & South Wales Biodiversity Officer to discuss funding.

25/37 (6) MAN PICNIC, CASTELL DRYSLWYN, PICNIC SITE

Cafwyd ymateb gan Owen & Owen. Byddai’r clerc yn cysylltu â Chyngor Sir Gâr a Cadw ynglŷn â’r materion.

A reply has been received from Owen & Owen.  The clerk to now contact CCC and CADW regarding the issues.

25/37 (7) BRYNAWELON, DRYSLWYN

Cadarnhaodd Cyngor Sir Gâr mai hen groesfan Dŵr Cymru sy’n gyfrifol am yr arwyneb anwastad ger y lleoliad hwn. Rhoddwyd gwybod i’r Adran Briffyrdd am hyn ac fe’i nodwyd ar y rhestr atgyweirio ar gyfer ei weithredu.

CCC confirmed that the uneven surface near this location was due to an old Welsh Water crossing.  It has been reported to Highways department and placed on the patching list and is awaiting action.

25/42 (1) LLWYBYR BEICIO TYWI / TYWI CYCLE PATH

Cadarnhaodd Cyngor Sir Gâr ei fod yn y broses o ddatblygu strategaeth arwyddion ar gyfer Llwybr Dyffryn Tywi.

CCC confirmed that they were in the process of developing a signage strategy for the Tywi Valley Path.

25/42 (2) BYTHYNNOD CWRT HENRI / COURT HENRY COTTAGES

Cadarnhaodd Cyngor Sir Gâr mai silt a chwymp dail yr hydref oedd yn gyfrifol am y ddraen yn blocio ger y lleoliad hwn. Bydd fformyn cylchol yn mynd yno i’w chlirio. Ychydig wythnosau’n ôl, defnyddiwyd jet dŵr mecanyddol ar y safle. Fodd bynnag, mae’r broblem yn parhau, a bydd y clerc yn trafod â Chyngor Sir Gâr unwaith yn rhagor.

CCC confirmed that the blocking of the drain near this location was due to silt and Autum leaf fall.  A Cyclic Ganger will attend and clear.  A mechanical jetter was at this location some weeks back.  However, the problem is ongoing and the clerk will discuss with CCC once again.

PL/10115 – Peacehaven Cottage, Capel Isaac, SA19 7UD – Menege marchogaeth amiddisgyblaethol at defyndd personol /   A personal use multi discipline equestrian menage – it had been reported that a static caravan is sited at this location.  The clerk to comment to CCC

Cafwyd adroddiad bod yr holl ddiffibrilwyr yn gweithio. All Defibrillators were reported as being in working order.

25/51   CYFLOG CLERC / CLERKS SALARY

Tra oedd y clerc wedi gadael yr ystafell, trafododd y Cynghorwyr gyflog y clerc. Yn dilyn Cytundeb Cyflogau Gwasanaethau Llywodraeth Leol ar gyfer 2025/26, cytunwyd yn unfrydol i gynyddu’r cyflog presennol yn unol â’r cytundeb. Byddai’r clerc yn rhoi gwybod i’r cyfrifydd. Diolchodd y clerc i’r Cynghorwyr.

Whilst the clerk left the room, Councillors discussed the clerks salary.  Following the Local Government Services Pay Agreement 2025/26, it was unanimously agreed to increase the current salary in accordance with the agreement.  The clerk to advise the accountant accordingly.  The clerk thanked Councillors.

25/52   UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  THE GREEN, BROAD OAK

Roedd yna bryderon ynglŷn â’r ddraen yn y lleoliad hwn. Roedd yn blocio yn ystod glaw trwm. Byddai’r clerc yn trafod â Chyngor Sir Gâr.Ro  edd coeden hefyd yn destun pryder. Byddai’r Cynghorwyr yn archwilio ac yna’n rhoi gwybod am y sefyllfa.

There were concerns regarding the drain at this location.  During heavy rain, it becomes blocked.  The clerk to discuss with CCC.

Also, a tree was causing concern, Councillors will inspect and report back.

2.  CWMHARAD/CWMAGOL

Roedd dŵr yn cronni ar y rhan hon o’r ffordd yn rheolaidd. Mae’n achosi problemau i gerddwyr ac yn beryglus. Byddai’r Clerc yn rhoi gwybod am hyn i Gyngor Sir Gâr.

Water ponding at this stretch of the highway was regularly becoming a matter of concern.  It causes issues with walkers and becomes hazardous.  The clerk to report to CCC.

DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal nos Fawrth 20 Ionawr 2026 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m. 

It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday January 20^th 2026 at the Reading Room, Court Henry at 7.30pm.

Bydd gwasanaeth ffôn ar gael i’r rhai na allant fynychu’n bersonol.

A telephone service will be made available to those not able to attend in person.
