21/ 41 YMDDIHEURIADAU / APOLOGIES
Cafwyd ymddiheuriadau am absenoldeb gan / Apologies for absence were received from Rachel Carter, Local Places for Nature Officer.
Roedd hi wedi rhoi gwybod i’r clerc nad oedd hi ar gael ar nos Fawrth ond y byddai’n hapus i gwrdd â rhai o’r Cynghorwyr ar noson arall.
She had advised the clerk that she was unavailable on Tuesday evenings but would be happy to meet some of the Councillors on another evening.

It was proposed by Cllr. Ann Davies and seconded by Cllr. B. Jones that the minutes of the meeting held on Tuesday, 16th November 2021 be accepted as a correct record of proceedings.

Cof/Min 21/35 (1) A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN / BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40
Cafwyd gohebiaeth oddi wrth Lywodraeth Cymru (LlC). Roedd yn rhoi gwybod bod terfynau cyflymder ar y rhwydwaith cefnffyrdd yn cael eu hadolygu yn unol â chanllawiau Pennu Terfynau Cyflymder Lleol yng Nghymru. Felly o ran cerbydau yn mynd dros y terfyn cyflymder, roedd hwn yn fater gorfodi i’r heddlu. Dylid cyfeirio unrhyw bryderon at GanBwyll. Bu’r cynghorwyr ers blynyddoedd lawer yn ymgyrchu dros ddefnyddio mesurau mwy diogel ar Sgwâr Dryslwyn ac yn Nerwen Fawr, ac roedd yn rhwystredig ei bod yn ymddangos bod eu sylwadau ar brydiau yn cael eu hanwybyddu. Cynigiodd y Cyng. Cefin Campbell ysgrifennu at LlC.
Correspondence had been received from Welsh Government (WG). They advised that speed limits on the trunk road network is reviewed in line with Setting Local Speed Limits in Wales guidance. With regard to vehicles exceeding the speed limit, then this was an enforcement matter for the police. Any concerns should be addressed to GoSafe. Councillors had for many, many years campaigned for safer measures to be employed at the Dryslwyn Square and Broad Oak locations and it was frustrating that on occasions their observations appeared to be disregarded. Cllr. Cefin Campbell offered to write to WG.

Nid oedd unrhyw waith wedi’i wneud i Adeilad Cyfnewid BT ond Roedd yn ymddangos bod rhywfaint o waith ar y cafnau wedi’i gwblhau.
No work has been carried out to the BT Exchange Building except it would seem that some work to the troughings has been completed. I’w adolygu yn y cyfarfod nesaf /To review at the next meeting.

Gofynnwyd i’r clerc ofyn i Swyddog yr Amgylchedd, CSC, amnewid yr arwyddion Dim Baw Cwn a Dim Sbwriel gan fod rhai yn pilio i ffwrdd. Hefyd, gofyn am arwyddion Dim Sbwriel ar y ffordd rhwng Sgwâr Dryslwyn a Chastell Dryslwyn a rhwng Sgwâr Dryslwyn a Chwrt Henri. Roedd y clerc wedi cael rhai posteri Dim Baw Cwn a byddai’r rhain yn cael eu gosod ar Safle Bysiau Sgwâr Dryslwyn ac ar yr Hysbysfwrdd, Derwen Fawr.
The clerk was asked to request Environmental Officer, CCC, to replace the No Dog Fouling and No Litter signs as some were peeling away. Also, to request No Litter signs on the road from Dryslwyn Square to Dryslwyn Castle and Dryslwyn Square to Court Henry. The clerk had been forwarded some No Dog Fouling posters and these will be placed in the Dryslwyn Square Bus Stop and Notice Board, Broad Oak.
Cof/Min 21/35 (6) FELINDRE, GOLEUADAU STRYD / STREET LIGHTING
Roedd y clerc wedi siarad â Pheiriannydd Goleuadau Cyhoeddus CSC a gadarnhaodd fod y golau stryd dan sylw yn pylu ac yn gweithio’n gywir. Cynigiodd leihau watedd y bwlb er mwyn lleihau disgleirdeb y golau. Byddai’r clerc yn ysgrifennu at CSC i gadarnhau y byddai hyn yn dderbyniol.
The clerk had spoken to CCC Public Lighting Engineer who confirmed that the street light in question was indeed dimming and working correctly. He offered to modify the bulb wattage to a lower power in order to reduce the brightness of the light. The clerk to write to CCC to confirm that this would be agreeable.

Ni chafwyd ateb hyd yma ar ôl i ohebiaeth ar y mater hwn gael ei hanfon at CSC. Cynigiodd y Cyng. Cefin Campbell ysgrifennu ar ran y Cyngor Cymuned.
Following correspondence on this matter having been forwarded to CCC, no reply to date had been received. Cllr. Cefin Campbell offered to write on the Community Councils behalf.

Roedd cyflwr Pont Dryslwyn wedi’i gofnodi a’r mater wedi’i anfon i’r adran berthnasol yn CSC. Byddai’r clerc yn mynd ar drywydd hyn gan na chafwyd ymateb.
The condition of Dryslwyn Bridge had been reported and forwarded to the relevant section in CCC. The clerk to follow up as no response had been received.

21/48 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT
Dywedodd y Cyng. Cefin Campbell fod CSC wedi cyrraedd setliad ariannol, sef cynnydd o 9.2% yn y gyllideb flynyddol. Byddai’n rhoi gwybod yn y cyfarfod nesaf am y cynlluniau ar gyfer ei ddefnyddio.
Roedd Llwybr Beiciau Caerfyrddin i Ffairfach wedi cael cyllid o Gronfa Codi’r Gwastad, ac er bod y llwybr o Ffairfach i Ddryslwyn yn glir i gyd, roedd rhai problemau yn ardal Nantgaredig a Felin-wen.
Cllr. Cefin Campbell advised that CCC had reached a financial settlement of a 9.2% increase in the annual budget. He will advise on the plans on how this would be utilised in the next meeting.
The Carmarthen to Ffairfach Cycle Path has received funds from the “Levelling up Fund” and whereas the route from Ffairfach to Dryslwyn is all clear there are some issues in the Nantgaredig, Whitemill area.
21/49 DIFFIBRILIWR / DEFIBRILLATOR
Roedd y clerc wedi cofrestru’r ddau Ddiffibriliwr presennol ar The Circuit, roedd rhai manylion eraill i’w hychwanegu a byddai hyn yn cael ei wneud cyn gynted ag y byddai’r wybodaeth ar gael.
Nid oedd y clerc wedi gallu dod o hyd i grantiau ar gyfer dau Ddiffibriliwr newydd ond darparodd ddau ddyfynbris. Roedd y Cyng. B Jones hefyd wedi gwneud rhai ymholiadau a byddai penderfyniad yn cael ei wneud ynghylch y posibilrwydd o brynu pan fyddai’r manylion ar gael. Byddai’r clerc yn gwirio’r sefyllfa o ran yswiriant y Diffibrilwyr presennol, a’r posibilrwydd o ychwanegu dau newydd.
The clerk had registered the two existing Defibrillators on The Circuit, there are some additional details to be added and this would be done as soon as the information was available.
The clerk had been unable to source grants for two new Defibrillators but provided two quotations. Cllr B Jones had also made some enquiries and a decision regarding the possibility of making a purchase would be make when the details were available. The clerk to check the insurance situation on the existing Defibrillators and the possibility of two new ones.
21/50 GOFYNIAD PRAESEPT / PRECEPT REQUIREMENT 2022 / 2023
Gofynnwyd am ofyniad praesept 2022/2023 gan Gyngor Sir Gâr.
Nid oedd manylion costau’r “Goleuadau Troedffordd” ar gyfer y flwyddyn ariannol uchod ar gael gan CSC, ond dywedwyd wrth y clerc y byddai’r costau’n debyg i’r flwyddyn flaenorol.
Roedd ad-daliad blynyddol y benthyciad (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 dros gyfnod o wyth mlynedd, hyd yma, nid oedd anfoneb wedi dod i law gan CSC, ond eto, dywedwyd wrth y clerc y dylai fod ar gael yn fuan.
Manylion am Derfyn Gwariant Adran 137 ar gyfer 2022/23 – sef £8.82 yr etholwr. Roedd tuag at 437 o etholwyr yn y plwyf.
Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2022/23 oedd 263.96 – a godir ar gyfer eiddo Band D
Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 18/1/22.
Roedd pob maes gwariant wedi cael ei archwilio, a’r costau wedi cael eu hystyried.
Cytunwyd bod angen cynnydd bach yn y praesept.
Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2022-23 yn £8,000.
Byddai unrhyw brosiectau cymunedol nad oedd wedi’u cyfrif yn y praesept yn cael eu cynnwys yn y cronfeydd wrth gefn a oedd eisoes ar gael.
Trefnwyd i’r ffurflen gael ei llofnodi gan y Clerc, sef y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a byddai’n cael ei hanfon ymlaen at Adran Adnoddau Cyngor Sir Gâr.
The precept requirement for 2022 / 2023 was requested by Carmarthenshire County Council.
Details of “Footway Lighting” charges for the above financial year unavailable from CCC but the clerk was advised that the charges would be similar to that of the previous year. The annual loan repayment (community LED lighting project) equates to £538.63 over a eight year period, but to date, no invoice has been received from CCC but again, the clerk was advised that it was anticipated that this would be available shortly.
Details of Section 137 Expenditure Limit for 2022/2023 – this being £8.82 per elector. There being approximately 437 electors within the parish.
The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2022/2023 being 263.96 – levied for a Band D property.
Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 18/1/22.
All areas of expenditure were explored and costs considered. It was agreed that a small increase in the precept was needed.
It was resolved that the precept requirement for 2022/2023 be £8,000.
Any community projects not accounted for in the precept would be covered by the reserves already available.
Arrangements were made for the form to be signed by the clerk, as the Responsible Financial Officer and Chair and to be forwarded to Resources Department, CCC
21/51 GWEFAN / WEBSITE
Gan fod y rheolwr gwe cyfredol wedi rhoi gwybod na fyddai’n gallu parhau i reoli’r wefan mwyach, roedd ymdrechion wedi’u gwneud i chwilio am reolwr gwe arall. Cysylltwyd â chwmni lleol profiadol a chytunwyd i dderbyn y cynnig. Byddai’r clerc yn cysylltu â WedigMedia cyn gynted â phosibl er mwyn diweddaru’r wefan. Datganodd y Cyng. A. F. Davies fuddiant ac ni chymerodd ran mewn unrhyw drafodaethau ar y mater hwn.
As the current web manager advised that he would no longer be in a position to continue to manage the website, efforts had been made to seek an alternative web manager. An experienced local company had been approached and it was agreed to take up the offer. The clerk to liaise with WedigMedia as soon as possible in order to get the website up to date. Cllr. A. F. Davies declared an interest and did not participate in any discussions regarding this matter.
21/52 UNRHYW FATER ARALL / ANY OTHER BUSINESS
1. Fflatiau 7-10, Derwen Fawr. Nodwyd bod planhigion/eiddew yn ymledu rhwng y tarmac a’r wal y tu allan i’r eiddo hyn. Byddai’r clerc yn rhoi gwybod am hyn.
Flats 7 – 10, Broad Oak. It had been noted that plant material / ivy was creeping up between the tarmac and wall outside these properties. The clerk to report.
2. Trafodwyd Jiwbilî Platinwm y Frenhines a chyflwynwyd rhai syniadau. I’w hadolygu yn y cyfarfod nesaf.
Discussions regarding the Queen’s Platinum Jubilee were discussed and some ideas put forward. To review at the next meeting.
3. Dywedwyd bod llawer o ddwr yn rhedeg i lawr y ffordd heibio’r Bryn, Llangathen.
It was reported that excessive water runs down the road passed Y Bryn, Llangathen.
4. Yn dilyn y cyfarfod, cynhaliodd y cadeirydd a’r is-gadeirydd werthusiad blynyddol y clerc.
Following the meeting, the chair and vice chair conducted the annual clerk appraisal.
DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING
Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ar 15 Mawrth 2022. Byddai’r lleoliad yn dibynnu ar y canllawiau ynghylch COVID.
It was resolved that the date for the next meeting of Llangathen Community Council will be held on 15th March 2022. Location will be subject to COVID guidelines.
