It was proposed by Cllr. M. Wynne and seconded by Cllr. L. Hughes that the minutes of the meeting held on Tuesday, 21st March 2017 be accepted as a correct record of proceedings.

Roedd llythyr cais ar gyfer y swydd wag ar Ward y Gogledd wedi dod i law gan Mrs Beryl Jones, Derwenfawr. Roedd y llythyr wedi cael ei anfon at bob Cynghorydd cyfredol. Cytunwyd yn unfrydol i dderbyn Mrs Jones ar y Cyngor. Bydd Mrs Jones yn cael gwahoddiad i gyfarfod nesaf Cyngor Cymuned Llangathen.
Roedd un swydd wag o hyd yn y plwyf yn Ward y De. Byddai’r clerc yn trefnu posteri er mwyn ail hysbysebu’r swydd, ac yn gwneud trefniadau i roi’r wybodaeth hon ar y wefan.
A letter of application for the vacancy onto the North Ward had been received by Mrs Beryl Jones, Broad Oak. The letter had been forwarded to all existing Councillors. It was unanimously agreed that Mrs Jones by accepted onto the council. Mrs Jones will be invited to the next meeting of the Llangathen Community Council.
There remains one vacancy in the South Ward of the parish. The clerk to arrange for posters to re-advertise and also make arrangements for the website to be updated with this information.

Cyflwynwyd pryderon ynghylch diogelwch i Mr McEvoy. Dywedodd nad ei gyfrifoldeb ef oedd yr A40/y gefnffordd, ond cyfrifoldeb Llywodraeth Cymru (LlC)/Asiant Cefnffyrdd De Cymru.
Dywedodd fod amseroedd teithio yn fater pwysig i Lywodraeth Cymru.
Nododd yr aelodau eu pryderon ynghylch cyflymder, goddiweddyd, y croeslinellau, a’r rhan o’r ffordd nad oedd modd ei gweld oherwydd y pant yn y ffordd o ochr Caerfyrddin.
Gwelwyd enghraifft o oddiweddyd yn ystod y cyfarfod.
Trafodwyd y llain welededd ar ffyrdd dynesu’r groesffordd o gyfeiriadau Cwrt Henri a Chastell Dryslwyn, ac er y teimlwyd i ddechrau y byddai’n syniad lleihau’r llain welededd, ar ôl gweld lori fawr iawn yn gyrru ymlaen i’r A40, teimlwyd y byddai lleihau’r llain welededd yn golygu y byddai’n rhaid i gerbydau mawr lenwi’r gefnffordd gyfan er mwyn troi’r gornel.
Eglurodd Mr McEvoy fod Llywodraeth Cymru weithiau’n cymryd cyfrifoldeb dros gyfran o’r ffyrdd dynesu, ac y byddai’n ymchwilio ac yn cynghori yn unol â hynny.
Er bod Mr McEvoy yn deall y pryderon ac yn cydymdeimlo, ailbwysleisiodd ei bod yn anodd iawn cael unrhyw fath o ddeialog â Llywodraeth Cymru ynglyn â materion o’r natur hon.
Dywedodd y Cyng. C Campbell fod Mr McEvoy wedi bod i ffwrdd o’r gwaith oherwydd salwch, ond ers iddo ddychwelyd roedd wedi rhoi gwybod y byddai’n ymchwilio i’r hyn a drafodwyd yn y cyfarfod safle, ac yn rhannu unrhyw wybodaeth pan fyddai ar gael.
Details of the site meeting at Dryslwyn Square, Thursday 8th June 2017
Present: John McEvoy, CCC., County Cllr. Cefin Campbell, Cllr. Mark Williams, Cllr. Linda Hughes and Mairwen Rees (clerk).
Concerns regarding safety issued were put to Mr McEvoy. He advised that the A40/trunk road was not his responsibility but that of Welsh Government(WG)/SWTRA.
He advised that as far as WG were concerned journey times were important issues.
Members detailed their concerns regarding speed, overtaking, hatch markings and blind spot due to dip in road at the approach from the Carmarthen side.
Overtaking was witnessed during the meeting.
The splay on the approach roads to the crossroads from the Court Henry and Dryslwyn Castle directions were discussed and whilst it was deemed an idea to reduce the splay, upon witnessing a very large lorry enter the A40 it was felt that reducing the splay would result in large vehicles having to take up the whole of the trunk road in order to make the turn.
Mr McEvoy explained that WG sometimes took responsibility on a proportion of the approach roads and he would investigate and advise accordingly.
Whilst Mr McEvoy was very understanding and sympathised with the concerns, he reiterated that is was very difficult to have any sort of dialogue with WG regarding matters of this nature.
Cllr. C. Campbell advised that Mr McEvoy had been away from work due to illness but since his return he had advised that he would be investigating what was discussed at the site meeting and would pass on any information when it was available.

Roedd y Cyngor wedi dod i ddeall bod meddiannaeth Lan Farm bellach yn ansicr, felly cytunodd y cynghorwyr y byddai’n anodd mynd ar drywydd y mater ymhellach, ac felly penderfynwyd rhoi’r gorau i’r mater.
It had been established that the occupancy of Lan Farm was now uncertain and therefore councillors agreed that to pursue the matter further would be difficult and therefore it was decided to disband the matter.

Cadarnhawyd gan y Loteri Genedlaethol bod cynnig grant amodol yn cael ei wneud ar gyfer y swm o £2,380 ar gyfer y prosiect “Diffibrilwyr Llangathen”.
Pwysleisiwyd na ddylai’r prosiect ddechrau tan fod y datganiad wedi’i lofnodi a’i ddychwelyd. Ar ôl i’r cynnig ddod i law, bydda’r Cyng. Moses a’r Clerc yn delio â’r dogfennau.
It had been confirmed by the National Lottery that a conditional grant offer was being made for the sum of £2,380 for the project “Llangathen Defibrillators”.
It was stressed that the project must not begin until the declaration was signed and returned. Once the offer is received, Cllr. Moses and the clerk would deal with the documentation.

17/18 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT
Dywedodd y Cyng. Campbell ei fod yn aelod o’r Bwrdd Gweithredol a’i fod yn gyfrifol am Gymunedau a Materion Gwledig. Byddai’n ymchwilio i ffyrdd o fyw yn Sir Gaerfyrddin wledig, ac yn gweithio gyda sefydliadau, er enghraifft Undeb Cenedlaethol yr Amaethwyr (NFU), FUW, LANTRA, CFfI, Cyfoeth Naturiol Cymru.
Byddai’n cyfarfod ag Eluned Morgan AC ac yn trafod ei hadroddiad ar Gymru Wledig. Roedd Mynd i’r Afael â Thlodi yn fater arall y byddai’n rhoi sylw iddo.
O fis Medi, byddai tri fan llyfrgell newydd yn ymweld â chymunedau. Byddai gan y faniau hyn fynediad i’r anabl, iPads, catalogau, cymorth i’r rheiny y mae arnynt ei angen, a chanopi gyda lle i eistedd.
Dywedodd y Cyng. Campbell hefyd y dyfarnwyd y teitl Is-gadeirydd Cyngor Sir Caerfyrddin i’r Cyng. Mansel Charles.
Er diddordeb, dywedodd y Cyng. Campbell fod hawl i siarad Cymraeg yn ystod cyfarfodydd ac nad oedd yn angenrheidiol cynnig gwasanaeth cyfieithu ffurfiol cyhyd â bod rhywun yn bresennol yn y cyfarfod a oedd yn barod i gyfieithu i unigolyn nad yw’n deall Cymraeg.
Cllr. Campbell advised that he is a member of The Executive Board and is responsible for Communities and Rural Affairs. He will be looking into ways of living in rural Carmarthenshire and working with organisations such as NFU, FUW, LANTRA, YFC, NRW.
He will be meeting with Eluned Morgan AM and discussing her report on Rural Wales. Tackling Poverty is another issue he will be looking into.
As from September, there will be three new Library vans visiting communities. These vans will have disabled access, I-pads, catalogues, assistance to those that need it and a canopy with seating facilities.
Cllr. Campbell also advised that Cllr. Mansel Charles had been awarded the title of Vice Chairman to Carmarthenshire County Council.
As a point of interest, Cllr. Campbell advised that during meetings it is a right to talk Welsh and that it is not necessary to offer a formal translation service but to ensure that someone present at the meeting is prepared to translate to a non speaking person.
17/19 UNRHYW FATER ARALL / ANY OTHER BUSINESS
1. Dywedwyd bod yr arwydd “Bancydderwen” mewn man amhriodol, ac yn aml yn cael ei guddio oherwydd parcio. Hefyd, roedd rhifau Bancydderwen a Bryn Dewi yn peri dryswch parhaus. Roedd parseli’n cael eu hanfon i’r cyfeiriadau anghywir, ac roedd gwasanaethau brys wedi mynd i’r lleoliad anghywir ar fwy nag un achlysur. Byddai’r Cyng. Campbell a’r Clerc yn ymchwilio i’r mater ac yn ceisio trefnu cyfarfod safle â CSC i unioni’r mater.
2. Cais bod y cloddiau’n cael eu torri ar gyffyrdd/gorneli, er mwyn ei gwneud yn haws gweld.
3. Mainc Derwenfawr. Rhoi sylw i’r mater o’i adleoli. Gofyn am brisiau.
4. Pant yn y ffordd y tu allan i Garej Mazda, Dryslwyn. Byddai’r Cyng. Campbell a’r Clerc yn gwneud ymholiadau.
1. It has been reported that the sign “Bancydderwen” Broad Oak is sited inappropriately, and is frequently obscured due to parking. Also the numbering of Bancydderwen and Bryn Dewi is causing ongoing confusion. Deliveries are going to the wrong addresses and emergency services have gone to the wrong location on more that one occasion. Cllr. Campbell and the clerk to look into the matter and attempt to arrange a site meeting with CCC to rectify the matter.
2. Request that junctions/corners be trashed in order to aid visibility.
3. Broad Oak bench. To look into re-placing. Request prices.
4. Dip in road outside Mazda Garage, Dryslwyn. Cllr. Campbell and the clerk to make enquiries.

It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday 19th September 2017 at the Reading Room, Court Henry at 7.30pm.
