Minutes of the meeting of Llangathen Community Council held on Tuesday, 20th January 2015 at The Reading Room, Court Henry.
Present: Cllrs. C. Moses (chair), E.Morgan, M.Williams, M. Wynne, G Davies and L. Hughes.
In attendance were County C. Campbell and Mrs M.Rees (clerk).
14/57 APOLOGIES
Apologies for absence were received from Cllrs. H. James and S. Collins.
14/58 DECLARATIONS OF INTEREST
There were no declarations of interest.
14/59 MINUTES
It was proposed by Cllr. M Williams and seconded by Cllr. M. Wynne that the minutes of the meeting held on Tuesday, 18th November 2014 be accepted as a correct record of proceedings.
14/60 MATTERS ARISING
Min 14/50 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK
Cllr. C. Campbell confirmed that he had been in conversation with Mr Robinson Redman in respect of the above. Mr Robinson Redman had confirmed that all stables had been removed from the field and there now only remained one shelter which he regarded as a mobile shelter. There is shortly to be a court case in order to resolve such matters as change of use from agriculture to equine. To review at the next meeting.
Min 14/51 (2) A40 DRYSLWYN SQUARE, DRYSLWYN
No further information was available since the letter received from Edwina Hart, Welsh Government on 24th October 2014. The clerk was requested to write and enquire if an update was available regarding the safety study and funding recommendations.
Min 14/50 (3) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN
No information to report. To review at the next meeting.
Min 14/50 (4) ROAD CONDITION NEAR GLANDDU, BROAD OAK
Councillors agreed to monitor the road condition at this location over the winter months and report if the situation was to deteriorate.
Min 14/50 (5) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK
Members had studied planning applications E / 31322 and E / 31323 on line and a decision was made to object to the proposals. Rosie Carmichael, CCC Rural Conservation Manager advised that two Hedgerow Replacement Notices had been served to the landowner and that the work was due to be completed by February 2015. Ms Carmichael was visiting the site on 20th January 2015. To review at the next meeting.
Min 14/50 (6) RIVER LASH, DRYSLWYN SQUARE, DRYSLWYN
Edwina Hart, Welsh Government advised that on inspection, the small amount of silting at the culvert was not significant enough to cause flooding. However, the site would continue to be monitored.
Min 14/50 (8) ROAD CONDITION NEAR SUNNY BANK, LLANGATHEN
The clerk had received an e-mail from Ms Thomas apologising for the delay in arranging a site visit regarding the positioning of signs near the above location. The clerk to follow up.
14/61 CORRESPONDENCE

8. Dyfed Powys Police and Crime Commissioner – Press Release in relation to CCTV. This matter was discussed and members were advised that should they wish to comment then they could do so online.

13. CCC – Compliance with the Members Code of Conduct. The matter regarding declarations of interest was discussed and it was resolved to include a standing item entitled “Declarations of Interest” on agendas.

Please find attached the amended Chapters 8 and 13 of the ‘Governance and accountability for local councils in Wales – A Practitioners’ Guide (2011) – Amended December 2014. These amended chapters are extremely important and it is recommended that you study them carefully and report to your Councils on any changes you need to make to current governance and accountability arrangements. You should be aware that the audit regime for our sector is being strengthened and many of these requirements will be assessed both at the internal and external audit stage.

14/63 PLANNING APPLICATIONS
The following applications were considered by the Council and their observations noted:

Members concluded to object to the above two applications.
Sheds have a visual impact on the skyline and can be viewed from great distances.
The suitability of an unlined pond would require comment by Natural Resources Wales to ensure it was right for purpose.
The removal of hedgerows and mature trees for the construction of sheds and from surrounding farmland to require replanting.
Planning Application E/ENF/06870 – Jeroma, Capel Isaac, Llandeilo. Mr Kevin Jones, CCC., Planning Enforcement/Monitoring Officer advised that the landowner has appealed against an enforcement order and therefore all action will now be held in abeyance pending the outcome of the appeal.
14/64 COUNTY COUNCILLORS REPORT
County Cllr. Cefin Cambell advised the following:
Meetings and discussions had taken place with regard to the future of Carmarthenshire County Councils Chief Executive, Mark James. A decision should be finalised within the next few weeks.
14/65 PRECEPT REQUIREMENT 2015 / 2016
The precept requirement for 2015 / 2016 was requested by Carmarthenshire County Council. Details of “Footway Lighting” charges for the financial year had been received and also details of Section 137 Expenditure Limit for 2015/16 – this being £7.36 per elector. Copies of estimated expenditure had been prepared by the clerk for the coming financial year, and circulated amongst members for discussion.
After discussing the financial situation, it was resolved that the precept requirement for 2015/16 be £7,000. This figure being the same as that of the previous financial year. The clerk, as the Responsible Financial Officer and Chair duly signed the form which is to be forwarded to Resources Department, CCC.
14/66 ANY OTHER BUSINESS
1. A discussion ensued regarding the lack of a children’s play area within the parish. A suitable site, the cost and commitment of the upkeep was considered. Members chose to contemplate the matter.
2. Sgwar Milton to Pontymeillion, near Sarnagol. It was reported that the gutters were extremely deep and therefore posed a danger to motorist should they inadvertently drive too close to the edge of the road. The clerk was asked to report this to Stuart Quick of CCC and confirm to him that this had already been raised on previous occasions.
3. The clerk had received documentation from Society of Local Council Clerks regarding National Sarlary Award, National Agreement on Salaries and Conditions of Service together with a model contract of employment. As the documentation was quite extensive, the clerk will advise members at a later date.
