A letter had been received from JCR Planning Ltd regarding the planning application numbered above for a Free Range Poultry Unit, Land at Glanmyddyfi, Pentrefelin.
Also, a plan showing the proposed layout of the junction entering/exiting the A40.
County Cllr. Cefin Campbell would be meeting the planning officers regarding this application and asked for the views of Community Councillors on the matter. Whilst it was stated that the existing junction was unsuitable for the vehicles which would frequent the highway of the proposed development, the amendments did not go far enough in ensuring safety measures. It was felt that more land should be made available to ensure a better splay and to enable vehicles to pass alongside each other freely once they turned in off the A40.
Cllr. Campbell to convey these opinions to the planning officers.

Plaid-led Carmarthenshire County Council has played a key part in ensuring one of the biggest investments ever in Wales – the Swansea Bay City Deal, which covers almost all of south-west Wales. £1.3 billion will be invested over 15 years. Of that, £241m comes from Welsh and UK governments, £360m from other public sector funding and £673m from the private sector. It will deliver up to 10,000 new jobs for the region.
There are three specific projects for Carmarthenshire:
• £200m for the Wellness Village and Life Science Village at Delta Lakes, Llanelli aims to create 1,850 high quality jobs and boost the economy by £467 million. Led by the council in partnership between Hywel Dda and Abertawe Bro Morgannwg Health Boards and Swansea University, it will include laboratory and clinic space and an incubation facility for business start-up, research and development; a new state-of-the-art sports and leisure centre, a wellbeing centre, a wellness hotel and an assisted living village all interlinked and set within a ‘green’ eco-park.
• £24m for Yr Egin involves the construction of a creative and digital hub and the development of a creative industry sector cluster at Carmarthen. It will create around 200 jobs and help the local economy, along with
boosting the Welsh language when S4C moves its HQ to the building.
• £30m for a skills and talent initiative to educate and train specific sector skills to meet the demand of the City Deal themes of Digital, Life Science and Wellbeing, Energy and Smart Manufacturing.
Region-wide projects include:
• £55m for expansion of broadband and 4G – and possible 5G.
* £23m for small businesses to take advantage of digital manufacturing.
Cllr. Campbell confirmed that he will be standing as a County Councillor candidate at the forthcoming election on 4th May 2017.

Unwaith eto, teimlwyd bod angen gofyn i Lywodraeth Cymru am gopi o’r cynllun arfaethedig ar gyfer yr ardal hon, fel y nodwyd yn y neges e-bost ddyddiedig 25 Hydref 2016, i’w hanfon at yr aelodau.
Members are eager for a site meeting with officials and agencies in order to discuss the required safety measures much needed at the Dryslwyn Square section of the A40. Cllr. Cefin Campbell requested that the clerk submit an e-mail to him requesting such a meeting which he will then follow up with officers at CCC. Also, the clerk to scan and forward correspondence on this matter to Cllr. Campbell.
The clerk was requested to advise SWTRA that some of the Cats Eyes were not effective and that markings were faded.
It was deemed necessary, once again, to request from Welsh Government a copy of the design planned for this area, as stated in their e-mail dated 25th October 2016, to be forwarded to members.
Ni chafwyd unrhyw wybodaeth gan Rosie Carmichael, Cyngor Sir Gâr. I’w adolygu yn y cyfarfod nesaf.
No information had been made available from Rosie Carmichael, CCC. To be reviewed next meeting.
Y Clerc i drefnu bod Hysbysfwrdd Pren maint 6 x A4 ar i fyny yn cael ei archebu, ynghyd â phâr o byst. Greenbarnes Ltd oedd y cwmni a ddewiswyd i ddarparu’r Hysbysfwrdd
The clerk to arrange for ordering a Man-made Timber Notice Board of a size 6 x A4 portrait together with a pair of posts. Greenbarnes Ltd was the chosen company for supplying the Notice Board.
Ni chafwyd unrhyw wybodaeth. I’w adolygu yn y cyfarfod nesaf.
No further information available. To review at the next meeting.
Byddai’r Cyng. C. Campbell yn trefnu bod gwybodaeth am grantiau ar gael yn y cyfarfod nesaf.
Cllr. C. Campbell would arrange for grant information to be made available at the next meeting.
Roedd Mr David Morris wedi llofnodi a dychwelyd y Llythyr Ymgysylltu. Y Clerc i’w gadw ar ffeil.
Mr David Morris had signed and returned the Letter of Engagement. The clerk to keep on file
Roedd y bont wedi’i glanhau a’r gwaith wedi’i gwblhau.
The bridge has been cleaned and work completed.
Roedd Llywodraeth Cymru wedi cadarnhau y byddai’r gwaith o ddarparu arwyddion ar gyfer y groesfan i wartheg yn dechrau yn y flwyddyn newydd.
Welsh Government had confirmed that the delivery of signage for cattle crossing is planned to begin in the new year.
Dywedwyd bod y berth ar un ochr o’r ffordd wedi cael ei thorri’n ôl, a bod systemau ar waith er mwyn cwblhau’r ochr arall.
It was reported that the hedge on one side of the road had been cut back and that systems were in place for the other side to completed.
Cytunwyd yn unfrydol y dylai rhai o gyfarfodydd y Cyngor Cymuned gael eu cynnal yn Neuadd Llangathen. Byddai’r clerc yn trefnu hyn.
It was unanimously agreed that some of the Community Council meetings should be held in Llangathen Hall. The clerk to arrange.
Ni chafwyd unrhyw ohebiaeth o bwys am y goeden.
No official notification had been received regarding the tree.
Gan nad oedd ateb wedi dod i law gan yr unigolyn sy’n byw ym Mrynhyfryd, byddai’r Clerc yn ysgrifennu eto gyda gwybodaeth fwy manwl am y car.
As no reply had been received from the resident of Brynhyfryd, the clerk to write again with more detailed information regarding the car.
Roedd y tirfeddiannwr wedi bod yn ddigon caredig i ymateb, gan roi adroddiad manwl ar hanes yr adeilad. Mae’r mater bellach yn nwylo ei asiant tir a’i gyfreithiwr. Dywedodd y byddai’r Cyngor Cymuned yn cael gwybod am unrhyw ddatblygiadau.
The landowner had kindly replied giving a detailed report on the history of the building. The matter is now in the hands of his land agent and solicitor. He advised that the community council will be kept informed.
Cafodd yr eitemau canlynol o ohebiaeth eu cyflwyno i’r cyngor a’u trafod/nodi, fel sy’n briodol:

Roedd Dr. Rhys Phillips wedi anfon ymlaen adroddiad gan LvW Highways ynghylch y cais hwn. Roedd yr adroddiad wedi cael ei anfon ymlaen at yr holl Gynghorwyr i’w sylw.
Cadarnhaodd y Cyng. C. Campbell ei fod yn dal i aros am yr adroddiad llawn gan Cyfoeth Naturiol Cymru a fyddai’n ei gynorthwyo i wneud ei benderfyniad ar y mater, gan gynnwys yr effaith ar yr amgylchedd a rheoli dwr tail.
Planning Application E / 34266 – Proposed Free Range Poultry Unit, Glanmyddyfi, Pentrefelin, Llandeilo.
Dr. Rhys Phillips had forwarded a report from LvW Highways regarding this application. The report had been forwarded to all Councillors for their attention.
County Cllr. C. Campbell confirmed that he was still awaiting the full report from National Resources Wales which would assist him in making his decision on the matter, including the effect on the environment and effluent management.
Dywedodd y Cyng. Campbell y byddai’r gyllideb yn cael ei chadarnhau cyn hir. Roedd disgwyl i’r costau fod yn niwtral o ganlyniad i gyllid a gafwyd gan Lywodraeth Cymru.
Ffordd osgoi Llandeilo. Yn dilyn lobio mewn cyfarfodydd gan y Cyng. Edward Thomas, Llandeilo, ei hun, ac Adam Price AC, roedd disgwyl erbyn hyn i’r gwaith ar y ffordd osgoi ddechrau erbyn 2019. Cadarnhawyd hyn gan Ken Skates AC, Ysgrifennydd y Cabinet dros yr Economi a’r Seilwaith, gyda chyllideb o £90 miliwn. Nid oedd penderfyniad wedi cael ei wneud ynghylch y llwybrau eto.
Roedd Llwybr Beiciau Caerfyrddin yn dod yn ei flaen, ac roedd y gwaith yn mynd rhagddo rhwng Abergwili a Nantgaredig, ac, er efallai y byddai ychydig o oedi ar adran Nantgaredig, roedd yn edrych yn debygol y byddai gwaith yn dechrau cyn hir yng Ngelli Aur.
Eglurodd y Cyng. Campbell ei farn ef a’r Cyng. Alun Lenny am y mater ynglyn â Jackie Thompson (blogiwr), a fu yn y wasg leol yn ddiweddar.
Cllr. Campbell advised that the budget would be decided on soon. Costs are anticipated to be neutral due to funds having been received from Welsh Government.
Llandeilo by-pass. Following the lobbying at meetings by himself, Cllr. Edward Thomas, Llandeilo and Adam Price AM, the by-pass is now forecasted to commence by 2019. This had been confirmed by Ken Skates AM, Cabinet Secretary for Economy and Infrastructure, with a budget of £90 million. Routes were as yet to be decided on.
The Carmarthen Cycle Track was moving along positively with work well underway between Abergwili and Nantgaredig and although there may be a slight delay at the Nantgaredig section, it looks likely that work will soon commence at Gelli Aur.
Cllr. Campbell explained his and Cllr. Alun Lenny’s views on the Jackie Thompson (blogger) matter which had recently been reported in the local press.
Gofynnwyd am ofyniad praesept 2017/2018 gan Gyngor Sir Gâr.
Nid oedd manylion costau “Goleuadau Troetffyrdd” ar gael, ond ar gyfer y flwyddyn flaenorol, y gost oedd £1668.98 (£1390.82 + £278.16 TAW).
Manylion am Derfyn Gwariant Adran 137 ar gyfer 2017/18 – sef £7.57 yr etholwr. Roedd 418 o etholwyr yn y plwyf.
Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor)(Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2017/18 oedd 262.41.
Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gyllideb/gwariant hyd at 16/1/17.
Ymchwiliwyd i’r holl wariant ac ystyriwyd y costau. Cytunwyd mai cynyddu’r praesept rywfaint fyddai’r ffordd orau ymlaen, yn ogystal â defnyddio arian wrth gefn a oedd eisoes ar gael pe byddai angen.
Cytunwyd y dylid cynyddu’r gofyniad praesept ar gyfer 2017/18 i £7,200.
Yn unol â hynny, llofnodwyd y ffurflen gan y Clerc, fel y Swyddog Ariannol Cyfrifol, a’r Cadeirydd. Byddai’r ffurflen yn cael ei hanfon ymlaen i Adran Adnoddau Cyngor Sir Gâr.
The precept requirement for 2017 / 2018 was requested by Carmarthenshire County Council.
Details of “Footway Lighting” charges for the financial year were unavailable but for the previous year were £1668.98 (£1390.82 + £278.16 VAT).
Details of Section 137 Expenditure Limit for 2017/18 – this being £7.57 per elector. There being 418 electors within the parish.
The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2017/18 being 262.41
Actual Income and Expenditure for the previous year was examined as was the budget / expenditure to 16/1/17.
All areas of expenditure were explored and costs considered. It was agreed that a modest increase of the precept would be best practise and to use reserves already available should it be necessary.
It was resolved that the precept requirement for 2017/18 should be increased to £7,200.
The clerk, as the Responsible Financial Officer and Chair duly signed the form which is to be forwarded to Resources Department, CCC.
1. Cafwyd trafodaeth am gyflwr y priffyrdd, yn enwedig mewn ardaloedd amaethyddol, yn ystod misoedd y gaeaf ac yn ystod tywydd garw.
A discussion took place regarding the condition of highways, particularly in farming areas, and during winter months and inclement weather conditions.
2. Codwyd pryderon am ddyfodol Plasty Gelli Aur.
Concerns were raised as to the future of Golden Grove Mansion.
3. Roedd car wedi gyrru oddi ar y ffordd ger Sgwâr Milton, Dryslwyn. Yn ffodus, ni chafodd y fenyw ifanc ei hanafu. Roedd hi’n garedig iawn wedi rhoi gwybod i’r Clerc bod y fainc gerllaw wedi cael ei difrodi, a’i bod wedi rhoi gwybod i’w chwmni yswiriant am hynny. Byddai’n rhoi gwybod i’r Clerc am unrhyw benderfyniadau y byddai’r cwmni yswiriant yn eu gwneud.
A car had veered off the road near Milton Square, Dryslwyn. Fortunately, the young lady was unharmed. She had very kindly informed the clerk that the nearby bench had been damaged for which she had informed her insurance company of. She will keep the clerk informed of any decisions made by the insurance company.
Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ddydd Mawrth 21 Mawrth 2017 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m.

CYNGOR CYMUNED LLANGATHEN / LLANGATHEN COMMUNITY COUNCIL
Cofnodion cyfarfod Cyngor Cymuned Llangathen a gynhaliwyd ddydd Mawrth, 15 Tachwedd 2016 yn yr Ystafell Ddarllen, Cwrt-henri.
Minutes of the meeting of Llangathen Community Council held on Tuesday, 15th November 2016 at The Reading Room, Court Henry.
Presennol / Present: Cyng. Cllrs M.Wynne, (cadeirydd/chair) , C. Moses, M. Williams a G. Davies. Hefyd yn presennol / In attendance Mrs M.Rees (clerc / clerk) a / and Cynghorydd Sir / County Councillor C. Campbell.
Cafwyd ymddiheuriadau am absenoldeb gan / Apologies for absence were received from Cyng. / Cllrs. E. Morgan, S. Collins and H. James.
Datganwyd buddiant gan y Cyng. L. Hughes yn eitem rhif 10 ar yr agenda, sef hen adeilad yr GPO.
Cllr. L. Hughes declared an interest in agenda item 10, the old GPO building.
Roedd Swyddog Cymorth Cymunedol yr Heddlu (PCSO), Roger Anthony, yn bresennol yn y cyfarfod, a rhoddodd adroddiad ar faterion o fewn y gymuned.
Bu adroddiadau am ddwyn da byw, defaid a gwartheg. Roedd hyn yn bryder nid yn unig yn lleol, ond ledled holl ardal Heddlu Dyfed Powys.
Efallai y byddai’r Ffair Nadolig a oedd i gael ei chynnal yn Aberglasney, ynghyd ag Arddangosfa Gelf a oedd i gael ei chynnal yn Neuadd Llangathen, yn creu problemau o ran parcio, hyd yn oed gyda’r ddarpariaeth parcio a theithio. Felly, byddai’r parcio’n cael ei blismona a byddai conau’n cael eu trefnu i atal parcio anghydweithredol.
Trafodwyd cyflymder y traffig ar yr A40 ger Sgwâr Dryslwyn. Cytunodd PCSO Anthony fod hyn yn bryder, ond roedd y cyfyngiad cyflymder yn y lleoliad hwn yn 60 mya ac, er bod hyn yn cael ei ystyried yn rhy gyflym ar gyfer y fan hon, roedd yn anodd cymryd unrhyw gamau.
Fodd bynnag, cytunwyd y byddai trefniadau i gynnal cyfarfod safle yn fuddiol. Byddai’r cyfarfod hwn yn cynnwys Rhingyll yr Uned Plismona Ffyrdd, Pennaeth Trafnidiaeth Cyngor Sir Gâr, aelodau ac unrhyw asiantaethau eraill a allai gyfrannu at ffordd ymlaen o ran cynyddu diogelwch yn y fan hon. Byddai’r Cynghorydd Sir Cefin Campbell yn cysylltu â Phennaeth Trafnidiaeth Cyngor Sir Gâr, ac yna gellid gwneud trefniadau ar gyfer cynnal cyfarfod safle.
Soniwyd am ddigwyddiad anffodus iawn yn lleol, lle bu farw dyn yn dilyn tân mewn ty.
PCSO (Police Community Support Officer) Roger Anthony attended the meeting and reported on matters within the community.
There were reports of livestock thefts, sheep and cattle. This was a concern not only locally but over the whole Dyfed/Powys force area.
The forthcoming Aberglasney Christmas Fair and an Art Exhibition to be held in Llangathen Hall may well create parking problems even with a park and ride provision. Parking will therefore be policed and cones arranged to deter uncooperative parking.
The traffic speed at the Dryslwyn Square section of the A40 was discussed. PCSO Anthony agreed that this was a concern but the speed limit at this location is 60mph, although regarded as too fast for this spot, it was difficult to take any action.
However, it was agreed that arrangements for a site meeting would be beneficial. This would include the Sergeant of the Road Policing Unit, Head of Transport CCC, members and any other agencies that may contribute to a way forward in increasing safety at this site. County Cllr. Cefin Campbell would contact the Head of Transport, CCC and arrangements could then be put into place for the site meeting.
It was reported that a very unfortunate incident occurred locally whereby a gentleman died following a house fire.
Cynigiwyd gan Cyng. M. Wynne ac eiliwyd gan Cyng. C. Moses fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 20 Medi 2016 yn cael eu derbyn fel cofnod cywir o’r trafodion.
It was proposed by Cllr. M. Wynne and seconded by Cllr. C. Moses that the minutes of the meeting held on Tuesday, 20th September 2016 be accepted as a correct record of proceedings.
Cynigiwyd gan Cyng. M. Williams ac eiliwyd gan Cyng. L. Hughes fod y cofnodion y cyfarfod arbennig a gynhaliwyd ddydd Mawrth 25 Hydref 2016 yn cael eu derbyn fel cofnod cywir o’r trafodion.
It was proposed by Cllr. M. Williams and seconded by Cllr. L. Hughes that the minutes of the extraordinary meeting held on Tuesday, 25th October 2016 be accepted as a correct record of proceedings.
Roedd y clerc wedi cael hysbysiad gan Richard Morgan bod Llywodraeth Cymru wedi nodi y byddai copi o’r dyluniad yn cael ei anfon ymlaen unwaith y byddai Cam 1-2 yr Archwiliad Diogelwch Ffyrdd wedi cael ei gwblhau.
Gofynnwyd i’r clerc wneud ymholiad ynghylch amserlen yr archwiliad, yn ogystal â dyddiad cwblhau’r archwiliad.
The clerk had received a notification from Richard Morgan of the Welsh Government stating that a copy of the design would be forwarded once the Road Safety Audit Stage 1 – 2 has been completed.
It was requested that the clerk enquire as to what the timescale for completion of the audit is and an anticipated date of completion.
Roedd Rosie Carmichael o Gyngor Sir Gâr wedi dweud ei bod yn dal i aros am ddiweddariad gan Lywodraeth Cymru, ac y byddai’n cysylltu â’r Llywodraeth unwaith eto.
Rosie Carmichael of CCC had advised that she was still awaiting an update from Welsh Government and would get in touch with them once again.
Cadarnhaodd y Cyng. C. Moses fod y lloches fws yn Broad Oak wedi cael ei glanhau. Nid oedd yn hysbys a oedd y lloches fws yn Sgwâr Dryslwyn wedi cael ei glanhau.
Cytunwyd mai hysbysfwrdd pren artiffisial, maint 6 × A4 ar i fyny (maint arddangos 420 mm × 891 mm) a fyddai’r opsiwn gorau. Hefyd, pâr o byst pren i gynnal yr Hysbysfwrdd. Fodd bynnag, cafwyd trafodaeth lle awgrymwyd y gellid defnyddio ciosg ffôn BT fel safle gwybodaeth. Byddai’r Cyng. Moses yn ymchwilio i’r mater ac yn rhoi gwybod i’r clerc a fyddai angen archebu’r Hysbysfwrdd ai peidio.
Cllr. C. Moses confirmed that the bus shelter at Broad Oak had been cleaned. It was not known if the bus shelter at Dryslwyn Square had been cleaned.
It was agreed that a Man-made Timber notice board of a size 6 x A4 portrait (display size 420mm x891mm) be the best option. Also a pair of timber posts for mounting the Notice Board. However, a discussion ensued whereby an idea to use the BT telephone kiosk as an information site. Cllr. Moses would look into the matter and advise the clerk if it would be necessary or not to order the Notice Board.
Roedd y clerc wedi cael gwybod bod aelodau’r Siop Gymunedol yn ymchwilio i brisiau
The clerk had been advised that the Community Shop members were looking into prices.
Roedd ymateb wedi dod i law gan Nicola Smith, Uwch Dechnegydd, Adran yr Amgylchedd, Is-adran y Priffyrdd a Thrafnidiaeth, Cyngor Sir Gâr. Yn anffodus, yn rhan o arbedion effeithlonrwydd Cyngor Sir Gâr, nid oedd cyllideb ar gael ar gyfer llochesau bws bellach, ac roeddent yn gwbl ddibynnol ar gyllid allanol (grantiau/cyfraniadau datblygwyr) i fynd i’r afael ag ymholiadau o’r fath. Fodd bynnag, cynhelid rhestr ar gyfer llochesau bws ac, os byddai cyfleoedd ariannu eraill yn codi yn y dyfodol, byddai cofnod wedi’i wneud o’r cais am loches fws yn Broad Oak (ar ochr y pentref – TRA40). Cytunodd y Cyng. C. Campbell i gysylltu â’r Swyddog Grantiau yng Nghyngor Sir Gâr ynglyn ag unrhyw gymorth a allai fod ar gael.
A reply from Nicola Smith, Senior Technician, Environment Department, Highways and Transport Division, CCC., had been received. Unfortunately, as part of CCC’s efficiency savings, a budget is no longer held for bus shelters and they are wholly reliant on external funding (grants/developer contributions) to address such requests. However, a list is held for bus shelters and in the event of alternative funding opportunities becoming available in the future, a record has been made of the request for a bus shelter at Broad Oak (on the village side – TRA40) . Cllr. C. Campbell agreed to contact the Grant Officer at CCC for any assistance that may be available.
Roedd y clerc wedi siarad â Mr David Morris, ac roedd yn cytuno â’r gofyniad newydd a nodwyd gan yr Archwilydd Allanol. Bellach, roedd angen i’r clerc bersonoli’r Llythyr Ymgysylltu enghreifftiol, a’i anfon ymlaen at Mr Morris i’w lofnodi.
The clerk had spoken to Mr David Morris and he was in agreement to the new requirements set out by the new External Auditor. The clerk now needs to personalise the sample Letter of Engagement and forward to Mr Morris for signing.
Y clerc i gysylltu â’r Cyng E. Morgan, a gofyn i gamau dilynol gael eu cymryd o ran glanhau’r bont.
The clerk to contact Cllr. E. Morgan and request that the matter of cleaning the bridge be followed up.
Cadarnhaodd y Cyng. C. Moses fod y broblem yn ymwneud â dodrefn a baw cwn wedi cael ei datrys.
Cllr. C. Moses confirmed that the issues regarding furniture and dog mess had been dealt with.
Roedd y clerc wedi cael ateb gan John McEvoy, Cyngor Sir Gâr. Yn anffodus, dim ond arwyddion a oedd wedi’u cynnwys yn nogfen yr Adran Drafnidiaeth “Traffic Signs, Regulations and General Directions” yr oedd Cyngor Sir Gâr yn gallu eu gosod. Felly, gan nad oedd arwydd rhybudd ar gyfer mynedfa gudd yn y ddogfen reoliadol, ni ellid cydsynio â’r cais.
The clerk had received a reply from John McEvoy, CCC. Unfortunately, CCC are only able to put up signs that are included in the Department for Transports document “Traffic Signs, Regulations and General Directions”. Therefore, as there is no warning sign for concealed entrances in the regulatory document the request cannot be consented.
Roedd Asiantaeth Cefnffyrdd De Cymru (SWTRA) wedi cynghori bod Llywodraeth Cymru wedi cael gwybod am y cais am arwyddion gwartheg yn croesi ar yr A40. Roedd Llywodraeth Cymru wedi dweud wrth y clerc bod trefniadau ar waith i Asiant fonitro’r sefyllfa. Gofynnwyd i’r clerc gynghori Llywodraeth Cymru i gysylltu â’r Cyng. Hughes er mwyn bod yn ymwybodol o amserau croesi’r gwartheg, a pha mor aml roedd hynny’n digwydd.
The South Wales Road Agent (SWTRA) had advised that Welsh Government had been informed of the request for cattle crossing signs on the A40. Welsh Government had informed the clerk that arrangements were in place for an Agent to monitor the situation. The clerks was requested to advise WG to contact Cllr. Hughes in order to be aware of times and frequency of cattle crossing.
Ni chafwyd unrhyw ymateb/nid oedd unrhyw gamau gweithredu wedi cael eu cymryd mewn perthynas â’r berth a oedd wedi tyfu’n wyllt. Y clerc i atgoffa Cyngor Sir Gâr am y mater.
No reply/action had been taken regarding the overgrown hedge. The clerk to remind CCC regarding the matter.

Ymddiheurodd y Cyng. Cefin Campbell am beidio â bod yn bresennol yn y cyfarfodydd mwyaf diweddar, gan fod hyn o ganlyniad i ymrwymiadau gwaith.
Ailbwysleisiodd y Cyng. Campbell fwriad Cyngor Sir Gâr i sicrhau bod 1000 o gartrefi fforddiadwy ar gael dros y 5 mlynedd nesaf.
Bwriedid adeiladu 400 o gartrefi newydd, prynu o’r sector preifat, a chysylltu â pherchenogion tai gwag i gynnig prynu i ddiben rhentu.
Roedd y Cyng. Edward Thomas o Gyngor Tref Llandeilo wedi bod yn tynnu sylw at y lefelau uwch nag arfer o nitrogen deuocsid yn nhref Llandeilo, ac yn pwysleisio’r angen dirfawr am ffordd osgoi ar gyfer Llandeilo. Dywedwyd bod Adam Price, AC ar gyfer Dwyrain Caerfyrddin a Dinefwr, bellach yn cychwyn proses o flaenoriaethu’r ffordd osgoi arfaethedig.
Dywedodd y Cyng. Campbell wrth yr aelodau nad oedd eto wedi gwneud penderfyniad ynghylch cais cynllunio E/34266 – Uned Cywion Ieir Buarth i 32,000 o adar ym Mhentrefelin. Byddai’n gwneud penderfyniad pan fyddai’r holl adroddiadau ar gael – nid oedd adroddiad Cyfoeth Naturiol Cymru ar gael ar y pryd. Byddai’n ystyried y llwybrau traffig/mynediad/gadael o’r safle arfaethedig, a materion amgylcheddol, yn cynnwys effaith tail. Gan nad oedd ar bwyllgor cynllunio Cyngor Sir Gâr, ni fyddai’n cael cyfle i bleidleisio ar y mater, ond efallai y byddai’n cael cais i roi ei farn/adroddiad.
Roedd y clerc i anfon ymlaen at y Cyng. Campbell gopi o lythyr Cyngor Cymuned Llangathen a anfonwyd at Ceri Davies, Cyngor Sir Gâr.
Cllr. Cefin Campbell apologised for not being present at the most recent meetings as this was due to work commitments.
Cllr. Campbell re-iterated CCC’s intention to make available 1000 affordable homes over the next 5 years.
It is planned to build 400 new homes, buy from the private sector and approach owners of empty houses to offer purchase for rental purposes.
Cllr. Edwards Thomas of Llandeilo Town Council has been drawing attention to the higher that average nitrogen dioxide levels in Llandeilo town and emphasising the dire needs for a Llandeilo by-pass. It was reported that Adam Price AM for Carmarthen East and Dinefwr is now initiating a prioritisation of the proposed by-pass.
Cllr. Campbell made it know to members that he had not yet made a decision regarding the planning application E/34266 – 32,000 Bird Free Range Chicken Unit at Pentrefelin. He will do so once all reports have been made available – Natural Resource Wales report was not yet available. He will consider the traffic/access/exit routes from the proposed site, environmental issues including the effect of manure. As he is not on the planning committee of CCC, he will not have an opportunity to vote on the matter but my be asked to give an opinion/report.
The clerk is to forward a copy of the Llangathen Community Council letter that was sent to Ceri Davies, CCC., to Cllr. Campbell.
1. Awgrymwyd y byddai’r Cyngor Cymuned yn dymuno cynnal rhai o’i gyfarfodydd yn Neuadd Llangathen, ‘nawr ei bod wedi cael ei hadnewyddu.
It had been suggested that the community council may now wish to hold some of its meetings at Llangathen Hall now that it has been refurbished.
2. . Cafwyd adroddiad efallai bod angen cwympo pinwydden ar faes y pentref yn Broad Oak. Byddai preswylydd lleol yn ysgrifennu at y Cyngor Cymuned â’r cais hwn.
It had been reported that a fir tree on the Broad Oak village green may need felling. A local resident will write in with this request.
3. Cafwyd adroddiad bod car a oedd wedi’i barcio ar y briffordd yng nghyffiniau Brynhyfryd, Dryslwyn, wedi bod yno am gryn amser. Y clerc i ysgrifennu at y sawl a oedd yn byw yn y ty cyfagos i ofyn a allai’r car gael ei symud.
It was reported that a car parked on the highway in the vicinity of Brynhyfryd, Dryslwyn, has been there for some time. The clerk to write to the resident of the nearby property and enquire if the car may be moved.
4. Cafwyd sylwadau am hen adeilad y Swyddfa Bost Gyffredinol ar yr A40 gyferbyn â Caeaunewydd. Roedd yr adeilad wedi’i orchuddio ag iorwg, ac roedd golwg anniben arno. Y clerc i ysgrifennu at berchennog y tir i ofyn a fyddai’n ystyried dymchwel yr adeilad.
Comments had been made regarding the old GPO building sited along the A40 opposite Caeaunewydd. The building is covered in ivy and is of an unkempt appearance. The clerk to write to the land owner to ascertain if he would consider demolishing the building.
Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ddydd Mawrth 17 Ionawr 2017 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m.
It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday 17th January 2017 at the Reading Room, Court Henry at 7.30pm.
