Over the previous year, the following declarations of interest were registered:

23/03 COFNODION / MINUTES

Cynigiwyd gan Cyng. E. Rees ac eiliwyd gan Cyng. C. Moses fod cofnodion y Cyfarfod  Blynyddol a gynhaliwyd ddydd Mawrth 17 Mai 2022 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. E. Rees  and seconded by Cllr. C. Moses that the minutes of the Annual Meeting held on 17thMay 2022 be accepted as a correct record of the proceedings.

23/04  DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

           DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Roedd y clerc wedi darparu taflen gysoni banc i gynghorwyr yn nodi derbynebau a gwariant ar gyfer y flwyddyn ariannol hyd at 31/3/23. Nid oedd y cyngor yn gallu symud ymlaen gyda chymeradwyo’r cyfrifon gan nad oedd Archwilio Cymru wedi anfon y pecyn archwilio blynyddol allan. Roedd yr holl ddeunyddiau cyfrif gyda’r archwilydd mewnol a oedd yn aros am fanylion o Archwilio Cymru. 

The clerk had provided Councillors with a bank reconciliation sheet indicating receipts and expenditure for the financial year to 31/3/23.  The council were unable to move forward with the approving of the accounts as Wales Audit had not sent out the annual audit pack. All account materials were with the internal auditor who was awaiting details from Wales Audit. 

23/05 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol i wneud un newid bach. “ Cyflwyno treuliau a chyflogau’r clercod i’r cyngor ym mhob cyfarfod”. Dylai pob cofnod arall aros heb unrhyw newidiadau. Llofnododd y cadeirydd y ddogfen Asesiad Risg.

The Risk Assessment was discussed and it was unanimously agreed that one small amendment be made.  “ The clerks expenses and salary be presented to council at every meeting”.  All other entries should remain with no amendments.  The chair signed the Risk Assessment document.

23/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris.

Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n barod i barhau fel archwilydd mewnol y cyngor.

 It was resolved that the services of the internal auditor Mr D Morris be continued.  

The clerk to write to Mr Morris and ask if he would be prepared to continue as the council’s internal auditor.

23/08    PENODI CLERC/SWYDDOG ARIANNOL CYFRIFOL  /   APPOINT CLERK / RESPONSIBLE FINANCIAL OFFICER

Cytunwyd yn unfrydol i ailbenodi M. Rees yn Glerc/Swyddog Ariannol Cyfrifol

It was unanimously agreed to re-appoint M. Rees as Clerk/RFO

23/09  AMODAU GWAITH Y CLERC  /  CLERKS WORKING CONDITIONS

Roedd gwerthusiad blynyddol y clerc wedi’i gwblhau ac wedi’i gymeradwyo gan y cyngor. Llofnodwyd y ddogfen  gan y cadeirydd, yr is-gadeirydd a’r clerc.

Diolchwyd i’r clerc gan bawb am ei gwaith parhaus.

The clerks annual appraisal had been completed and was approved by council.  The document was duly signed by the chair, vice-chair and clerk.

The clerk was thanked by all for her continued work.

23/10 PENODI CADEIRYDD / APPOINTMENT OF CHAIRPERSON

Cynigiwyd gan y Cyng. Ann Davies ac eiliwyd gan y Cyng. E. Rees  bod y Cyng. C. Moses yn cael ei benodi’n Gadeirydd.  Derbyniodd Cyng. C. Moses y swydd a diolchodd i’r aelodau.

Diolchwyd yn ddiffuant i’r Cynghorydd Eiryl Rees am y gwaith diwyd yr oedd wedi’i wneud i rôl y Cadeirydd yn ystod y flwyddyn diwethaf.  Roedd y clerc yn hynod ddiolchgar am ei chefnogaeth.

It was proposed by Cllr. Ann Davies and seconded by Cllr. E. Rees that Cllr. C. Moses be appointed as Chair.  Cllr. C. Moses accepted the post and thanked members.  Councillor Eiryl Rees was thanked most sincerely for her diligent work she had brought to the role of Chair over the last year. The clerk was most thankful for her support.

23/11 PENODI IS-CADEIRYDD / APPOINTMENT OF VICE CHAIR 

Cynigiwyd gan y Cyng. Ann Davies ac eiliwyd gan y Cyng. L. Hughes  bod y Cyng. Anjuli Davies yn cael ei phenodi’n Is-Gadeirydd.  Derbyniodd Cyng. Anjuli Davies y swydd a diolchodd i’r aelodau.

It was proposed by Cllr. Ann Davies and seconded by Cllr. L. Hughes that Cllr. Anjuli Davies be appointed as Vice Chair.  Cllr. Anjuli Davies accepted the post and thanked members.

23/12 AELODAETH / MEMBERSHIP AFFILIATION

Cytunwyd yn unfrydol i barhau ag  aelodaeth o Un Llais Cymru ac hefyd SLCC (Society of Local Council Clerks) ac mai’r Cadeirydd a’r Is-gadeirydd ddylai fod y cynghorwyr enwebedig i’w cynrychioli yng nghyfarfodydd chwarterol y pwyllgor ardal. Nhw hefyd ddylai gael y cylchlythyrau, y bwletinau a’r hysbysiadau am gyfarfodydd ac ati.  

It was unanimously agreed to continue affiliation to Un Llais Cymru and SLCC (Society for Local Council Clerks) and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc.

Notice of appointment of the date for the exercise of electors’ rights

Financial year ending 31 March 2024

1.    Date of announcement 10th June 2024

2.    Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on reasonable notice. For the year ended 31 March 2024, these documents will be available on reasonable notice on application to:

between the hours of  10am  and 12noon   on Monday to Friday

commencing on 01 July 2024 

and ending on 26 July 2024

3.    From 12 September 2024, until the audit has been completed, Local Government Electors and their representatives also have:

·      the right to question the Auditor General about the accounts.

·      the right to attend before the Auditor General and make objections to the accounts or any item in them. Written notice of an objection must first be given to the Auditor General. A copy of the written notice must also be given to the council.

4.      The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit Practice.  

LLANGATHEN COMMUNITY COUNCIL

ANNUAL REPORT 2023-2024

The Community Council currently has 7 Councillors – Cled Moses (chair), Anjuli Davies (Vice Chair) Emyr Morgan, Ann Davies, E. Rees and Beryl Jones.  Owain Gruffydd was co-opted in May 2023 and after over 40 years of service, Linda Hughes resigned in November 2023. A vacancy was advertised.

Cllr Hefin Jones continues as County Councillor for Llanfihangel Aberbythych.  Mairwen Rees remains as Responsible Financial Officer and Clerk.  Council@llangathen.org.uk  David Morris, accountant,  is the Internal Auditor.

All Councillors chose to op-out of receiving the available allowance thereby ensuring that the annual precept remains unchanged.

Meetings were held face to face in the Reading Room, Court Henry.  A telephone service available to those unable to attend in person.

There were two Declarations of Interest. Cllr Ann Davies – Court Henry Short Mat Bowls Club and Cllr O Gruffydd – Trywydd.

The precept for 2024/2025 has remained at £9,000

The Footway Lighting invoice was for £1183.83 (net) and the LED invoice for the eight year loan was £573.38 (net). The loan runs to 2028/2029.

The clerk appraisal is carried out annually. The clerks salary was increased to £3322.66. The Training Plan – for Councillors and Clerk is updated when need be. Cllrs. Ann Davies, Eiryl Rees, Anjuli Davies and the clerk M. Rees have attended training sessions.

We Dig Media continue to manage the website www.llangathen.org.uk

Communication between Councillors and Clerk is via e-mail, telephone and post.

Communication between the community and Community Council is via Notice Boards, Website, face to face communication including via clubs and organisations.

The Council is complying with The Biodiversity and Resilience of Ecosystems duty.

The village green in Broad Oak is cut during the summer months with the number of cuts reduced as part of the biodiversity duty.  Cllrs and local residents volunteer to look after the flower boxes.

Wales Audit – The Council received a successful full audit 2022/2023

Annual membership is paid to One Voice Wales and Society of Local Council Clerks.

The A40 at Dryslwyn Square and Broad Oak remains a concern.

The application made to Carmarthenshire County Council to unward Llangathen Community Council was successful. There will no longer be a South Ward and a North Ward. The council will retain their membership of 8 members and this will take effect as from 2027.

Donations amounting to £1150.00 were given to good causes.

Defibrillator – the parish now has three Defibrillators, sited in Broad Oak, Dryslwyn Community Shop and Felindre.

Members will continue to monitor the Green Gen Towy Usk Project.

ANNUAL REPORT 2023-2024

The Community Council currently has 7 Councillors – Cled Moses (chair), Anjuli Davies (Vice Chair) Emyr Morgan, Ann Davies, E. Rees and Beryl Jones.  Owain Gruffydd was co-opted in May 2023 and after over 40 years of service, Linda Hughes resigned in November 2023. A vacancy was advertised.

Cllr Hefin Jones continues as County Councillor for Llanfihangel Aberbythych.  Mairwen Rees remains as Responsible Financial Officer and Clerk.  Council@llangathen.org.uk  David Morris, accountant,  is the Internal Auditor.

Nid oedd unrhyw fanylion wedi dod i law hyd hynny ar Adolygiad Ffyrdd Llywodraeth Cymru. Roedd yr aelodau’n falch o nodi bod arwyddion “Copa Dall” wedi’u gosod yn ardal Derwen-fawr ar yr A40.

To date, no details have been received on the the Welsh Government Roads Review .

Members were pleased to note that “Blind Summit” signs had been placed in the Broad Oak area of the A40.

Members discussed the various options regarding carrying out a Community Survey. These included Survey Monkey via social media and the councils website.  Printed surveys to be located at the Community Shop, Dryslwyn and handed out to various community groups.  Face to face communication.  Members to consider questions for the survey and to further discuss at the next meeting.

GOFYNIAD PRAESEPT /  PRECEPT REQUIREMENT 2024 / 2025

Roedd Cyngor Sir Gâr wedi gwneud cais am ofyniad praesept 2024-2025.

Nid oedd manylion costau “Goleuadau Troedffordd” ar gyfer y flwyddyn ariannol uchod ar gael gan CSC. Roedd yr ad-daliad benthyciad blynyddol (prosiect goleuadau LED cymunedol) yn cyfateb i £538.63 (net) dros gyfnod o wyth mlynedd. Roedd yr anfoneb wedi dod i law.

Manylion am Derfyn Gwariant Adran 137 ar gyfer 2024-2025 – sef £10.81 yr etholwr. Roedd oddeutu 437 o etholwyr yn y plwyf.

Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen y Dreth Gyngor) (Cymru) 1995: y ffigur ar gyfer cymuned Llangathen 2024-2025 oedd £279.59 – y dreth ar gyfer eiddo Band D

Ymchwiliwyd i Incwm a Gwariant Gwirioneddol y flwyddyn flaenorol, ynghyd â’r gwariant a’r gwariant amcangyfrifedig hyd at 31/3/24.

Ymchwiliwyd i’r holl feysydd gwariant ac ystyriwyd y costau. Roedd yr aelodau wedi gweithio ar leihau swm y cronfeydd wrth gefn, a byddid yn edrych ar hyn eto yn ystod y gyllideb nesaf i sicrhau bod cronfa wrth gefn ddigonol ond nid rhy fawr yn cael ei chadw.

Cytunwyd na ddylid cynyddu’r praesept.

Penderfynwyd y byddai’r praesept gofynnol ar gyfer 2024-2025 yn £9,000.

Trefnwyd i’r ffurflen gael ei harwyddo gan y clerc, fel y Swyddog Ariannol Cyfrifol, a’r Cadeirydd, a’i bod yn cael ei hanfon ymlaen i’r Adran Adnoddau, CSC.

The precept requirement for 2024 / 2025 was requested by Carmarthenshire County Council. 

Details of “Footway Lighting” charges for the above financial year unavailable from CCC The annual loan repayment (community LED lighting project) equates to £538.63 (net) over a eight year period, the invoice had been received.

Details of Section 137 Expenditure Limit for 2024/2025 – this being £10.81 per elector. There being approximately 437 electors within the parish.  

The Local Authorities (Calculation of Council Tax Base )(Wales) Regulations 1995, the figure for the Llangathen community 2024/2025 being 279.59 – levied for a Band D property.

Actual Income and Expenditure for the previous year was examined as was expenditure and estimated expenditure to 31/3/24.

All areas of expenditure were explored and costs considered. Members had worked on reducing the amount of reserves held and this again would be looked at during the next budget to ensure that sufficient but not too great a reserve was kept.

 It was agreed that  the  precept should not be increased.

It was resolved that the precept requirement for 2024/2025 be £9,000.  

Arrangements were made for the form to be signed by the clerk, as the Responsible Financial Officer and  Chair and to be forwarded to Resources Department, CCC

Roedd y Cyng. Hefin Jones wedi delio â’r mater parcio yn Nerwen-fawr ac wedi adrodd am fwd ar ffyrdd yn ardal Llangathen. Hefyd y coed a oedd wedi cwympo yng nghyffiniau Cilsan.

Roedd ymgynghori ar y gyllideb yn profi’n fater difrifol iawn oherwydd y cynnydd yn y galw ar wasanaethau cyhoeddus. Byddai gosod y dreth gyngor yn golygu cynnydd, ond hyd hynny nid oedd y swm wedi’i phennu. Roedd Jeremy Miles, y Gweinidog Addysg, wedi cyhoeddi y byddai’r codiad cyflog i athrawon yn cael ei dalu gan y Cyngor Sir – cyfanswm o tua £3 miliwn.

Roedd cyflwr y ffyrdd yn wael iawn, gydag ardaloedd gwledig yn dioddef llawer.

Cllr. Hefin Jones had dealt with the parking issue in Broad Oak and reported mud on roads in the Llangathen area. Also the fallen trees in the Cilsane vicinity. 

Budget consultation was proving to be a very serious matter due to increased demand on public services.  The setting of the council tax would see an increase but as yet the amount  had not been decided on.  Jeremy Miles, Minister for Education announced that the teachers pay increase will be borne  by the County Council – amounting to approximately £3 million

Road conditions are in a very poor state, with rural areas suffering greatly.

1. Roedd llythyr o ymddiswyddiad wedi dod i law oddi wrth y Cyng. Linda Hughes a oedd wedi gwasanaethu’r gymuned ers dros 40 mlynedd. Gwaetha’r modd, yn dilyn derbyn yr ymddiswyddiad, gofynnwyd i’r clerc anfon llythyr o ddiolch at y Cyng. Hughes a rhoi gwybod i CSC am y swydd wag

A letter of resignation had been received from Cllr. Linda Hughes who has served the community for over 40 years. Regrettably, having accepted the resignation, the clerk was asked to forward Cllr. Hughes a letter of thanks and to inform CCC of the vacancy.

2. Roedd cynghorwyr wedi cael gwybod bod y fainc ger pont Dryslwyn mewn cyflwr gwael. Am resymau diogelwch, cytunwyd ei bod yn cael ei symud. Byddai’r Cyng. Emyr Morgan yn trefnu bod hyn yn cael ei wneud.

Councillors had been advised that the bench sited near the Dryslwyn bridge was in a bad state of repair.  For safety purposes, it was agreed to have the bench removed.  Cllr. Emyr Morgan will arrange for this to be done.

3. Nodwyd bod faniau’n parcio dros nos yn rheolaidd yn y man picnic yng Nghastell Dryslwyn. Roeddent i gael eu monitro.

It had been noted that vans were regularly parked over night at the picnic area, Dryslwyn Castle.  To be monitored.
