Cynigiwyd gan Cyng. B. Jones ac eiliwyd gan Cyng. Anjuli Davies fod cofnodion y Cyfarfod Blynyddol a gynhaliwyd ddydd Mawrth 16 Mai 2023 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. B. Jones and seconded by Cllr. Anjuli Davies that the minutes of the Annual Meeting held on 16^th May 2023 be accepted as a correct record of the proceedings.

24/04 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg. Cytunwyd yn unfrydol nad oedd angen unrhyw newidiadau. Llofnododd y cadeirydd y ddogfen Asesiad Risg.

The Risk Assessment was discussed. It was unanimously agreed that no amendment were required. The chair signed the Risk Assessment document.

24/05 DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

The accounts were presented to council. The internal auditor, Mr D Morris had inspected and audited the accounts. All queries were answered by the RFO. It was unanimously agreed to accept the statement of accounts as being correct. The RFO will arrange for the notice of public inspection rights to be displayed in the notice board and website.

24/06 DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Trafodwyd a gymeradwywyd gan y Cyngor y Datganiad Llywodraethu Blynyddol

The Annual Governance Statement was discussed and agreed by council.

24/07 COUNCIL APPROVAL AND CERTIFICATION OF ACCOUNTS 2023/2024

Cytunwyd yn unfrydol gan yr holl aelodau oedd yn bresennol i gymeradwyo’r Datganiad Cyfrifyddu a Llywodraethu Blynyddol 2023 / 2024. Llofnododd y cadeirydd a’r SAC y Ffurflen Flynyddol.

It was unanimously agreed by all members present to approve the Accounting Statement and Annual Governance 2023 / 2024. The chair and RFO duly signed the Annual Return.

24/08 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris.

Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n barod i barhau fel archwilydd mewnol y cyngor.

It was resolved that the services of the internal auditor Mr D Morris be continued.

The clerk to write to Mr Morris and ask if he would be prepared to continue as the council’s internal auditor.

24/09 PENODI CLERC/SWYDDOG ARIANNOL CYFRIFOL / APPOINT CLERK / RESPONSIBLE FINANCIAL OFFICER

Cytunwyd yn unfrydol i ailbenodi M. Rees yn Glerc/Swyddog Ariannol Cyfrifol

It was unanimously agreed to re-appoint M. Rees as Clerk/RFO

24/10 AMODAU GWAITH Y CLERC / CLERKS WORKING CONDITIONS

Roedd gwerthusiad blynyddol y clerc wedi’i gwblhau ac wedi’i gymeradwyo gan y cyngor. Llofnodwyd y ddogfen gan y cadeirydd, yr is-gadeirydd a’r clerc.

Diolchwyd i’r clerc gan bawb am ei gwaith parhaus.

The clerks annual appraisal had been completed and was approved by council. The document was duly signed by the chair, vice-chair and clerk.

The clerk was thanked by all for her continued work.

24/11 PENODI CADEIRYDD / APPOINTMENT OF CHAIRPERSON

As Clllr Anjuli Davies was the appointed Vice Chair, it was unanimously agreed to appoint her as the chairperson for 2024 / 2025. Cllr Davies accepted the position. It was agreed by all that Cllr Moses, as outgoing chair had carried out his role in an effective manner and was thanked by all for his attentive work. The clerk was grateful for his support during the year.

24/12 PENODI IS-CADEIRYDD / APPOINTMENT OF VICE CHAIR

Cynigiwyd gan y Cyng. B. Jones ac eiliwyd gan y Cyng. Ann Davies bod y Cyng. O. Gruffydd yn cael ei benodi’n Is- Gadeirydd.

It was proposed by Cllr; B. Jones and seconded by Cllr. Ann Davies that Cllr O. Gruffydd be appointed as Vice Chair. The clerk to contact Cllr. Gruffydd regarding this position.

24/12 AELODAETH / MEMBERSHIP AFFILIATION

Cytunwyd yn unfrydol i barhau ag aelodaeth o Un Llais Cymru ac hefyd SLCC (Society of Local Council Clerks) ac mai’r Cadeirydd a’r Is-gadeirydd ddylai fod y cynghorwyr enwebedig i’w cynrychioli yng nghyfarfodydd chwarterol y pwyllgor ardal. Nhw hefyd ddylai gael y cylchlythyrau, y bwletinau a’r hysbysiadau am gyfarfodydd ac ati.

It was unanimously agreed to continue affiliation to Un Llais Cymru and SLCC (Society for Local Council Clerks) and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc.

Y clerc i drafod gyda’r Cyng Hefin Jones unrhyw gynnydd yn y maes parcio ym Mryndewi a’r canllaw yn arwain at 1 Bancydderwen.

The clerk to discuss with Cllr Hefin Jones regarding any progress in the matter of the car park at Bryndewi and the handrail leading to 1 Bancydderwen.

The CCC Jetter has been to the site and attended to the problem of blocked drains.

23/71 ONE PLANET APPLICATIONS

Y clerc i drafod gyda’r Cyng Hefin Jones ynglŷn â’r posibilrwydd o gael gweminar er mwyn diweddaru’r Cynghorwyr ar reoliadau ynglŷn â cheisiadau cynllunio Un Blaned.

The clerk to discuss with Cllr Hefin Jones regarding the possibility of a webinar in order to update Councillors on regulations regarding One Planet planning applications.

23/72 COMMUNITY SURVEY

Roedd y Cyng Ann Davies wedi mynychu cwrs hyfforddi Cyflwyniad i Ymgysylltiad Cymunedol lle casglwyd gwybodaeth am ymgysylltu â’r gymuned. Penderfynwyd ail-ymweld â’r pwnc hwn os a phryd y byddai prosiect penodol yn dod i’r fei.

Cllr Ann Davies had attended a training course Introduction to Community Engagement in which information was gathered regarding community engagement. It was resolved to re-visit this topic if and when a specific project should materialize.

The bench at this location had been removed for safety reasons. Cllr E Morgan was thanked for arranging this to be done.

It was proposed by Cllr. E. Rees and seconded by Cllr. C. Moses that the minutes of the Annual Meeting held on 17^thMay 2022 be accepted as a correct record of the proceedings.

23/04 DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Roedd y clerc wedi darparu taflen gysoni banc i gynghorwyr yn nodi derbynebau a gwariant ar gyfer y flwyddyn ariannol hyd at 31/3/23. Nid oedd y cyngor yn gallu symud ymlaen gyda chymeradwyo’r cyfrifon gan nad oedd Archwilio Cymru wedi anfon y pecyn archwilio blynyddol allan. Roedd yr holl ddeunyddiau cyfrif gyda’r archwilydd mewnol a oedd yn aros am fanylion o Archwilio Cymru.

The clerk had provided Councillors with a bank reconciliation sheet indicating receipts and expenditure for the financial year to 31/3/23. The council were unable to move forward with the approving of the accounts as Wales Audit had not sent out the annual audit pack. All account materials were with the internal auditor who was awaiting details from Wales Audit.

23/05 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol i wneud un newid bach. “ Cyflwyno treuliau a chyflogau’r clercod i’r cyngor ym mhob cyfarfod”. Dylai pob cofnod arall aros heb unrhyw newidiadau. Llofnododd y cadeirydd y ddogfen Asesiad Risg.

The Risk Assessment was discussed and it was unanimously agreed that one small amendment be made. “ The clerks expenses and salary be presented to council at every meeting”. All other entries should remain with no amendments. The chair signed the Risk Assessment document.

23/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris.

Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n barod i barhau fel archwilydd mewnol y cyngor.

It was resolved that the services of the internal auditor Mr D Morris be continued.

The clerk to write to Mr Morris and ask if he would be prepared to continue as the council’s internal auditor.

23/08 PENODI CLERC/SWYDDOG ARIANNOL CYFRIFOL / APPOINT CLERK / RESPONSIBLE FINANCIAL OFFICER

It was unanimously agreed to re-appoint M. Rees as Clerk/RFO

23/09 AMODAU GWAITH Y CLERC / CLERKS WORKING CONDITIONS

Roedd gwerthusiad blynyddol y clerc wedi’i gwblhau ac wedi’i gymeradwyo gan y cyngor. Llofnodwyd y ddogfen gan y cadeirydd, yr is-gadeirydd a’r clerc.

Diolchwyd i’r clerc gan bawb am ei gwaith parhaus.

The clerks annual appraisal had been completed and was approved by council. The document was duly signed by the chair, vice-chair and clerk.

The clerk was thanked by all for her continued work.

23/10 PENODI CADEIRYDD / APPOINTMENT OF CHAIRPERSON

Cynigiwyd gan y Cyng. Ann Davies ac eiliwyd gan y Cyng. E. Rees bod y Cyng. C. Moses yn cael ei benodi’n Gadeirydd. Derbyniodd Cyng. C. Moses y swydd a diolchodd i’r aelodau.

Diolchwyd yn ddiffuant i’r Cynghorydd Eiryl Rees am y gwaith diwyd yr oedd wedi’i wneud i rôl y Cadeirydd yn ystod y flwyddyn diwethaf. Roedd y clerc yn hynod ddiolchgar am ei chefnogaeth.

It was proposed by Cllr. Ann Davies and seconded by Cllr. E. Rees that Cllr. C. Moses be appointed as Chair. Cllr. C. Moses accepted the post and thanked members. Councillor Eiryl Rees was thanked most sincerely for her diligent work she had brought to the role of Chair over the last year. The clerk was most thankful for her support.

2. Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on reasonable notice. For the year ended 31 March 2024, these documents will be available on reasonable notice on application to:

3. From 12 September 2024, until the audit has been completed, Local Government Electors and their representatives also have:

· the right to question the Auditor General about the accounts.

· the right to attend before the Auditor General and make objections to the accounts or any item in them. Written notice of an objection must first be given to the Auditor General. A copy of the written notice must also be given to the council.

LLANGATHEN COMMUNITY COUNCIL

ANNUAL REPORT 2023-2024

The Community Council currently has 7 Councillors – Cled Moses (chair), Anjuli Davies (Vice Chair) Emyr Morgan, Ann Davies, E. Rees and Beryl Jones. Owain Gruffydd was co-opted in May 2023 and after over 40 years of service, Linda Hughes resigned in November 2023. A vacancy was advertised.

Cllr Hefin Jones continues as County Councillor for Llanfihangel Aberbythych. Mairwen Rees remains as Responsible Financial Officer and Clerk. Council@llangathen.org.uk David Morris, accountant, is the Internal Auditor.

All Councillors chose to op-out of receiving the available allowance thereby ensuring that the annual precept remains unchanged.

Meetings were held face to face in the Reading Room, Court Henry. A telephone service available to those unable to attend in person.

There were two Declarations of Interest. Cllr Ann Davies – Court Henry Short Mat Bowls Club and Cllr O Gruffydd – Trywydd.

The precept for 2024/2025 has remained at £9,000

The Footway Lighting invoice was for £1183.83 (net) and the LED invoice for the eight year loan was £573.38 (net). The loan runs to 2028/2029.

The clerk appraisal is carried out annually. The clerks salary was increased to £3322.66. The Training Plan – for Councillors and Clerk is updated when need be. Cllrs. Ann Davies, Eiryl Rees, Anjuli Davies and the clerk M. Rees have attended training sessions.

We Dig Media continue to manage the website www.llangathen.org.uk

Communication between Councillors and Clerk is via e-mail, telephone and post.

Communication between the community and Community Council is via Notice Boards, Website, face to face communication including via clubs and organisations.

The Council is complying with The Biodiversity and Resilience of Ecosystems duty.

The village green in Broad Oak is cut during the summer months with the number of cuts reduced as part of the biodiversity duty. Cllrs and local residents volunteer to look after the flower boxes.

Wales Audit – The Council received a successful full audit 2022/2023

Annual membership is paid to One Voice Wales and Society of Local Council Clerks.

The A40 at Dryslwyn Square and Broad Oak remains a concern.

The application made to Carmarthenshire County Council to unward Llangathen Community Council was successful. There will no longer be a South Ward and a North Ward. The council will retain their membership of 8 members and this will take effect as from 2027.

Donations amounting to £1150.00 were given to good causes.

Defibrillator – the parish now has three Defibrillators, sited in Broad Oak, Dryslwyn Community Shop and Felindre.

Members will continue to monitor the Green Gen Towy Usk Project.
