Minutes of the meeting of Llangathen Community Council held on Tuesday, 15th September 2015 at The Reading Room, Court Henry.
Present: Cllrs. H. James (chair), E.Morgan, M. Wynne, L. Hughes and S. Collins. In attendance was Mrs M.Rees (clerk).
15/09 APOLOGIES
Apologies for absence were received from Cllrs. G. Davies, C. Moses, M. Williams and County Cllr. C. Campbell.
15/10 DECLARATIONS OF INTEREST
Cllr. L. Hughes declared an interest in the Dryslwyn Square matters following the latest car accident that damaged her property.
15/11 MINUTES
It was proposed by Cllr. M. Wynne and seconded by Cllr. H. James that the minutes of the meeting held on Tuesday, 21st July 2015 be accepted as a correct record of proceedings.
15/12 MATTERS ARISING
Min 15/04 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK
Cllr. Cefin Campbell had advised the clerk that the planning application E /31647 – Land at Cae Derwen, Broad Oak – siting of a timber field shelter, the decision of full refusal was now being appealed.
Min 15/04 (2) A40 DRYSLWYN SQUARE, DRYSLWYN
Cllr. L. Hughes declared an interest. The clerk was asked to write to Edwina Hart AM to enquire if the police report mentioned in her letter dated 21st August 2015 had been received. Also, to urge Ms Hart to arrange a site meeting with all agencies to discuss best safety measures at this location.
Also, a letter to be forwarded to Dyfed Powys Police, Carmarthen, enquiring as to whether the police report has been forwarded to Ms Hart and if so, would it be in order for the Community Council to receive a copy.
Min 15/04 (3) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK
It was decided to wait confirmation from Rosie Carmichael, CCC, regarding the re-planting of trees.
Min 15/08 DRYSLWYN PICNIC SITE, DRYSLWYN CASTLE
Await confirmation from Cllr. M. Williams regarding the condition of the picnic site.
15/13 AUDIT FOR YEAR ENDED 31st MARCH 2015
BDO, having completed the annual audit, confirmed that there were no matters arising. The return was therefore presented to council for approval and acceptance. It was proposed by Cllr. H. James and seconded by Cllr. L Hughes that the annual return to approved and accepted. The clerk would arrange for the notice of conclusion of audit to be displayed.

15/17 COUNTY COUNCILLORS REPORT
Although Cllr. Campbell was unable to attend the meeting, he had contacted the clerk to inform of the following:
BT Super Broadband Service. It as anticipated that 96% Carmarthenshire would receive this service by 2016.
15/18 ANY OTHER BUSINESS
1. It had been brought to the councils attention that the road surface near Dryslwyn Community Shop appeared to be sinking. Cllr. E. Morgan, volunteered to inspect and report at the next meeting.
2. It had been noted that a new static caravan had been sited at the property known as Ysgwyn Fach, Capel Isaac. Kevin Jones, Enforcement Officer, CCC, had confirmed that the caravan was to replace a historic one. The old caravan is to be sold and removed. Kevin Jones is to visit the site in 28 days.
3. The clerk had received an e-mail from Mr Pain in Australia. He is researching his ancestors. It was resolved to direct Mr Pain to the Records Office, CCC and also Dyfed Family History Society. The clerk to reply.

It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday, 17th November 2015 at the Reading Room, Court Henry at 7.30pm.
