Minutes of the meeting of Llangathen Community Council held on Tuesday, 17th March 2015 at The Reading Room, Court Henry.

Present: Cllrs. C. Moses (chair),  E. Morgan,  M. Wynne, H. James, S. Collins and L. Hughes.

In attendance were County C. Campbell and  Mrs M. Rees (clerk).

14/67  APOLOGIES

Apologies for absence were received from Cllrs. G. Davies and M. Williams.

14/68  DECLARATIONS OF INTEREST

Declarations of interest were received from Cllrs. L. Hughes and S. Collins as governors of Ysgol Cwrt Henri and Cllr. C. Moses as his wife is a committee member of the Llangathen Village Hall.

14/69 MINUTES

It was proposed by Cllr. C. Moses and seconded by Cllr. L. Hughes that the minutes of the meeting held on Tuesday, 20th  January 2015 be accepted as a correct record of proceedings.

14/70 MATTERS ARISING

Min 14/50 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

A planning application E / 31647 had been received for a timber field shelter for agricultural purposes.

Min 14/50 (2) DRYSLWYN SQUARE, DRYSLWYN

Correspondence had been received in February from Edwina Hart, Welsh Government, regarding safety issues on the A40 trunk road, near Dryslwyn Square.  Most Councillors had accessed the link http://www.traffic-wales.com/Trunkroadsafetyreview.aspx and examined the results of the road safety review.  However, the clerk was requested to write again to Ms Hart and appeal to the following:

Due to fading, existing hatch markings be re-painted red

Speed to be monitored at the Dryslwyn Square junction in unmarked cars to prevent motorists warning other motorists so that a true record of speed be recorded.

It has been noted that Emergency Services using this stretch of road now use the siren as it is felt that they perceive this area of the A40 to be dangerous and requiring other road users to be aware of their presence.

Min 14/50 (3) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

Since the last meeting, the bridge had been damaged and this had subsequently been reported to CCC.  Also, Cllr. E. Morgan had met with John McEvoy of CCC at the bridge site and the damage was inspected and recorded.  It was observed that there are already “Road Narrow” signs on the approach to the bridge but Mr McEvoy agreed to arrange for additional linings over the bridge from SLOW markings and additional SLOW markings.  This work has since been completed.

Min 14/60 ( 5) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

A lengthy e-mail had been received from Kevin Jones, Planning Enforcement / Monitoring Officer, CCC., regarding breaches of planning control and consideration given to enforcement action.  Members had been concerned regarding the different actions and decisions  taken on breaches of planning control.  Mr Jones explained that local planning authorities have discretion to take enforcement action, when they regard it as expedient to do so having regard to the development plan and any other material considerations.  The clerk was asked to reply to Mr Jones’ e-mail and thank him for his explanation.  However, it was noted that there was no evidence of the replacement of hedgerows which were planned to be completed by February 2015.  The clerk was also asked to explain to Mr Jones that it is the responsibility of Community Councillors to act on any  local information that is brought to their attention and to report any issues to CCC.  

Min 14/60 (7) ROAD CONDITIONS NEAR SUNNY BANK, LLANGATHEN

Cllrs. G. Davies and C. Moses met with Ms Ann Thomas, CCC., regarding the suggestion of providing warning signs “Unsuitable for Large Vehicles”.  Ms Thomas indicated that it might be necessary to provide a number of signs at a cost of £600 – £900 each.  Following consultation with some local residents, their opinion was that they were unaware of large lorries frequenting the small country road in question.  It was therefore felt that the report made of a large vehicle causing hedge bank damage was a one off and did not justify the cost of the signs which would need to be met by the Community Council.

14/73 PLANNING APPLICATIONS

The following applications were considered by the Council and their observations noted:

Information to be requested regarding the base of the proposed shelter.

Members did not regard a 6.2 acre field and 6-10 sheep to be a viable agricultural holding.

Planning history indicated that similar structures were refused in August 2007

It was resolved to object to this application.

14/74 COUNTY COUNCILLORS REPORT

Cllr. C. Campbell advised members that CCC Chief Executive had made an application for voluntary  redundancy but the application had been subsequently withdrawn.

Following the announcement that CCC were looking to make savings of £45 million over three years, it was requested that £30 million be withdrawn from the reserves held.  This was refused and as a result major cut backs will be necessary and the probability of an increase in Council Tax.

 14/75 FINANCIAL ASSISTANCE / DONATIONS

A list of organisations requesting financial assistance was issued to members.  After discussion, it was resolved to donate funds to the following:

14/79  MATTERS ARISING

Min 14/70 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

Correspondence had been received from Llyr Evans Planning Ltd, in response to the council’s letter to CCC Planning Department.  This was duly noted by members.  It had also been noted that the CCC website indicated that planning application E / 31647 had been refused.

Min 14/70 (2) A40 DRYSLWYN SQUARE, DRYSLWYN

A letter had been received from Edwina Hart, Welsh Government, stating that road safety work will be carried out at the above location, including signing improvements to encourage appropriate speeds.  Re-painting hatch markings will be undertaken if funding should become available.

Min 14/70 (4) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

Following correspondence received from Mr Kevin Jones and Rosie Carmichael of CCC, the clerk was requested to reply to both noting members concerns regarding the lack of remedial work following the enforcement orders that were issued to the owner of Lan Farm in 2013 and 2014.  The clerk to request clarification as to whether the removal of hedgerows would normally require planning permission and to seek confirmation that the enforcement orders will be complied with.

14/74  COUNTY COUNCILLORS REPORT

County Cllr. Cefin Cambell advised the following:

Cllr. Campbell reported that for the first time in the history of Plaid Cymru, they would be leading the Council having entered into a coalition agreement with members of the Independent party and each party having 5 seats on the cabinet.  Plaid Cymru would lead.

When asked about the annual budget, Cllr. Campbell confirmed that this had already been set for the coming year.

14/75 ANY OTHER BUSINESS

Cllr. C. Moses advised members that the committee of the Llangathen Hall were in the process of applying for grants from The Big Lottery  and Cwm Environmental.  Funding was required for windows, plumbing, kitchen, toilets and to decorate.

It was proposed by Cllr. M Williams and seconded by Cllr. M. Wynne that the minutes of the meeting held on Tuesday, 18^th November 2014 be accepted as a correct record of proceedings.

14/60  MATTERS ARISING

Min 14/50 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

Cllr. C. Campbell confirmed that he had been in conversation with Mr Robinson Redman in respect of the above.  Mr Robinson Redman had confirmed that all stables had been removed from the field and there now only remained one shelter which he regarded as a mobile shelter.  There is shortly to be a court case in order to resolve such matters as change of use from agriculture to equine.  To review at the next meeting.

Min 14/51 (2) A40 DRYSLWYN SQUARE, DRYSLWYN

No further information was available since the letter received from Edwina Hart, Welsh Government on 24^th October 2014.  The clerk was requested to write and enquire if an update was available regarding the safety study and funding recommendations.

Min 14/50 (4) ROAD CONDITION NEAR GLANDDU, BROAD OAK

Councillors agreed to monitor the road condition at this location over the winter months and report if the situation was to deteriorate.

Min 14/50 (5) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

Members had studied planning applications E / 31322 and E / 31323 on line and a decision was made to object to the proposals.  Rosie Carmichael, CCC Rural Conservation Manager advised that two Hedgerow Replacement Notices had been served to the landowner and that the work was due to be completed by February 2015.  Ms Carmichael was visiting the site on 20^th January 2015. To review at the next meeting.

Min 14/50 (6) RIVER LASH, DRYSLWYN SQUARE, DRYSLWYN

Edwina Hart, Welsh Government advised that on inspection, the small amount of silting at the culvert was not significant enough to cause flooding.  However, the site would continue to be monitored.

Min 14/50 (8) ROAD CONDITION NEAR SUNNY BANK, LLANGATHEN

The clerk had received an e-mail from Ms Thomas apologising for the delay in arranging a site visit regarding the positioning of signs near the above location.  The clerk to follow up.

Planning Application E/ENF/06870 – Jeroma, Capel Isaac, Llandeilo.  Mr Kevin Jones, CCC., Planning Enforcement/Monitoring Officer advised that the landowner has appealed against an enforcement order and therefore all action will now be held in abeyance pending the outcome of the appeal.

14/64  COUNTY COUNCILLORS REPORT

County Cllr. Cefin Cambell advised the following:

Meetings and discussions had taken place with regard to the future of  Carmarthenshire County Councils Chief Executive, Mark James.  A decision should be finalised within the next few weeks.

14/65 PRECEPT REQUIREMENT 2015 / 2016

The precept requirement for 2015 / 2016 was requested by Carmarthenshire County Council.  Details of “Footway Lighting” charges for the financial year had been received and also details of Section 137 Expenditure Limit for 2015/16 – this being £7.36 per elector. Copies of estimated expenditure had been prepared by the clerk for the coming financial year, and circulated amongst members for discussion.

After discussing the financial situation, it was resolved that the precept requirement for 2015/16 be £7,000.  This figure being the same as that of the previous financial year.  The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC.

14/66  ANY OTHER BUSINESS

1.  A discussion ensued regarding the lack of a children’s  play area within the parish.  A suitable site, the cost and commitment of the upkeep was considered.  Members chose to contemplate the matter.

2.  Sgwar Milton to Pontymeillion, near Sarnagol. It was reported that the gutters were extremely deep and therefore posed a danger to motorist should they inadvertently drive too close to the edge of the road.  The clerk was asked to report this to Stuart Quick of CCC and confirm to him that this had already been raised on previous occasions.

3.  The clerk had received documentation from Society of Local Council Clerks regarding National Sarlary Award, National Agreement on Salaries and Conditions of Service together with a model contract of employment.  As the documentation was quite extensive, the clerk will advise members at a later date.

The clerk had received notification from Edwina Hart, Welsh Government, in which she confirmed that the white junction markings had been renewed.  Also, the safety study for the A40, including the Dryslwyn Square section had been undertaken.  She would be considering the study’s draft report and any funding recommendations.  The community council would be updated.  To review next meeting.

Min 14/39 (3) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

Cllr. E. Morgan had been unable to contact Mr John McEvoy of Carmarthenshire County Council regarding signage at this location.  It is anticipated that more information will be available by the next meeting.

Min 14/39 (4) ROAD CONDITION NEAR GLANDDU, BROAD OAK

Councillors agreed to monitor the road condition at this location over the winter months.  To review at the next meeting.

Min 14/39 (5) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

The clerk had contacted K. Jones of Carmarthenshire County Council regarding the refusal of two planning applications.  Mr K. Jones advised that it would be necessary for the applicant to resubmit two applications for all identified breaches and also certificate of lawfulness applications for buildings in situ for more that four years.  Since this notification, Mr K. Jones had advised that the owner had submitted the planning applications.  Unfortunately, no application numbers were provided and members were unable to trace the documentation on the CCC website.  The clerk to contact Mr K. Jones to enquire.

The clerk had also contacted Rosie Carmichael, Rural Conservation Manager, CCC, regarding the removal of trees/hedges.  Ms Carmichael had replied stating that the owner would shortly be issued with a hedgerow replanting notice.  To review at the next meeting.

The clerk had received a telephone call from Ann Thomas of CCC.  Mr McEvoy had asked her to get in touch with regard to the exact locations of the proposed signs.  Cllrs. Moses, Williams and Morgan confirmed subject to their availability, they would be prepared to meet Ms Thomas on site to clarify the position of  bilingual signs “Unsuitable for Large Vehicles”.  The favoured locations were in the vicinity of the Old School, Llangathen and Chestnut Cottage, Cilsane.  Cllr. C. Campbell asked to be kept in touch with regard to this situation.  The clerk to arrange.

14/54 CONCERNS AND COMPLAINTS POLICY

The clerk had consulted One Voice Wales regarding the Concerns and Complaints Policy.  The policy required personalising to Llangathen Community Council, this had now been completed and was therefore presented to council for approval.  It was proposed by Cllr. H. James and seconded by Cllr. M. Williams that the policy be formally adopted.  It was also suggested that the policy along with Concern/Complaint form be available on the community website for the general public to down load if need be.  The clerk to arrange.

14/55  COUNTY COUNCILLORS REPORT

County Cllr. Cefin Cambell advised the following:

Cllr. Campbell had met with Mr T. Davies regarding the Chicken Shed application and it would appear that the Trunk Road Agency were not comfortable with the access / exit route onto the A40.  It seems that they regard the road splay as insufficient.

The chief executive of Carmarthenshire County Council, Mark James, has made a redundancy request.

Cllr. Campbell reported that there would be difficult times as the county was looking to make financial cuts of £43 million over the next three years.

The educational budget – although having been approved – was having to be reduced.

A damning  report by the WLJA made some concerning findings within the County Council:

Lack of openness / transparency during important decision making

Too few people making decisions behind closed doors

Undemocratic approach to decision making

It had been decided to form a cross party group in order to move on.

14/56  ANY OTHER BUSINESS

1.  Cllr. Hughes, although not at the meeting, had telephoned the clerk asking to put forward a request for the purchase and planting of daffodil plants within the parish.  It was unanimously agreed that this should go ahead.

2.  Cllr. C. Moses and Cllr. M. Wynne were thanked for attending and taking part in the recent Remembrance Service at Llangathen Church.

3.  A discussion took part regarding the Brechfa East Wind Farm.  Underground cables were regarded as a better option than overhead cables and Cllr. Campbell confirmed that it was CCC intention to campaign for this option.

14/39 MATTERS ARISING

Min 14/25 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

Councillors were aware that one shelter still remained at the above site but were unsure regarding the caravan.  As the matter was being with dealt with by CCC Enforcement Officer, not further action was deemed necessary at this stage. To review at the next meeting.

Min 14/25 (2) DRYSLWYN SQUARE, DRYSLWYN

The clerk had received an e-mail from Edwina Hart, Welsh Government.  It was noted that a study was currently being undertaken in order to identify collision patterns and this would conclude in September. Also, it was noted that the junction markings were fading and arrangements were being made to rectify this.  The clerk was asked to follow up the situation regarding the study.

Min 14/25 (3) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

Regarding the Council’s request for advisory signage at the above location, John McEvoy of CCC had contacted the clerk advising that due to insufficient verge width, warning signs to indicate the narrowness of the bridge can not be located. Mr McEvoy had offered to meet on site to explain the situation.  Cllr. E. Morgan offered to contact Mr McEvoy.  

Min 14/25 (4) ROAD CONDITION NEAR GLANDDU, BROAD OAK

Stuart Quick of CCC had e-mailed the clerk and confirmed that areas that require maintenance patching have been identified and are currently being assessed on a priority bases against other roads.  Councillors using this area of road volunteered to monitor the situation and report at the next meeting.

The clerk was asked to contact the CCC Planning Department and request an update on the situation regarding the two planning applications that were refused permission, E/30067 and E/30068.  Also, the clerk to contact Rosie Carmichael of CCC Habitat and Conservation Department again for an up date.

The clerk had received a letter from Edwina Hart, Welsh Government regarding the Nant Lash Culvert on A40 trunk road.  The matter was being investigated and the clerk was asked to follow up the matter.

Min 14/14 (9) ROAD CONDITION NEAR SUNNY BANK, LLANGATHEN

Cllr. G. Davies confirmed that he and Cllr. M. Williams had attended a site meeting with Mr John McEvoy of CCC.  Mr McEvoy had forwarded confirmation of the meeting together with a photograph of the proposed siting of the warning sign.  However, there appears to be some confusion as to where the signs should be sited.  The clerk was asked to contact Mr McEvoy and report at the next meeting.

The councils web site was discussed and it was noted that the minutes of meetings were being displayed monthly.  It was mentioned that it would be of interest it local photographs could be added to the site.  Cllr. G. Davies volunteered to enquire in the local shop for suitable material.

14/25 MATTERS ARISING

Min 14/14 (2) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

CCC Planning Department had advised that the caravan at the above location was currently being dealt with by an Enforcement Officer as was the remaining shelter. To review at the next meeting.

Min 14/14 (3) DRYSLWYN SQUARE, DRYSLWYN

The clerk had received a reply from the South Wales Trunk Road Agent in which Richard Jones advised that the matter had been passed onto the Welsh Government for their consideration.  

A reply from the Welsh Government stated that the roads around Dryslwyn Square were the responsibility of Carmarthenshire County Council.  It was suggested that the Community Council should get in touch with Mr Simon Charles to discuss concerns.  The clerk was asked to forward copies of letters to Mr Charles.

Min 14/14 (4) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

Regarding the Council’s request for advisory signage at the above location, no further information has been received since CCC advised that the Council’s Bridge Engineer would visit the site in order to carry out an inspection.  The clerk was asked to follow up the matter by writing to CCC.  

Min 14/14 (5) ROAD CONDITION NEAR GLANDDU, BROAD OAK

Members confirmed that no repair work had been carried out at the above section of road.  The clerk was asked to write to CCC once again.

Min 14/14 (6) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

Following the submission of three planning applications, CCC have confirmed that two have been refused and one has been granted.  No details have been received from the CCC Habitat and Conservation Department.  To review next month.

Min 14/14 (7) RIVER LASH, DRYSLWYN SQUARE, DRYSLWYN

Following the clerks letter, advising of the problems of a blocked culvert, to South Wales Trunk Road Agent, they had replied and stated that they were unable to trace the original correspondence that gave the full details of the problem.  The clerk had e-mailed a reply to them.  However, Mr Dean, of the SWTRA, had telephoned Cllr. Hughes in order to arrange a suitable time for work to commence.  To review next meeting.

Members advised that the overhanging branch has not been removed.  CCC have confirmed that a survey by the County arborist has taken place and that a dangerous tree letter has been sent to the landowner on which the tree is sited.  The clerk to follow up the matter with CCC.

Min 14/21 (2) COLLEGE CHAPEL, LLANGATHEN

CCC Planning Department had confirmed to the clerk that planning permission at this location had previously been refused and therefore an investigation by an Enforcement Officer was under way.

The problem regarding pedestrian access to the graveyard is not a planning issue and is something that should have been addressed prior to the sale of property.

14/30 – COUNTY COUNCILLORS REPORT

Councillor Cefin Campbell had apologised for not being present but a prior engagement had prevented him form attending the meeting.  He did however provide the clerk with information regarding the Welsh Local Government Association which have been commissioned by Carmarthenshire County Council to undertake an independent review of its governance arrangements.  A report should be available in September.

14/31 ANNUAL AUDIT

The clerk had received notification from BDO – external auditors – regarding outstanding points which were required before completion of the audit.  The clerk had forwarded the request to D Morris, internal auditor, for verification.  The outcome was that figures – although correct – were inserted into the wrong section on the form.  This was duly explained to Council and amended accordingly.  The RFO and Chair duly signed the form prior to returning the external auditors.

14/32  ANY OTHER BUSINESS

1.  Since the last meeting, it had been reported that the “Capel Isaac” signpost – near the Cwmcrwth junction, Broad Oak, had been knocked over following a car accident.  The clerk had reported this to CCC and the signpost has since been repaired.

14/19 COUNTY COUNCILLORS REPORT

 

County Cllr. Cefin Campbell advised that the Head of CCC had now returned to his post following an investigation by the Gloucester Constabulary who were unable to find any wrong doing as a result of the report given by the Wales Audit Office.

Cllr. Campbell reported that he had been chairing the “Gweithgor Iaith y Sir” and advised that a language policy for Carmarthenshire had been implemented.  A report was available.

 

14/20 GRAHAM NOAKES, PLANNING OFFICER, CCC

 

Graham Noakes had very kindly agreed to attend the meeting in order to address and discuss planning procedures.  He gave an overview of the process and also covered matters such as retrospective planning and enforcement procedures.  Members were appreciative to Mr Noakes for giving his time and felt that the discussions were of interest and help in understanding the planning process.

 

14/21 ANY OTHER BUSINESS

 

1.  It was reported that a number of land owners in the Capel Isaac area had received notices from CCC requesting that trees be cut back in order to clear the highway.  Tim Grant of Cefn Martin had informed Cllr. Cefin Campbell that the work requested at this location had been carried out.

2.  Concerns had been expressed regarding building work being carried out at The College Chapel, Llangathen.  It was reported that access to the cemetery was restricted by the general public who wanted to attend graves.  The clerk was asked to advise CCC Planning Department.

3.  It was reported that the road conditions – severe potholes – near the properties of Dolcoed, Cwmharad and Caeaunewydd were in need of attention.  The clerk to advise CCC.

4.  Some local residents had been making enquiries regarding the possibility of a proposed chicken farm at Glanmyddyfi, Pentrefelin.  The CCC Planning Department had confirmed that the authority had had a pre-application enquiry.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. G. Davies and seconded by Cllr. L. Hughes that it be approved by the council.

 

13/07 APPOINTMENT OF CHAIRMAN

 

Cllr. M. Williams was the appointed vice-chairman and therefore it was agreed by council that he take up the role as chairman.  As outgoing chair, Cllr. G. Davies thanked all Councillors for their support over the previous year and especially thanked County Councillor Cefin Campbell and the Clerk, Mrs M Rees.  Cllr. Davies handed over the role of chairman to Cllr. M. Williams and felt confident that he would fulfil the position in a competent manner.

Cllr. M. Williams thanked Cllr. G. Davies for his commitment over the last year and also thanked his colleagues for nominating him as chairman.

13/08 APPOINTMENT OF VICE CHAIR

 

It was proposed by Cllr. L. Hughes and seconded by Cllr. E. Morgan  that Cllr. C. Moses be appointed as vice-chairman.  Cllr. Moses accepted the post and thanked members.

 

13/09 MEMBERSHIP AFFILIATION

 

It was proposed by Cllr. G. Davies and seconded by Cllr. E. Morgan to continue affiliation to Un Llais Cymru and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc. Also, it was agreed by council that membership to CTA (Carmarthenshire Tourist Association) be continued as they were hosting the community website.

As the hedge at this junction has been cut back to the base then it was considered that no further action would be necessary.  It will be necessary for growth to be cut back during the growing season and therefore this will be monitored by members.  The clerk would advise Stuart Quick of CCC.

Cllr. C. Campbell reported that he had been in discussions with Mr A Robinson-Redmond who had confirmed that he would be dismantling and selling the stables at this location.  To review next month.

Min 13/36 (4) DRYSLWYN SQUARE – A40

Following a discussion regarding the safety of motorists at this location, the clerk was asked to write to South Wales Trunk Road Agency at Neath to request the re-instatement of red hatch markings.

 Min 13/36 (5) COMMUNITY WEBSITE

The web site www.llangathen.org.uk has now been established.  Members had looked over the site and were very please with the product.  Minutes of meetings would now be displayed on the site, also contact details of the clerk, councillors names and the name and telephone number of the County councillor.  A brief résumé on the history of Llangathen had been provided by Mr D T Davies.  This would now form part of the home page and the clerk would arrange with Menter Bro Dinefwr for a translation into Welsh.

Min 13/36 (6) BRIDGE OVER RIVER MYDDYFI, NEAR GLANMYDDYFI, PENTREFELIN

The clerk was asked to write to Mr Pilliner of CCC for an update on the situation regarding advisory road width signage at this location.

David Rice Forestry had carried out a survey on the oak trees at the above location.  He had issued a tree Health and Safety report.  An invoice was also attached.

 Min 13/36 (8) ROAD CONDITION NEAR GLANDDU, BROAD OAK

It was reported that the road condition at this location remains far from ideal.  The tarmac on the edges of both sides of the road are cracking and giving way, the ditches are very much lower that the road.  The clerk to contact Stuart Quick of CCC once again.

Min 13/36 (9) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK.

Planning Enforcement Officer for CCC., Mr Kevin Jones had advised that a Planning Contravention Notice had been served to the owner.  Evidence in the form of a Certificate of Lawfulness application will be requested and also an application for retrospective planning.  R Carmichael, Habitat and Conservation officer, CCC., has advised that an inspection of the land would take place and where trees and hedges have been removed the owner will be advised of the species of plant material required in order to reinstate the landscape.

The clerk was requested to contact South Wales Trunk Road Agency in Neath in order request that maintenance be carried out to the culvert carrying Nant Lash under the A40 Trunk Road.  It should be noted that the work will need to be carried out during the drier, summer months.

13/52 COUNTY COUNCILLORS REPORT

County Cllr. Cefin Campbell provided clarification regarding the “Review of Electoral Arrangements.”  The Communities of Llangathen, Llanfihangel Aberbythych and Llanarthney will now be combined to form a single electoral division.  The name of the electoral division will be Llanfihangel Aberbythych.

Cllr. Campbell also gave a brief report regarding the situation at Carmarthenshire County Council and the account given by the Wales Audit Office regarding two payments allegedly unlawful made to the Head of CCC.   He advised that the matter was now being investigated by the  Gloucester Constabulary. The full council meeting held on 27^th February 2014 in the Council Chamber attracted some 2,700 viewers via  webcast.

Carmarthenshire County Council are aiming to cut back on costs by up to  £30 million.

When asked what the situation was regarding the Welsh Governments plans regarding re-organisation, he advised that no definite decisions had been made.

1.  Graham Noakes, Planning Officer, CCC., had contacted the clerk following her invitation for a member of the planning department to attend a council meeting in order to clarify some planning points.  The clerk was requested to arrange for Mr Noakes to attend the next council meeting if this was convenient to him.

2.  It was reported that due to very large vehicles frequenting the road passing Sunny Bank, Llangathen, this was causing the hedge banks to collapse and creating very muddy and slippery conditions for the standard motorist.  The clerk to contact CCC for comments regarding signage at this location.

Following an application, a cheque for the sum of £500 had been received from CCC for the website development. It was resolved to liaise with Justin Lewis of Burry Port in order to proceed with the development of website to enable the Community Council to publish information and be contactable through the internet.  Also, a decision was made that  members details held on the website would be restricted to names and addresses only.

13/38 PRECEPT REQUIREMENT 2014 / 2015

The precept requirement for 2014 / 2015 was requested by Carmarthenshire County Council.  Details of “Footway Lighting” charges for the financial year had been received and also details of Section 137 Expenditure Limit for 2014/15 – this being £7.20 per elector. Copies of estimated expenditure had been prepared by the clerk for the coming financial year, and circulated amongst members for discussion.

It was resolved that the clerk should receive a salary increase of £200, taking her annual salary to £1600.

After discussing the financial situation, it was resolved that the precept requirement for 2014/15 be £7,000.  This figure being £200 less than the previous financial year.  The clerk and acting chair duly signed the form which will be forwarded to Resources Department, CCC.

13/42 COUNTY COUNCILLORS REPORT

 

County Councillor C Campbell had offered his apologies for being absent and will provide a report at the next meeting.

 

13/43 ANY OTHER BUSINESS

 

1.  Concern had been expressed regarding the poor service received from BT following the recent stormy weather.  Lines had come down during the storms and no repairs had been made in two weeks and a further delay of another week was being quoted by the BT staff.  This meant that householders – especially in the Broad Oak area – were without a telephone/broadband service.  Cllr. G. Davies volunteered to look into the matter and report at the next meeting.
