Cyn dechrau’r cyfarfod, siaradodd Mr Terry Davies a Mr Robert Evans yn fyr am gais cynllunio E/34266. Yn ystod y cyfarfod, roeddent hwy, ynghyd ag aelodau eraill o’r cyhoedd, yn arsylwi yn unig.

Prior to the commencement of the meeting, Mr Terry Davies and Mr Robert Evans spoke briefly regarding planning application E / 34266. During the meeting, they and other members of the public were observers only.

16/15 ADRODDIAD GAN SWYDDOG CYMORTH CYMUNEDOL YR HEDDLU/ REPORT BY PCSO

Nid oedd cynrychiolydd yr heddlu yn bresennol i roi adroddiad. Ystyriwyd y byddai’n syniad da i’r clerc anfon e-bost at y Swyddog Cymorth Cymunedol i’w atgoffa am y cyfarfodydd.
There was no police representative present to give a report. It was deemed a good idea for the clerk to e-mail the PCSO in future as a reminder of the meetings.

Cynigiwyd gan Cyng. E. Morgan ac eiliwyd gan Cyng. M. Wynne fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 19 Gorffennaf 2016 yn cael eu derbyn fel cofnod cywir o’r trafodion.
It was proposed by Cllr. E. Morgan and seconded by Cllr. M. Wynne that the minutes of the meeting held on Tuesday, 19th July 2016 be accepted as a correct record of proceedings.

Roedd y clerc wedi cael neges e-bost gan Richard Morgan, Pennaeth Is-adran Rheoli Rhwydweithiau a Chynllunio, Llywodraeth Cymru. Roedd yn nodi ei fod wedi cael copi o lythyr Llangathen at Heddlu Dyfed Powys. Roedd yn nodi y byddai’r cyfyngiad cyflymder a fodolai yn y lleoliad hwn yn cael ei gadw, a bod cynigion i wella’r arwyddion a’r marciau ffordd ar hyd y llwybr bellach wedi cael eu dylunio. Gofynnwyd i’r clerc gysylltu â Mr Morgan i ofyn am fanylion y dyluniad.

The clerk had received an e-mail from Richard Morgan, Head of Planning Network Management Division, Welsh Government. He stated that he had received a copy of Llangathen’s letter to Dyfed Powys Police. He noted that the existing speed limit at this location would be retained and that proposals to improve the signing and road markings along the route had now been designed. The clerk was asked to contact Mr Morgan requesting details of the design.

Roedd neges e-bost wedi dod i law gan Rosie Carmichael, Cyngor Sir Gâr. Roedd hi’n cadarnhau nad oedd rhagor o waith plannu wedi’i wneud, a bod hynny wedi’i sefydlu yn dilyn ymweliad pellach â’r lleoliad uchod. Roedd hi wedi adrodd ar y mater i Lywodraeth Cymru. Gofynnwyd i’r clerc fynd ar drywydd y mater ym mis Tachwedd.

An e-mail had been received from Rosie Carmichael, CCC. She confirmed that further to a visit at the above location it was established that no further planting had been carried out. She had reported the matter to Welsh Government. The clerk was requested to follow up the matter in November.

Roedd y Cyng. C. Moses wedi ymgynghori â’r trigolion lleol ynghylch yr Hysbysfwrdd newydd arfaethedig, ac roedd dewis wedi’i wneud o ran steil. Byddai’r clerc ‘nawr yn ymchwilio i brisiau, ac yn adrodd yn ôl yn y cyfarfod nesaf.

Cllr. C. Moses had consulted with local residents regarding the proposed new Notice Board and a choice on style had been made. The clerk would now look into pricing and report back at the next meeting.

Roedd Siop Gymunedol Dryslwyn wedi nodi y byddai trafodaethau ynghylch prynu a lleoli Diffibriliwr yn cael eu cynnal yn eu Cyfarfod Cyffredinol Blynyddol, ac y byddent yn cysylltu wedi hynny.

Dryslwyn Community Shop have advised that discussions regarding the purchase and siting of a Debfibrillator will be discussed at their AGM after which they will be in touch.

16/21 ANNUAL RETURN FOR THE YEAR ENDED 31ST MARCH 2016

Cadarnhawyd gan Grant Thornton UK LLP, ar ran Archwilydd Cyffredinol Cymru, fod yr wybodaeth yn y Ffurflen Dreth Flynyddol yn unol ag arferion priodol, ac nad oedd unrhyw faterion yn achosi pryder.
Fodd bynnag, argymhellwyd y dylid mynd i’r afael â’r materion canlynol:

Grant Thornton UK LLP, on behalf of Audit General Wales, confirmed that the information contained in the Annual Return was in accordance with proper practices with no matters giving cause for concern.
However, they did recommend that the following matters be addressed:

16/22 THE LOCAL AUTHORITIES (MODEL CODE OF CONDUCT) (WALES) (AMENDMENT) ORDER 2016

Roedd copïau o’r ddogfen uchod ar gael i bob Cynghorydd. Cynigiwyd gan y Cyng. S. Collins ac eiliwyd gan y Cyng. M. Williams fod y cod ymddygiad diwygiedig yn cael ei fabwysiadu, ac felly penderfynwyd gwneud hynny.
Copies of the above document had been made available to all Councillors. It was proposed by Cllr. S. Collins and seconded by Cllr. M. Williams and therefore resolved that the revised code of conduct be adopted.

16/23 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Roedd cais wedi dod i law ynghylch dau fynediad cudd. Caeaunewydd a Fferm Cwrt Henry, Dryslwyn. Y clerc i gysylltu â John McEvoy ynghylch y posibilrwydd o osod arwyddion er mwyn rhybuddio gyrwyr.
A request had been received regarding two concealed entrances. Caeaunewydd and Court Henry Farm, Dryslwyn. The clerk to contact John McEvoy regarding the prospect of the positioning of signs in order to warn motorists.
2. Roedd hysbysiad ynghylch gwartheg yn croesi’r A40 rhwng ffermydd Caeaunewydd a Manordulais wedi dod i sylw’r Cynghorwyr. Penderfynwyd y dylai’r clerc ysgrifennu at Asiantaeth Cefnffyrdd De Cymru ynghylch arwyddion rhybudd.
Notification of cattle crossing the A40 between the farms known as Caeaunewydd and Manordulais had been brought to the Councillors attention. It was concluded that the clerk write to SWTRA regarding warning signs.
3. Roedd glendid yr arosfannau bysiau yn Broad Oak ac yn Sgwâr Dryslwyn yn destun pryder. Cynigiodd y Cyng. E. Morgan ymchwilio i’r mater o ran eu glanhau.
The cleanliness of bus shelters at Broad Oak and Dryslwyn Square was a concern. Cllr. E. Morgan offered to look into the matter regarding cleaning.
4. Mae’r mynediad i Felindre, Dryslwyn yn dod yn rhwystr oherwydd tyfiant cloddiau. Mae’r lleoliad yn agos at Llwynonnen. Y clerc i adrodd.
The access to Felindre, Dryslwyn is becoming obstructed due to overgrown hedge. The location is near the property known as Llwynonnen. The clerk to report.

Penderfynwyd y byddai cyfarfod nesaf Cyngor Cymuned Llangathen yn cael ei gynnal ddydd Mawrth 15 Tachwedd 2016 yn yr Ystafell Ddarllen, Cwrt-henri am 7.30 p.m.
It was resolved that the next meeting of Llangathen Community Council would be held on Tuesday 15th November 2016 at the Reading Room, Court Henry at 7.30pm.

Aeth Swyddog Cymorth Cymunedol yr Heddlu, Louise Lewis, i’r cyfarfod a rhoddodd adroddiad ar faterion o fewn y gymuned.

  • Bu pryder ynghylch un o drigolion Maesywelon, Cwrt Henri.
  • Mynegodd aelodau bryderon ynghylch cyflymder traffig ar y rhan o’r A40 ger Sgwâr Dryslwyn.
  • Gwirfoddolodd Swyddog Cymorth Cymunedol yr Heddlu, Louise Lewis, i amlinellu’r pryderon i Roger Jones, Partneriaeth Lleihau Anafiadau Gan Bwyll Cymru.
  • Codwyd y mater yn ymwneud â modurwyr yn goryrru wrth ymyl Gelli Aur a Broad Oak. Credwyd mai’r myfyrwyr o goleg Gellir Aur oedd yn gyfrifol am hyn.
  • Byddai Swyddog Cymorth Cymunedol yr Heddlu Lewis yn dod i gyfarfodydd y Cyngor Cymuned yn rheolaidd.

PCSO (Police Community Support Officer) LouIse Lewis attended the meeting and reported on matters within the community.

  • There has been concern regarding a local resident living in Maesywelon, Cwrt Henri.
  • Members expressed their concerns regarding the speed of traffic at the Dryslwyn Square section of the A40.
  • PCSO Lewis volunteered to outline concerns to Roger Jones, Go Safe Wales Casualty Reduction Partnership.
  • The matter of motorists speeding in the vicinity of Gelli Aur and Broad Oak was raised.  It is believed that the students from Gelli Aur college are responsible.
  • PCSO Lewis will be attending Community Council meetings regularly.

Cynigiwyd gan Cyng. H. James ac eiliwyd gan Cyng. E. Morgan fod cofnodion y cyfarfod a gynhaliwyd ddydd Mawrth 17 Mai 2016 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. H. James  and seconded by Cllr. E. Morgan that the minutes of the meeting held on Tuesday, 17th Mai 2016 be accepted as a correct record of proceedings.

Roedd pryderon ynghylch diogelwch modurwyr yn y lleoliad hwnnw yn parhau. Ystyriwyd bod dulliau rheoli cyflymder a llinellau rhesog coch yn bwysig iawn.

Gwirfoddolodd y Cyng. Sir Cefin Campbell i gysylltu â Hazel Evans, Cyngor Sir Gâr, sef yr aelod o’r cabinet sy’n gyfrifol am ffyrdd, er mwyn gofyn iddi gysylltu â Llywodraeth Cymru ynghylch y pryderon.

16/07 -DYFARNIAD CYFLOR CENEDLAETHOL / NATIONAL SALARY AWARD 2016-2018

Rhoddwyd gwybodaeth i’r aelodau am y Dyfarniad Cyflog cenedlaethol, ynghyd â Chytundeb Cenedlaethol ar Gyflogau ac Amodau Gwasanaeth Clercod Cynghorau Lleol Cymru a Lloegr 2004.

Yn dilyn trafodaeth, cytunwyd y byddai’r clerc yn cadw cofnod o’r oriau a weithid dros y misoedd dilynol ac yn adrodd yn ôl ar y mater.

Information regarding the National Salary Award together with National Agreement on Salaries and Conditions of Service of Local Council Clerks England and Wales 2004 was made available to members.

After discussion, it was agreed that the clerk would keep a record of hours worked over the coming months and report back.  The clerk had produced the P60 for Tax Year to 5th April 2016.

Roedd y ddogfen Rheoliadau Ariannol (Cymru) wedi cael ei hanfon ymlaen at yr aelodau er mwyn iddynt graffu arni. Cynigiwyd gan Cyng. M. Wynne ac eiliwyd gan Cyng. H. James y dylai’r ddogfen gael ei mabwysiadu.

The Financial Regulations (Wales) document had been forwarded to members for scrutiny. It was proposed by Cllr. M. Wynne and seconded by Cllr. H. James that the document be adopted.

16/11 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Rhoddodd y Cyng. Sir adroddiad ynghylch y sefyllfa o ran tai yn Sir Gâr.

Disgwylid y byddai strwythur newydd yn cael ei weithredu, ac y byddai hwn yn pennu sut y mae fflatiau/tai yn cael eu rhoi i ddarpar denantiaid. Byddai dau fand, sef A a B. Maen prawf enghreifftiol ar gyfer Band A fyddai bod yn rhaid i’r unigolyn/unigolion fod wedi byw yn Sir Gâr am 5 mlynedd. O ran Band B, byddai’n rhaid iddo/iddynt gael cysylltiadau agos â Sir Gâr.  Gofynnodd X i’r aelodau am eu barn ar y cynigion.

Roedd yn bosibl y byddai diwygiadau i ffiniau Wardiau yn dod i rym yn 2020.

Roedd y mater yn ymwneud â siroedd yn uno i greu “Dyfed” bellach wedi’i dynnu oddi ar yr agenda.

Roedd Neuadd Llangathen wedi cael budd o waith atgyweirio da a chadarn, ac roedd bellach ar gael i’w defnyddio/lLogi. Y swyddog archebion oedd Ann Davies, Ty’r Ysgol, Llangathen.

Roedd llwybr bysiau’r ysgol bellach wedi cael ei ddiwygio, ac awgrymwyd y gallai ‘nawr fod angen arhosfan bws ar ochr pentref Broad Oak o’r A40.

County Cllr. Cefin Campbell gave a report regarding the housing situation in Carmarthenshire.

It is anticipated that a new structure will be implemented and this would determine how flats/houses are given out to prospective tenants.  There will be two bandings, A and B. An example criteria for Band A would be that the person(s) must have lived in Carmarthenshire for 5 years.  Band B, to have a close connections with Carmarthenshire.  Cllr. Campbell asked members for their opinion on the proposals.

It is possible that amendments to Ward boundaries may come in to force in 2020.

The matter of counties amalgamating to create “Dyfed” is now off the agenda.

Llangathen Hall has benefited from some good, sound repairs and is now available for use/hire.  The bookings officer being Ann Davies, School House, Llangathen.

The schools bus route has now been revised and it was suggested that a  bus shelter on the Broad Oak village side of the A40 may now be necessary.

3.  Dywedwyd bod deiliach a mwsogl yn gorchuddio’r bont rhwng yr Hafod a Wernddu, Capel Isaac, ac yn ei gwneud yn anodd iawn i’w gweld. Cytunodd X i roi gwybod am y mater.

4.  Roedd pryder wedi’i fynegi ynghylch dodrefn yn cael eu gadael y tu allan i un o’r fflatiau yn Broad Oak. Byddai’r clerc yn rhoi gwybod am hyn.

5.  Roedd maes y pentref yn Broad Oak wedi’i ddifetha gan faw cwn. Byddai’r clerc yn rhoi gwybod am hyn.

1.  The clerk was requested  to contact Nicola J Smith, Transport Policy & Programme Officer, CCC and Simon Charles, Transport Strategy & Infrastructure Officer, CCC, regarding a Bus Shelter in Broad Oak.

2.  Internal Auditor, David Morris.  Following new requirements set out by the new External Auditor, the clerk was asked to forward to Mr Morris the document Guidance for Internal Audit and the sample Letter of Engagement.

3.  The bridge between Hafod and Wernddu, Capel Isaac, was reported as being covered in foliage and moss creating a camouflaged appearance.  Cllr. E. Morgan agreed to report the matter.

4.  Concern had been expressed regarding furniture being left outside one of the flats in Broad Oak.  The clerk to report.

5.  The village green in Broad Oak was spoiled by dog mess.  The clerk to report.

Roedd dau aelod o’r cyhoedd wedi rhoi gwybod eu bod bron iawn â chael damwain yn y lleoliad hwn oherwydd modurwyr yn goddiweddyd.  Ailbwysleisiwyd y ffaith mai terfyn cyflymder ac arwyddion camera fyddai’r ffordd orau o wella mesurau diogelwch.  Cytunodd y Cynghorydd Sir C. Campbell i siarad â swyddogion Cyngor Sir Gâr a gofyn iddynt ysgrifennu at Lywodraeth Cymru ac Asiantaeth Cefnffyrdd De Cymru yn nodi eu pryderon.

 A discussion ensued regarding the safety at Dryslwyn Square.  Two members of the general public had made it known that they had encountered a very near accident at this location due to motorists overtaking.  It was reiterated that a speed limit and camera signage would be the best outcome to improve safety measures.  County Councillor C. Campbell agreed to speak to officers of Carmarthenshire County Council and request that they write and put forward their concerns to Welsh Government and South Wales Road Trunk Agency.

 15/57 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Darparodd y Cynghorydd Sir, Cefin Campbell, wybodaeth am brosiect y Llwybr Beicio a fydd, ar ôl ei gwblhau, yn rhedeg ar hyd yr hen reilffordd o Gaerfyrddin i Ffairfach. Mae cyllid wedi’i sicrhau ac mae’r gwaith wedi dechrau. Bydd cymal cyntaf y cynllun yn canolbwyntio ar Gaerfyrddin i Nantgaredig, wedyn Nantgaredig i Gelli Aur ac yna’n olaf Gelli Aur i Ffairfach.  Rhagwelir y bydd y prosiect wedi’i gwblhau erbyn 2018, cyhyd ag y bydd popeth yn mynd yn iawn.  Bu achosion o brynu gorfodol ar gyfer y llwybr, fodd bynnag, mae rhai ffermwyr/perchenogion tir/pysgotwyr wedi gwrthwynebu’r cynlluniau.

Mae Cyngor Sir Gâr ar fin lansio cynllun newydd cyffrous a fydd yn darparu £2 filiwn ar gyfer prosiectau i hyrwyddo cefn gwlad. Bydd gofyn i ymgeiswyr fodloni meini prawf penodol, ac un ohonynt fydd y gofyniad i brosiectau greu swyddi newydd

County Councillor Cefin Campbell provided information on the Cycle Track project which when completed will run along the disused rail track from Carmarthen to Ffairfach.  Funds have been made available and the work has commenced.  The first stage of the scheme will be from Carmarthen to Nantgaredig, followed by Nantgaredig to Golden Grove and finally Golden Grove to Ffairfach.  It is anticipated that the project will be completed by 2018 subject to all going according to plan.  There have been compulsory purchases made for the track, however, some farmers/land owners/fishermen have opposed the plans. 

An exciting new scheme is due to be launched by CCC and this will provide £2 million on projects to promote the countryside. Applicants will require to fulfil certain criteria, one of which will be that projects must create jobs.                

15/58 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Nodwyd bod y bont dros afon Myddyfi ger Glanmyddyfi bellach ar gau ar gyfer gwaith atgyweirio hanfodol. Rhagwelir y dylai’r gwaith gymryd tua phedair wythnos.

It was noted the bridge over the Myddyfi river near Glanmyddyfi is now closed for essential repairs.  It is anticipated that the work should take approximately four weeks.

2. Nodwyd bod Swyddog Cymorth Cymunedol yr Heddlu, Roger Anthony’n mynychu cyfarfodydd Cynghorau Cymuned cyfagos yn rheolaidd i roi gwybod am ddigwyddiadau/troseddau yn yr ardal. Teimlwyd y byddai’n syniad da i wahodd Swyddog Cymorth Cymunedol yr Heddlu, Roger Anthony, i gyfarfodydd Llangathen o hyn ymlaen.  Byddai’r clerc yn trefnu hyn.

 It was noted that PCSO Roger Anthony regularly attended neighbouring Community Council meetings to report on incidents/crimes in the vicinity.  It was deemed a good idea to invite PCSO Anthony to subsequent meetings of Llangathen.  The clerk to arrange.

Minutes of the Annual General Meeting of Llangathen Community Council held on Tuesday, 19th  May 2015, at the Reading Rooms, Court Henry.

Present: Cllrs: C. Moses (chair),  E. Morgan, M. Wynne, S. Collins and H. James.

In attendance were County Cllr. Cefin Campbell and M. Rees (clerk).

15/01 DECLARATIONS OF INTEREST

Over the previous year, the following declarations of interest were registered:

It was proposed by Cllr. E. Morgan and seconded by Cllr. H. James that the minutes of the 2014 Annual General Meeting be accepted as a correct record of the proceedings.

15/04 RISK ASSESSMENT

The Risk Assessment was inspected and it was decided that no amendments to the policy were necessary.

15/05 STATEMENT OF ACCOUNTS

Copies of the accounts were circulated and discussed for the year ended 31st March 2015.  These had been internally audited by Mr D. G. Morris.  It was proposed by Cllr. E. Morgan  and seconded by Cllr. M. Wynne that the statement of accounts be accepted as correct.

15/06 ANNUAL GOVERNANCE STATEMENT

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. S. Collins and seconded by Cllr. C. Moses that it be approved by the council.

15/07 APPOINTMENT OF CHAIRMAN

Cllr. H. James had held the position of vice Chairman for the year 2014 – 2015.  It was proposed by Cllr. M. Wynne and seconded by Cllr. C. Moses that he now take up the post of Chairman for the coming 2015 – 2016 year.  Cllr. James subsequently took the position of chair and thanked Cllr. Moses for his diligent work over the previous year.  Cllr. James also thanked the clerk for all that she has done.

15/08 APPOINTMENT OF VICE CHAIR

It was proposed by Cllr. E. Morgan and seconded by Cllr. S. Collins that Cllr. M. Wynne be appointed as Vice Chairman.  Cllr. M. Wynne accepted the post and thanked members.

15/09 MEMBERSHIP AFFILIATION

It was proposed by Cllr. E. Morgan and seconded by Cllr. H. James to continue affiliation to Un Llais Cymru and that the chairman and vice-chairman be the nominated councillors to represent quarterly Area Committee meetings and to receive newsletters, bulletins and meeting notifications etc

Carmarthenshire’s Town & Community Council Liaison Forum.

A request had been received for one representative to be a member of the Liaison Forum. It was agreed that the chair should be the representative.

Mae’n mynd ymlaen i gynghori bod data ynghylch anafiadau personol yn dilyn gwrthdrawiadau’n cael eu casglu gan yr holl heddluoedd yng Nghymru, ac yn cael eu cyflwyno i’w hadran yn rheolaidd.

Cafodd y lleoliad ei adolygu yn 2013 fel rhan o astudiaeth ddiogelwch ehangach, ac felly, roedd y swyddogion yn ymwybodol o’r problemau yn y lleoliad hwn.

The clerk had received a reply from Edwina Hart AM.  She advises that following the update to the Trunk Road Safety Review undertaken last summer, improvements at this location include a proposal to improve the signage and road markings.

She goes on to advise that personal injury collision data is collated by all police forces in Wales and submitted to her department regularly.

The location was reviewed in 2013 as part of a wider safety study and therefore officials were aware of the issues at this location.

Unwaith yn unig y mae angen llofnodi’r ffurflen ond, byddai’n arfer da nodi’r mater yn y cofnodion bob tro y mae’n codi mewn cyfarfod.

The clerk had discussed the matter regarding Members Interest with One Voice Wales.  A Declaration of Members Interest form will need to be completed and signed by a member when a matter in which they have an interest in occurs.  This form will then need to be displayed on the Llangathen website and filed for safe keeping.  The form need only be signed once but for the matter to be noted in the minutes each time the subject occurs in a meeting would be good practise.

15/47 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Dywedodd y Cynghorydd Sir Cefin Campbell y byddai’r Dreth Gyngor yn 3.85%.

Roedd pryder wedi’i mynegi bod 1000 o bobl ifanc yn gadael y sir bob blwyddyn, yn bennaf gan nad ydynt yn gallu fforddio prynu eu tai eu hunain. Bellach, mae’n fwriad gan y Cyngor i adeiladu/darparu 1000 o dai fforddiadwy dros y pum mlynedd nesaf – 200 y flwyddyn. Byddai hyn yn cael ei gyflawni trwy adeiladu tai newydd fforddiadwy, adnewyddu tai gwag, prynu tai o’r sector preifat, yn enwedig yn yr ardaloedd hynny lle mae’r angen mwyaf. Darparu rhagor o dai cyngor a chynnig system morgais sy’n cael ei rannu.

O ran y cynnig Hawl i Brynu, sydd ar waith ar hyn o bryd, y gobaith yw y byddai mwy o dai yn cael eu cadw at ddibenion rhent.

Yn dilyn gostyngiad o 1% yng nghyllideb Llywodraeth Cymru, mae wedi dod i’r amlwg y bydd cyllideb yr ysgolion yn aros yn niwtral dros y flwyddyn nesaf.

County Councillor Cefin Campbell advised that the Council Tax increase would be 3.85%.

Concern had been expressed that 1000 young people leave the county each year largely due to not being able to afford the purchase of their own home.  It is now the Councils intention to build/provide 1000 affordable homes over the next five years – 200/year.  This would be concluded by building new affordable homes, bringing empty houses back into use, buying homes from the private sector, especially in areas where most needed.  Supplying more council houses and offering the system of shared mortgage.

With regard to the Right to Buy offer currently in force it is hoped that more houses would be kept for rent purposes.

Following the Welsh Government budget reduction of 1%, it has emerged that the schools budget would be cash neutral over the next year.

15/49 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1. Nodwyd bod llawer o sbwriel yn cael ei daflu ar ymyl y ffordd gan  Sgwar Dryslwyn i Sgwar Miltwn a hefyd o Sgwar Dryslwyn i pentref Cwrt Henri. Y clerc i adrodd.

It was noted that much litter was being strewn on the verges from Dryslwyn Square to Milton Square and also from Dryslwyn Square to Court Henry village.  The clerk to report.

2.  Tynnwyd sylw’r cyngor at y ffaith bod tipio anghyfreithlon wedi digwydd yn y coetir gerllaw . Y clerc i adrodd.

It was brought to the councils attention that fly tipping had occurred in the woodland area near Berllan Dywyll, Llangathen. The clerk to report.

3.  Roedd y clerc wedi cael galwad ffôn gan un o drigolion Broad Oak yn holi ynghylch Gorchmynion Gwarchod Coed yn y pentref. Roedd y clerc wedi rhoi’r wybodaeth berthnasol.

The clerk had received a telephone call from a Broad Oak resident enquiring about Tree Preservation Orders (TPO) in the village.  The clerk had supplied the required information.

Roedd y clerc wedi cael neges e-bost gan y Cynghorydd Cysylltiadau Cwsmeriaid yng Nghanolfan Gwasanaethau Cyhoeddus Heddlu Dyfed-Powys. Roedd yr ohebiaeth yn mynegi pryder y gallai’r mater hwn, o bosibl, fod wedi cael ei gamgyfleu. Roedd y cynghorwyr wedi cael braw nad oedd gwybodaeth bwysig yn cael ei throsglwyddo i Edwina Hart, gan olygu, felly, nad oedd darlun eglur, cyflawn o’r sefyllfa yn cael ei roi. Oherwydd methiant amlasiantaethol i adrodd ac i drosglwyddo gwybodaeth hollbwysig i’r awdurdodau perthnasol, roedd yn ymddangos y gallai oedi yn y gwaith o weithredu mesurau diogelwch fod wedi achosi mwy o ddamweiniau yn y lleoliad, gyda rhai ohonynt, o bosibl, wedi arwain at farwolaethau.

Gofynnwyd i’r clerc gysylltu ag Edwina Hart eto, gan drosglwyddo’r neges e-bost gan y Ganolfan Gwasanaethau Cyhoeddus, a oedd yn mynegi dryswch ynglyn â pha adroddiad y gallai’r gweinidog fod yn cyfeirio ato. Gofynnwyd i’r clerc hefyd fynegi pryder nad oedd gwybodaeth bwysig, o bosibl, wedi cael ei throsglwyddo, ac i ofyn i gynllun gweithredu addas a manylion cyswllt gael eu rhannu fel y gellid sicrhau bod yr holl wybodaeth yn cael ei choladu i alluogi penderfyniadau pwysig i gael eu gwneud.

The clerk had received an e-mail from the Customer Relations Advisor, Public Service Bureau, Dyfed Powys Police. The correspondence expresses concern that there may have been miscommunication on this matter.  Councillors were alarmed that important information was not being forwarded to Edwina Hart and therefore a clear, full picture of the situation was not being portrayed.    It appears that due to a multi agency failure in reporting and passing on crucial information to the relevant authorities, a delay in the carrying out of safety measures may have caused further accidents at this location, some possibly  resulting in fatalities.

The clerk was asked to contact Edwina Hart again, passing on the e-mail from the Public Service Bureau, in which it states confusion as to what report the minister may be referring to.  Also, to express concern that important information may not have been passed on and request that a suitable action plan and contact details be shared so that it is ensured that all information is collated to enable important decisions to be made.

Roedd Cyng. E. Morgan wedi archwilio’r safle. Roedd yn ymddangos mai gwaith BT yn cloddio’r arwyneb wrth osod ceblau band llydan oedd wedi achosi’r pant. Roedd yn bosibl bod y gwarantiad dwy flynedd y mae BT yn ei gynnig bellach wedi dod i ben.  Fodd bynnag, roedd Cyng. Morgan wedi rhoi gwybod am y mater. I’w adolygu yn y cyfarfod nesaf.

Cllr. E. Morgan had inspected the site.  It appears that the depression in the road surface is due to BT having excavated the surface whilst laying Broadband lines.  It is possible that the two year warranty that BT offer may now have expired.  However, Cllr. Morgan has reported this matter.  To review at the next meeting.

Roedd y clerc wedi cael costau ynglyn â chyfieithu’r cofnodion. Roedd y rhain yn seiliedig ar £40/1000 o eiriau – 0.04c/gair. Penderfynwyd bwrw ati i ddarparu’r cofnodion yn ddwyieithog. Cynigiwyd gan y Cyng. M. Wynne ac eiliwyd gan y Cyng. H. James fod polisi’r Gymraeg yn cael ei ddiwygio yn unol â hynny.

Arwyddwyd y polisi, fel sy’n briodol, gan y Cyng. H. James i gadarnhau hyn. Gofynnwyd i’r clerc roi gwybod i Gomisiynydd y Gymraeg am y penderfyniad.

The clerk had received costings regarding the translation of the minutes.  These were based on £40 / 1000 words – 0.04p/ word.  It was decided to proceed with producing the minutes bilingually.  It was proposed by Cllr. M. Wynne and seconded my Cllr. H. James that the Welsh Language policy be amended accordingly.

Cllr. H. James, duly signed the policy to confirm this.  The clerk was requested to advise the Welsh Language Commissioner of the decision.

T. Davies of Dryslwyn in the hope that he may have some information.  Subject to Mr Williams’ approval, the information will be added to the Community website so that interested parties may help.

Rhoddodd y Cynghorydd Sir, Cefin Campbell, adroddiad ar y toriadau i’r gyllideb, a oedd yn cael eu cyfrifo ar y pryd. Yr oeddid wedi rhag-weld y byddai cyllideb Llywodraeth Cymru yn cael ei thorri 4%, ond daeth i’r amlwg y byddai’r toriad yn 1%.  Fodd bynnag, wrth gyfrifo toriadau dros gyfnod o 3 blynedd, rhagwelid y byddai hyn yn cael ei ddilyn gan doriad o 4 – 5% i’r gyllideb.

Cyflwynodd y Cyng. Campbell wybodaeth am yr asedau yn Sir Gaerfyrddin yr oeddid yn ystyried eu trosglwyddo ar y pryd. Nid oedd hyn yn rhywbeth a fyddai’n effeithio ar blwyf Llangathen, ac yn wir, ar y pryd, roedd tua hanner y parciau/caeau chwarae yn Sir Gaerfyrddin yn cael eu rhedeg gan bwyllgorau neu glybiau.

O ran y gronfa wrth gefn o £70 miliwn yn Sir Gaerfyrddin, roedd awgrym wedi’i wneud y byddai buddsoddiad cyfalaf o £20 miliwn yn gallu creu swyddi. Fodd bynnag, roedd hyn yn cael ei drafod.

Roedd y Morlyn Llanw yn Abertawe yn cael ei archwilio. Byddai cymeradwyo’r prosiect hwn yn sicrhau cyfleoedd gwaith byrdymor a hirdymor.

County Councillor Cefin Campbell reported on the budget reductions that were currently being calculated.  It was anticipated that the Welsh Government budget would be reduced by 4% but it has emerged that the reduction will be by 1%.  However, when calculating cuts over a 3 year period, then a 4 – 5% anticipated budget cut would be followed.

Cllr. Campbell advised on the asset transfers that were now being considered in Carmarthenshire.  This is not something that effects Llangathen parish and indeed approximately half of the parks/playing fields in Carmarthenshire are currently being run by committees or clubs.

It is possible that counties will merge and we will see the return of Dyfed

With regard to the £70 million reserve in Carmarthenshire, is has been suggested that a capital investment of £20 million  could create jobs.  However, this is being debated.

The Tidal Lagoon in Swansea is being examined.  The approval of this project would provide short term and long term job opportunities.

Roedd manylion am gostau “Goleuadau Troetffyrdd” ar gyfer y flwyddyn ariannol wedi dod i law, sef £1668.98 (£1390.82 + £278.16 TAW), a hefyd fanylion am Derfyn Gwariant Adran 137 ar gyfer 2016/17 – sef £7.42 yr etholwr. Roedd 407 o etholwyr yn y plwyf.

Penderfynwyd na ddylid cynyddu’r gofyniad praesept ar gyfer 2016/17 ac y byddai’n aros ar £7,000.

Yn unol â hynny, arwyddwyd y ffurflen gan y clerc, fel y Swyddog Ariannol Cyfrifol, a’r Cadeirydd. Byddai’r ffurflen yn cael ei hanfon ymlaen i Adran Adnoddau Cyngor Sir Gâr.

The precept requirement for 2016 / 2017 was requested by Carmarthenshire County Council.

Details of “Footway Lighting” charges for the financial year had been received, £1668.98 (£1390.82 + £278.16 VAT)  and also details of Section 137 Expenditure Limit for 2016/17 – this being £7.42 per elector. There being 407 electors within the parish.

The Local Authorities (Calculation of Council Tax Base ( (Wales) Regulations 1995, the figure for 2016/17 being 256.31

Estimated expenditure for the coming financial year was discussed and considered.

It was resolved that the precept requirement for 2016/17 should not be increased and will remain at £7,000.

The clerk, as the Responsible Financial Officer  and  Chair duly signed the form which is to be forwarded to Resources Department, CCC.

1.  The Community website was discussed and it was considered to be in the interest of the community to develop this further.  Events, photographs etc to be included and it is hoped that members of the community would assist in providing material.

Minutes of the meeting of Llangathen Community Council held on Tuesday, 17th November 2015 at The Reading Room, Court Henry.

Present: Cllrs. M. Wynne (acting chair),  S. Collins, G.Davies, C. Moses and M. Williams. Due to the absence of the Chair, Vice Chair Cllr. M. Wynne took up the role. In attendance was Mrs M.Rees (clerk) and County Councillor C. Campbell.

15/19  APOLOGIES

15/20  DECLARATIONS OF INTEREST

15/21 MINUTES

It was proposed by Cllr. M. Wynne and seconded by Cllr. S. Collins that the minutes of the meeting held on Tuesday, 15th September 2015 be accepted as a correct record of proceedings.

15/22  MATTERS ARISING

Min 15/12 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

The clerk had received notification that the application reference E/31647 having been refused dated 24th April 2015 had been appealed against the decision made by Carmarthenshire County Council by Mr and Mrs Robinson-Redman.  It was concluded that the appeal be dismissed.

Min 15/12 (2) A40 DRYSLWYN SQUARE, DRYSLWYN

Edwina Hart AM having responded to the councils letter advised that progress was continuing on a safety scheme which would include proposals to improve signing and markings.  She also confirmed that no formal police report had been received regarding collisions at this location.

Also, a reply had been received from Dyfed Powys Police, Carmarthen stating that they were not in receipt of the councils letter dated 4th August 2015 but had received the letter dated 13th October 2015.  Having checked with the Roads Policing Unit in Carmarthenshire, they were unaware of any road traffic collisions at Dryslwyn Square.  Members were shocked and disappointed at this statement as over the years numerous accidents which have included fatalities have occurred at this section of the A40 trunk road.  The clerk was asked to contact Cllr. L. Hughes to ascertain dates of accidents.  Once these have been established, then a further letter to be sent to Dyfed Powys Police, Public Service Bureau.

Min 15/12 (3) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

No further information had been received regarding the planting of trees. It was decided to await confirmation from Rosie Carmichael, CCC or follow up the matter in the Spring.

Min 15/12 DRYSLWYN PICNIC SITE, DRYSLWYN CASTLE

Cllr. M. Williams confirmed that he had visited the site and reported that the area was looking clean and tidy.

It was decided to await confirmation from Cllr. E. Morgan regarding the condition of the road surface at the above location.

An e-mail had been received regarding meeting dates.  Although no name had been provided by the sender a reply was sent to the e-mail address confirming the details requested.  Cllr. H. James approved the reply.

15/24 MODEL STANDING ORDERS

A copy of the Model Standing Orders as supplied by One Voice Wales had been forwarded Councillors for inspection.  The document requires personalizing to Llangathen Community Council.  It was agreed that the clerk should complete the gaps and present to the Council for adoption sometime over the coming months.

It was proposed by Cllr. G. Davies and seconded by Cllr. S. Collins that the existing Standing Orders (2000) be re-adopted as an interim measure with the view to adopt the Model Standing Order when complete.

15/26 COUNTY COUNCILLORS REPORT

County Councillor C. Campbell reported that the County Council were looking to make financial reductions to the sum of £40 million and  seminars were arranged in order to decide where these cuts could be made.  It looked likely that the education budget would be reduced by £15 million which would result in each school within the county having a lower  allocation of funds.  Final decisions are expected in February.

15/27 ANY OTHER BUSINESS

1.  As it is a requirement to publicly display names of all Councillors, it was confirmed that these details are currently being displayed on-line, www.llangathen.net with the contact details via the clerk, also displayed on line. It is necessary to indicate which councillors have been co-opted.  The clerk would therefore check her records and arrange for the web site to be up dated.

2.  A members interests details require to be disclosed by all Councillors.  The clerk would contact One Voice Wales and request the relevant forms.

3.  The Welsh Language was discussed and it was confirmed that the Council does hold a Welsh Language Policy.  It was suggested that minutes could be produced bilingually. The clerk would check on translation costs and report at the next meeting.

4.  It was reported that the Notice Board in Broad Oak village was in a poor state of repair.  Cllrs. Gary Davies and C. Moses agreed to inspect by the next meeting.

5.  The bus shelter at Dryslwyn Square appeared to be in a poor and unkempt state.  The clerk would contact Cllr. L. Hughes for a report at the next meeting.

15/17 COUNTY COUNCILLORS REPORT

Although Cllr. Campbell was unable to attend the meeting, he had contacted the clerk to inform of the following:

BT Super Broadband Service.  It as anticipated that 96% Carmarthenshire would receive this service by 2016.

15/18 ANY OTHER BUSINESS

1.  It had been brought to the councils attention that the road surface near Dryslwyn Community Shop appeared to be sinking.  Cllr. E. Morgan, volunteered to inspect and report at the next meeting.

2.  It had been noted that a new static caravan had been sited at the property known as Ysgwyn Fach, Capel Isaac.  Kevin Jones, Enforcement Officer, CCC, had confirmed that the caravan was to replace a historic one.  The old caravan is to be sold and removed.  Kevin Jones is to visit the site in 28 days.

3.  The clerk had received an e-mail from Mr Pain in Australia.  He is researching his ancestors.  It was resolved to direct Mr Pain to the Records Office, CCC and also Dyfed Family History Society.  The clerk to reply.

Minutes of the meeting of Llangathen Community Council held on Tuesday, 21st July 2015 at The Reading Room, Court Henry.

Present: Cllrs. H. James (chair),  E.Morgan,  M. Wynne and  M. Williams.

In attendance was Mrs M.Rees (clerk).

15/01  APOLOGIES

Apologies for absence were received from Cllrs. G. Davies, L. Hughes, C. Moses, S. Collins and County Cllr. C. Campbell.

15/02  DECLARATIONS OF INTEREST

There were no declarations of interest.

15/03 MINUTES

It was proposed by Cllr. M. Wynne and seconded by Cllr. E. Morgan that the minutes of the meeting held on Tuesday, 19th May 2015 be accepted as a correct record of proceedings.

15/04  MATTERS ARISING

Min 14/79 (1) STABLE BLOCK IN FIELD NEAR RHYD YR AFON / GLANDDU, BROAD OAK

Confirmation from CCC had been received regarding planning application E /31647 – Land at Cae Derwen, Broad Oak – siting of a timber field shelter – Full Refusal.

Min 14/79 (2) A40 DRYSLWYN SQUARE, DRYSLWYN

It was with dismay that Councillors reported and discussed the two recent accidents at this location.

Both accidents were of a serious nature, with one car crashing through the garden railings and very nearly through the property wall of Caeaunewydd, Dryslwyn.  The garden railings piercing through the vehicle.

Members, along with the public are very concerned that future accidents could result in loss of life.

Feelings are that major remedial action must take place in order to curb speed and better safety measures in order to protect motorists.

The clerk was requested to write to:

  • Edwina Hart , Welsh Government, South Wales Road Trunk Agent,
  • Dyfed Powys Police, T. Sage, Head of Transport, CCC
  • Jonathon Edwards MP Rhodri Glyn Thomas AM County Cllr. C. Campbell

A request to be made for agencies to come together at a site meeting in order to make clear the improvements required to alleviate the danger to motorist at this location.

Min 14/79 (3) AGRICULTURAL DEVELOPMENTS, LAN FARM, BROAD OAK

The clerk had received notification from Rosie Carmichael of CCC confirming that following a visit to the above location it had been noted that some re-planting of trees had taken place. The remainder would take place during the winter months.  The clerk was requested to acknowledge Rosie Carmichaels correspondence and to request that she informs the council when the re-planting has been completed.

15/08 ANY OTHER BUSINESS

The clerk had received a telephone message from Mrs James, Dryslwyn, regarding the condition of the picnic site, Dryslwyn Castle.  There appeared to have been a fire whereby a tent had been burnt and there were glass jars and rubbish strewn over the site.  The seat of the bench had been ripped off exposing rusty nails.  The clerk had reported the incident to CCC via e-mail and a reply had been received stating that the matter would be seen to.  Cllr. M. Williams volunteered to check the site to see if the issues had been dealt with.
