 Cofnodion cyfarfod Cyngor Cymuned Llangathen a gynhaliwyd nos Fawrth , 19 Ionawr 2021. Cyfarfod rhithwir yn defnyddio’r fformat “Zoom”.

Minutes of the meeting of Llangathen Community Council held on Tuesday evening, 19th January 2021. A virtual meeting using the “Zoom” system .

Cynigiwyd gan Cyng. A. Davies ac eiliwyd gan Cyng. E. Morgan  fod cofnodion y cyfarfod a gynhaliwyd nos Fawrth 17 Tachwedd 2020 yn cael eu derbyn fel cofnod cywir o’r trafodion.

It was proposed by Cllr. A. Davies and seconded by Cllr. E. Morgan that the minutes of the meeting held on Tuesday, 17th November 2020 be accepted as a correct record of proceedings.

20/28  MATERION YN CODI /  MATTERS ARISING

Cof/Min 19/91 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Dywedwyd bod y blychau metel a oedd yn sownd wrth yr arwyddion ffyrdd wedi’u tynnu i ffwrdd erbyn hyn.

It was reported that the metal boxes secured to the road signs have since been removed.

Nodwyd nad oedd unrhyw waith pellach wedi’i wneud yn y cyffiniau.

It had been noted that no further works had been carried out in this vicinity.

Cof/Min 20/24 (1) ROAD CWMHARAD I/TO SARNAGOL

Trafodwyd pryder ynghylch cwlfertau wedi’u blocio a dwr ar y ffordd.  Yr adborth oedd y byddai tasgau i liniaru’r problemau hyn yn cael eu cyflawni pan fyddai’r arian a’r adnoddau ar gael.  Fodd bynnag, rhan o’r broblem oedd y ffaith bod gormod o ddwr yn rhedeg oddi ar dir amaethyddol.

Concern regarding blocked culverts and water on the road was discussed.  The feed back was that tasks to alleviate these problems will be carried out when funds and resources are available.  However, part of the problem was due to excessive water running off agricultural land.

Cof/Min 20/24 (2) CAPEL CROSS INN – GRIT BOX

Rhagwelwyd y byddai blwch graean yn cael ei leoli yn y lleoliad hwn cyn hir.  Unwaith eto, roedd problemau o ran dwr ffo o dir amaethyddol wedi bod yn achosi problem yn yr ardal hon, wrth i ddwr lifo i’r Siop Gymunedol leol.

It is anticipated that a grit box will be sited at this location soon.  Again, problems regarding water run off from agricultural land had been causing an issue in this area, with water flowing into the local Community Shop.

Cof/Min 20/24 (3) POST AND RAILS, COURT HENRY

Cadarnhawyd mewn ateb gan Gyngor Sir Caerfyrddin mai perchennog y tir oedd yn gyfrifol am y difrod i’r pyst a’r rheiliau.

A reply from Carmarthenshire County Council confirmed that the damage to the post and rails were the responsibility of the land owner.

Cof/Min 20/24 (4) DAMAGED BENCH, SGWAR MILTWN/MILTON SQUARE, DRYSLWYN

Roedd y Cyng. Mark Williams, yn garedig iawn, wedi symud y fainc. Diolchwyd iddo gan ei gyd-gynghorwyr.

Cllr. Mark Williams had kindly removed the bench.  He was thanked by fellow Councillors.

Cof/Min 20/24 (5) ROAD FROM BROAD OAK TO CAPEL CROSS INN

Roedd y cynghorwyr yn dal i gael cwynion ynghylch cyflwr y ffordd gan fod yna lawer o fwd a graean yn bresennol. Unwaith eto, barnwyd mai ffosydd wedi’u blocio a llawer o ddwr yn rhedeg oddi ar dir amaethyddol oedd y broblem, ynghyd â’r ffaith bod peiriannau amaethyddol yn fawr iawn o’u cymharu â maint y ffyrdd. Byddai Cyngor Sir Caerfyrddin yn archwilio’r ardal.

Councillors were continuing to receive complaints regarding the condition and state of the road.  There being much mud and grit present.  Again, blocked ditches and much water run off from agricultural land was deemed to be the issue along with agricultural machinery being very large in comparison with the size of the roads.  CCC will inspect the area.

Cof/Min 20/24 (6) FELINDRE – BLOCKED DRAIN

Dywedwyd bod yna draen wedi’i blocio’n llwyr ar y ffordd rhwng Sgwâr Milton a Felindre. Byddai’r Cyng. E. Morgan yn trefnu ei bod yn cael ei chlirio.

A totally blocked drain was reported on the Milton Square to Felindre road. Cllr. E. Morgan would arrange for this to be cleared.

Cof/Min 20/24 (6)  FELINDRE – POT HOLES

Er y dywedwyd bod y dwr yn llifo ychydig yn well nag yr oedd o’r blaen, nodwyd bod angen rhagor o waith cyn cael datrysiad llawn. Roedd tyllau yn y ffordd yn dal i fod yn broblem yn y pentref, ac roedd y ffyrdd sy’n arwain at y pentref mewn cyflwr gwael iawn. Y farn oedd bod angen ailosod yr arwynebau’n llwyr. Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin.

Whilst is was reported that water was flowing slightly better than previously reported, it was noted that the matter of a complete solution remained in hand.  Potholes continue to be a problem within the village and the roads approaching the village are in a very poor state of repair. It was considered that complete resurfacing was needed. The clerk to report to CCC .

19/77 CARAVAN IN FIELD NEAR GLANDWR, LLANGATHEN

It was confirmed that the caravan in field had been removed.

A letter has been received from Mr D G Morris confirming his willingness to continue being the Llangathen Community Councils internal auditor.

Roedd y Cyng. B Jones, yn garedig iawn, wedi ymateb i gais Cadwch Gymru’n Daclus am ddyfyniad ynghylch llwyddiant y prosiect ynghyd â ffotograffau.

Cllr. B Jones had kindly responded to Keep Wales Tidy’s request for a quote on the success of the project together with photographs.

Cynghorodd Cyngor Sir Caerfyrddin ynghylch y caniatâd cynllunio canlynol / Carmarthenshire County Council advised on the planning decision on the following:

20/36 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell made his report to members, emphasising his concern in over 10 years of cutbacks within the county, equating to a £120 million shortfall.   This had a devastating effect on the funding of essential resources. A note on the council tax increase which would normally have been 3.89% has been reduced to a 3.48% increase.

Nearly 10 months of COVID 19 resulted in £30 million costs to CCC – £10 million in lost revenue and £20 million in costs. 

20/37 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Mynegwyd pryder ynghylch y sbwriel a oedd yn cael ei daflu o’r A40 rhwng Sgwâr Dryslwyn a Chastell Dryslwyn.  Byddai’r Clerc yn cyfleu’r neges i Gyngor Sir Caerfyrddin a Cadwch Gymru’n Daclus.

Concern was expressed regarding the litter that was being strewn from the A40 at Dryslwyn Square to Dryslwyn Castle.  The clerk to report to CCC and Keep Wales Tidy.

2.   Gofynnwyd am ysgubwr ar gyfer ardal Cwmharad a Felindre.  Byddai’r Clerc yn trosglwyddo’r neges.

A sweeper was requested for the Cwmharad and Felindre area.  The clerk to report.

3. .  Yn dilyn damwain ar dir Castell Dryslwyn, lle roedd angen ambiwlans a chymorth ffermwr lleol, codwyd cwestiwn ynghylch a oedd angen i’r maes parcio a’r castell fod yn agored yn ystod pandemig COVID-19.  Gofynnwyd i’r clerc gysylltu â Cadw ynglyn â’u pryderon.

 Following an accident on the grounds of Dryslwyn Castle, whereby an ambulance was needed and the assistance of a local farmer.  A question was raised as to whether there was a need for the car park and castle to be open during the COVID 19 pandemic.  The clerk was asked to contact Cadw with the concerns.

Bob blwyddyn mae dros 6,000 o bobl yng Nghymru yn cael ataliad ar y galon yn y gymuned a bydd llawer yn marw onibai y cânt gymorth cynnar.  Sefydlwyd Achub Bywyd Cymru i gynyddu nifer y bobl sy’n goroesi ataliad ar y galon yn y gymuned, Rydym nawr yn ceisio eich cefnogaeth i’n helpu i rannu’r neges bwysig hon er mwyn achub bywydau.

Croesawn y cyfle yma i drafod sut y gallwch chi ein cefnogi ni i annog eich cymuned i: 

  • Wylio ein fideo hyfforddi ar: www.llyw.cymru/achub-bywyd-cymru
  • Gynnal sesiwn hyfforddi adfywio cardio-pwlmonaidd (CPR) a sut i ddefnyddio di-ffib.
  • Brynu a gosod di-ffib yn y gymuned  ar gyfer y cyhoedd – efallai na fydd un di-ffib mewn  rhai cymunedau yn ddigonol.
  • Ddarparu cyfleoedd i rannu neges Achub Bywyd Cymru gyda’r cyhoedd.

Ymgyrch i esbonio be ddylai person ei wneud pe bai unigolyn yn digwydd cael ataliad ar y galon, yw Cyffwrdd â Bywyd. Mae ataliad ar y galon yn gyflwr lle mae’r galon yn stopio’n sydyn ac mae’r unigolyn yn disgyn yn anymwybodol. Rhaid dechrau CPR ar unwaith i bwmpio’r gwaed o amgylch y corff a defnyddio di-ffib i ailgychwyn y galon.

Mae ataliad ar y galon yn argyfwng meddygol unigrwy oherwydd nid yw’n bosib ei ragweld ac rhaid i unrhyw ymyraeth ddigwydd yn y munudau cyntaf. Nid oes sefyllfa feddygol arall sy’n dibynnu ar y fath ymyraeth gan y cyhoedd.

Dyma’r camau allweddol i gynyddu cyfradd y rhai sy’n goroesi ataliad ar y galon yw i sylwi’n fuan, gwneud CPR yn syth a diffibrillio prydlon. 

Yng Nghymru, mae oddeutu 80% o ataliadau ar y galon yn y gymuned yn digwydd yn y cartref a gallant ddigwydd i unrhyw un ar unrhyw adeg. Yn aml, mae llawer sy’n cael ataliad ar y galon yn ymddangos yn iach ac heb unrhyw salwch penodol.

Mae hyn yn pwysleisio’r ffaith y dylai pawb feddu ar sgiliau CPR i achub bywyd teulu, ffrindiau, cydweithwyr, cymydogion neu ddieithryn

Ein huchelgais yw i annog pawb yng Nghymru i ddeall yr angen i helpu pob un sy’n cael trawiad ar y galon, a chael y sgiliau a’r hyder i ddechrau’r CPR a defnyddio di-ffib.

Touch Someone’s Life

Every year over 6,000 people in Wales will have a cardiac arrest in the community and many will die without some simple and easy to learn interventions. Save a Life Cymru; established to increase the number of people who survive a cardiac arrest in the community; is seeking your support to help us share this important lifesaving message. 

We would welcome this opportunity to discuss how your community can support us by: 

  • Watching our training video on: https://gov.wales/save-a-life-cymru 
  • Holding a Cardiopulmonary Resuscitation (CPR) and defibrillator training session. 
  • Purchasing and installing a public access defibrillator – one defib might not be sufficient for some communities.
  • Creating a public announcement for your community.

Touch Someone’s Life, a public information campaign, explains what any person should do in the event of a cardiac arrest (a condition where the heart suddenly stops working and the person becomes unconscious). CPR must be started immediately to pump blood around the body and a defibrillator used to restart the heart.  

The unpredictable and time-sensitive nature of cardiac arrest in the community makes it a unique medical emergency. There is no other medical situation that relies on such community intervention.

The key to improving survival rate is to follow the chain of survival for early bystander recognition, early CPR and early defibrillation.

Around 80% of community cardiac arrests in Wales happen in peoples’ homes and can happen to anyone at any time. Many who experience a cardiac arrest often appear healthy with no known risk factors. 

This emphasises the importance for everyone to have CPR skills to help save family, friends, colleagues, neighbours or a stranger. 

Our ambition is to create cultural change across Wales so that everyone  understands the urgent need to help anyone experiencing a cardiac arrest, as well as having the skills and confidence to start CPR and defibrillation. 

We know that some communities, businesses, shopping centres, train stations and places with high footfall in Wales have equipped their location with a defibrillator. There is more than needs to be done and we urgently need your help and support.

Dosbarthwyd a thrafodwyd copïau o’r cyfrifon ar gyfer y flwyddyn a ddaeth i ben ar 31 Mawrth 2019.  Roedd y rhain wedi’u harchwilio gan Mr D. G. Morris.  Cynigiwyd gan y Cyng. C. Moses, ac eiliwyd gan y Cyng. A. Davies y dylid derbyn bod y datganiad o gyfrifon yn gywir.  

Copies of the accounts were circulated and discussed for the year ended 31st March 2019.  These had been audited by Mr D.G.Morris.  It was proposed by Cllr. C. Moses and seconded by Cllr. A. Davies that the statement of accounts be accepted as correct.  

19/05 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol y dylai pob cofnod barhau heb unrhyw ddiwygiad. Llofnododd y Cadeirydd yr atodlen fel yr oedd yn briodol. 

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  The chair duly signed the schedule.

19/06 DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. B. Jones ac eiliwyd gan y Cyng. E. Rees y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. B. Jones and seconded by Cllr. E. Rees that it be approved by the council.

19/07 PENODI ARCHWILYDD MEWNOL / APPOINTMENT OF INTERNAL AUDITOR

Penderfynwyd y dylid parhau i ymgymryd â gwasanaethau’r archwilydd mewnol, sef Mr D Morris. Y clerc i ysgrifennu at Mr Morris i ofyn a fyddai’n fodlon parhau â’r gwaith.

It was resolved that the services of the internal auditor Mr D Morris be continued.  The clerk to write to Mr Morris in order to establish if he was happy to continue.

19/08 PENODI CADEIRYDD / APPOINTMENT OF CHAIRMAN

Cynigiodd y Cyng. A. Davies y dylai’r Cyng. B. Jones ymgymryd â rôl y Cadeirydd ar gyfer y flwyddyn 2019-2020, ac eiliwyd y cynnig hwnnw gan y Cyng. M. Wynne. Derbyniodd y Cyng. Jones y swydd.  Diolchodd Cyng. A. Davies am ei waith cydwybodol yn ystod y flwyddyn flaenorol.

It was proposed by Cllr. A. Davies and seconded by Cllr. M. Wynne that Cllr. B. Jones takes up the role as chair for the coming 2019 / 2020 year.  Cllr. Jones duly accepted this position.  She thanked Cllr. Ann Davies for her work and commitment as chair for the previous year. 

19/09 PENODI IS-CADEIRYDD / APPOINTMENT OF VICE CHAIR 

Cynigiwyd gan y Cyng. A. Davies ac eiliwyd gan y Cyng. C. Moses  bod y Cyng. M. Wynne yn cael ei benodi’n Is-Gadeirydd.  Derbyniodd Cyng. M. Wynne y swydd a diolchodd i’r aelodau.

It was proposed by Cllr. A. Davies and seconded by Cllr. C. Moses that Cllr. M. Wynne be appointed as Vice Chairman.  Cllr. M. Wynne accepted the post and thanked members.

It was proposed by Cllr. M. Wynne and seconded by Cllr. E. Cof/Min 19/69 (1)  A40 SGWAR DRYSLWYN SQUARE, DRYSLWYN /  BROAD OAK / DIOGELWCH Y FFYRDD / ROAD SAFETY – A40

Cllr. C. Campbell advised that Adam Price AC/AM and Jonathan Edwards AS/MP, Carmarthen East & Dinefwr had forwarded their concerns and recommendations to Welsh Government regarding safety measures along the A40 Carmarthen to Llandeilo.  

It was also noted that despite notifying SWTRA on several occasions regarding a depression in the road near Dryslwyn Square no remedial work had been carried out.  Cllr. Morgan and the clerk to notify them once again.

 Cof/Min 19/86 FOOD BANK – LLANGATHEN

On the 10th September 2020, Cllrs. Cefin Campbell, Beryl Jones and Ann Davies arranged for the collection of food items at Llangathen Hall.  Contributions were received from and will be donated to the areas of Llangathen, Broad Oak, Court Henry and Dryslwyn.   They were overwhelmed with the excellent response from the community.  The response was exceptional and it was a very successful evening, something that might well be repeated.

19/96 ADRODDIAD Y CYNGHORYDD SIR / COUNTY COUNCILLORS REPORT

Cllr. Cefin Campbell gave an up date on the county’s field hospitals – Selwyn Samuel Centre, Carmarthen and Llanelli Leisure Centres.

COVID 19 -Carmarthenshire was now regarding as an area of concern.

Cllr. Campbell reiterated the success of the Food Bank collection that had recently been organised in Llangathen that would help those suffering from the COVID 19 pandemic.

Broad band – Cllr. Campbell brought to the attention of council the efforts CCC were taking in order to better the Broadband connection in rural areas.  Letters had been sent out to the rural community requesting that they register their interest with Welsh Government regarding this.

19/97 UNRHYW FATER ARALL / ANY OTHER BUSINESS

1.  Street light not working in Llangathen.  Clerk to report

2.  Felindre.  It has been reported that the drains need cleaning before winter sets in.  Also patching only had been carried out on potholes.  Cllr. E. Morgan to look into the issue.

3.  Court Henry.  It had been reported that the speed limit of 30 mph did not register on vehicles fitted with speed notification technology.  The clerk to report to CCC.

4. BT Exchange Building, Dryslwyn Square.  It was reported that the building is of an unkempt appearance, chipping render and paint, overgrown  and with boundary fencing unsafe.  The clerk to report.

CYNGOR CYMUNED LLANGATHEN  / LLANGATHEN COMMUNITY COUNCIL

 Cofnodion cyfarfod Cyngor Cymuned Llangathen a gynhaliwyd nos Iau , 27 Awst 2020. Cyfarfod “virtual” yn defnyddio’r fformat “Zoom”.

Minutes of the meeting of Llangathen Community Council held on Thursday evening, 27th August 2020. A virtual meeting using the “Zoom” system .

Presennol / Present: Cyng. Cllrs : B. Jones (cadeirydd / chair), A. Davies,  C. Moses, L. Hughes a/and M. Wynne.

Hefyd yn presennol / In attendance  Mrs M.Rees (clerc / clerk).

19/78 YMDDIHEURIADAU / APOLOGIES

Cafwyd ymddiheuriadau am absenoldeb gan  / Apologies for absence was received from  Cyng. / Cllrs.  M. Williams, M. Wynne, L. Hughes, E. Rees a/and C. Campbell.

19/79 DATGANIADAU O FUDDIANT / DECLARATIONS OF INTEREST

Nid oedd unrhyw ddatganiadau o fuddiant.

There were no declarations of interest.

19/80 COFNODION / MINUTES

19/81 DATGANIAD O GYFRIFON / STATEMENT OF ACCOUNTS

Roedd copïau o’r cyfrifon wedi cael ei danfon ar gyfer y flwyddyn a ddaeth i ben ar 31 Mawrth 2020.  Roedd y rhain wedi’u harchwilio gan Mr D. G. Morris.  Cynigiwyd gan y Cyng. C. Moses, ac eiliwyd gan y Cyng. A. Davies y dylid derbyn bod y datganiad o gyfrifon yn gywir.  

Copies of the accounts had been forwarded to Cllrs  for the year ended 31st March 2020.  These had been audited by Mr D.G.Morris.  Following a discussion regarding the accounts, it was proposed by Cllr. E. Morgan and seconded by Cllr. B. Jones that the statement of accounts be accepted as correct.  

19/82 ASESIAD RISG / RISK ASSESSMENT

Trafodwyd yr Asesiad Risg a chytunwyd yn unfrydol y dylai pob cofnod barhau heb unrhyw ddiwygiad.  

The Risk Assessment was discussed and it was unanimously agreed that all entries should remain with no amendments.  

19/83 DATGANIAD LLYWODRAETHU BLYNYDDOL / ANNUAL GOVERNANCE STATEMENT

Darllenwyd yn uchel y Datganiad Llywodraethu Blynyddol ac fe’i trafodwyd gan yr aelodau. Cynigiwyd gan y Cyng. C. Moses ac eiliwyd gan y Cyng. A. Davies y dylai gael ei gymeradwyo gan y cyngor.

The Annual Governance Statement was read out and discussed by members. It was proposed by Cllr. C. Moses and seconded by Cllr. A. Davies that it be approved by the council.

19/84 MANNAU NATURE GARDD /PILI PALA / LOCAL PLACES FOR NATURE / BUTTERFLY GARDEN. 

Cllr. B. Jones confirmed that all flowers etc had now been planted in the green, Broad Oak.  It was decided that the raised beds would not fit in with the area and these were therefore returned to Keep Wales Tidy.  There are a good selection of gardening tools which will be used for the flower maintenance. Bird feeders will be placed later in the season.  Cllr. Jones was thanked for her input in this project.  

19/85 MAINC / BENCH – BROAD OAK

The Amberol Bench had been delivered and this was put into position by Cllr. C. Moses, who was thanked for his work.  

19/86 FOOD BANKS

The distribution of food to people being affected by the Covid 19 pandemic was once again discussed.  The collection point would be Llangathen Hall.  Cllr. Cefin Campbell would provide a template for a leaflet to enable these to be distributed.  The Dryslwyn Community Shop would be asked to promote the event on their website and Facebook page.  

19/87   GOHEBIAETH / CORRESPONDENCE

DYDDIAD CYFARFOD NESAF / DATE OF NEXT MEETING

It was resolved that the date for the next meeting of Llangathen Community Council would take place on Tuesday, 22nd September 2020. The meeting will take place subject to government regulations.
